Despite such stupendous wealth of the nation, what was his performance profile? The number of high profile deaths by assassinations and politically motivated killings during Obasanjo’s eight years is more than any other in the history of this country. Besides, is it not curious that after Obasanjo’s exit, there has not been any reported case of plane crashes? What was his human rights record? The people of Odi in Bayelsa State and Zaki-Ibiam in Benue State are yet to recover from the massacre visited on them by Chief Obasanjo. Again Crude Oil sold for as much as $180 dollars per barrel for the better part of his eight years, what benefit did Nigerians derive from such excess crude? With the revelations coming from the hallowed chambers of the National Assembly, Nigerians are now coming to terms with the profligacy of the Obasanjo era. “Against the backdrop of the above, it is ludicrous for him to raise any intellectual debate on the achievements of the governments they ran at different times in the life of the nation. [size=13pt]Jonathan moves to reduce parastatals, agencies[/size] President Goodluck Jonathan on Thursday initiated moves to reduce the size of the federal bureaucracy, which currently has over 400 parastatals and agencies. He, has, therefore, set a Committee on Restructuring and Rationalisation of Federal Government Parastatals and Agencies. The President, who inaugurated the committee in Abuja, noted that the move was in line with a recommendation of the defunct Gen. Theophilus Danjuma-led Presidential Advisory Council. PAC had, in its final report, advised Jonathan to reduce the number of the Ministries, Departments and Agencies as part of measures to ultimately cut the cost of governance in the country. There were misgivings in some quarters, particular among opposition parties, that Jonathan had ignored that recommendation, following the size of his cabinet, as well as his decision to create additional ministries. However, in an address at the inauguration of the restructuring/rationalisation committee, which is headed by Mr. Steve Oronsaye, a former Head of the Civil Service of the Federation, Jonathan expressed concern at the size of the federal bureaucracy, and expressed a desire to “eliminate overlap, duplication and redundancies.” He admitted that previous reports on the matter had identified the need for the rationalisation of the parastatals and agencies, as there were cases of duplications and overlaps in their responsibilities. Jonathan said the large size combined with duplications in the functions had led to “inefficiencies and wastages.” Jonathan said, “As you are aware, the Presidential Advisory Council which was chaired by Gen. Danjuma, (retd.), in January, 2011 submitted a memorandum on the effective and optimal management of national resources. “One of the recommendations contained in the memorandum was the need to restructure and rationalise the number of non-ministerial agencies to eliminate overlap, duplications and redundancies. “Consequently, I directed the Secretary to the Government of the Federation to review previous reports and records on the subject and proffer advice on the restructuring of Federal Government parastatals and agencies. “The ad hoc committee constituted by the SGF noted that there were indeed duplications and overlaps in the mandates and responsibilities of the parastatals and agencies and recommended the setting up of a broader committee to carefully examine the enabling Acts of the federal parastatals, agencies and commissions and identify all areas of overlap and duplication of functions with a view to their eventual rationalisation. “It will be recalled that these parastatals and agencies were established to speedily implement government projects and programmes without the usual encumbrances of the bureaucracies. “However over the years, government has set up too many of such parastatals with overlapping functions thereby leading to inefficiencies and wastages.” He added, “Government attaches great importance to this committee’s assignment in view of the financial implications of maintaining a federal bureaucracy with over 400 parastatals and agencies. “The need to reduce the cost of government cannot be overemphasised.” The President directed the committee to begin work immediately, and submit its report within eight weeks. “I have no fear whatsoever that your findings and recommendations will go a long way to transform the parastatals and agencies in line with this administration’s determination to ensure greater efficiency and productivity,” Jonathan said. http://www.punchng.com/Articl.aspx?theartic=Art201108191384446 |

The National Judiciary Council, after an emergency meeting in Abuja on Thursday, announced the suspension of the President of the Court of Appeal, Justice Ayo Salami over his refusal to apologise to the Chief Justice of Nigeria, Justice Aloysius Katsina-Alu and the Council after a panel set up by the council found him to have lied against the CJN. Justice Ayo Salami, suspended The council, in a statement signed by it’s Director of Administration, Mr. E.I. Odukwu, directed Salami to handover to the next most senior justice of the Appeal Court. The statement reads: “Pursuant to the powers conferred on the National Judicial Council in the Constitution of the Nigeria, 1999 as amended, Hon. Justice Isa Ayo Salami, OFR, President of the Court of Appeal has been suspended from office with effect from today 18th August, 2011.The decision was reached at the 7th Emergency Meeting of the Council held on 18th August, 2011″. The National Judicial Council further directs that Justice Salami should hand over the affairs of the Court of Appeal to the next most senior justice of the court. Meanwhile a recommendation has been forwarded to the President, Dr. Goodluck Jonathan to retire him from service. The council did not make any reference to the suit filed by Salami at the Federal High Court in Abuja wherein he is challenging the report of the Justice Umaru Abduallahi panel which investigated him and Katsina-Alu for alleged misconduct. Another sub-committee of the NJC, headed by the Chief Judge of the Federal High Court, Justice Ibrahim Auta recommended that Salami should tender a written apology to both Katsina-Alu and the council. The Auta’s committee also recommended that Salami be cautioned. A letter of caution had already been sent to him. In arriving at its decision, the council based on the Auta panel’s recommendation, found Salami in breach of Rule 1(1) of the Code of Conduct for Judicial Officers. The Rule provides: Rule 1 “A Judicial Officer should avoid impropriety and the appearance of impropriety in all his activities. (1) A Judicial Officer should respect and comply with the laws of the land and should conduct himself at all times in a manner that promotes public confidence in the integrity and impartiality of the judiciary. Salami refused and headed for the court. In the suit Salami is asking the Federal High Court in Abuja to set aside the proceeding and findings of the investigation panel headed by Justice Umaru Abdullahi retired and the recommendation of the panel headed by Justice Ibrahim Auta. He asked the court to declare that the setting up of the NJC Investigation Committee and its composition were in gross violation of the principles of natural justice, and his constitutionally guaranteed right to fair hearing under Section 36 of the Constitution of the Federal Republic of Nigeria 1999(as amended) and is therefore unconstitutional, null and void He listed the following as defendants, the National judicial Council; Hon. Justice Dahiru Musdapher; Hon. Justice Aloysius Katsina-Alu; Hon. Justice Umaru Abdullahi; Hon. Justice Emmanuel Ayoola; Hon. Justice Dominic Edozie; Hon. Justice Michael Akpiroroh; Mrs. Rakia Sarki Ibrahim; Hon. Justice Ibrahim Ndahi Auta; Hon. Justice Kate Abiri; and Hon. Justice Peter Umeadi.
