By Louis Amoke On May 29, the re-elected Governor of Enugu State, His Excellency, Rt. Hon Ifeanyi Ugwuanyi, to the glory of God, will be sworn-in for a second term alongside his deputy, Hon. Mrs. Cecilia Ezeilo. The epoch-making event, which renews the governor’s mandate to continue with his sound vision for the state and consolidate on the solid foundation laid by his people-oriented administration in the last four years, calls for celebration and thanksgiving to God for His goodness in Enugu State. Gov. Ugwuanyi, whose journey to the Lion Building formally commenced in 2014, following his unanimous endorsement as the consensus candidate of the ruling Peoples Democratic Party (PDP), stemming from his cherished antecedents, leadership qualities, popularity and wide acceptance, has constantly remained grateful to God for His mercy and kindness and also to the good people of the state for their show of love, solidarity and support. Gov. Ugwuanyi, who later won the 2015 governorship election in Enugu State with a landslide, became the most popular political leader in the history of the state. Consequently, he was sworn in as the third Executive Governor of the new Enugu State on May 29, 2015, when the nation’s economy was in recession and confronted with other economic challenges occasioned by the drastic drop in the crude oil prices in the international market. These economic adversities affected allocations to states from the federation account. More worrisome was that Enugu State was among the worst hit, considering its position as third from the bottom of the revenue allocation chart and predominantly a civil service state with high expectations for rapid socio-economic expansion in view of its enviable status as the historical capital of the Eastern Region, old Anambra State, old Enugu State and capital of the present Enugu State. The governor was also faced with sundry issues of inherited debt profile and other huge wage bills to be serviced as well as management of the political space in the state, considering that his party, the PDP, lost power at the national level after 16 years. All these challenges were a source of worry, which required drastic approach and a clear-cut intervention to move the state forward. Gov. Ugwuanyi being a God-fearing leader, team player, bridge builder, peace-maker, finance management expert, consummate politician and visionary leader remained undaunted and committed to the speedy actualization of his administration’s well-thought-out programmes for the people of the state, as contained in its four-point agenda. The governor’s antecedents as a three-term member of the House of Representatives and two-term Chairman of the House Committee on Marine Transport as well as former Chief Executive Officer of Premier Brokers Limited - a prime insurance broking firm in the South East geo-political zone, owned by the five states of the zone and African Continental Bank (ACB) - also strengthened his courage to successfully guide the state through the economic crunch. For instance, Gov. Ugwuanyi in his 2015 inaugural address stated that the economic melt-down then was “another great opportunity for Enugu State and indeed Nigeria to look inwards and harness those potentials which free oil money has blinded us from exploiting”, resting his faith in God’s miracle of five loaves and two fish. Besides the nation’s economic challenges, the governor expressed gratitude to God for the grace to “take up the gauntlet of the struggle for the emancipation of the Wawa man from where our heroes past stopped”, saying: “It can only be God, for it is He who raises the poor from the ash heap and makes him to inherit a throne of honour”. According to him, “He (God) has anointed me for a mission-to bring good news, message of continued hope, peace and development to our people; to bind up the broken hearted; to proclaim liberty to every Wawa man caught in the prison of poverty and under-development. And these, I owe you and my God to fulfill”. In actualizing these inspirational visions, Gov. Ugwuanyi recommitted himself to his four-point agenda to take Enugu State to the next level and promised that his administration will “deploy government services to create fair and equal opportunity for every willing citizen to make a living and create wealth, educate our children, and enjoy life in a peaceful and secure environment”. He added that the government “will drive with full force investment promotion, agricultural sector renewal, provision of critical infrastructure, human capital development and skills acquisition” stressing that “Enugu State under us will pay a special attention to rural development because majority of our people live in the rural areas”. Four years down the line, one is glad to state with great honour that Gov. Ugwuanyi through his new ethos of leadership, anchored on peace and good governance, has religiously and effectively delivered on these promises. He has remained committed to the principles of transparency, accountability, due process and prudent management of the state’s lean resources. The governor, therefore, has through his administration’s adherence to fiscal discipline, peace and grassroots development initiatives successfully delivered democracy dividends to the doorsteps of the people of Enugu State. Gov. Ugwuanyi has through his humble disposition, simplicity, candour, good works and uncommon leadership style of inclusive governance and open-door policy delivered the message of hope and rekindled the confidence of the people in participatory democracy. He has bound up the broken hearted with a wind of peace that has united everybody in the state, especially the political leaders irrespective of class, religion, socio-economic and political background. This cherished ambience of peace and unity has remained the pillar of his administration’s success story and one of the major reasons Enugu State is in the mood of celebration today. The people’s governor has through his administration’s rural development policy, one-community-one-project initiative and a great deal of passion for the wellbeing of the masses, remembered the long-neglected communities in the state in line with his firm belief that the greatest objective of government is to alleviate the suffering of the people. His government has also made a veritable mark in all other sectors of development, which have impacted the lives of the people positively. While workers’ salaries and pensions are paid regularly with or without receipt of statutory allocations from the federation account - even at the time 27 states could not pay - the 13th month salary was also extended to them as Christmas bonus. On road construction and rehabilitation, the Ugwuanyi administration has covered about 400 kilometres, spread across the state with signature projects such as the remodeled ancient, historic and undulating Milliken Hill road - a tourist attraction and state’s natural roller coaster; the Opi-Nsukka dual carriageway; the Ebonyi River Bridge, Ikem; the Udenu Ring road; Iva Valley road, Enugu. Others include the Nkalagu-Eha Amufu