Every legal matter in the civil service is directed to the office of the Attorney General (State or Federal). He is the responsible party to put forward any case to be filed irrespective of the Ministry.

They did not direct any issue to him and they both refused to join in. Sometimes its better to keep quiet than defend what u don't know.
