I have just read Fr. Ike Odigbo's rather trenchant piece on the unfortunate death of Rev. Fr. Offu, a Catholic priest brutally shot dead on August 1, this year, by as yet unidentified persons. As a Catholic faithful, I can relate with his pain as I have since the sad occurrence been very distraught, especially having worshipped at a parish where the deceased once served as a parish priest. The death of a beloved one is usually quite an emotive issue. But I'm worried, nonetheless, that Fr. Odigbo has allowed his emotions to cloud his judgement. As he must have learned in his philosophy lectures, such scenario will only produce an outcome that can hardly stand any rational test. This should not be perceived as an attempt to hold brief for the Enugu State governor particularly on a tragic incident that affects us all. My motivation is the fact I'm a Catholic and, also, a resident of Enugu. Besides, I believe it would be uncharitable to judge a man's stewardship on the basis of few isolated incidents, and to cast aspersions on our reverred traditional institution in the way Fr. Odigbo did in his essay, making outright libelous allegations in the process. Of course, religious leaders are often regarded as the moral compass of societies and their exhortations could actually inspire positive changes. But there is a very thin line between interventions motivated by the common good and those driven by selfish, partisan interests. The language of the clergy is mostly clerical, uplifting and somewhat restrained. Reading Fr. Odigbo's piece, I do not see any of these. Rather, what a discerning reader would find is a work written by a politician who has deftly - albeit poorly - masked his partisanship by donning a clerical robe. What, for example, does Fr. Odigbo mean by this puzzling statement: "The way he is going, with rising insecurity in the land, I doubt if he will complete this second term." Is there any odious plot to scuttle a democratic mandate of which he is aware? This question becomes even more pertinent given the explicitly sinister tone on which he rounded off his vitriolic commentary: "If the people can't get peace, why should the governor expect to have it?" By virtue of their calling, priests wield enormous powers that are not merely limited to their congregation. Yet, it is important to emphasize that clerical privilege is no license to make inflammatory comments, particularly of the kind that the essay seethes with. It is instructive that Fr. Odigbo made reference to the protest march embarked on by priests one day after Fr. Offu's tragic death. However, it is curious he ignored mentioning the constitutional irony that recognizes governors as "Chief Security Officers" of their states, but whose powers are, in reality, curtailed by the fact the security agencies are not answerable to them. Despite this limitation, I'm aware the governor has taken several proactive steps to ensure the safety of everyone in the state. Although, there is an existing anti-kidnapping bill in Enugu State, he recently sent a fresh bill to the Enugu State House of Assembly to broaden the scope and make the sanctions much stiffer as a deterence. Not many people will be aware of that because the governor is not the headline-hugging type, which Fr. Odigbo apparently prefers as evident from his call for a "combative approach" in dealing with matters of security. The governor has been earning results without applying the extreme measures Fr. Odigbo is canvassing, and it is the reason Enugu State is arguably the most peaceful state in the country. That is not merely partisan perception; it is a position that has been validated and reaffirmed by the country's police chiefs. Temperance and being circumspect in utterance are priestly virtues which the bible recommends. But none of these traits is embodied by the writer who callously incites the vilification of an ethnic group. If the writer had not been too hasty in his conclusion, perhaps prodded by some extraneous motives, he would have realized that even the states on which he showers praises for their "regular denunciation of herdsmen antics in strong terms" are not immune to insecurity. They do, in fact, experience a greater degree of violent attacks. It is disappointing that Fr. Odigbo has already ascribed responsibility for the killing of Fr. Offu and other heinous crimes cited in his write-up to Fulani herdsmen even though the police have yet to conclude their investigations. This is sheer bigotry, an irresponsible narrative that a religious leader should not be promoting. * The writer is a public affairs analyst, and resides and works in Enugu. |
