You're talking about the VIX_F [the volatility of fear index futures] which is a measurement of the sentiments of market participants in the stock indices market. As correctly shown, when the general market sentiment is fearful [Fear volatility index gets high] they generally sell off their stocks and go for cash and the inverse is the case also.
That's why the charts are inversely correlated. Of course that index is very very fundamentally affected.
The Volatility index I'm referring to is the synthetic one, the binary type. That one has nothing to do with the VIX_F nor the fundamentals. It just keeps turning on it's own, lol.
