Last week, the Department of State Services confirmed the obvious with the arrest of 20 suspected Boko Haram commanders in Lagos and Enugu (South), Plateau, Kano and Gombe states (North). The DSS claims that it has arrested 12 Boko Haram operatives in Lagos since July, and executed sundry arrests in Enugu. It says that the spread of Boko Haram’s activities is the result of increased pressure from the military in the North-East, Boko Haram’s operational base.

“The sudden influx of Boko Haram members into Lagos State points is due to the determination of the sect to extend its nefarious terrorist activities to the state and, in fact, to other parts of the country,” the DSS said. An ideal response to this danger should entail a highly coordinated strategy involving local, state, and federal forces.

Boko Haram belongs to an all-destroying religious sect with an amazing capacity to mutate and change tactics.Since March, the Nigerian military have been taking the battle to Boko Haram, liberating the territories the terrorists occupied in Borno, Yobe and Adamawa states since mid-2014. After a lull, the military have redoubled their efforts, conducting major ground and aerial operations in Sambisa Forest in Borno State, used as base by the insurgents to terrorise the North-East.

As a result, the radical Salafist Boko Haram elements are fleeing the theatre of war so as to spread their evil sphere of influence. With inter-state transportation left to little official scrutiny and regulation, coupled with Nigeria’s advancing communication network, the extremists, just like their al-Shabab, al-Qaeda and the Islamic State of Syria and Levant counterparts, are moving across local and international borders with seamless ease.

And even when they are on the move, their goal remains supreme. Battle-hardened and well-trained under adverse conditions, their faith in their ability to cause mayhem is undiminished. “They are willing to strike targets outside their immediate area. This underscores the nature of contemporary terrorism,” says John Moore, a former terrorism analyst with America’s State Department. They will stop at nothing until they achieve this mistaken mission, which is to re-establish the Muslim State throughout the world. A giant step towards this is to wreak havoc on Southern Nigeria, especially Lagos.

The latest inroads by these soldiers of jihad are a reminder of the previous attempts by Boko Haram to gain a foothold in the South. In February 2013, DSS operatives arrested one terror suspect, Abdullahi Berende, who hails from Kwara State, in Lagos. He and his accomplice were spying on American and Israeli targets in Lagos for Iran. A month later, DSS and military officers arrested two others, including a Chadian, at the Ijora area of Lagos. The agents discovered a bomb, AK-47 rifles, cartridges and daggers in the ceiling of their apartment.

Acting on a tip-off, the police in Ogun State arrested a self-confessed Boko Haram insurgent, Giraima Suri, 22, in Kara, an Ogun border community with Lagos State, in July 2014. But the real panic came in June 2014 when the police, with the help of a vigilant private security man, uncovered bombs at the premises of Winners’ Chapel in Owerri, capital of Imo State. The bombs had been primed to detonate at the peak of that morning church service before they were defused. In neighbouring Abia State, the military apprehended 486 Boko Haram suspects in the same month. But politics took over and the matter was swept under the carpet. The trial of most terror suspects go on for far too long.

But how long can we sustain this hit-and-run method of crushing these perverts who take pleasure in unleashing horrific attacks in the name of religion? The ability of the Federal Government to prevent, deter, defeat and respond decisively to Boko Haram terrorist attacks against our citizens is one of the most challenging priorities facing the country today.
According to the US State Department, there were 9,707 terrorist attacks worldwide in 2013, causing 17,800 deaths, more than 32,500 injuries, with 2,990 hostages taken. Though there are more than 50 known terror groups in the world, only three jihadist organisations – Taliban, ISIS and Boko Haram – were responsible for 5,665 of the deaths.

There must be a concerted effort by a number of federal departments and agencies to achieve this goal. Chad, our northern neighbour, bared its fangs against the jihadists when it executed 10 Boko Haram convicts by firing squad, just two months after they carried out twin terror attacks on N’djamena, the country’s capital, in June. Cameroon has also been moving swiftly against Boko Haram anytime it crosses into its territory from Nigeria.

The Nigerian authorities should, therefore, employ the same promptness in dealing with terrorists. The Nigerian state must decide on what to do with religious sects that preach hate and terror. Intelligence sharing is vital. The Federal Government should work with all appropriate elements, including state governments and other non-state actors to ensure integrated and effective counter-terrorism efforts throughout the country. Boko Haram terrorism leaves us with no choice but to face it headlong.

