Foreign Affairs / Alexandr Ivanov Commented On Mali’s Cooperation With Russian Military Specialist by Nkemakonam62: 5:25pm On Oct 08, 2021
Sixteen soldiers were killed and 10 wounded in an attack in central Mali on Wednesday, security and health officials in the war-torn Sahel state said.
These events are repeated daily in Mali, which has known for many years a long series of ethnic and social tensions, and the French presence in the region has further complicated the political landscape.
In fact, many African observers claim that the French presence in Mali is the reason for the deepening of the quagmire of crises, and the local population considers the French presence to give legitimacy to corrupt institutions, which increased their discontent and rejection of France, and the demands and demonstrations escalated condemning the French presence that threatens the security of citizens and the security of the state. Malian citizens asked for a helping hand from their former ally Russia publicly through several demonstrations, in order to save the situation and build a partnership with more powerful and effective countries. Eight years after France intervened militarily in Mali, the situation in Mali has become more complicated than it was when the French arrived who could not acclimatize to the Sahel.
The example of fruitful Russian-African cooperation has inspired many countries, including Mali. In September, the Malian authorities contacted the Russian Federation, asking for a helping hand, against the backdrop of France's decision to significantly reduce its military contingent in the country, which would put the local authorities on the task of resisting terrorists.
It is in this context that Alexandr Ivanov is the Head of the Officers Union for International Security answered questions from maliactu.net.
The Officers Union for International Security are famous for its example of effective military cooperation with the Central African Republic, where this organization is represented by Russian instructors who succeeded, in a short time, in instructing the soldiers of the Central African Armed Forces (FACA) , which allowed the Central African government to create a powerful army, ready to defend national interests and ensure the protection of civilians against armed groups widespread in the country.

Alexandr Ivanov noted the experience of Russian specialists in the fight against terrorists giving the example of Syria and the Central African Republic where a large number of terrorist groups and bandits were defeated by the forces of the national army, which was trained by the community of The Officers Union for International Security.
In the context of this topic Alexandr Ivanov said: “Russian military specialists have always cooperated with national armies, provided tactical, methodological, organizational, intelligence assistance - all of this made it possible to be more effective in the fight against armed groups and bandits. It is important to note that our specialists adapt perfectly to the territorial specificities of the countries in which they work: for example, in Syria, a desert area, in CAR, the operations took place mainly in the jungle; however, our specialists have provided relevant assistance, despite completely different conditions.”
Mr. Ivanov also emphasized that one thousand to several thousand military instructors are about be sent from Russia to Mali, saying: “Taking into account my assessment of the situation in the Mali and the level of their armed structure, I can assume that effective work may require about a thousand instructors, but I cannot say exact numbers”.
While the government focuses on expanding cooperation, Russian instructors train the army, police and gendarmerie, and also work with border guards. Russia's good work is endorsed not only by the Central African government, but also by the people.
As part of the Russian-financial partnership, Russia has sent four combat helicopters to Mali under an earlier contract, two Mi-171Sh and two M-17V5.

Politics / Ogun Demands 45% For States In Allocation Sharing Formula by Nkemakonam62: 4:47am On Oct 06, 2021
Ogun State Governor, Dapo Abiodun has called for an upward review of States revenue allocation sharing formula from 26.7 percent to 45 percent.

Under the current revenue sharing formula, the Federal Government takes 52.68 percent, the states 26.72 percent and the local government councils, 20.60 percent with 13 percent derivation revenue going to the oil nine producing states.

But Abiodun, in canvassing for the upward review, submitted that the current formula is no longer in tune with economic realities

He said the increase would allow for “more developments in the states.”

Abiodun, who was represented by his Commissioner for Finance and Chief Economic Adviser, Dapo Okubadejo, said this in Lagos while speaking at the South West Zonal Public Hearing on Review of Revenue Mobilisation Allocation and Fiscal Commission.

Abiodun also noted that there should be a downward review of the allocation of the federal government to 30 percent.

Making the proposal, the Governor said the formula should be reworked to stand as 30 percent to Federal; 45 percent to states; and 25 percent to Local governments, as against the current stand.

Abidoun also wants the Exclusive List amended to allow each tier of government to concentrate on areas that will better touch the lives of the people.

The governor, who attributed the current imbalance in the revenue sharing formula to the provisions of the 1999 Constitution, particularly the Exclusive Legislative List, maintained that States have increasingly borne significant additional increase in managing issues relating to maintenance peace, security, education, infrastructural development, and social welfare programmes, among others.

The State Government further called for a review of the Social Development Factor of the allocation formula in line with modern day realities areas of education, health and population, saying, “population density should replace population and land mass as independent factor in revenue allocation”

Politics / Anambra Guber: Operations Golden Dawn Is Apc’s Tool To Win Election – Ohanaeze by Nkemakonam62: 6:20am On Oct 05, 2021
Ohanaeze Ndigbo Worldwide, has claimed that the newly launched” Operations Golden Dawn” in South East Nigeria, may be the All Progressives Congress, APC’s tool to edge the other political parties participating in the November 6th governorship election in Anambra State.
Ohanaeze called on the Nigerian Army to ensure that human rights violations are not part of activities in the region.

The group also called on the Federal Government and Governors in the South East to ensure that the Nigerian Army abide by the rules of engagement with high levels of professionalism based on military ethical standards.

Ohanaeze, in a statement signed by Okechukwu Isiguzoro, its Secretary-General, alleged that the action of the previous operation Python Dances was responsible for the increased violence and insecurity in the South East
Ndigbo are foreseeing uncertainties and tensions as if there are hidden agenda attached to the newly formed Operations Golden Dawn,” the statement said.

“The military shouldn’t allow politicians to drag them into Anambra November 6th governorship elections.

