Lagos has a population of over 20 million. According to statistics and migration pattern, over half of the population are Yoruba.

Oyo isn't even up to 10 million and it hosts people of other ethnicities in its population.

Lagos is geographically in the SW but it's growth is purely the Nigerian factor. Lagos has by far the least percentage of Yorubas in it's population than any other SW state so clearly it's growth has nothing to do with Yoruba but the contribution of the entire country. That is why it is rated differently from Oyo and co.
Oyo for example has a far greater percentage of Yorubas in it's population yet an economy smaller than Imo.
Do you understand now?