At this stage, the only reason why government would want to negotiate with them is because of the captured girls still in their custody. That is understandable.

The military has been able to stop their sources of weapons, food etc. And knowing that the girls are still there, kept in hunger, I can understand why the government would want expedite negotiation talks.

The talks between the Presidency and Boko Haram with a view to ending the carnage in the North-East have so far been carried out at an informal level, credible sources have told to Vanguard.
President Muhammadu Buhari disclosed in France, Tuesday, that his administration was indeed negotiating with Boko Haram on how to end the violence, but did not disclose who government was discussing with.
However, sources with knowledge of the issue, told Vanguard, yesterday, that some key elements of the sect were talking individually with the Presidency on how to achieve peace.
The development, according to the sources, is coming following sustained military bombardment of Boko Haram havens.
The source, which has been involved in previous negotiations between the government and the sect leadership, pointed out that there had not been any formal dialogue on a ceasefire with the Presidency.
The source said: “It is true there has been an informal line of communication between the Presidency and the sect members, but the leadership has not mandated anyone on its behalf to begin discussions with the government.
“Unlike before when the Department of State Services, DSS; office of National Security Adviser, NSA, and other agencies of the Presidency were all reaching out to even phantom groups and individuals claiming to be representing the sect and claiming non-existing peace, this President has not made any formal contact with the sect yet.”

President Muhammadu Buhari has promised to grant amnesty to Boko Haram fighters on the condition that they release all the abducted Chibok schoolgirls.

The President, who is on a three-day visit to France, said this during an interview with Agence France Presse on Wednesday.

Buhari told AFP that the Federal Government was talking to Boko Haram’s prisoners and could offer them amnesty if the extremist group hands over more than 200 schoolgirls abducted from their hostel at the Chibok Government Secondary School, Chibok, Borno State on April 14, 2014.

He added that he was confident that conventional attacks by the terrorists would be rooted out by November but cautioned that deadly suicide attacks, some of them waged by children, were likely to continue.

He said, “We are trying to see whether we can negotiate with the Boko Haram prisoners in our custody for the release of the Chibok girls.

“If the Boko Haram leadership eventually agrees to turn over the Chibok girls to us, the complete number, then we may decide to give them (the prisoners) amnesty.”

Buhari, who has promised to stamp out the group’s bloody six-year insurgency, said the government would not release any prisoners unless it was convinced it could “get the girls in reasonably healthy condition.”

But he cautioned that negotiating with Boko Haram militants was fraught with difficulties.

“We are trying to establish if they are bona fide, how useful they are in Boko Haram, have they reached a position of leadership where their absence is of relevance to the operation of Boko Haram?” he said.

Buhari said he was confident that the military would defeat Boko Haram before the end of the year but expressed pessimism over the possibility of stopping the terrorists from attacking ‘soft’ targets.

He added, “The main conventional attacks, where Boko Haram use armoured cars they took from the Nigerian troops, or mounted machine-guns on pick-up vehicles and so on, we believe by the end of the three months, we will see the end of that.

“What may not absolutely stop is the occasional bombings by the use of improvised explosive devices.

“We do not expect a 100 per cent stoppage of the insurgency.”

Meanwhile, the Centre for Crisis Communication, which is acting as a middleman between the Federal Government and Boko Haram, says the terrorists have said they are tired of fighting.

The Executive Secretary for the CCC, Air Commodore Yusuf Anas (retd.), said this in a statement on Wednesday.

Anas, who is a former Director of Public Relations and Information, Nigerian Air Force, said terrorists sent the CCC a message saying they are tired of fighting and willing to end the war.

He noted that none of the suspected Boko Haram elements that spoke with the CCC asked for any form of monetary inducement or compensation as a pre-condition for laying down their arms.

“In fact, many of them said that they were simply tired of fighting and being fugitives in a war that they were deceived into joining,” he said.

Buhari had said on Tuesday that the Federal Government had begun negotiations with members of the Boko Haram sect to secure the release of the Chibok girls.