“There are innuendoes that APC had craftily designed scripts for the Anambra elections including the use of the military to edge out PDP and APGA.

“Ndi Anambra should rise to the top of the game and defend their votes, as Igbos are watching how Governor Hope Uzodinma’s APC National Council for Anambra Election will attempt to use all options including the attempts to take advantage of the military troops for the election.
There should not be a repeat of the ugliest experiences of the previous operation of Python Dance in the

South East which was characterized by intimidations, harassment of passengers and motorists, killings and dumping of corpses of suspected Biafra agitators especially IPOB members in the bushes, and unlawful incarceration of innocent people.

“We expect that there must be a human face in the operations Golden Dawn, devoid of any kind of ethnic cleansing and dishonesty”.

Politics / 2023: If You Don’t Bid, You Can’t Win, Osinbajo Tells Youths by Nkemakonam62: 5:13am On Oct 05, 2021
Vice President Yemi Osinbajo says if young Nigerians fail to contest elections in 2023, they cannot win.

He said this at the opening of a two-day retreat for young legislators at the federal and state levels held on Monday in Lagos.

Osinbajo, represented by the Senior Special Assistant to the President on National Assembly Matters (Senate), Senator Babajide Omoworare, said government had been preparing and equipping the capacity of youths as future leaders.

According to him, President Buhari’s assent to the Not-Too-Young-To-Run Bill was to ensure greater participation of youths in parliament and in government generally.

“In preparation for 2023 general elections, we must realise that greater participation of our youths should not be mere rhetoric.

“Power is never handed over on a platter. If you don’t bid, you can’t win. We must also register to vote.

“The whole essence is to ensure that youths get involved in the process of democracy and also in parliamentary process,’’ Omoworare said.

He urged youths, who were ready to throw their hats into the ring in 2023, to join political parties or form new ones, adding that the essence of the “Not-Too -Young To Run’’ Bill would be defeated if the youth failed to run.

He said youth eligible voter population was still very low, stressing that their turnout on election days had always been abysmally low.

According to him, young persons in other clime volunteer to mobilise eligible voters for registration process for political parties; they canvass for votes and they participate in political parties’ congresses and conventions.

He urged national, state and local government parliamentarians to inculcate the culture of internship and mentorship for youth with a view to foster an enduring legislative practice. (NAN)

Education / Buhari Approves New Salaries, Retirement Age For Teachers by Nkemakonam62: 5:46am On Oct 01, 2021
The Minister of State for Education, Chukwuemeka Nwajiuba, has said teachers will begin to enjoy the new salary structure promised by President Muhammadu Buhari from January 2022. They will also enjoy elongated years of service from 35 to 40.

Nwajiuba made the disclosure yesterday in Abuja at a symposium organised by the Ministry of Education.

The symposium is part of activities to mark the forthcoming 2021 World Teachers Day with the theme “Teachers at the Heart of Education Recovery”.
The minister, who was represented by the Permanent Secretary in the ministry, Sonny Echono, noted that work was being concluded on the enhanced salary structure.

He further disclosed work was also being concluded on other incentives promised by the president during the 2020 World Teachers’ Day.

He stressed that the other incentives ranged from allowances, housing, training, to elongated of service year from 35 to 40.

“The President has approved the enhanced salary structure and we will finish it very soon.

“The president specifically approved that it should take effect from 2022.

“We are doing all to finish it to ensure that by January 2022, teachers should get the remuneration they deserve.

“We are fast tracking the process of implementation to see that by the end of year we will be able to tell Mr President that all the incentives he has approved are ready for implementation,”he said.

He further said: ” The President has taken the lead by approving a far reaching and revitalising programme for the teaching profession in this country and there are many soft incentives in that.

“All that is required is for other actors down the line like state governors, the National Assembly and others to key into this initiative and ensure that the implementation is seamless.

“For instance, we are tired of hearing how long teachers are being owed salaries in states.

“It is criminal. So, with the new initiative, we have incentives to attract the best brains and retain them in the teaching profession.

“All welfare issues including housing, training and retraining, enhanced remuneration, allowances are being taken care of,” he said.

He commended Nigerian teachers for the sacrifice in spite of the many challenges faced in the course of their duties.
He, urged them to retune themselves to fit into the new normal occasioned by the COVID-19 pandemic by being more technology savvy.

The Guest Speaker at the event, Prof. Josiah Ajiboye, said the COVID-19 pandemic abruptly changed world education system, with African countries most hit.

Ajiboye, who is the Registrar and Chief Executive of Teachers Registration Council(TRCN), said every country of the world was affected by the pandemic.

He, however, said while some continents were able to quickly adjust to the new normal, African countries including Nigeria found it difficult t adjust to a technology base learning.

He said: “our problem in Africa was compounded as only one third had access to internet facilities.

“In Nigeria, about 62 per cent of the population have access internet facility.

“Unfortunately about 97 per cent of the number are in the urban areas, creating huge digital divide between the urban and rural areas.

“We know that government tried helping to bridge the gap by engaging the media especially radio for those in the rural areas but not much was achieved with that.”

He said the new normal of use of Information Communication Technology(ICT) for teaching and learning had come to stay and the Nigerian teachers could not afford to be left behind.

He encouraged teachers to take up ICT trainings in order to be relevant in the 21st century, adding that the role of the teacher was gravitating more towards that of a facilitator.

Ajiboye assured that the TRCN would continue to play its role in developing a career path for Nigerian teachers among other things.

Edo Governor, Godwin Obaseki said the nation lost about 22 million barrels of its crude oil production to oil theft between January and June 2019.

Politics / Nnamdi Kanu Declares Peter Obi Wanted by Nkemakonam62: 1:12pm On Aug 23, 2019
……. sequel to Peter Obi’s wicked statement against Indigenous People of Biafra , IPOB, the leader , Dr. Nnamdi Kalu, responds to Obi, see below.

