WASHINGTON – After years of trying, Congress is taking another stab at retaliating against what many see as Chinese manipulation of its currency to make its exports to the United States cheaper and U.S. goods more expensive in China.
The Senate is expected to take up legislation Monday that would impose higher U.S. duties on Chinese products to offset the perceived advantage that critics say China gets by undervaluing its currency.
It's a political given here that China's economic policy has damaged American manufacturers and taken away American jobs.
Beijing denies that its exchange rate is responsible for the huge trade deficit that the United States has with China, and it's not clear that U.S. lawmakers have the political will to follow through.
The Senate bill has bipartisan support and is expected to clear a procedural hurdle Monday evening. But intense lobbying against it by American-based multinational corporations and their trade associations could spell trouble for the legislation.
In addition, the Obama administration, like the Bush administration before it, doesn't like the bill, saying quiet diplomacy is a better way to influence Chinese policy and warning that overt penalties could lead to a destructive trade fight.
Sens. Chuck Schumer, D-N.Y., and Lindsey Graham, R-S.C., along with others, have tried for at least six years to pass legislation making it easier to impose higher tariffs on Chinese goods. That would help compensate for what they say is Beijing's effort to keep its currency, the yuan, undervalued against the dollar.
Under U.S. pressure, China did take steps last year that allowed for some flexibility in the exchange rate. But the yuan has risen only a few percentage points since then, and economists say it is still undervalued against the dollar by as much as 40 percent.
Schumer and others say that's a major reason that some 2 million U.S. jobs have been lost to Chinese competitors in the past decade and that the U.S. trade deficit with China last year hit a record $273 billion, accounting for 43 percent of the entire U.S. trade gap.
"They get away with economic murder and thus far our country has just said, `Oh, we don't care,'" Schumer said. "This legislation will send a huge shot across China's bow."
Among Republicans, presidential hopeful Mitt Romney has said he would penalize China for keeping its currency artificially low.
The Senate bill, which does not specifically mention China, has two main components:
_Up to now, the Treasury Department has had to declare that a country was willfully manipulating its currency to trigger a response, which is something the Bush and Obama administrations have avoided doing. The legislation would require Treasury to determine only that another country's currency is misaligned, then give its government 90 days to make corrections before countervailing duties are imposed.
_The bill makes it easier for specific industries to petition the Commerce Department for redress under claims that the misaligned currency of China or another country amounts to an export subsidy. That more narrowly focused provision passed the House last September on a 348-79 vote. The last Congress, however, ended before the Senate could take it up.
Supporters point to studies by the Peterson Institute for International Economics that say a 20 percent appreciation of the yuan would reduce the U.S. trade deficit by up to $120 billion and create a half-million U.S. jobs. The more liberal Economic Policy Institute estimates that a 28.5 percent appreciation would create more than 2 million jobs.
Opponents of the bill, including the U.S. Chamber of Commerce and the Business Roundtable, whose members do business overseas, paint a different picture.
A letter to Senate leaders from more than 50 such groups warned that unilateral action against China would likely result in retaliation against U.S. exports to China, possibly violate World Trade Organization rules and do little to create U.S. jobs because other low-cost manufacturing countries would take up the slack if Chinese goods became more expensive.
There's also concern that a trade war with China would remove incentives for China to improve its record on intellectual property rights or cooperate in easing tensions with North Korea. The conservative Club for Growth, which holds sway among many Republicans, opposes the Senate bill, saying it would raise prices for American consumers.
China denies that the exchange rate is the cause of the huge trade imbalance, saying that the United States could help itself by lifting a ban on sales of high technology goods.
White House press secretary Jay Carney would only say that the administration is reviewing the Senate bill. If the measure does make it through the Senate, it faces an uncertain future in the House

Ministers shocked as Chinese firm frustrates power plant

The workers at the multi-billion naira Olorunsogo Power Plant phase 1 have revealed that SEPCO Electric Power Construction Corporation, the Chinese firm that built it has been frustrating the smooth operations of the eight gas turbines of the power project.
This was the shocking revelation during a working visit of the Minister of Power, Barth Nnaji and Minister of Information, Labaran Maku, on behalf of the Presidential Steering Committee, headed by Vice President Namadi Sambo.

As a result, the plant, which was built to generate 335 megawatts presently generates about 80 megawatts.
The tour of power projects is to ensure anything hindering the Nigeria Independent Power Projects as well as the Federal Government Power Plants from the realisation of 5000 megawatts by the end of the year is fixed.
Aside not having operating manual in English to assist the Nigerian workers understand the operations of the machines at the power plant, they have also deliberately refused to build their capacity as they send out the workers during repairs or claim to be on break each time the workers insist on being put through.

The ministers were told that out of the eight gas turbines, only two were functioning since the plant was commissioned over five years ago due to poor maintenance, non availability of spare parts, lack of technical competence as well as the non availability of operating manuals in English. More shocking for the ministers was that the Acting Chief Executive Officer of the plant, Mr Mohammed Almu and his team were unable to provide answers to the queries concerning the problems bedeviling the plants, neither could they come up with agreed funds needed to fix the broken turbines.

