Agents of the Economic and Financial Crimes Commission (EFCC) late last week interrogated Fredrick Obateru Akinruntan, a flamboyant Nigerian monarch from Ondo State. An EFCC source told SaharaReporters that Mr. Akinruntan, who holds the traditional title of Olugbo Of Ugbo, was grilled in connection with his suspected involvement in money laundering. The source said the investigations were too early to determine the amount of money involved in the alleged crime. Mr. Akinruntan, who is the traditional ruler of Ugboland, is also known as “Obat.” He is the chairman of Obat Oil Limited, a company that had been cited numerous times in fuel subsidy scams the past. Our source disclosed that EFCC agents first interrogated Oba Akinruntan last Friday. He added that the monarch was asked to return to the agency on Monday where he faced further questioning from investigators looking into his possible role in significant money laundering and other financial crimes. Notorious Mexican drug lord Joaquin “El Chapo” Guzman has been arrested after his scandalous prison break last year, the Mexican president announced via his Twitter. “Mission completed: we’ve got him. I’d like to inform the Mexicans that Joaquin Guzman Loera has been detained,” Enrique Pena Nieto wrote. El Chapo (aka “Shorty”) is considered to be Mexico’s top drug lord and head of the Sinaloa cartel. The US Drug Enforcement Administration has called El Chapo the biggest drug lord of all time. In 2011 he reportedly surpassed the infamous “cocaine king” Pablo Escobar. He was wanted by Mexico, Interpol and the US, which had offered a $5 million reward for any information leading to his capture. He was first arrested in 1993 and spent almost a decade in a maximum-security prison near Mexico City before escaping in 2001. After 13 years on the run he was recaptured in 2014. However, last July a new prison break made the headlines again. The Peoples Democratic Party has described the N6.8 trillion 2016 federal budget presented by President Muhammadu Buhari on Tuesday as a big fraud and executive conspiracy tailored towards mortgaging the future of the nation. The party queried Mr. Buhari’s decision to borrow N2 trillion, the biggest in the history of the nation as the “height of recklessness and deceit from a government that trends on propaganda”. The PDP in a statement by its National Publicity Secretary, Olisa Metuh, on Tuesday berated the Federal Government for trying to use their “bogus” welfare programme and “phantom” capital projects as cover and conduit to syphon the funds to satisfy partisan interests, particularly to settle huge campaign debts. “It is obvious that this budget is an extension of the campaign promises of the APC government, presented as a manifesto filled with bogus promises which implementation will be inconclusive, thereby allowing the APC to once again deny their promises. “There has never been any known economy in the world where government deliberately mortgage the future of its nation by borrowing excessively to finance partisan interests while hiding under bogus welfare programmes. This is moreso important as the APC in reeling out their bogus campaign promises never informed Nigerians that they would mortgage their future through excessive borrowing. “We have it on good authority that this is the first in the series of APC borrowings which would leave the future generation of Nigerians under the burden of huge debts after four years,” PDP said. The PDP also said the budget clearly showed that after seven months in power, Mr. Buhari and his party, the All Progressives Congress were yet to differentiate between governance and campaign propaganda. “By all standards, the 2016 budget, the first major economic policy outing of this government, is completely unrealistic and duplicitously embellished with impractical predications, a development that confirms fears by economy watchers and investors that this administration is obviously ill-equipped for governance. “We are indeed shocked that President Buhari and his minister of information have come up with two different reasons for the current fuel crisis in the country. While we appreciate the President’s apology, we think it is high time he called this minister to order as his excessive propaganda and blame game are ridiculing this administration and the image of the nation. “Furthermore, it is instructive to note the official endorsement of Mr. President to the devaluation of the naira as against his campaign promise of firming up the value of our currency even to the much vaunted one naira to one dollar. ‘Does it mean that Mr. President lied his way to power, or that he did not understand the complexities of governance when he was making his false promises to Nigerians? “In future, there is need to regulate campaign promises so that we will not end up with a government that promises to climb Mount Everest with bare hands and end up mortgaging our future with orchestrated borrowings. “Finally, we want to request Mr. President to once again to involve experienced and well-tested hands in the management of the economy and budgeting processes. This economy is not for Mr. President, neither is it for the APC. A three-man Court of Appeal panel sitting Abuja has upheld the ruling of the gubernatorial election Rivers state. In a 110-page ruling delivered by Justice M.B. Dongban-Mensem the Court ruled that the election of Nyesom Wike did not conform with the electoral act. The Court has ordered a rerun in 90 days. The Nigerian Army yesterday took its case to the National Human Rights Commission (NHRC) over its claim that the convoy of the Chief of Army Staff (COAS), Lt.