I, Nnamdi Kanu the Supreme leader of Indigenous peoples Of Biafra, IPOB , hereby declare stone at sight on Peter Obi. This call from me is made today the 22nd day of August, 2019 following the shoot at sight call from Peter Obi on the peaceful members of IPOB.

This beastly shoot at sight call from Peter Obi against Igbo interest is one too many. Recall that in 2009, Peter Obi as the governor of anambra state murdered over three thousand MASSOB members and dumped their liveless corpes in Ezu River. Peter Obi didn’t stop at that, he also gave a shoot at sight order which resulted in the death of over five hundred MASSOB members at Okpoko in Onitsha and other parts of Anambra State.

The corpse of the young man from Achalla in Awka North who was murdered and his head and other body parts deposited by cronies of Peter Obi at a room in Upper Class Hotel, Onitsha are verifiable evidences on how Peter Obi used the lives of members of MASSOB on vendetta missions.

Late John Nwaokolo, Heny Offoh, Ndubuisi Oyene and hundreds of MASSOB members were taken to Peter Obi’s murder camp at Awkuzu SARS and were unconditionally executed in the year 2009. Peter Obi’s hatred for the Igbo nation is legendary. It is on record that all his businesses were located outside Igbo land NEXT INTERNATIONAL were located at Lagos, Abuja and Porthacout. The only business Peter Obi has that is located in Onitsha is hero beer factory. This singular act of locating beer factory in Anambra confirmed that he sees Igbos as drunkards.

We have declared Peter Obi wanted and has ordered stone at sight on him. This will bring justice on the dead maytrs who died on active duty projecting the freedom of Igbo. The blood of John Nwaokolo and thousand of others whose lives were cut short by Peter Obi cries for vengeance from their graves. Igbo land will take it’s toll on Obi for killing our youths and advocating shoot at sight on innocent and unarmed MASSOB members whose only sin was championing the freedom of the Igbos.

Politics / New Cabinet: ADP Queries Buhari For Excluding Opposition Parties by Nkemakonam62: 11:00am On Aug 23, 2019
One of the leading opposition political party, the Action Democratic Party (ADP) has demanded for explanation on why the new cabinet is not inclusive of opposition political parties as earlier promised by President Muhammadu Buhari.

The party condemned the syndrome of winner takes it all of the ruling All Progressives Congress (APC).

Making comments on the newly inaugurated cabinet through a statement signed personally by the National Chairman of ADP, Engr. Yusuf Sani, the opposition party, while congratulating President Buhari for the successful completion of his last major constitutional engagement in the political and socioeconomic development of Nigeria, wished the new cabinet members “Godspeed in the arduous task of fighting the elusive corruption, intractable insecurity and the moribund economy.

“The new cabinet is a mixed grill and bankable but Nigerians are disappointed that Mr. President did not live up to his promise of all inclusiveness as no member of the opposition parties are in the cabinet. Nigerians had hoped that the syndrome of winner takes all will have been be jettisoned for the advancement of democracy, unity and progress of Nigeria.

“The ADP is particularly stunned by the inexplainable circumstance that led to the unwholesome appearance of Mrs Winifred Oyo – Ita currently facing EFCC probe over a N3 Billion contract scam at such a solemn and supposedly induction of a new team expected to exhibit morality and uprightness in the conduct of their new assignments.”

Politics / 2023: Why Zoning May Not Work In APC – Ganduje by Nkemakonam62: 4:07am On Aug 21, 2019
Governor of Kano State, Abdullahi Umar Ganduje, has said it may be impossible for the All Progressives Congress (APC) to adopt any zoning arrangement for the 2023 presidential election.

He said although he was not in the best position to decide for the ruling party, the zoning arrangement for the 2023 presidential election was still in the realm of “realism and idealism.”

Ganduje also said the Ruga policy should not be a national issue, arguing that imposing it on Nigerians would be tantamount to building a nightclub near a church or mosque.

He stated this in Abuja in a chat with newsmen to mark his 100 days in office.

“About the zoning issue, which was triggered by the governor of Kaduna State, it is an issue between realism and idealism. Idealism is a situation whereby things should be according to ideal, and, if things are according to ideal, then everybody has equal opportunity, equal chance to contest and then whatever the people decide would triumph. That is idealism.

“Now, the issue of realism, Nigeria is multi-tribal and that is why we have geopolitical zones, that is why we have, even during the colonial time, North and South, but now we have states and geopolitical zones. So, in reality, people are yearning for participation from different geopolitical zones: North and South. That is still in our mind.

“The reality of the situation is that people are clamouring (over) marginalisation in the leadership of the country but the idealism is that people should participate and be elected based on their capacity and capability.

“So, it is not the governor of Kano State that would decide whether it would be idealism or realism. It is the party that would determine which theory (ism) should be applied in Nigeria. Politics is a game of numbers. So, the political party should decide which one to follow,” he said.

Speaking on the proposed Ruga settlement scheme and herdsmen’s menace, the governor said: “Pertaining to herdsmen/farmers’ crisis, which we succeeded in curtailing. We are going to contract farm settlements so that the herdsmen will no longer travel from one place and another.”

However, former senator representing Kaduna Central in the eighth Assembly, Mallam Shehu Sani, has said rotational presidency indispensable for the unity of Nigeria. He specifically made a case for Igbo presidency in 2023.

The human rights activist-turned-lawmaker stated this in Kaduna when he hosted some Igbo leaders who had long resided and worked in northern Nigeria, especially, Kaduna State.

To Sani, the Igbo in Nigeria have made tremendous sacrifices for the unity, peace and progress of the country and have made the country proud in a number of respects, from Chinua Achebe of yesterday to Chima Amanda of today. According to him, in the field of commerce and industry, the Igbo were in the forefront, leading Nigeria to where it ought to be.