road, neglected for over 35 years and the Amurri road in Nkanu West Local Government Area constructed for a hitherto neglected community that has not experienced any form of government development on its land in the past 100 years, etc. The hardworking governor immediately after his reelection returned to sites, awarded more contracts and continued completion work on the ongoing projects such as the long abandoned Enugu International Conference Centre, among others. The state government’s infrastructural revolution has been unprecedented and indeed recorded a huge success in expanding development to the frontiers of the rural areas. Recently, Enugu State was rated by the World Bank Group as the second most advanced state in Nigeria towards the frontier of global good practices with regards to Ease of Doing Business. Through the impressive increase in the state’s Internally Generated Revenue (IGR) profile, as a result of far reaching reforms introduced in the sector by the governor, Enugu State has remained on top as one of the few states in the country that can survive without allocations from the federation account, among other outstanding ratings. Through the monthly traders’ empowerment scheme, 3,600 genuine traders of the state have so far been empowered with the sum of N50,000 each, to grow their various businesses. The state government also empowered 750 youths in skills acquisition under the Sustainable Development Goals (SDGs) programme and equally engaged 2000 youths to clean up the state under the Enugu Clean Team Project. Apart from recruitment of over 4000 primary and secondary schools teachers, with additional 1,500 for primary education ongoing, Ugwuanyi’s administration has constructed and renovated over 589 primary and secondary school blocks in the state and equally procured learning tools to improve the standard of learning. Recently, the State Executive Council (EXCO) approved the award of contracts for construction and renovation of additional 208 school blocks. State owned higher institutions, namely, the foremost Institute of Management and Technology (IMT), Enugu, the Enugu State University of Science and Technology (ESUT); the Enugu State College of Education Technical (ESCET); and the Enugu State Polytechnic, Iwollo, among others, have also been benefitting from the government’s educational transformation programmes. Also after his reelection, Gov. Ugwuanyi was at Ihe, Awgu LGA to perform the ground-breaking ceremony for the administrative building of the first University of Education in the South East geo-political zone, the Enugu State University of Education amid jubilation and excitement. The government also paid 54 percent equity contribution for 100 lucky civil servants who won the 100 units one bedroom apartments at Elim Estate, Enugu through open lottery. In the health sector, besides completion of the state-of-the-art Enugu State Medical Diagnostic Centre, as promised in the inaugural address, Ugwuanyi’s administration has strengthened the state’s primary healthcare programmes to render better medical services to the people especially in the rural areas, through various interventions and integration of faith-based rural health facilities into the Free Maternal and Child Health Programme. The government has constructed and renovated district hospitals and health centres in the state, especially in the rural areas under the primary healthcare programme, such as the Poly Clinic, Asata, Enugu and Udi District Hospital, among others. The 200-bed ultra modern specialist hospital, Igbo-ano, being constructed by Ugwuanyi’s administration is nearing completion to provide qualitative and affordable healthcare delivery at the rural level and reduce pressure on the existing two tertiary health institutions located in Enugu, because of heavy inflow of patients from the rural areas. The Judiciary has also felt the positive impact of Ugwuanyi’s administration as the construction of 14 new court buildings and open registries in the judicial divisions and magisterial districts across the state and state’s Customary Court of Appeal headquarters are nearing completion. These interventions were once described by the state’s Chief Judge, Hon. Justice Ngozi Emehelu as “unprecedented infrastructural development that has not been witnessed in the entire South East” and “the largest single intervention in infrastructural development in the Judiciary of Enugu State for over 20 years”. Interestingly, 56 years after three fire service stations were built in Enugu State, then Eastern Region, Gov. Ugwuanyi’s administration constructed five new ultra-modern fire service stations strategically located in the three senatorial districts for the safety and wellbeing of the people, among other litany of achievements too numerous to mention. Gov. Ugwuanyi’s love and support for sports saw Rangers International Football Club of Enugu lifting both the Nigeria Professional Football League (NPFL) title after 32 years and AITEO Cup after 35 years. In view of this outstanding performance by the administration of Gov. Ugwuanyi, which is a tip of the iceberg of the achievements recorded so far, the good news about the second term inauguration is that the governor, through the details of the 2019 budget and his post-election actions has displayed a renewed vigor and firm commitment to continue and consolidate on the solid foundation laid in the last four years. It is therefore, expected of the people of Enugu State to continue to pray fervently for the governor and give him the usual maximum support and cooperation to take the state to greater heights in line with the dreams of the founding fathers for Enugu State is truly in the hands of God. Muslims in Enugu State held Jumaat prayers at their Central Mosque located at Owerri road, Enugu, to mark the last Friday of the first term of the administrations of President Muhammadu Buhari and Governor Ifeanyi Ugwuanyi of Enugu State and prayed Allah to grant them success in their second term.
Offering prayers at the event, which was graced by Gov. Ugwuanyi as part of the activities marking his 2nd term inauguration, the Chief Imam Enugu, Imam Zurka Said, also prayed for the successful inauguration of President and Gov. Ugwuanyi and commended the governor for his peace initiatives, humble disposition and commitment to national unity.
The Chief Imam added that the good deeds of the governor have enhanced peace and harmonious existence of all Nigerians resident in Enugu State, asking the “Almighty Allah to give him good health and support him so that he will continue with his good works”.
According to him, “Gov. Ugwuanyi has always honoured us and we will all continue to pray for him and use this inaugural prayer to ask Allah to elevate him to another level after his second term in 2023. Anyone that does good for Allah, Allah will bless the person”.
He lauded Gov. Ugwuanyi for his administration’s giant strides in the last four years in the areas of infrastructural development, regular payment of workers’ salaries and pensions, peace and security, healthcare delivery, education, among others.
