Silvio Berlusconi agreed Friday to sellAC Milan to Chinese investors under a deal set to end his trophy-laden three decades in charge of the Italian giants by the end of this year. Fininvest, the Berlusconi family’s private holding company, announced that after months of negotiations a preliminary agreement had been signed between the media tycoon and the prospective buyers.The deal values Milan, which has some 220 million euros of debt, at 740 million euros ($825.4m), and willlead to a badly-needed cash injectionof 350 million euros over three seasons, Fininvest said in a statement. A total of 100 million euros of the sale price is to be paid on completion, which is scheduled to happen by the end of this year.Chinese and Italian authorities will have to rubberstamp the deal but thisis not expected to raise any significant obstacles.The preliminary accord was signed by Danilo Pellegrino, the Fininvest CEO, and Han Li, a representative of the Chinese investors.“Throughout the negotiations Fininvest has maintained its position established by Mr Berlusconi to provide AC Milan with a structure from which it can compete with the world’s top clubs,” Pellegrino said.The group has been named as Sino-Europe Sports Investment Management Changxing, and includes businessman Yonghong Li, the Haixia Capital Capital group and other private and public Chinese companies. The 36 states in July shared N145 billion from the Federation Account as their share of what the country generated as revenue from June and shared in July.

NAN recalls that at the last Federation Account Allocation Committee meeting held in July, federal, states and local governments shared N559 billion as against the N305 billion that was shared before that.
The Minister of Finance, Kemi Adeosun, attributed the increase, which is the highest for the administration, to efficiency in collection by revenue generating agencies, especially the Federal Inland Revenue Service.
However, a source at the office of the Accountant-General’s Office said the increase was simply companies paying their Company Income Tax.
The person said CIT was usually paid between June and August every year.
He said: “If you follow revenue trend, you will notice that the federation’s revenue goes up around these period, so it’s nothing new.”
The report showed that the revenue distributed included the Gross Statutory revenue, Value Added Tax, exchange gain, solid minerals revenue from 2007 to 2014 and 13 per cent derivation to oil producing states.
The report showed that before distribution, state liabilities were deducted.
The liabilities included external debt of N1.67 billion, contractual obligations of N10.62 billion and other deductions amounting to N17.1 billion.
The report showed that other deductions cover National Water Rehabilitation Projects, National Agricultural Technology Support, Payment for Fertilizer, State Water Supply Project, State Agriculture Project and National Fadama Project.
To sum it up, here is what the 36 states got after all deductions were made:
Abia N3.55 billlion, Adamawa N3.53 billion, Cross River N2.65 billion, Ekiti N2.42 billion, Edo N2.9 billion, Kaduna N4.79 billion, Kano N5.95 billion, Lagos N8.30 billion, Rivers N6.82 billion and Zamfara, N2.95 billion.
Delta N5.1 billion, Anambra N3.82 billion, Benue N3.89 billion, Borno N4.2 billion, Ebonyi N3.40 billion, Enugu N3.72 billion, Gombe N2.89 billion, Nassarawa N3.31 billion, Imo N3.7 billion and Kano N3.89 billion.
Yobe got N3.67 billion, Taraba N3.36 billion, Sokoto N4.08 billion, Plateau N2.81 billion, Oyo N4.13 billion, Osun N1.2 billion, Ondo N3.7 billion, Ogun N2.83 billion, Niger N3.82 billion and Kebbi N3.78 billion.
Also, Katsina got N4.49 billion, Bayelsa N4.98 billion, Bauchi N4 billion, Jigawa N4.25 billion, Kebbi N3.78 billion and Kwara N3.07 billion.
The report also showed that the Federal Capital Territory got N5.2 billion from the Federal Government’s share of the distributable revenue for the month of June, shared in July, 2016.