Almu, however, admitted the frustrations they had been going through in the hands of the Chinese.
Almu said: “On the issue of spare parts, at the time of handing over of this project, they (Chinese) supposed to give us two years running spare parts but what they gave us were just small spare parts, that is why we are having serious problem. And anytime we contact tham, they will promise to bring the parts and up till now, they have not given us any. And any time we have a problem and we want to go with them, they will refuse to go with us and abandon the place.”

Though he said both Nigerians and the Chinese were still presently working on the power plant together, he noted that “at any time we want to meet minds together, they will refuse. And some of them don’t even understand English, so its difficult,” adding that “we don’t have operating manuals in English.”
Both Nnaji and Maku, who could not hide their shock and disappointment, however, said Federal Government would look into the terms of agreement of the project between the Chinese and Nigeria to know the true status before taking the necessary actions.

Nnaji expressed great displeasure over the level of incoºmpetent technical know how of the staff of the power plant, saying, “it is very disappointing that coming from Egbin Station, where we were well briefed, we got here , scratching for information, I don’t like it and we will do something about that because what we want is ability to ensure that things keep on going. It requires resourcefulness to get things done.

How can we be in a situation where if you total the amount of money needed here it’s nothing in comparison with just one project the people in Egbin solved . It is a lot more than all of this put together. So, for sure,we are going to do something to solve these problems but on the technical side, we have to do something. That is why visiting these plants is very important.

“For sure,we are going to do something about it to solve these problems . That is why visiting these plants is very important,” the power minister said. Explaining part of the terms of agreement, the minister said: “They (Chinese) actually built this plant on loans. They provided about 65 percent of the funds and Federal Government provided the balance to build this plant. So, you know what loan means, you’ll have to pay.

“So, the consideration is whether the company that built this plant should simply take over, since they have the documents and they haven’t handed the documents and the documents are not written in English. So, definitely we are going to resolve this problem in a way that it will be to the benefit of Nigerians.”

Also reacting said, “We are on a fact-finding tour to find out what the problems are, what are the prospects and what is the state of progress in all our power plants. You (Power Minister) have said it that this plant is ready and that there are small technical problems that shouldn’t obstruct production. You are on top of the situation and you are providing the leadership. And as we go back, I am sure we will find solutions, if they are technical or financial, we will apply them and if they are managerial, definitely that would be applied.”

Anambra State and China will widen the scope of bilateral co-operation in various sectors. The Chinese Economic and Commercial Counsellor in Nigeria, Mr. Rong Yansong, has said.
He said this at the weekend during a courtesy call on Governor Peter Obi at the Government House.

Mr Yansong said more Chinese investors would be introduced to the state, while state officials would be part of the 300 nominees sent annually to China for training programmes by the Chinese government.

He added that more businessmen from the state would be given the opportunity to attain exhibition and trade fair in China while they would continue to provide capacity building programmes for Onitsha Chamber of Commerce, Industry, Mines and Agriculture.

The Minister of Foreign Affairs, Olugbenga Ashiru, on Tuesday said Nigerian Missions abroad would henceforth undertake reciprocal treatment regarding the issuance of visas.



The minister said in maiden meeting with members of the diplomatic corps accredited to Nigeria that Nigeria would longer not tolerate the shabby treatment of its citizens by foreign missions that appeared to have developed a habit of frustrating Nigerians with genuine reasons to travel.



Ashiru said it was no longer acceptable for missions in Nigeria to make Nigerians suffer just because they were seeking visas.



“I wish to assure you of the readiness of Nigeria’s diplomatic missions to undertake reciprocal treatment.



“Where visas are delivered promptly within three to five days, we shall reciprocate and where there is a delay, we shall apply the same measure.



“I wish however to appeal to you to please help to lessen the burden of such complaints and requests for assistance on mu office.



“Certainly, where unnecessary delays are caused, it would be a negation of the principle of good relations between two countries.”



The minister also cautioned foreign diplomats against making unguarded utterances on Nigeria’s internal affairs.



He expressed the hope that he would not be given any opportunity to summon any ambassador to his office for acts of “insensitivity” or lack of restraint.



The minister also frowned at the practice by some diplomats who bye-passed the Foreign Ministry to deal directly with Nigerian ministries and departments.



On Nigeria’s new foreign policy thrust, the minister said Nigeria under the leadership of President Goodluck Jonathan would intensify her advocacy against illicit trade in small arms and light weapons, which he said had become a catalyst for conflict in the African continent.”



Accordingly, Nigerian diplomatic missions abroad have been re-directed to accord this new emphasis the highest priority.



He said “While upholding the democratic imperative and our leadership role in the continent, we would strive to re-define our foreign policy, and strengthen our diplomacy to support domestic programmes of government.”



Ashiru pointed out that poverty remained the single greatest enemy of democracy and must be tackled seriously.