Earlier, the Chairman of NASFAT, Enugu State, Muhammad Usman, who appreciated the governor for his presence at the event also prayed for God’s blessing upon President Buhari, “all the governors and their teams, the ministers and members of the State Assembly and National Assembly” and “empower them to take Nigeria to a greater level”.
Usman on behalf of the Muslims thanked “Almighty Allah for His immense blessings upon Enugu State” and asked Him to reward the governor abundantly with sound health, good mind, more wisdom and protection in his second term.
He applauded the governor for the peace being enjoyed in the state, saying: “May Almighty Allah sustain it and shower His endless grace on you”.
In his remark, the Sarkin Hausa Community, HRH, Abubakar Sambo, expressed gratitude to Gov. Ugwuanyi for his humility and love for every resident of the state irrespective of religion or tribe and equally thanked him for the fruits and food items his administration presented to the Muslims for break of their fast.
He added that Gov. Ugwuanyi had paid similar visit to them on several occasions, and extended gratitude to him for the harmonious relationship that has been existing between Muslims and Christians and wished him a peaceful and successful second term.
Other dignitaries at the event were the Commissioner of Police, Enugu State, Sulaiman Balarabe, Leader of the State Assembly, Rt. Hon. Ikechukwu Ezeugwu, Special Adviser to the Governor on SDGs and Inter-Ministerial Affairs, Mrs. Mabel Agbo, among others.

A pattern is obviously playing out in Nigeria and that is conflict of interest, which has put the integrity of government institutions to question. We have seen it with the Independent National Electoral Commission (INEC) and now, the presidential elections petition tribunal. In the build up to the 2019 general elections, there were a lot of questions on whether a National Commissioner of INEC, Amina Zakari, should be involve in the conduct of the election. Many had doubted her impartiality given her blood tie to President Muhammadu Buhari, who was on the ballot for re-election, strengthening call for her to recuse herself from the process. But neither Zakari or her employer heeded those calls, putting the credibility of the election on trial. Questions of credibility thrown at the electoral umpire by opposition parties and concerned Nigerians have made it difficult for the outcome of the results to be generally accepted. Similar question abound now that the outcome of the election is being subjected to litigation. It is no other but the raging controversy on the composition of the Presidential Election Petition Tribunal, which has the President of the Court of Appeal, Justice Zainab Bulkachuwa as the chairman of the five-man panel. Justice Bulkachuwa had arose expectations on the panel to serve fairness when she declared in the inaugural sitting of tribunal that "the Court of Appeal will work in accordance and within the dictates of the constitution, the law and international best practices, to dispense justice to all, without fear or favour, affection or ill will”. But in another breadth, she observed that "Elections are held every in Nigeria every four years into elective position. No matter how well the election is conducted, there are bound to be complaint(s)." Predictably, the observation of Justice Bulkachuwa pitched her against the main opposition Peoples Democratic Party (PDP), who questioned her impartiality and asked her to recuse herself from the panel. In a letter to justify its call, the national Chairman of the PDP, Uche Secondus, rallied the fear of PDP to get justice from the Bulkachuwa led panel considering that "your dear husband, Hon. Adamu Mohammed Bulkachuwa, contested for February 23, 2019 election for the position of a Senatorial role in Bauchi North Senatorial district and won same on the platform of the All Progressives Congress (APC)." That was a valid observation that put trust on trial and integrity of the panel under public scrutiny. It's a general expectation that judges must be an umpire– a neutral and impartial arbiter who favours no political party, litigant or policy. But when this sort principle is abandoned– for instance, a judge observing that "no matter how well an election is conducted" before a trial starts– is obviously improper. It send a wrong signal that justice may not be within reach and that is dangerous. Even before taking a look at the merit or otherwise of the petition filed against the election outcome, Justice Bulkachuwa tone in her address seemed like a first step toward compromise. PDP and its presidential candidate, Atiku Abubakar were convinced that the election was not conducted well and that the return made by INEC was unjustified, hence, their petition before the court. That was the right thing to do. That is the most acceptable route in a democracy but the faith in that approach can only be sustained if the arbiter does not presume the intent of petitions. Judges are like every other human and as such, have ties and affinity. From their immediate family to mutual friends– ex-school mates or social acquaintance, there will always be interest. In some instances, it could be surreptitious political interest, financial exchange and even mutual investment interests that could constitute bias for a judge. These are realities that can't be entirely discarded. However, when such relationships do create a perception of bias, a judge is duty-bound to take their hands of such case. That has been the call for Justice Bulkachuwa to recuse herself from the panel that would determine the petition that arise from the last presidential election. From the details available, Justice Bulkachuwa marriage to an APC chieftain, who is now a senator-elect on the platform of the APC, is enough ground for compromise. This is deepened by the fact that the learned justice faith makes her submissive to her husband and this may decisively weigh on her opinion and decision on the dispute. This fear was captured in PDP’s letter to Justice Bulkachuwa on the need for her to excuse herself from the panel by noting that "it would be impossible for your lordship to convince any reasonable man that your dear husband never discussed this petition, which he is patiently interested in its outcome with you, throughout the trial." That is the doubt agitating the minds of many interested Nigerians and unfortunately, Justice Bulkachuwa cannot entirely clear that mistrust. Compounding the mistrust, is the revelation that Aliyu Haidar Abubakar, a biological son of Justice Bulkachuwa campaigned for President Buhari in the election that is being contested before the panel she head. PDP had made the disclosure in a motion to push for Justice Bulkachuwa withdrawal from the panel, pointing out that her (Bulkachuwa) biological son, Aliyu Haidar Abubakar is a card-carrying member of the 3rd respondent (APC) and he contested the governorship primary election of the 3rd respondent in Gombe State." The party went on provide Facebook page and pictures to support it claims. Without doubt, available details are not assuring of an impartial arbiter. And if the maxim of he who comes to equity must come with clean hands, Justice Bulkachuwa should step down from the panel without any further delay. The petition before the panel is a delicate one as it will preface the future of Nigeria and a legal precedence for years to come. It would therefore be a grave injury to our democracy and setback to many who considers judiciary as the last hope of the hopeless due to conflict of interest. Senator Ayogu Eze of the All Progressives Congress (APC) in Enugu State, who filed a petition before the election tribunal, over conduct of the last governorship election in the state won by the incumbent governor, Rt. Hon. Ifeanyi Ugwuanyi, has again hinted on his plan to formally withdraw the petition.