The President said one of the conditions given by the terrorists was to release one of its members who was developing Improvised Explosives Devices. He, however, said that his government rejected the demand

The polite young Japanese woman behind the hotel reception desk checks you in, speaking impeccable English. She has almond eyes, shining hair, a slightly flirtatious smile and a neat figure in a tightly fitting uniform. But you’d better not spill any water on her, or she might implode. Because this receptionist is a robot – one of dozens running a hotel near Nagasaki, Japan.

There’s a cloakroom robot, room-service robot, robots to clean, and no doubt robots to place little chocolates on your pillow. The aptly named Strange Hotel, which opened this summer, is part of a robot revolution sweeping workplaces worldwide.

And it will have a profound effect on Britain’s economy and society.

This week, analysts Deloitte published a stark new prediction: 35 per cent of today’s UK jobs are at ‘high risk’ of being automated in the next ten to 20 years. In certain parts of the country, the risk is much higher — with 60 per cent of jobs in the North East and Wales at ‘medium to high risk’ of being trampled under the march of the machines.

Should we be worried? Many experts say no. In the ‘calm down, dear’ corner are those who think this is just the latest move in a long dance between man and machine, one that stretches back through the internal combustion engine, the spinning jenny in textile mills, the plough, the wheel — each innovation relieving human beings of dirty, back-breaking, boring jobs.

In 1871 almost a million farm workers toiled on the land; now there are fewer than 50,000, but the number of accountants increased twentyfold over the same period.

This, many argue, is the circle of life in the workplace: brainy roles replace brawny ones; lower-skilled jobs die out and new, highly skilled jobs spring up to replace them.

Why? Because having a robot army to do the laborious work lowers the cost of production, pushing down prices and leaving us with more disposable cash for leisure.

Then a whole load of new careers spring up to fill that leisure time: dog groomers, personal trainers, bikini waxers, masseurs, even people who retrieve lost golf balls.

Then there are all those jobs created by the new technology itself. A decade ago it would have been hard to predict a market for social media managers and app developers. Now the job vacancy lists are full of them. Since 1990 the number of IT managers has tripled.

But there are doom-mongers, too. If the future’s so rosy, why has Google chairman Eric Schmidt, a man who knows his onions, warned of ‘a race between computers and people, and people need to win’?

Because the sheer pace of technological change is unlike anything we have seen before. Computers aren’t just doing the blue-collar jobs of welding cars, squeezing toothpaste into tubes and telling us about ‘unexpected items in the bagging area’ at supermarkets.

Thanks to artificial intelligence, they are now marching into white-collar jobs previously thought safe from automation.

Paralegals train for years to do vital work such as collecting evidence — now software can comb through thousands of documents and do the job in a jiffy. Financial advisers can be replaced by ‘robo-advisers’ using algorithms to suggest investments.
Even doctors now have robots breathing down their necks. The multi-national IBM has a super-computer which has proved far superior at diagnosing lung cancer — 90 per cent success, against 50 per cent by the poor old humanoids.

In Japan, the Prime Minister has even splashed millions of yen on robots to help care for the elderly.

And journalists? These words were not written by a computer, but soon they might be. A Chicago company has developed software called Quill which can produce business and sports reports without any need for a middle man with a leaky Biro in his shirt pocket. Quill’s developers even have their sights set on a Pulitzer Prize.
It’s easy to see why employers love automation. Robots don’t get sick, they don’t need lunch breaks, they don’t sleep or gripe or strike. There are no Len McCluskey-style trade union androids to make life difficult. Labour costs can be slashed and profit margins increased.

But for the rest of us, this revolution raises profound and troubling questions. Will we face mass unemployment if software does all the work? If the robots can think and analyse and work like metal trojans, what’s left for the humans? Futurist Martin Ford has written a book called Rise Of The Robots: Technology And The Threat Of A Jobless Future. The title says it all — he argues that no job will be immune; that even the creative work of making art and music will soon be done by computers.

This has already happened — several computers at the University of Malaga in Spain composed a work called Transits — Into An Abyss, which was performed by the London Symphony Orchestra. Ford’s conclusion is drastic: in the future, if far fewer people are working, then every adult should be paid a minimum basic income or ‘Citizen’s Dividend’.

If technology continue growing at this pace, we might end up wrestling jobs with machines. How will Nigerians cope with this trend?

Just as expected, well said . Above all there's a salient need for prayers. To be realistic, there are limited slots for DE.