The National Drug Law Enforcement Agency (NDLEA) in Anambra says it has arrested a 31-year-old man, Vincent Chidiebere, for allegedly peddling hard drug worth N1.78 billion.Addressing newsmen in Onitsha on Tuesday, the Commander of NDLEA in the state, Mr Sule Momodu,said that the suspect was arrested in Awka on July 28 with methamphetamine weighing 25.2kg.Momodu said that the arrest followed a tip-off that ashipment of methamphetamine would pass through Anambra from Enugu to Lagos.“Based on the information, we were able to set up a team to search certain vehicles from a particular company.“At about 11a.m. same day, we were able to intercept the vehicle carrying the substance and arrested the suspect.”Momodu, who said the substance tested positive, described the substance as “one of the most potent illicit drugs in the world which has a lot of destructive tendencies on the user.”According to him, someone under the influence of such drug can be influenced to make disastrous decisions and can make criminals test the nation’s security to its limit.The commander said besides the security threat posed by the users, the drug posed a health hazard in the community where it isHe said the chemicals used for the production were highly toxic and could cause permanent destruction to the ecosystem.“The waste from the drug is more toxic than the extracted substance.“The people around where it is being produced are likely to be exposed to cancer and other incurable diseases while children that are also born in the area are likely to be deformed.”Momodu, who expressed the readiness of the agency to fight illicit drug production and peddling in the state, urged the public to volunteer information that could help stop the illicit business.Although the agency had discovered three methamphetamine laboratories located at Nanka, Ozubulu and Obosi areas of the state, the commander also expressed the belief that more laboratories still exist.He reminded the public that Gov. Willie Obiano had pledged a reward of N500, 000 to anyone with information on where the substances were being produced within the state.“Most of the methamphetamine being produced are destined for Asian countries,” he said, adding that a kilogramme of methamphetamine was sold at about150, 000 dollars.Momodu said that the suspect would be arraigned when the investigation was completed.

The fight between the Reformed Oodua People’s Congress (ROPC) and the Ogun state militants has gone a notch higher as the reformed group is set to fight them with ‘juju’.
5, 000 members of the OPC have converged in Ogun state to confront militants who have been causing havoc in the Arepo and Imushin communities. Punch reports that the membersof the group arrived the state in 100 buses, looking ready for battle.

Eyewitnesses disclosed that the OPC members, who came from Lagos and other parts of Ogun, carried all manner of charms and weapons saying: “They were over 5,000 and they filled the whole community. They carried all kinds of charms and a few of them even carried placards, protesting militant’s invasion of the South-West.They said they were ready to enter into the creeks to face the militants and kill them and all they needed wasthe permission of the traditional ruler. Some ofthem said they could transform to snakes and lions, once they get into the creeks.”

The OPC members were seen with all sorts of charms (juju) ready to take down the militants in Ogun state.

A man in Tembisa Johannesburg, South Africa has just burnt himself when he learnt his second wife gave birth to Chinese twins.

According to Mzansi Live, Mlungisi Mthetwa was a local taxi boss who set himself ablaze when his wife gave birth and brought home a set of Chinese twins. Eye witnesses recounts that the couples have had a heated argument before the man went ahead to set himself ablaze.



They said: “He had a big problem with his family; his second wife gave birth and brings home Chinese twins as they both have Chinese genes in their respective families. It is believed that the wife slept around with her ex Chinese boss when she was working at a Chinese restaurant. He is my longtime friend and we have been neighbors since his family moved South Africa from Malawi about 30-years-ago. He has also not been a violent person, all this happened because of the stress. I feel sorry for his kids in school who lost their father in such a way.”

Hillary Clinton got a four-point bounce in support after the Democratic National Convention and now leads Donald Trump by seven points in the race for the White House, says a poll released Monday.

Clinton’s lead over the Republican Trump is 46 percent to 39 percent, according to the CBS News poll.

After the Republican convention, prior to the Democratic one, Trump got a two-point bump and the race was tied, CBS said.

One of Clinton’s biggest problems — Americans’ negative view of her — remains, but it has eased somewhat since the convention last week in Philadelphia, the survey suggested.

Fifty percent of registered voters have a negative opinion of Clinton compared to 36 percent who view her positively, the poll said.

That positive number is up five points and the negative one is down six, it added.

Thirty-one percent of voters have a positive opinion of Trump, which is about the same as before the Republican convention, according to CBS. Fifty-two percent see him negatively.

The survey was carried out July 29-31 among 1,393 adults and has a margin of error of three percentage points.

