There's a popular photo on this thread that shows a slum right in the middle of a commercial area in Lagos.

People can buy lands almost in any part of the city and develop it to taste, that is why you can find beautiful mansions and gated houses in predominantly low income areas with parts which may pass for a slum.

So, let's say in Mpape suburb, there are neighbourhoods which can pass as a slum, in same Mpape, you'll find more beautiful middleclass estates and houses as you can see from the picture below. So, in the real sense, those slummish neighbourhoods are not the definition of what Mpape is. They are just an illegal section of Mpape which managed to develop in a short time evading the attention of the environmental authorities. However, they cannot evade the environmental authorities for so long , so they get demolished in a very short time (search google for demolition in Mpape and see for yourself).
Lady, all slums are illegal. The whole of Kibera is illegal, the whole of Makoko is illegal. using the illegal status of Nigerian slums to claim they're not slums is just absurd.

The name was given to him because of the way he demolished every springing illegal settlement of Abuja while he was the minister of the city.
****** So, here is the new! The illegal house builders are now moving to the village settlements of the indigenous natives of Abuja city who were resettled outside Abuja. This is because they know that the government cannot easily go and destroy the villages of these natives. So, yes, FCT (and not Abuja) may start having slums in the future if the government doesn't start invading these indigenous villages cos this was exactly how Makoko evolved, from an indigenous fishing village.