Breaking... Security: Gov. Ugwuanyi orders immediate demolition of caves in Agwu forests, bush clearing around Umuogbua Ihe tunnel Governor Ifeanyi Ugwuanyi of Enugu State, today, visited the Umuogbua Ihe tunnel along Enugu-Port Harcourt Expressway by Awgu Local Government Area, which serves as a hide-out and escape route for kidnappers operating in the area. Gov. Ugwuanyi also visited the Ihe-Agbogugu-Ogbaku-Amurri and Isu-Awaa-Agbudu forests in the same local government area, ordering the immediate demolition of Agbogugu and Isu-Awaa-Agbudu caves to enhance the security of the areas. The governor equally inspected the ongoing construction of a military base along Enugu-Port Harcourt Expressway by Umuogbua Ihe, Awgu LGA and further directed that the bushes around the tunnel/kidnappers' den should be cleared immediately. Gov. Ugwuanyi who was taken round the locations by the Chairman of Awgu LGA, Hon. Stanley Okeke, members representing Awgu North and South state constituencies, Hon. Mrs. Jane Eneh and Hon. Johnson Chukwuobasi, respectively, and other stakeholders of the council, disclosed that a joint security patrol team will commence an extensive surveillance of the affected areas to ensure maximum security and strict compliance with the directives. Dear Father, I read your piece entitled “Insecurity in Enugu, Crowd Renting, and the Conspiracy of Silence” with rude shock, which you did in reaction to the unfortunate killing of Rev. Fr. Paul Offu along Ihe-Agbudu Road in Awgu. I almost dismissed it as one of those faceless articles and fake news on Enugu, which has become the pastime of some persons since after the 2019 general elections. It also beat my imagination that any reverend priest in Enugu could pass such verdict on security in the state. I was therefore left with even a ruder shock when a cursory Google search revealed that there actually exists a certain Fr. Ikechukwu Odigbo of Enugu Diocese, but who has been on further studies in England for several years now. Father Offu’s death remains a grave loss not only to the Enugu Catholic community, but also to the entire State. But, painful as this loss is to us all, it still doesn’t justify your assertion that “anybody who pretends that there is peace and security in Enugu is telling a huge lie” or justify your claim that Enugu is a state where “No day passes without news of people being killed, robbed, kidnapped, hunted and raped”. This is hyperbole taken too far. Dear Father, Enugu’s reputation as one of the most peaceful and secure states today is no ruse. This is the verdict of security chiefs like successive Inspectors-General of Police since 2015; Chairman, Police Service Commission, Musliu Smith (also a former Inspector-General of Police); Chief of Army Staff, Lt. Gen. Tukur Yusuf Buratai; Travelstart tourism advisory, etc. Enugu was also rated as one of the most peaceful states in the 2019 general elections. This is a product of the present administration’s wisdom in entrusting Enugu into the hands of God upon assumption of office in May 2015. It is a product of consistent investment in the security of lives and property, education, employment creation, and youth empowerment as well as the restoration of political tolerance that sent political thugs and hooligans out of business. If you choose to disparage the administration because of a few unfortunate incidents, then you probably haven’t come across the well-publicised data on national insecurity released by the Inspector-General of Police, Mr. Mohammed Adamu, when he briefed the Northern Traditional Rulers Council in April this year. According to the IGP, a total of 1,071 persons were sent to their early graves by criminals between January and March 2019. Of the number, 767 people were killed in the North. North West topped the list with 436. North Central followed with 250 deaths, and South-South came third with 130. Zamfara State was worst off nationally with 203 homicides. The State also recorded 104 out of 175 reported cases of banditry. It was followed by Katsina with 21 and Sokoto with 19. Furthermore, out of 685 kidnappings, the North recorded 365 or 79.8%. Out of the 212 major armed robbery cases, 130 or 59.43% occurred in the North. The North-Central zone came first with 81 armed robbery incidents. Niger State, FCT and Zamfara led other states with 32, 23, and 18 cases, respectively. Clearly, North West, which is President Mohammadu Buhari’s zone is the worst hit. Katsina, his home state, is not spared. Only last May, the head of Buhari’s Daura District (reportedly father-in-law to Buhari’s ADC), Alhaji Musa Umar, was kidnapped and kept in kidnappers’ den for months before he was rescued/ransomed. Likewise, Sokoto, which is the seat of Caliphate, is bleeding profusely. In Southern Nigeria, the South West is under the siege of militia herders and kidnappers. Cult killing, kidnapping, and other violent crimes ravage the South-South. It grieves to compare bad things. But, comparatively speaking, South East, particularly Enugu State, is still a refuge. The influx of visitors to the Coal City at weekends (including South East VIPs many of whom prefer to stay in Enugu and visit their states from here), nightlife and night movements, security presence in strategic are reassuring. While we have people relocating back home from neighbouring states, I am not aware that Enugu residents are relocating out of Enugu on account of insecurity. Dear Father, you can now understand why your carpeting of our royal fathers simply because they commended the governor’s efforts at maintaining security was unfair to them, while your claim that the government ordered royal fathers to allow the herdsmen to prowl, attack, and kidnap our people is unbecoming of your calling. Meanwhile, the video of the press briefing after the emergency Security Council meeting following Fr. Offu death, showed Rev. Fr. Nnamdi Nwankwo, who represented the Catholic Bishop of Enugu, stating emphatically that the Governor deserved commendation over security in Enugu State despite the sad incident. The same applies to Anglican Bishop of Enugu, Most Rev. Emmanuel