-Gen. Tukur Buratai, was attacked in Zaria, Kaduna State at the weekend by members of the Shiite sect. In a petition deposited at the NHRC’s headquarters in Abuja yesterday on behalf of the COAS by Maj.-Gen. Adamu Abubakar, the Army said members of the sect, who barricaded the road, had threatened the COAS before his security aides “took the necessary action” to prevent an untoward occurrence. The Army, in a report of what happened titled: “Occurrence report,” signed by Brig.-Gen. A. T. Hamman, attached to the petition, said only seven people died and about 10 were wounded in the attack. The petition reads: “Despite the troops firing warning shots, the El-Zazaki’s group continued attempting to forge towards the troops. The troops immediately responded in line with the rules of engagement as the life of the VIP (COAS) was seriously threatened. “Troops had to shoot their way through up to the Zaria Post Office area by PZ to provide a safe corridor for the COAS and the convoy to pass through before the arrival of the reinforcement from depot of the Nigeria Army. The COAS then proceeded to the Emir’s palace for the courtesy visit before moving to Depot, NA to review the 73 RRI passing out parade. “Sequel to the above, about seven of the members of the group were shot dead and the COAS directed that the 10 wounded be evacuated to the Depot, NA Medial Centre for treatment while all exhibit items such as swords, knives, cell phones be recovered from the scene,” the report said. “On noticing the high profile convoy, they quickly used heavy stones, logs, tyres and bonfires to block the road. All entreaties to pacify and administration of warning to the sect fell on deaf ears. On the contrary, they became more emboldened and demanded martyrdom with gun shots and pelting of the convoy with whatever was available to them. “This left immediate security personnel of the Chief of Army Staff with no choice than to take the necessary actions in line with Nigerian Army rules of engagements to clear the attack and extricate the entire convoy. “The sect demonstrated absolute defiance to reason, law and order before launching the attack. The COAS has instituted an investigation into the incident. Furthermore, the Shiite Muslims have been contacted nationwide to let them know that the Nigerian Army is not against them, but was forced to respond to the brutal attack by misguided elements among them.” Responding, the NHRC’s Executive Secretary, Prof Bem Angwe, who received the petition, assured the Army that his commission will act on it. He commended the military for realising that the country was in a democracy and that every institution must act in accordance with the law. Angwe said his agency will investigate the petition and others to be submitted to it by the affected parties in the case before coming up with its report. In a statement signed by the management of DAAR Communications Plc, he said that around 2.00pm that day, the Ag. Chairman of the EFCC, Alhaji Ibrahim Magu, through a phone call, invited him to the Commission. On getting there, he was requested to, “shed more light on some payments that were made to him through the office of the erstwhile National Security Adviser to the former President, Malam Sambo Dasuki.” Dokpesi explained to the EFCC officials that the N2.1 billion that he collected from the former NSA was payment for for publicity and media political campaigns during the 2015 General Elections.” High Chief Aleogho Dokpesi “made his statement on the various media exposures and campaign transactions which were dutifully carried out based essentially on contractual obligations/relationship.” The statement however did not explain how the office of the National Security Adviser became the cashier office for the payment of campaign expenses and the source of the money. A special panel and the EFCC are probing how trillions of naira budgeted for defence were spent in the last eight years. Sambo Dasuki, former national security adviser, received an extra-budgetary allocation of $2.1 billion from the Nigerian National Petroleum Corporation (NNPC) within nine months after approvals by former President Goodluck Jonathan, TheCable can report. Dasuki is currently being investigated by the federal government over the billions of dollars released for the procurement of arms for counter-terrorism operations under Jonathan. Documents seen by TheCable showed the breakdown of NNPC’s disbursements to the office of the NSA as follows: $1 billion on March 27, 2014; $200 million on April 9, 2014; $600 million on May 5, 2014; and, same day, $200 million following a request for $250 million. The documents also showed that on January 12, 2015, he got $100 million, bringing the total amount his office received from the NNPC to $2.1 billion within the nine months. All these were outside the statutory budgetary allocations to security during the same period, in addition to another $1 billion loan secured by the Jonathan administration to fight Boko Haram. President Muhammadu Buhari recently ordered the arrest of Dasuki for awarding “fictitious contracts” in excess of N300 billion while he was NSA. It is believed that the arms and ammunition were either not purchased at all or that substandard ones were procured instead, reportedly leading to the death of many Nigerian soldiers in the hands of the better-equipped Boko Haram insurgents. There were various media reports, both local and foreign, quoting unnamed Nigerian soldiers complaining about inadequate arms as well as poor welfare in the counter-terrorism war. Thousands