Ur phone number has no information about ur account especially since d guy claims his Fone is locked. Dey'll have to start using all bank USSD code to see which bank is registered with d number.. If ur phone was passworded and formatted dat means dey didn't have access to ur mobile app because if it was open dey could have don a password or Pin reset but still yet dey'll require ur transaction pin.