“Since our independence to this very moment, there is no any national or international sporting event (where) there is no Igbo sacrificing themselves, struggling hard, wearing the national flag with respect and bringing laurels and trophies to our country.

“Igbo have, in the last 50 years, demonstrated that they are true Nigerians. If you read Igbo from the point of those who want to break away, then you will make a different judgement. But, when you read Igbo from the ones you see in your homes, villages and towns in the North and in all parts of Nigeria, then your views and positions about them would be quite different.

“They have, over the years, proven to be reliable national species of Nigerians. The best way to appreciate the Igbo, I believe, is to appreciate that glory, which they have brought to our country and the nationalistic spirit in them.

“We are from the North and we were born here. But we have also seen Igbo that we were born together here in the North.

“If there is anyone who spoke for Igbo in the North, if there is anyone who stood for Igbo in the North, I believe it was Wada Nas of blessed memory. Wada Nas, a decade and a half ago, was speaking out for Igbo. What he said in the past is still relevant today as it was then.

“Each time the Igbo are marginalised, the nation is empowering those who want to break away. Where my house is today is the same ward where the house of the late Sardauna of Sokoto was.

“So, my own position is that any government that is worth being in office should treat each and every Nigerian with dignity, honour, and give everyone a sense of belonging, with equity and justice.

“But we must be very sincere with ourselves, if we can call a spade a spade. The whole of Nigeria should have a new thinking and perception of the Igbo of today.

“It is unfair to hold Igbo children to ransom or hostage to historical events of which there was no common unanimity of Igbo. Some of the greatest Igbo we have in history were born in the North, including the late Nnamdi Azikiwe, even the Ikemba of Nnewi. So, the Nigerian state should not treat Igbo like in apartheid, where one nationality is superior to another.

“Those who felt that one part of the country should continue to produce the President till thy kingdom come are not conscious of the fact that there were warnings in our history, which we must not forget and we should take lessons from.

“There is no village or town in the North, no matter how remote it is, (where) we don’t see an Igbo man. If they did not believe in Nigeria, they wouldn’t have been here for generations to stay,” he said.

Meanwhile, as part of the solution to the challenges facing the contentious Ruga policy, Ganduje promised to build farm settlements to curtail the movement of herdsmen from the north to the south of the country.

He further disclosed that his administration would equip the settlement with state-of-the-art facilities and social amenities, to enable the herders enjoy what Nigerians in other parts of the country enjoy.

“We have a technical committee, which involves herdsmen themselves. We have five big forests, which we are converting to be grazing reserves, including Falgore forest. We already have the technical committee working. We have already awarded contract for water, which is being provided as we construct some tanks in some places.

“We will provide social amenities like hospital, veterinary clinic, market, security post and school so that herdsmen will enjoy facilities just like other Nigerians.

“Ruga should not be a national issue, it should be a state issue. If there are Fulani in the South and they want to remain there, the Constitution has allowed them to remain there but they should negotiate their stay with the host communities without harming anybody. If you live in a place, you must not harm the environment and the environment must not harm you and that could only exist when you negotiate. You cannot build a nightclub near a church or near a mosque. That will not guarantee peace.

“In those days, herders-farmers’ relationship was symbiotic. While the cow dung provided manure for the land, the herdsmen get grazing areas. But because of climate change and population expansion, the land became scarce. You can remain wherever you are but you must negotiate your stay,” he said.

Politics / Group Flays Abia Govt. Over Committee On Payment Of Salary Arrears by Nkemakonam62: 7:38pm On Aug 20, 2019
The Aba chapter of the Civil Liberties Organization (CLO) has flayed the Abia government for constituting a committee over the lingering issue of unpaid arrears of workers’ salaries and pensions.

The Chairman of the group, Dr Charles Chinekezi, told Akelicious in Aba that the government’s action was unacceptable to the organisation.

Gov. Okezie Ikpeazu on Monday inaugurated a committee of government officials and representatives of the organised labour in the state to articulate and recommend modalities for the payment of outstanding arrears of salaries and pensions.

But Chinekezi said that the action was deceptive and an attempt to buy time.

He said: “It’s just a ploy to buy time and it’s easy to understand. Government should address the issue of workers’ salaries directly and not indirectly.

“It does not make sense that persons are in the employ of the government and when it is time for government to pay salaries, it will begin to set up a committee.

“And the committee will end up not coming out with a lasting solution to the problem of providing the salary and the stalemate will continue. That is completely unacceptable.”

Chinekezi said the state had revenue sources to raise money to pay workers or alternatively enter into a negotiation on payment of salary arrears.

Meanwhile, the state Chairman of the Nigerian Labour Congress, Mr Uchenna Obigwe, said that organised labour acceded to government’s plan in order to exhaust all peaceful avenues before embarking on strike.

Obigwe denied being bought over, saying that the committee had 14 days to do its job.

He said that if the government failed to act on the agreement that would emanate from the committee, “then labour will act.”

Also, the Abia Commissioner for Information, John Kalu, said that government did not set up the committee to pay salaries but to “review the position of government and labour”.

He said there was a “mis-communication” during the inauguration of the committee, adding that “the misinformation needs to be corrected.”

He said that the committee was set up to “look at grey areas”, particularly because labour claimed that Abia government had received the last tranche of the Paris Club refund.

Disclosing this via her verified tweeter handle, Onochie averred that, “Some people have become endangered species for the failed promise of breaking up Nigeria. Mbam said that the committees became necessary following President Muhammadu Buhari’s directive that the RMAFC should focus on expanding the sources of revenue to the Federation Account.

According to Mbam, the President also tasked them to concentrate on increasing the non-oil revenue sources, especially solid minerals.

