You need to undergo a complete diet and lifestyle change. If you drink alcoholic beverages, putva stop to them or cut them down to the barest minimum. Skipping dinner doesn't change the pot belly.

Take more fruits and vegetables.
Do exercises {there are certain exercises that works for a flat stomach which works perfectly for me - sit up and plunges}.
Take PLENTY water and plenty fiber rich fruits and foods {e.g oranges, cucumber and watermelon}
Less food at night, preferable eat dinner before 8pm {I take fruits as dinner everyday}.
Avoid Much BEER, it's one of the leading ancestor of pot belly. If you must take alcohol, go for red wine or brandy. Heard they are better than beer.

these works for me, I have a perfectly flat stomach and these are the only things i do.