Senator Eze gave the hint to newsmen when the Enugu State Traditional Rulers’ Council, led by its chairman, HRH Igwe Lawrence Agubuzu, paid him a visit at his Enugu residence yesterday, to appeal to him to withdraw the petition he submitted to the tribunal in the overall interest of the state, “present and future generations of Enugu State”.
He described the intervention by the royal fathers as the climax of it all. The APC chieftain, who noted that he had received several groups of notable personalities on the same mission, added that the visit by the revered royal fathers who are “the custodians of our culture and tradition” was “really a mark of honour and respect”, saying: “I am highly honoured by their presence”.
He therefore, reassured the monarchs that their “efforts to bring peace shall not be in vain” and told them that he will revert to them “within the next one or two days”.
His words: “I am highly honoured by their presence. I want to assure them that their effort to bring peace shall not be in vain. I have told the chairman that within the next one or two days, I will revert to him. I have been consulting widely and I also need to talk to the leadership of my party on this visit, because this visit by traditional rulers is indeed a turning point. I have had visitations from other groups but this is the height of it. I want to assure them that their visit shall not be in vain”.
Amb. Agubuzu, who spoke earlier to journalists after the closed-door meeting with Senator Eze, said they came on behalf of the people of Enugu State and the traditional rulers in particular, “to appeal to our own illustrious son, Distinguished Senator Ayogu Eze, to withdraw the petition which he submitted to the tribunal over the governorship election that took place in Enugu State.
The royal father disclosed that they discussed extensively with Senator Eze, asking him to “honour us by agreeing to withdraw that petition” saying: “He is somebody we all know. He is our son, we love him, we like him and that is why we are appealing to him, that in the interest of not only the present generation, but the future generation of Enugu State, he should withdraw the petition.”
According to him, “we are here representing the people of Enugu State generally and the traditional rulers in particular. Honorable Minister of State, Aviation, Senator Hadi Sirika wishes to acknowledge steps taken by the Enugu State government in a bid to improve safety at the Akanu Ibiam international Airport ( Enugu).
"We are happy to see that the Enugu state government has seen reason with the Ministry to address safety concerns raised.
We are appreciative that in the name of safety, Enugu State Executive Council approved the immediate closure of Orie Emene Market (abattoir inclusive) to forestall any tragedy at the Airport.
We are also happy that the Council also ordered immediate removal of all illegal structures encroaching on the land of the Airport, radio mast of the state broadcasting service, and Free Trade Zone.
We, however, would be extremely comfortable if compliance with the above directives from the state government are carried out as soon as possible to give us necessary allowance to carry out repairs as well as expansion and extension of the Runway.

…Okays extension works on road, court building projects
The administration of Governor Ifeanyi Ugwuanyi of Enugu State, in furtherance of its concerted efforts to ensure the completion of the hitherto abandoned Enugu International Conference Centre, has approved the procurement and installation of external glass at the main auditorium of the edifice.
The administration also approved that the installation will be extended to the mini dome at the centre and extension works on the ongoing Court of Appeal building to accommodate the litigation/administrative office and basement.
Addressing newsmen on further outcome of the meeting of the State Executive Council (EXCO), the state Commissioner for Works and Infrastructure, Engr. Greg Nnaji, added that the council equally approved the extension of Ibagwa-Aka-Alor Agu road and additional erosion control works along Ngwo Adaba General Hospital, Ichi road and Ibagwa-Ichi-Unadu-Alor Agu road all in Igbo-Eze South Local Government Area.
Engr. Nnaji disclosed that his ministry had installed street lights around the located areas of the International Conference Centre to provide security and “allow work at night”.
Also briefing newsmen, the Commissioner for Culture and Tourism, Hon. Rita Mbah, stated that the council equally approved a free training of 200 youths in the state in film and creativity.
Hon. Mbah pointed out that the state government will sponsor the participation of the 200 youths in the training programme, which is being organized by the popular African Movie Academy Awards (AMAA).
She added that the aim of the government’s involvement was to ensure that talented youths in creativity, who are interested in film industry, garner experience in the basic rudiments of movie making, acting, script writing and production, marketing, among others, to make them self-reliant.
The culture and tourism commissioner, who revealed that there is no qualification criteria required from any interested candidate to apply for the training, explained that the state government’s initiative is also targeted at giving the participants the opportunity to learn how to write proposals after training, to access part of the N500 million loan earmarked by the Central Bank of Nigeria (CBN) for the creative industry.
According to her, “interested participants are requested to register without payment of fees with the Ministry of Culture and Tourism at the State Secretariat, Enugu”.