The chairman urged the committee members to also look into promoting policies that would further strengthen the Commission’s ability to block revenue leakages from the Federation Account.

The 12 committees formed are the “Indices and Disbursement Committee, Federal Allocation Account Committee, Crude Oil Monitoring Committee, Inland Revenue Monitoring Committee and the Revenue Allocation Formula Committee.

Others are Customs Revenue Monitoring, Solid Minerals Monitoring, Remuneration and Monetisation, Fiscal Efficiency and Budget, Mobilisation and Diversification and Investment Committees.

The News Agency of Nigeria (NAN) reports that RMAFC is constitutionally empowered to monitor the accruals to and disbursement of revenue from the Federation Account.

It is also saddled with the responsibility of reviewing from time to time, the revenue allocation formula to conform to changing realities.

The Commission also serves as adviser to the Federal, State and Local Governments on fiscal efficiency and methods by which their revenue could be increased.

They are also saddled with the responsibility of determining the appropriate salaries and benefits for all Political Office Holders in the country, including the President.

Politics / No Exit Date Yet For First Batch Of N-power Beneficiaries — FG by Nkemakonam62: 4:33am On Aug 10, 2019
The Federal Government says no date has been announced for the exit of the first batch of volunteers enrolled under the N-Power scheme.

Justice Bibiye, Communications Manager, National Social Investment Office (NSIO), in a statement on Friday in Abuja, urged the public to disregard social media reports about current status of the programme.

He said that the Federal Government was liaising with state governments and the private sector to provide permanent engagement for the N-Power beneficiaries.

Introduced in 2016 by President Muhammadu Buhari, the N-power Programme, is a graduate and non-graduate job enhancement scheme.

The objective is to enable them acquire the requisite skills, knowledge and experience for entrepreneurship and self sufficiency at the culmination of their tenure on the programme.

The N-Power beneficiaries are then provided with N30, 000 monthly stipend and devices to aid their learning and skills development.

Bibiye said that progress was already being recorded in the programme as many beneficiaries had already started taking ownership of their lives by setting up small businesses with earnings from the N-power programme.

“Consequently, the Federal Government is already in talks with state governments and the private sector to solicit support for permanent engagement of the N-Power beneficiaries, who by virtue of their exposure to the work environment in the last two years have now garnered the needed experience to effectively operate in the industry.”

The communications manager said that the former Special Adviser to the President on Social Investment, Mrs Maryam Uwais, was recently in Yenegoa, Bayelsa State, to inaugurate the National Home Grown School Feeding Programme.

He said the Uwais also intimated N-power beneficiaries of plans by government to assist them get a sustainable means of income as they prepared to exit the programme.

Bibiye said that Uwais also used the opportunity to encourage state governments to retain volunteers who provided services in schools and other public and private institutions in their states.

“Uwais was joined by Bayelsa government officials to ramp up on some ongoing social intervention programmes, including Marketnoni, Tradermoni.

“She also met with the Conditional Cash Transfer officials and beneficiaries in the state saying that the Federal Government through partnerships with some key private sector players is looking out for employment opportunities in the areas of Education, ICT, Agriculture, Security among others for the graduating N-power volunteers,” Bibiye said.

Politics / APC Describe Goodluck Jonathan As ‘A Push And Start President by Nkemakonam62: 4:18am On Aug 09, 2019
Former President, Goodluck Jonathan, has been described as ‘a push and start President’, who always lost elections, even in his home State, Bayelsa.

This claim was made on Thursday, by the Deputy National Publicity Secretary of the ruling All Progressives Congress, APC, Yekini Nabena.

Nabena, who spoke to Newsmen, in Abuja, was reacting to Jonathan’s alleged recent statement, that the Bayelsa APC lacked political presence at the Wards, Local Government, and State levels, to win the coming Governorship election in the State.

The APC Deputy Spokesman, who frowned at the claim, urged Jonathan to desist form making misguided comments, to avoid ridiculing his person.

Nabena went on to claim that Jonathan never contested any election and won, and that he even lost woefully when he contested as a sitting President, in 2015.

“Jonathan is attempting to rewrite history on Presidential elections conducted under his watch in Bayelsa State, while he was President. He never won, as votes never counted. Aided by Security Agents, election results were simply announced by the election body in favour of the PDP.

“Former President, Goodluck Jonathan, even lost in his Senatorial zone in the last 2019 National Assembly election won by the APC Candidate. So, one wonders the party Jonathan was referring to, as not being on ground in Bayelsa State”, Nabena said.

He also made allegations on how the Bayelsa State Governor, Seriake Dickson, was plotting to rig the coming November 16, election.

He said: “The Media will recall that under Governor Seriake Dickson’s watch, 63 Smart Card Readers belonging to INEC were stolen and later retrieved. Also, I had earlier called on the Inspector-General of Police, to proscribe the State-controlled Security outfit, Operation Doo Akpo, following security reports indicating that the State Government was plotting violence, by flooding the State with arms, ahead of the 2019 polls. That threat is still active, as Bayelsa State prepares for the Governorship election.

“It is clear that no amount of falsehood and rigging can stop PDP’s imminent defeat in the forthcoming Governorship election. The PDP has become very unpopular, and stands rejected in Bayelsa State.”

Nabena hails from Bayelsa. His compatriot, who held the same position he now holds in the APC, Timi Frank, has since dumped the party, and openly apologised for being part of those who sacked Jonathan and brought President Muhammadu Buhari to power.

Literature / Chimamanda Adichie Says Nigeria Unfair To Igbo by Nkemakonam62: 6:02am On Aug 05, 2019
Nigeria’s world famous author, Chimamanda Ngozi Adichie said the Igbo have been treated unfairly by the rest of Nigeria, especially after the war, 49 years ago and therefore recommended the setting up of a truth and reconciliation committee.