Another accused standing trial before the Code of Conduct Bureau, Rasheed Taiwo Owolabi, has asked the embattled Chairman of the Code of Conduct Tribunal, Danladi Umar, to disqualify himself from the panel that will try him.
Owolabi, a retired Customs Officer, based his argument on Umar’s alleged involvement in a N10 million bribery saga.
He said Umar in 2012 once demanded a bribe of N10 million from him to pervert the cause of justice in a criminal matter filed against him (Owolabi) by the Federal Government.
In a motion on notice filed by his counsel, Festus Keyamo, the applicant said he reported Umar to the Economic and Financial Crimes Commission, which led to his arrest and interrogation.
Owolabi said he will not get fair trial and justice from Umar, having implicated him in the bribery saga and which led to the ongoing trial of his Personal Assistant, Ali Gambo Abdullahi, for criminal offence at an Abuja High Court
Specifically, Owolabi alleged that the CCT boss had become biased against him for
dragging him (Umar) to the EFCC over the bribery allegation.
Owolabi is billed to appear before the tribunal on Friday on the false declaration of asset charges slammed on him since June 6, 2012.
He is praying that the charge be stuck out for want of diligent prosecution and for the likelihood of bias against him.
The motion was predicated on five issues.
These include that during the pendency of his trial, he made several allegations of graft against the CCT chairman, which led to the trial of his Personal Assistant in respect of the allegation.
He insisted that it has become legally impossible for the CCT Chairman to adjudicate over the matter because of a real likelihood of bias by Umar against him.
In a three-paragraph affidavit in support of the motion, the applicant claimed that in the course of his trial, he had reasons to raise allegations of graft against the CCT boss.
Owolabi averred that in the course of investigation by the EFCC, Abdullahi admitted in his statement that he collected certain sums of money from the applicant as inducement and that he handed over the money to the CCT Chairman.
The deponent claimed that based on the EFCC findings, a coalition of civil rights groups under the auspices of the Registered Trustees of the Mission for Peace and Development Initiative filed a court action at the Federal High Court seeking an order of mandamus from the court to compel the Attorney General of the Federation to file a criminal indictment against the CCT boss.
The applicant therefore asked Umar to disqualify himself from the CCT panel billed to try him on the ground that he (Applicant) will not get fair trial and justice from any trial conducted by Umar.

Justice Abdul Kafarati of Federal High Court, Abuja has delayed till 12 noon today ruling in the suit filed by Dr BukolaSaraki, against the Chairman of Code of Conduct Tribunal, Mr. Danladi Umar and others involved in his ongoing trial on charges of false declaration of assets.

Court staff announced that the Judge will not deliver until noon, leading to dispersal of journalists, lawyers and associates of the Senate President.

They had all  gathered very early on Friday morning for the judgment which many believed would tantamount to  another gambit by the Senate President to halt the embarrassment he has been subjected from revelations of financial scams at his trial at Code of Conduct Tribunal.

Rotimi Jacobs, the defence lawyer in the suit who is also prosecuting Saraki on behalf of Federal Government was one of the lawyers  already in court before the delay was announced.

In the suit, Saraki argued that his trial before the CCT, as currently constituted was a violation of his right.

The Senate President said he could not get justice from the CCT Chairman who he claimed is currently being investigated by the Economic and Financial Crimes Commission, EFCC for alleged bribery.

He argued that since EFCC is also prosecuting him before Justice Umar, the C

Justice Abdul Kafarati of the federal high court, Abuja, has withdrawn from a fundamental rights suit filed by Senate President Bukola Saraki to quash the charges of false declaration of assets brought against him by the federal government at the Code of Conduct Tribunal (CCT).

Kafarati explained that his integrity had been called into question in the matter, hence he would disqualify himself from it.

Having read a report of an online medium accusing him of corruption to the tune N2bn, he said that if he ruled against or for Saraki his decision would be interpreted differently.

“It is only in this country that people can wake up and start calling people names,” he said.

“In the circumstance, I disqualify myself from this case. I will hereby send the case file to the chief judge for re-assignment to another judge.”

In February, after the judgment of the supreme court dismissing Saraki’s appeal to stop his trial, his lawyer Ajibola Oloyede filed the lawsuit asking the federal high court to stop his trial and to disqualify the chairman of the CCT, who is presiding over the trial.