On the closure of Orie Emene Market and abattoir near the Akanu Ibiam International Airport, Enugu as well as the immediate removal of illegal structures encroaching on the land of the airport for the safety of air travelers and people residing around the airport, the Commissioner for Information, Mr. Ogbuagu Anikwe, further explained that the council directed the Chairman of Enugu East Local Government Area to find a location site for the traders, immediately.
It would be recalled the EXCO in its earlier briefing yesterday, ordered the immediate closure of Orie Emene Market and abattoir near the airport and the immediate removal of all illegal structures encroaching on the land of the airport, following safety concerns raised by Federal Airports Authority of Nigeria (FAAN) on potential air hazards in and around the airport.

Following safety concerns raised by Federal Airports Authority of Nigeria (FAAN) on potential air hazards in and around the Akanu Ibiam International Airport, Enugu, the Enugu State Executive Council has ordered the immediate closure of Orie Emene Market near the airport.
Briefing newsmen after the council’s meeting on Friday, the State Commissioner for Information, Mr. Ogbuagu Anikwe, disclosed that the council also closed the abattoir near the airport and equally ordered the immediate removal of all illegal structures encroaching on the land of the airport.
Mr. Anikwe added that “the Chairman of Enugu East Local Government Area has been directed to effect the immediate closure of the market”.
He explained that “the State Executive Council had on 12th October, 2018 approved funds for relocation of the State Broadcast Mast on the approach of the runway to Okpatu Hill (Ugwu Rerenkwu) in Udi Local Government Area but the implementation of this project has been hampered by the disruptive activities of some youths in the community”.

When he tried to down play his interest in the 2023 Presidency over the weekend, his intention was well written all over him. The self-acclaimed National Leader of the All Progressives Congress (APC) is fond of throwing up issues, not through rational argument, analysis and truth-telling but rather manipulating people's imperfect reasoning and emotions. While this attitude are mostly exhibited by politicians, Tinubu's mastery of the trick has oftentimes been confused by the people as genuineness and patriotism. Funny enough, he has developed a means of constantly pushing out deceptive tales on what the people want to hear and cleverly disguise his intention as what is right or just. That was the same approach he took in answering his subtle but budding 2023 presidential bid. Despite the fact that he has tried endlessly to wave off his interest, the signs are too obvious for anyone to fall for his usual antics. This was the same tactics he deployed to join Muhammadu Buhari on the APC ticket in 2015 until he was stopped by those who feared a Muslim-Muslim ticket would hurt the chance of the party in the poll. Tinubu was obviously hurt that he was denied that opportunity as contained in 'Against the Run of Play', a book that chronicles the first electoral defeat of a sitting president in Nigeria written by Olusegun Adeniyi, former Presidential Spokesman and editorial board chairman of ThisDay Newspapers. In the book, Tinubu accused Bukola Saraki and others of “going behind to instigate Buhari and some other people in the party against me on the pretext of religion. That was not right. They were canvassing arguments that the Christians in the North would not vote for a Muslim-Muslim ticket." This apparently sparked off hostility of Tinubu towards Saraki, including attempt to block the latter’s emergence as President of the Senate in 2015. But Tinubu as usual, pretended he has not "tried to insinuate himself into any major office" since he last contested for re-election as Lagos state governor in 2003. Tinubu's clever spins illustrate a deep-rooted "mind games" because he's actually trying to foist an imagination of himself that doesn't exist on Nigerians. Perusing the statement released by Tinubu’s media aide, Tunde Rahman, it was obvious the former governor was pricking emotions of Nigerians and trying to lure them into conclusion that he could be the best for them. Just like the 'incorruptible' toga wrapped around Buhari in the build up to the 2015 presidential poll, Tinubu is trying to project himself as someone who isn't "obsessed with power" thereby pushing a narrative that those who do not understands him are people that "have nothing to contribute regarding statecraft or providing actual solutions to actual problems, their minds remain forever mired in political machinations." But far from his words, Tinubu is the one flaring political machinations ahead of 2023, including his mind games on Nigerians. As aptly suspected by Saraki and the Speaker, House of Representatives, Yakubu Dogara, Tinubu’s interest in the leadership of the 9th National Assembly is nothing but to fuel his 2023 presidential bid. Saraki and Dogara had in a separate response to barrage of accusations against their leadership of the National Assembly, pointedly linked Tinubu's insistence in determining who lead the legislative arm in the next dispensation to his presidential bid in 2023. While Saraki asked Tinubu to leave him "out of his schemes and manipulations towards 2023", Dogara went a step further as he plainly said his "nocturnal agenda has no parallel in the history of any democracy." Interestingly, he continues to shield his real intentions while presenting himself as one whose only mission is to support Buhari to make sure the country and its citizens regained the stature they had lost. Perhaps, trying to lure the president to secure his support when he must have eventually made his aspiration known. His media aide cleverly declared that his (Asiwaju's) "mind, heart and efforts are focused on supporting the President in achieving their shared vision of a flourishing economy and a prosperous people. He is committed to doing what he can to help President Buhari surmount the challenges in order to achieve the economic reform the nation sorely needs." Indeed, Tinubu is well versed in this mind game. While he puts attention away from himself, He has craftily perfect permutations that would give him an edge for the 2023 race. In part, he pushes for his loyalists to occupy political offices, most especially governors, in his Southwest region. Likewise, his vicious upstaging of Saraki in Kwara and making sure his loyalists take up the saddle, extended his reach to the North Central zone. There are insinuations that he is propping up another loyalist to replace Yahaya Bello in Kogi this November, hence, giving him a bit more edge in that zone considering his strong affinity to the Niger state governor, whose father is a long-time ally. While 2023 is four years away but a Machiavellian politician like Tinubu quite understood that getting a sit as big as Nigeria presidential seat does not just happen overnight and expectedly, he is building the phase to leverage on. Probably, Tinubu drew inspiration from Portuguese trainer Jose Mourinho, who is fond of playing mind games on his opponents in his rewarding career. ESUT Returns to its Original Multi-Campus Structure Enugu, 15 May 2019).