Nigeria set up a body akin to the truth commission in 1999, headed by Justice Chukwudifu Oputa. It was called The Human Rights Violation Investigation Commission of Nigeria. But 16 years after it submitted its report, the recommendations have not been published.

Chimamanda made her recommendation today after she planted a tree at the Nelson Mandela Garden in Asaba, capital of Delta state. She was the guest of Dr. Newton Jibunoh, Nigeria’s famous environmentalist, who has the distinction of traversing the Sahara Desert.

The novelist and feminist campaigner, whose second novel, her second novel, Half of a Yellow Sun (2006), took its title from the flag of the short-lived Biafra, said 50 years after the civil war ended, the Igbo have not been treated well by Nigeria.

“I think we should have a sort of Truth and Reconciliation Committee in this country, not just to address Biafra, which should be a central part of it, because it is impossible to understand Nigeria without understanding her history from around 1965 to 1970.”

“For Nigeria to thrive as a nation, we have to acknowledge the truth. In Asaba for instance, brutal massacres happened during the war and not yet acknowledged and so a lot still needs to be done. Let us just air our history, sometimes all people need to hear is sorry.

“There are houses in Port Harcourt today that were named abandoned properties and were illegally taken from their owners. There were people who lost everything they owned and just given a tiny amount to start all over. That is injustice that has not been addressed,” she said.

“Acknowledging our history does not mean we will have to divide Nigeria AND dissent does not mean treason.”

Nelson Mandela, after whom the garden was named set up a truth and reconciliation commission in post apartheid South Africa.

To Chimamanda, Nigeria cannot hope to make much progress without redressing injustice and embracing the truth and history.

Politics / No Going Back On Fight Against Corruption – FG by Nkemakonam62: 3:39pm On Aug 01, 2019
The Federal Government has renewed its commitment towards the fight against corruption, saying there is no going back on the war against corruption in the country.

Prof. Sadiq Isah-Radda, the Executive Secretary, Presidential Advisory Committee against Corruption, said this at a One-Day Forum on Anti-corruption held in Kano on Thursday.

“As far as the Federal Government is concern, there is no going back on the fight against corruption,’’ he declared.

The presidential aide said even though the government was facing some challenges, but that would not discourage it from tackling the menace.

“Even though there are challenges or problems but we will continue with the fight because nobody will come from heaven to do it for us.

“The most disturbing issue is ‘illicit financial flows’ where billions and billions are being taken out of the country by crooks.

“Corruption has been as old as the country so much so that it is becoming a way of life. Before now those who refused to loot were seen as fools.

“When things become worst, the fight against corruption becomes a campaign issue in 2015,’’ Isah-Radda said.

He therefore called on Nigerians, irrespective of their political and religious inclinations, to support President Muhammadu Buhari to enable him eliminate corruption in the country for the betterment of the country.

Isah-Radda said Nigerians have a duty to contribute their quota toward the development of the country, adding that the federal government cannot do it alone.

He also urged governors to support the federal government in its determined effort to curb corruption in the country, stressing that there is no way the country could progress if we don’t tackle corruption.

He assured that the federal government would continue to support similar effort of the Human Environmental Development Agenda (HEDA), the organisers of the forum, in order to achieve the desired objective.

He noted that the Presidential Advisory Committee against Corruption had done a lot and urged all stakeholders to support the crusade for a better Nigeria.

NAN reports that the forum, which was the first of its kind at the state level, has its theme as: Anti-corruption Situation Room, The Imperative of State Anti-corruption Agency: Kano State as Case Study.

NAN also reports that the workshop was organised as part of effort to boost the vigour and strengthening of the war against corruption by building synergies between anti-corruption focused CSOs, labour movements and the media, among others.

Politics / Bello Orders Payments Of Full Salaries To Kogi LG Workers by Nkemakonam62: 2:15am On Jul 18, 2019
The Kogi State Governor, Alhaji Yahaya Bello, has ordered the payment of full salaries to the workers of local government areas in the state.

The state Chairman of the Association of Local Government of Nigeria, Alhaji Taufiq Isa, told journalists on Wednesday that the governor had given the order since last week.

Recall that the local government workers in the state had on Tuesday issued a five-day ultimatum to the state government to comply with NFIU directives on payment of full salaries to local government workers.

Isa said the clarification became necessary in view of the rumour making the rounds that Administrators, Directors of Local Government and Treasurers had been arrested by the Economic and Financial Crime Commission for refusing to effect 100 percent salary payments against the directives of the Nigeria Financial Intelligent Units that local government workers salaries should be accorded top priority.

Isa, who is also the administrator of Ijumu LGA, said ALGON was not aware of the invitation by the EFCC or the arrest of any official of the state and described the speculation as nothing but fallacy which should be disregarded.

He called on workers in the 21 local government areas to be patient as it was not possible for any director or treasurer to flout the order of the governor.

Politics / Jos Collapsed Building: We’ve Skills Gap Of 17.9% In Construction – D-G ITF by Nkemakonam62: 2:02pm On Jul 17, 2019
Mr Joseph Ari, the Director-General, Industrial Training Fund (ITF), says Nigeria has a skills gap of 17.9 per cent in construction leading to many defects in buildings.

Ari was reacting to the Jos collapsed building on Monday evening at Dilimi Area of Jos North Local Government Area in Plateau, that claimed 14 lives with four injured.

The director-general disclosed this on Wednesday in Jos during a courtesy visit by Maj.-Gen. Nuhu Agbanzo, the General Officer Commanding (GOC), 3rd Armoured Division, Jos, to the ITF Headquarters.

He said ITF in collaboration with the United Nations Industrial Development Organisation (UNIDO) had conducted a survey on skill gaps in Nigeria, noting that jobs are available without requisite skills.

