By and large, State Police is the major answer to our insecurity issues. The humongous benefits far exceeds the potential abuse. Issue of killer herdsmen, banditry and kidnapping will be non-existent because indigenes will be the state force and governor will be the true CSOs of their states.

It doesn't mean they will pay. They can litigate to the US Supreme Court and still declare that they are bankrupt at the end just to avoid paying.
Even by US standard, $75m is a whole lot of money so most of them will claim that they can't afford it.

The best thing is to raise the safety standards and stop those flights in the night during bad weather. That will save lives that no amount of money can buy or bring back to life when it has been wasted by the reckless US system where aviation regulations is almost as lax as gun control.

Here in Nigeria, once weather is bad and it's night time, in order to save lives, very very rarely will flights be cleared. Perhaps only military flights will be cleared but most civilian flights within the country will not be cleared for safety reasons.