The Enugu State Executive Council has voted to return the Enugu State University of Technology (ESUT) to its original multi-campus structure as established by the Chief Jim Ifeanyichukwu Nwobodo administration in 1980.
Accordingly, three schools originally proposed for Enugu North Senatorial Zone – faculties of Medical Sciences, Agriculture, and Social Sciences – will be returned to the Zone, while the ESUT Faculty of Education will relocate to Enugu West, to be domiciled at the new University of Education, Ihe in Awgu Local Government.
Governor Ifeanyi Ugwuanyi who chaired the meeting, noted that although the site for Enugu North campus of ESUT is yet to be determined, the Faculty of Medical Sciences will take advantage of the 400-bed specialist hospital currently under constructed at Igboano to serve as teaching facility for medical students.
Council noted that relocating the school of medical sciences will rapidly decongest and take the pressure off the Enugu Park Lane Hospital which has been struggling for expansion space since its conversion to a Teaching Hospital.
The sum of N1.5billion was approved in the 2019 State Budget for construction of key facilities at Igboano Specialist Hospital/ESUT Teaching Hospital, including construction of access road, external works (fencing and landscaping), as well as the provision of water and electricity.
Council however voted to increase the budget to N2billion, following the decision on multi-campus structure for ESUT and additional facilities.
For Enugu West Zone, in addition to the ultramodern administrative building which is already under construction at the University site in Ihe, Council also voted to construct an access road to the University.
The Council’s decisions followed a proposal to restructure the Enugu State University so that various specialist learning centres can be established for each Senatorial Zone – Science, Engineering & Technology at Agbani (East), Education at Ihe (West), and Medical Sciences at Igboano (North).
These specialist centres will not only bring tertiary education closer to the grassroots but will facilitate rapid socio-economic development of all zones in Enugu State.

Insecurity: Buhari's understanding of hard work
The proliferation of crime in the country has currently taken a sad turn with multiple cases of kidnapping, banditry and other vices that have turned many Nigerians away from their homes and roads. Those who couldn’t help themselves have escaped into neighbouring Niger Republic where they felt much secured.
However, the general feeling of hopelessness that comes with the state of insecurity in Nigeria meant little or nothing to the man at the helm of the country's affair. Rather than show empathy and a strong political will to end the cruel fate Nigerians face daily, President Muhammadu Buhari preferred to crack a dry joke on the physical appearance of the Acting Inspector-General of Police, AIG Abubakar Mohammed Adamu.
Buhari threw Nigerians into disbelieve when he responded to questions from journalists on his approach to tame the wave of insecurity in the country by saying "I've just seen the IGP, he is losing weight, so I think he's working hard." But wait, how is losing weight a measure to determine someone working hard?
It was not enough that Buhari left citizens to their fate and chose to embark on a private visit to the United Kingdom when insecurity ravaged the land but upon his return chose to make jest of the plight of the people. For any government, the security and safety of citizens is a very serious business and I don't see how such delicate task can be achieved with the country's head of Police shedding weight but effective strategies.
Nigeria's 1999 Constitution provides in Section 14(2b) that "The SECURITY (emphasis mine) and welfare of the people shall be the primary purpose of government", and it is yet unclear how losing weight of someone who heads the country's internal security structure could ensure compliance. Maybe the President is as usual unaware of this important constitutional responsibility placed on his shoulder or he was just unconcerned that Nigerians are finding it too hard to move freely on our roads and barely sleep with their two eyes closed at night.
In 2015, one of the things that endeared Buhari to a larger number of voters was his promise of ensuring security in the country. Many Nigerians, especially in the North, banked on his military background to eliminate Boko Haram menace, which was the major security threat at that particular time. They concluded that Goodluck Jonathan was indecisive and a strong man, which was the image given to Buhari then, would foster stability and peace.
But down the line, not only does the Boko Haram issue still ravage North East, security challenges such as brutal kidnappings, armed robbery, ritual killings, cult related clashes, herdsmen attacks and banditry, among other crimes have been added to the list of woes confronting the security situation in Nigeria. This has heightened fear of danger across board and the leader of the country who should offer reprieve to the public is busy passing unnecessary compliment.
It is no denying that the president can pass compliments just like every other Nigerians, but such should be observant of his citizens, who he swore to serve. Suggesting that the IGP is working hard because he is losing weight, whereas Nigerians are overwhelmed with fears of insecurity smack insensitivity. Infact, things seem to have taken an awful turn such that the hitherto untouched in the society are no longer spared.
Recently, daring armed men waylaid the board chairman of Universal Basic Education Commission (UBEC), Mohammed Mahmood, along the Kaduna-Abuja Highway. His driver was not so lucky as he was shot dead while the assailants abducted the UBEC chief and his daughter, who were said to have allegedly coughed out N60m before they regained their freedom.
Few days later, similar fate befell an Obafemi Awolowo University (OAU) Professor, Yinka Adegbehinde, who was broached by gun wielding men near Ikire along the Ife-Ibadan Expressway and whisked away. The orthopaedic surgeon who secured his freedom after his family paid N5.045m to his abductors, rued the country's internal security mechanism and said "The Federal Government needs to invest more in security; we need to know the identity of people coming in and going out of the town, state and the country at large."