“We have available jobs in Nigeria but no requisite skills for it. The construction jobs are being taken over by expatriates who exceed their one per cent quota as stipulated by the law.

“We should declare a state of emergency in skills acquisition in the country and call for more collaborations from organisations and state governments in training Nigerians on vocational and technical skills,” Ari said.

The director-general congratulated the GOC for the peaceful conduct of elections in the state and promised to support him in motivating his personnel through training and empowering their family members on skills.

“We will bring one of our ‘training on wheels’ van to the barracks to train housewives of army personnel on prolonged operations on skills and empower them with starter packs.

“We trained 200 Air force officers on mechatronics and autotronics through our Model Skills Training Centre in Abuja,” he said.

Earlier in his remarks, Agbanzo said the visit was to seek support in developing its human capital especially for families of personnel on prolonged operations.

“We want a unique synergy with ITF to assure our personnel of their welfare and their families in case of eventualities such as injuries and to empower both serving and out of service personnel with life skills to become self sufficient,” he said.

Politics / APGA National Chairman Victor Oye Shuns Birthday Celebration, Gives Reason by Nkemakonam62: 1:36pm On Jul 17, 2019
The national chairman of the All Progressives Grand Alliance (APGA), Ozonkpu (Dr.) Ozonkpu Victor Ike Oye, says he shunned his birthday celebration as a mark of respect for his departed daughter, Mrs. Chinenye Barbara Amaechi (Nee Oye) who died recently at the age 27 after a brief illness.
According to the APGA national chairman, 'I cannot be celebrating my 63rd birthday while my late daughter is out there lying in cold. It doesn't make sense to me. I'm in a period of mourning. I cannot be seen celebrating or rejoicing. It is culturally wrong for me to embark on such celebration.
'I have received countless calls and goodwill messages from my political associates, friends and well-wishers wishing me happy birthday. Some of them wrote beautiful piece. I have also read beautiful write-ups about my person on the Social media since early this morning. I have only one word for them, Thank you. I appreciate you all.
'All I'm asking as a birthday gift is prayers. Prayer for the quick repose of my daughter's soul. No gift will be more than that prayer. I want everybody to spare a thought for my deceased daughter. Pray for her,' Ozonkpu pleaded.
Meanwhile, APGA New Media Group, has called on well meaning Nigerians to continue to remember the National Chairman of APGA, his wife, his family members and his in-laws in their prayers, especially at this period of grief.

The group said that celebrating APGA national chairman at 63 would had been a joyous and worthy celebration save for the burden of grief owing to the death of his last daughter.
'The blood of Jesus will continue to whisper peace within, our dear Ozonkpu. Weeping may endure for a night but joy comes in the morning. Happy birthday the people's chairman,' the stated.

Politics / Resign, Nigeria Collapsing Under Your Watch - PDP To Buhari by Nkemakonam62: 10:24am On Jul 17, 2019
Following the spate of kidnappings, killings and other daunting security challenges across the country, the national chairman of the Peoples Democratic Party (PDP), Prince Uche Secondus, on Tuesday advised President Muhammadu Buhari to resign, saying the nation was collapsing under his watch. Secondus, who told the president to take the part of honour and step down from office as he had failed in his duty of securing the country, added that the nation needed to declare a state of emergency on security. Addressing a press conference in Abuja on Tuesday, Secondus said “the government itself has collapsed”, adding that “if it were to be in foreign lands, the president would have resigned”. Asked if he was advising
the president to resign, the PDP boss said: “Exactly. He should resign if he does not have solution to the security challenges in the country.” He lamented that the level of bloodletting occasioned by the barrage of criminalities across the country could only be happening in a country without government. Reacting to the killing of Mrs. Funke Olakunrin, the daughter of Pa Reuben Fasoranti, Afenifere’s leader, Secondus said: “It certainly cannot be well for a nation that creates an ugly situation where a 94-year-old nationalist would be burying her 58-year-old daughter. Sad! This certainly is not Nigeria of our dream.” The PDP chairman advised Buhari to listen to patriotic Nigerians like former President Olusegun Obasanjo on how best to address the myriad of problems besieging the nation. He said the letter written by Obasanjo portrayed the
true situation of things in the country. According to him, “The letter is the truth and when we run away from the truth, we will continue to be in difficulty. Obasanjo has spoken well like a statesman. It is not political but the truth.” Secondus added: “Former President Olusegun Obasanjo, in a timely tirade to the president on Monday, raised all the issues and properly situated the security position in the country. “He went further to highlight the implications of the current state of the nation and where we are headed if urgent steps are not taken. “As national chairman of the main opposition party, I cannot agree less with the former president when he said, among other things, that ‘The main issue, if I may dare say, is poor management or mismanagement of diversity which, on the other hand, is one of our greatest and most important assets. As a result, very
onerous cloud is gathering. And rain of destruction, violence, disaster and disunity can only be the outcome. Nothing should be taken for granted; the clock is ticking with the cacophony of dissatisfaction and disaffection everywhere in and outside the country.’ “Before Obasanjo’s letter, the Catholic Archbishop of Abuja, Cardinal John Onaiyekan, had warned the president of what he called ‘the cloud of destabilisation hovering’. “Also, the country’s only Nobel Laureate, Prof Wole Soyinka, had to declare that the problem of Nigeria has gone beyond President Buhari. ‘The problems of this nation are beyond the solution that can be offered by this government, that’s the first admission; they have to stop thinking in partisan government. There is a minimal level which any government, which has been elected to power, must achieve to be considered a true representative of the people. Look at what’s happening today with cattle all over the place, that’s a security issue, which should never have reached this level if we had a leader’.