The senate president couched his prayers in the violation of his rights to fair hearing by the Code of Conduct Bureau (CCB), which he said did not invite him for explanation before it filed charges against him at the CCT.

THE prosecution in the ongoing trial of Senate President, Dr Bukola Saraki, appears to have run into fresh dilemma following the release of a legal opinion from the Ministry of Justice, which faulted the procedure for initiating prosecutions at the Code of Conduct Tribunal (CCT).
The legal opinion, which was originally released in respect of the case filed against the former Minister of Niger Delta Affairs, Elder Godsday Orubebe and which informed the withdrawal of the suit against the former minister at the CCT, had indicated that failure of the prosecution to obtain a statement from the suspects before filing that case was highly detrimental to the success of the suit.
Sources at the ministry confirmed that in line with the legal advice, the government, last week, withdrew the suit bordering on false asset declaration against Orubebe.
Sources confirmed that the decision to withdraw the charges was based on a legal advice from the Federal Ministry of Justice. in which it was strongly canvassed that the case against Orubebe as presently constructed and filed was fundamentally defective.
The Legal Advice issued by the Ministry of Justice, according to sources, was to the effect that since Orubebe was not invited to make a statement before he was dragged to the trial, the process might have negated the provisions of Section 379 (1) (a) of the Administration of Criminal Justice Act 2015.
The section lists prerequisites for embarking on criminal trial, indicating that one of the main items is the “copies of statements of the defendant.”
The Act also mentioned other ingredients of a trial to include the list of witnesses; list of exhibits to be tendered; summary of statements of the witnesses; copies of statement of the defendant, as well as other documents, report, or material that the prosecution intends to rely on for the prosecution.
The new criminal administration law also indicates that the prosecution must produce particulars of bail or bond, particulars of place of custody, particulars of plea bargain arranged and particulars of any previous interlocutory or remand proceedings in respect of the charge.
Legal luminaries at the Ministry of Justice were said to have told the Federal Government that without the statement of the defendant, the case could easily run into a hitch, adding that a similar situation led to the striking out of the suit filed against former governor of Lagos State, Senator Bola Tinubu, in 2012.
A source had said: “That case against Saraki is already being encumbered by emerging details. The withdrawal of the suit against Orubebe is a clear pointer to the contents of a legal opinion in the Ministry of Justice, having looked at the contents of the Administration of Justice Act 2015.

PM News: Discharge Saraki Like You Discharge Tinubu

Chief Kanu Agabi, Lead lawyer for Senate President, Bukola Saraki demands his client’s discharge and acquittal by the Code of Conduct Tribunal, the way it was done for Asiwaju Bola Ahmed Tinubu, five years ago.

Agabi told the CCT panel that the Code of Conduct Bureau case was flawed as Saraki was not invited, when it had an issue over his asset declaration.

Agabi said his team is not raising any of the issue that has been determined by the Supreme Court.

He said the issue being raised in the fresh application is that failure of the CCB to act 13 years after the defendant filed his forms is fatal to its case.

”If for any reason, the defendant has committed any offence he should be informed. The defendant has not been given any opportunity to defend himself against the charges. The AGF has no jurisdiction to prefer the charges and therefore the Tribunal has no jurisdiction to hear it.

“Under our constitution, the moment a man comes under justifiable suspicion, he must be informed promptly of the reasons for the suspicion”, said Agabi.

He said failure to inform Saraki was against the principle of fair trial. He said failure of duty on the part of the CCB for 13 years operates to the peril of the Bureau.

He said there is no document to indicate that any member of public has complained or that the CCB has conducted any research to implicate the the defendant.

He however agreed that there are aspects of the charges against Saraki that can be prosecuted elsewhere.

“The result of the investigation by Bureau is expected to be presented to Your Lordship, where is it?” Where is the reference? We don’t have it, you can struck it out and let them start afresh.

“He has not been invited, he should be invited like Tinubu. He is the Senate President of this country. He has not been invited, it is not discriminatory. My Lord, the reason you said you allow Tinubu to go home was that ten other governors were invited, but he was not invited, the defendant is a former governor. ”

He then asked the Chairman of the Tribunal to strike out the charges.