This is happening simultaneously with violent attacks on farming populated Benue and Plateau states by gun wielding militias, which has reduced farm outputs and resulted in the loss of lives and destruction of valuable properties. The onslaught of bandits have chased many away from their homes in Zamfara, with threatening security incidents in Sokoto and Buhari's Katsina home state resulting in the abduction of Magaji Gari (of Daura emirate council), who is also the father-in-law to Buhari's ADC.
Expressing his displeasure to the prevailing state of insecurity in the country, the Emir of Katsina, Abdulmumini Usman said, "Every day I receive reports of kidnapping and killings from the district and village heads," asking the Minister of Agriculture, Audu Ogbe to "Tell the president (Buhari) that we have to take care of our people, security first. All these programmes, as good as they are, cannot be (successful) without security. Security is first and fundamental."
The statement aptly captures the terrifying security situation in the country but rather than show commitment dissipated into guaranteeing the safety of citizens, Buhari is busy complimenting the physical appearance of the Police chief, who was honest to admit that with shortage of funds, inadequate equipment and personnel, there is little or nothing the Police can do to curb the rising waves of insecurity in the country.
In essence, Buhari is either unaware of developments around him as Arthur Williams, renowned English actor, singer and playwright must have had him in mind when he concluded that "The fact is, in our society today, most people don't know what hard work is all about." Most Nigerians know better what hard work is and they will start to compliment IGP Adamu when they can safely move around without fear of being kidnap and no longer require to abscond from their homes for fear of attacks. That is what hard work means to Nigerians, not someone losing weight.

Re: Water supply in Enugu
The Enugu State Water Corporation, wishes to inform the general public that the current low level of water supply to Enugu metropolis is as a result of the 600mm ductile iron transmission pipeline at Oji River Water Scheme, which got damaged at Obunofia, Ezeagu Local Government Area, early last week.
Consequently, the corporation in keeping with the outcome of the recent town hall meeting on water by Governor Ifeanyi Ugwuanyi and stakeholders and its mandate to ensure adequate water supply to the good people of Enugu State, on Friday, night completed repairs of the damaged pipeline.
Unfortunately, the heavy rain of the early hours of Thursday, disrupted power supply to both Ajalli and Oji River Water Schemes, which affected the production and distribution of water from the two schemes to Enugu metropolis.
However, the Enugu Electricity Distribution Company (EEDC) and Transmission Company of Nigeria (TCN) are working to restore power supply to the two schemes, to enable the corporation supply water to Enugu metropolis.
We therefore wish to reassure residents of the state of normal water supply once the power is restored, while further measures are been taken to comprehensively address the issue of water supply in the state.

The wife of the Enugu State Governor, Mrs. Monica Ugwuanyi, has donated some cervical cancer screening machines to the ESUT Teaching Hospital Parklane, Enugu, to assist in early detection and treatment of the disease.
Speaking while inaugurating the screening centre at the hospital, renovated and furnished by her pet-project, Ugo Touch of Life Foundation (U-TOLF), Mrs. Ugwuanyi described cervical cancer as a dreaded disease that has claimed the lives of many women.
The governor’s wife stated that the screening machines, which were donated at the centre by her foundation, were born out of the desire to assist women, especially the indigent ones with a view to curbing the ailment.
She added that her pet-project decided to donate the equipment to ESUT Teaching Hospital, Parklane, because of its capacity to take care of the equipment, disclosing that “many people are eager to assist us”.
Mrs. Ugwuanyi, therefore, urged the hospital management to take proper care of the machines, revealing that in no distant time more items will be added.
Also speaking, the State Commissioner for Health, Dr. Fintan Ekochin, commended Mrs. Ugwuanyi for the donation, stressing that through her pet project, many lives have been touched positively.
Dr. Ekochin maintained that the "two-room apartment was adequately renovated and furnished to the comfort of both the doctors and patients".
His words: "We are here for another step in the health sector, Ugo Touch of Life Foundation, has done it again. Her Excellency in her usual manner does her things silently and has made us proud with this remarkable donation".
The health commissioner added that the equipment will enable the doctors conduct adequate screening for patients thereby providing the necessary leeway for further treatment.
Responding, the Chief Medical Director of the hospital, Prof. Hyacinth Onah, expressed gratitude to Mrs. Ugwuanyi for the gesture and prayed God to replenish her pocket, promising to utilize the machines for the purpose they were meant for.

Int’l body lauds Ugwuanyi on peace, security, good governance
An international organization that provides free services to the people especially in the areas of health and education, Volunteer Service Overseas (VSO), has applauded Governor Ifeanyi Ugwuanyi of Enugu State for enhancing business activities in the state through the provision of the needed peace and security.
Speaking through its head of programme, Regina Afiono, when she led members of the team to the Government House on a courtesy call, the body added that the peaceful atmosphere in Enugu State and its secure environment informed the choice of the state as a place of assignment.
Afiono, who expressed delight that “Enugu State is very outstanding in terms of security”, stressed that “our choice of places where we will work is a painstaking exercise based on research and among other things, security is the topmost because our workers have to be secured”.
The programme head disclosed that the group came to Enugu and scheduled to visit Ibagwa Nike and Umuchigbo in Enugu East Local Government Area of the state to assist the people of the area, especially the youths, in the areas of health and education.
She further disclosed that their programmes were basically on inclusive education and livelihood with emphasis on the vulnerable people of the society who, according to her, are deprived of basic essentials of life.
Afiono explained that the International organization has been operational in Kwara State for ten years, pointing out that it is made up of fifty members, comprising twenty-five foreigners and twenty-five Africans.