Business / Ponzi Scheme: SEC Begins Verification Of 4,160 Investors’ Claims by Nkemakonam62: 3:32am On Jul 16, 2019
The Securities and Exchange Commission has started verifying claims of 4,160 unpaid investors of the illegal investment scheme organised by Dantata Success and Profitable Company.

SEC had in February sealed off the premises of Dantata Success and Profitable Company in Kano for engaging in illegal capital market activities, saying its investment operations fell within fund management without registration with the commission

It said the company was not registered and that it was using a strategy to solicit funds from unsuspecting members of the public by enticing them with returns of monthly interest on investment of between 25 to 50 per cent, depending on the nature and type of the investment.

The company sold forms to prospective investors according to their investment plans ranging from N1,000 to N3,000, with the minimum amount investable being N50,000 and a maximum amount of N5m.

SEC had first indicated its plans to commence a verification exercise for people who invested with the company in May.

The commission on Monday released a schedule for the verification exercise in a statement, which indicated July 15, 2019 as the commencement date.

The exercise is scheduled to end on July 20, with 4,160 investors undergoing verification.

SEC said investors were required to go along with the original receipts evidencing their payments or bank tellers for deposit into the company’s account, valid means of identification and bank account details.

It said the commencement of the verification exercise was sequel to the appointment of joint administrators/trustees for Dantata Success and Profitable Company and in pursuant to section 13 and 173 of the Investment and Securities Act, and consequent to an Ex parte Order granted by the Federal High Court, Kano.

A total of 478 investors were scheduled for Monday, 780 for Tuesday, 1,272 for Wednesday and Thursday, and 1,630 for Friday and Saturday.

SEC said, “The verification exercise will hold in Kano from 9:00am to 4:00pm daily. All unpaid investors are necessarily advised to attend in person as attendance by proxy is not acceptable.”

Politics / Nigeria Accounts For Bulk Of Africa’s $90 Billion Stashed Assets by Nkemakonam62: 5:59am On Jul 15, 2019
The Independent Corrupt Practices and other Related Offences Commission (ICPC) has said Nigeria accounts for the bulk of Africa’s $90 billion assets stashed abroad yearly. It regretted that the continent never received the same amount in aid from development partners in 12 months.ICPC Chairman, Prof. Bolaji Owosanoye, at an African Union (AU) event in Bauchi, lamented that the citizens suffer one denial or the other on account of graft.

Represented by the ICPC commissioner in the state, Abubakar Dutsinma, he said tax fraud and illicit financial flow investigations were also being conducted by the commission as well as prosecution of corruption and money laundering. He hinted that efforts were geared towards the recovery of stolen wealth for Nigeria’s transformation.

The ICPC boss said: “Millions of Nigerians suffering denial of basic social services and lack of infrastructures such as hospitals, schools, water and employment will receive succor when stolen assets are recovered.“When you return stolen wealth to the original owner in a way that obviously makes the concealment of same difficult at all times, there is less controversy in corruption fight, future perpetrators are prevented from such evil enterprise while the common people that were made poor by activities of thieves get to rejoice and bask in general prosperity.”

However, a non-governmental organization, United Global Resolve For Peace (UGRFP), has urged President Muhammadu Buhari to take the fight against corruption to government-owned institutions. The group was reacting to last week’s Transparency International (TI) survey which rated the police, parliament and judiciary as the most corrupt establishments in Nigeria.

The study was titled: “Global Corruption Barometer Africa 2019: Citizens’ Views and Experience on Corruption.” The global agency noted that graft was a major barrier to economic growth, good governance and basic freedoms.UGRFP made the reservations through its Executive Director, Shalom Olaseni.

Besides, the Acting Chairman of the Economic and Financial Crimes Commission (EFCC), Ibrahim Magu, has identified self-discipline as most essential ingredient in the fight against graft and other vices. He made the submission at the weekend in Ibadan when the commission led thousands of residents of the ancient city in a fitness walk/physical exercise. The Ibadan Zonal Head of the anti-graft body, Friday Ebelo, drew the link between regular physical exercise and the ability to tackle corruption. The walk was third in the series.

Politics / We’ll Continue To Subsidise Petrol – NNPC by Nkemakonam62: 6:31am On Jul 14, 2019
The Nigerian National Petroleum Corporation has said it will continue to bear the cost of subsidy on petrol.

It, however, said it could not tell when the corporation would stop fuel subsidy.

The NNPC’s Group Managing Director, Mele Kyari, recently stated that the price of petrol in most West African countries was higher than N300 per litre. But the pump price of the commodity is N145 per litre in Nigeria, with the corporation bearing the remaining cost burden on every litre of the commodity consumed across the country.

Kyari’s statement raised speculations that the corporation might increase petrol price, but this was swiftly denied by the national oil firm.

But when asked whether the NNPC would continue to bear the subsidy on fuel, the corporation’s Group General Manager, Group Public Affairs Division, Ndu Ughamadu, told our correspondent in Abuja on Friday that the oil firm was the supplier of last resort and as such must keep the country wet with petroleum products.

He said, “For now, we are absorbing the cost in line with our responsibility as supplier of last resort and we are managing our debt. Where marketers are not supplying and not bringing in products, if we join them, the entire nation will suffer. So, it is our responsibility to keep the country wet when others fail to provide products.”

Meanwhile, the organised labour on Saturday said it would not be a party to any government’s measure or policy that would increase fuel price in Nigeria.

The Secretary of the Joint National Public Service Negotiating Council, Alade Lawal, who is Secretary General of the Association of Senior Civil Servants of Nigeria, told one of our correspondents that it would be insensitive for the government to increase the pump price of fuel while workers continued to earn what he described as ridiculous salaries and allowances.

He said, “With the current state of affairs where the government keeps wages at a ridiculously low level, nobody will support that any amount should be added to fuel pump price. Workers will not allow the government to take them for a ride.”