Chukwuma. Likewise, Catholic Bishops of Nsukka and Awgu Dioceses lauded the administration on security in their different homilies and statements in the last one week. So, are they also part of the rented crowd? If they are, why didn’t you also carpet them like the royal fathers? To start with, the traditional rulers did not go to the Government House to pass a vote of confidence in the Governor. They attended one of the series of meetings to reappraise and boost security in Enugu. First was the emergency Security Council meeting attended by heads of security agencies and key stakeholders likes the Catholic and Anglican Bishops of Enugu, led to the introduction of air surveillance and additional joint service patrols and checkpoints, and approved an anti-kidnapping executive bill to the House of Assembly. It also approved the recruitment of 1,700 Forest Guards (100 per local government). The security meeting with the traditional rulers, town union presidents, and council Chairmen approved the repositioning of the neigbbourhood watch groups/vigilantes; raising of their manpower to 5,200, motivating neighbourhood watch personnel with monthly stipends, and additional training for them. It also approved the inclusion of REVEREND PRIESTS and traditional rulers on the security council of local governments. The prayer for the governor and vote of confidence in his administration, I believe flowed from the satisfactory briefing and their honest assessment of his efforts. So, what is wrong in that? Meanwhile, how many South West people abused their governors over the killing of Pa Reuben Fasoranti’s killing the way we do to Igbo governors? They understand that our security challenges are fundamentally structural. It is an aberration to run a federation with unitary police and a constitution that effectively vests security agencies/instruments entirely in the Federal Government. I recall the immediate past governor Zamfara State publicly renouncing his constitutional title as the Chief Security Officer of Zamfara. Yet I have not heard you champion state police to constitutionally empower the governors on security. Dear Father, we should be careful not plant fear in the minds of our people, even when our place is comparatively much more secure. We should be careful with the impression that traditional rulers, who do not mobilise their people against herdsmen, are sellouts or that a governor is weak for choosing lawful means over extrajudicial/militant approach in managing the Fulani menace. No governor has powers to rusticate any citizen from any part of Nigeria. Also, to instigate our people to sack herdsmen is to forget that we have more of our people plying their businesses in the north. From Kaura Namoda to Maiduguri, from Sokoto to the remotest recesses of the north, you will find our people thriving. Under no circumstance should you succumb to pressure to champion the forceful dislodgement of herdsmen, knowing the larger consequences. Non-enactment of anti-grazing law doesn’t make our Governor a Fulani stooge. If anti-grazing law is the magic wand, Taraba and Benue would not have become a killing field ridden with IDP camps and graves. The Benue economy is comatose. Peace and sleep have eluded Taraba as killings continue. Is that what we want for Enugu? God forbid. The solution is in ensuring that arms-carrying criminals, who commit kidnapping, killings, etc. are fished out and punished, whether Fulani, Yoruba or Igbo. Meanwhile, God forbids that I should play the devil’s advocate for some bands of criminal herdsmen/militia, mostly from Mali, Niger Republic, Guinea, Mauritius, Chad, etc. But should we be quick to absolve our own? Should we behave as though there were no armed robberies, killings, and kidnappings before the criminals among the Fulani added to our trouble? Or that the Fulani herdsmen could perpetrate operate without the complicity of our own people. Is it not the domestic rat that informed the one in the bush that there is fish in the kitchen? Have you forgotten that here were many cases of kidnapping of Reverend Fathers in Enugu as far back as 2013 before this administration and herdsmen influx? It will interest you to know that from investigations and arrests made so far, all those responsible for the kidnap and death of Rev. Fr. Clement Ugwu of St. Mark’s Catholic Church Iwollo, Ezeagu LGA you referred to are of Igbo extraction. You could confirm this from the police authorities. And it is preposterous to jump into conclusion over Fr. Offu’s murder before conclusion of investigation, especially given the report that his account was emptied with at an ATM about twenty-five minutes after his murder. Father, inciting our people to violence and confrontation doesn’t demonstrate a proper understanding of our precarious situation where all security apparatuses are in the hands of the herdsmen’s kinsmen. I didn’t read your article condemning such security arrangement in a pluralistic society. Now, the head is off and times like this call for wisdom- the kind of wisdom that enables the tongue, as delicate as it is, to coexist in the same mouth with the cruel teeth. As a priest, I expect you to be circumspect in your utterances, knowing you could influence many. Don’t fall prey to some social media/internet propagandists. They once claimed that the Governor donated land to Fulani for Ruga Settlement. They