of soldiers deserted the military and those who refused to fight were court-martialed and jailed or sentenced to death. TheCable can report, however, that Jonathan approved all the disbursements by NNPC, with his senior special assistant on administrative matters, Matt Aikhionbere, writing the covering letters conveying presidential consent to the corporation after the president had minuted on Dasuki’s requests. Jonathan further approved that the Central Bank of Nigeria (CBN) should give Dasuki N40 billion following another extra-budgetary request. This was after the removal of Sanusi Lamido Sanusi as the central bank governor in 2014. Dasuki had written to the then acting governor, Sarah Alade, requesting for N60 billion, but she did not act on the request, reportedly because the president was not copied and there was no presidential approval. Following the appointment of Godwin Emefiele as governor in June 2014, Dasuki re-presented his request but Emefiele too did not act on it because of procedural concerns. However, Dasuki sent another request, this time copying Jonathan, who — TheCable understands — now sat the two men together and instructed that the bank should give N40 billion to Dasuki and another N20 billion to the Department of State Services (DSS), although there was no prior request from the department. It is believed in security circles that the N20 billion went to the Peoples Democratic Party (PDP), the former president’s party, apparently to finance the 2015 electioneering. There was a slight twist in the story after the 2015 general election when a senator got wind of the N60 billion expenditure and tried to blackmail Emefiele, demanding N5 billion in order to keep it away from public scrutiny. Emefiele reportedly resisted the pressure from the senator, insisting that he acted based on a presidential order. The senator is now a principal officer of the national assembly against the wishes of Buhari, who was made aware of the blackmail in May before he was sworn in as president. Whether to the airport, from hotels, or on our major roads, it must be possible for a passenger to commute in conditions of comfort and safety. “It is our duty to provide choice, so that a user can decide which means of transportation is best suited to their needs and pockets at any particular time. We can all agree that it is an anomaly that Kaduna, our capital city, does not have a functioning, organized and regulated taxi service. “We have designed this taxi cab service to do more than expand choice. The Rivers State governor, Nyesom Wike, on Tuesday banned protests by “some unauthorised group” calling for the release of the director of a pirate radio station, Radio Biafra, Nnamdi Kanu. In a state broadcast, Mr. Wike banned all forms of street protests, demonstrations, rallies or unlawful gatherings associated with the agitations for the secession of any group from the Federal Republic of Nigeria. “For the second time within a month individuals and groups purporting to represent the indigenous people of Biafra have held unauthorized protests on the streets in Port Harcourt. “Majority of these individuals have come from neighbouring states and in the course of these protests, disrupted social and economic activities, damaged properties, assaulted and inflicted injuries on other citizens going about their lawful endeavours. “While individuals and groups are free to exercise their freedom of expression, they must do so peacefully and strictly within the bounds of the Constitution of the Federal Republic of Nigeria. “No individual or group has the right, whatsoever, to disturb public peace and order, threaten the safety of the public and create fear and an atmosphere of insecurity in the state or any part thereof. “The right of any group of persons to agitate for their perceived rights cannot be allowed to infringe on the rights of other Nigerians, especially the people of Rivers State to remain an integral component of the Federal Republic of Nigeria. “Our government was elected on a mandate, and has sworn to an oath, to defend the sovereignty of the Federal Republic of Nigeria. Therefore, the Rivers State Government will not fold its arms and allow members of the indigenous people of Biafra or any other group to turn the State or any part thereof into a hotbed of unlawful protests against the unity and peaceful co-existence of the various peoples and ethnic groups within the Federal Republic of Nigeria. “Consequently, after due consultations with the members of the State Security Council, and in exercise of my constitutional responsibility to preserve the safety, security and corporate integrity of the Federal Republic of Nigeria, it is hereby ordered that all forms of street protests, demonstrations, rallies or unlawful gatherings associated with the agitations for the secession of any group from the Federal Republic of Nigeria are banned in Rivers State. “Any person or group who violates this ban or acts in any manner prejudicial to the interest of peace and security would be arrested and prosecuted. “While we commend the security agencies for their maturity in handling the situation foisted on us, I call on the people and residents of Rivers State to be more vigilant and report any further activities that threaten public peace, order, safety and security to any of the law enforcement agencies for immediate action. “Finally, let no one be in doubt of the resolve of the Rivers State Government and the security agencies to maintain law and order at all cost within the State and preserve the unity of the Federal Republic of Nigeria. “Thank you.