Responding, Gov. Ugwuanyi, who warmly welcomed members of the delegation to the Government House, Enugu, described the body’s activities as noble ventures that are endearing to his administration.
Represented by his deputy, Mrs. Cecilia Ezeilo, the governor maintained that the programme of the organization is in line with the policy thrust of his administration that touches the lives and wellbeing of the youths.
Gov. Ugwuanyi reiterated the commitment of the state government to the success of the organization through the provision of adequate security for the people of the state including their staff.
He, therefore, expressed optimism that their stay in South East, Enugu State in particular will be fruitful and a longer exercise, and went further to express confidence in their ability to cover more communities as the programme progresses.
While informing them that the government through the relevant ministries and agencies will be working with them to ensure the sustenance of the established relationship, the governor hoped that the arrival of other volunteers from United Kingdom and some African countries next week will go a long way in strengthening their local presence and activities that will bring a positive change in the lives of the youth.
His words, “You have asked for security of your staff and the volunteers who would be residing and working at Ibagwa Nike and Umuchigbo, we can assure you that Enugu State remains the safest state in Nigeria, that notwithstanding, we shall take closer look at the security situation around the place of your deployment to ensure that you enjoy your stay and work in Enugu State”.

Enugu State Governor and Governor-elect, Rt. Hon. Ifeanyi Ugwuanyi has reiterated his administration’s commitment to the welfare of workers of the state, stressing that the determination “has become even more fortified”.
Speaking at this year’s Workers Day celebration held at the Michael Okpara Square, Enugu, Gov. Ugwuanyi, who promised to ensure that Enugu State remains a model for peace and good governance, stated that his administration will continue to pay salaries and other emoluments as and when due.
The governor added that the state government “will continue to provide more conducive work conditions and to do all that is necessary to ensure that industrial harmony continues to prevail in Enugu State”.
Gov. Ugwuanyi, who applauded the jubilant workers for their show of understanding, love, patience, goodwill and cooperation as committed allies in the quest to make the state a better place for all residents, also thanked them for their prayers, solidarity and overwhelming support during the last general elections, saying: “We simply can’t thank you enough”.
On the burning issue of the new national minimum wage, the governor assured the workers that “despite the daunting economic challenges, we will, in concert with the relevant agencies and departments of government, ensure that these issues are comprehensively and satisfactorily addressed”.
While wishing all workers a happy celebration, Gov. Ugwuanyi urged them to remain true to their obligations and approach their duties with greater zeal and commitment “so that collectively, we can achieve the higher levels of efficiency and productivity that will fast-track the socio-economic development of our dear state”.
According to him, “I assure you that working together and with God firmly on our side, we will surely bring to fruition, the Enugu State of our dreams”.
Earlier in their separate addresses, the State Chairmen of Trade Union Congress of Nigeria (TUC) and Nigeria Labour Congress (NLC), Comrade Igbokwe Chukwuma Igbokwe and Comrade Virginus Nwobodo respectively, commended Gov. Ugwuanyi for his outstanding commitment to the welfare of the workers of the state and the existing harmonious working relationship between the organized labour and the state government as well as the peace, security and the cordial rapport between the executive and legislature, calling on other state governors to emulate him.
While the TUC Chairman stated that the workers were celebrating Gov. Ugwuanyi’s “prudent management of the state resources which reflects in the provision of democracy dividends”, his counterpart in NLC appreciated the governor “for his commitment and doggedness in ensuring that workers and pensioners’ welfare is given priority in Enugu State”.
They, therefore, lauded the governor for “regular payment of salaries to workers and teachers; regular payment of pensions to the pensioners in the state; offsetting 54% of the cost of the building to the beneficiaries of Elim Estate; ensuring that Local Government workers and pensioners are no more neglected, as over 12 months backlog of salaries and 6 years gratuity have been cleared and Local Government Pension Board empowered; payment of the 13th month salary to civil servants and extending same to parastatal workers in the service delivery points”.
Other achievements, according to the labour leaders, which gave them hope, include, “gradual payment of gratuity to state pensioners with N100 million being set aside monthly for batch payment, since May 2018; payment of CONHESS to JOHESU members in the state; ensuring that workers’ promotion and leave allowances are released as and when due; approving the biometric capturing of those who were not captured during the exercise; Biometric capture for 80 staff of ESWAMA absorbed into the civil service; grants to community leaders for the development of our rural areas; massive infrastructural development across the state, approval for the construction of road at the Enugu State Workers Estate, Ibagwa Nike, and improved security in the state”.
In his address, the Commissioner for Labour and Productivity, Hon. Charles Ogbo Asogwa, who maintained that the ministry has “a very solid synergy with the organized labour in Enugu State”, disclosed that approval has been granted by the governor for the payment of 10% of accumulated arrears of salaries to staff of Enugu State Broadcasting Service (ESBS), Enugu Sports Council and ENADEP.

Governor Ifeanyi Ugwuanyi's administration fulfills one of its major contributions towards the speedy actualization of the 100 Housing Units for Nigerian workers, being developed at Ede-Oballa, Nsukka Local Government Area of Enugu State, by the Federal Mortgage Bank of Nigeria (FMBN), in collaboration with Nigeria Labour Congress (NLC), Trade Union Congress of Nigeria (TUC), Nigeria Employer's Consultative Association (NECA) and Enugu State Government under the National Affordable Housing Delivery Programme.
The newly constructed road, which is in line with rural development policy of Gov. Ugwuanyi's administration and its commitment to the wellbeing of the workers, provides access to the state secretariat annex at Ede-Oballa, recently approved for construction by the state government and some private housing estates.