once claimed the Fulani attacked a non-existent church in Nsukka axis. All lies, as they melted in the heat of truth. You may be speaking out of innocent concern, but their agenda is different. Therefore, always crosscheck your information, especially since you live abroad. Even the Holy Book admonishes us to test every spirit to be sure it is of God. By recycling/peddling malicious propaganda, you could easily be mistaken as one of the purveyors of fake news and score-settlers on the social media. Importantly, now that the Reverend Fathers are now part of the Security Council of each LGA, I expect you to reach out to your people and contribute ideas on how to make your community more secure. Above all, as St. Paul admonishes in 1Timothy 22:1-3, pray for the Governor/leaders and pray for Enugu to continue to flourish securely in the hands of God. God bless. What is the offense of His Excellency Governor Ifeanyi Ugwuanyi? I don’t want to believe that the recent attacks on his person are being sponsored by politicians who are not happy that he believes in ‘live and let live.’ Those who don’t believe in an all inclusive government. A style that has made Enugu politicians see one another as brothers rather than enemies in the name of politics. Some say he is not a politician but his style has proved bookmakers wrong. His re-election was a clean sweep even against the ruling party at the center. Is it not a commendable political feat? Reading a piece attributed to one Rev. Fr. Ike Odigbo one would not help but feel an undertone of mischief. I am a Catholic, and I have so much respect for Catholic Priests, but it’s either some of them don’t understand the ‘politics’ involved in the recent attacks and have unconsciously been dragged into the fray or have allowed themselves to be caught in the Web of a political battle. I don’t want to say that my respected priests are being used even without their knowing it. The priest titled his write-up ‘Insecurity in Enugu…’ and from the first line heaped all attacks and blames on the governor. There was no mention of the police, army or other security agencies whom it is their immediate responsibility to provide security. Also, Security falls within the Exclusive List and as such an exclusive of the Federal government.. Appointments and postings of Commissioner’s of Police and other security Chiefs are strictly under the federal government. Thus, the call for community and State police in some quarters so that the states can take responsibility for their security. Yes, we agree that the governor is the Chief Security officer of the state but the police, Army and other security agencies are not under his control. I don’t think he is expected to carry guns and go into the bushes to protect his people. Rather his duty is to provide logistics and other incentives to make the security agents discharge their duties effectively. This he has been doing to the best of my knowledge. We all remember what happened before the Nimbo herdsmen attack. There was a security report of an impending danger. The governor summoned an emergency meeting and was re-assured by the CP and other security heads, yet they failed. Would you blame the governor for this? All that followed is now history and those who failed in their duties were reprimanded. Let us take the issue of kidnap of a priest in Ezzeagu. Few years back kidnapping went to an all time high in the South-East to the extent that an army Special Squad was deployed to Abia State where the notorious Osisi-Kankwu was gunned down. The business of kidnap also boomed in Anambra but the intensified efforts of security agents helped stem the massive tide. In Enugu the brother of late Minister for Information Dora Akunyili was kidnapped, there was another memorable kidnap of a woman whose son is a successful business man. She was killed and buried in a forest in Nkwerre Ezukalla in Anambra State. The list of kidnap in Enugu and of-course the rest of the South East was endless. It was like an epidemic that ravaged the South East, Catholic Priests were also victims, yet nobody blamed the governor then Sullivan Chime and his colleagues for the rise in kidnapping. The Ezzeagu priest was kidnapped from the parsonage and when the alarm was raised the villagers went in search of the priest. Unfortunately his body was found. Yes, the Nenwe episode. The report was that the villagers drove away herdsmen from their community. If you have a friend from Nenwe, or you want to find out things for yourself, visit the community and I can comfortably say that herdsmen are still there. Herdsmen are in Nenwe and have been accommodated by the community. What happened was that the people woke up that morning and saw a staggering number of cows passing through the community. Afraid that they were about to settle asked them to move on. That was the video that went viral. Rev. Fr. Odigbo please go and find out for yourself if herdsmen are still in Nenwe. In most of our communities the Fulani herdsmen have been accommodated for decades while the traditional rulers reap the dividends and royalties, yet nobody wants to recognize this. The duty of securing our communities starts from each of us as individuals. It continues with our village heads, traditional rulers, Town Union leadership, councillors and Local Government chairmen, it is not for our governor alone. Even the police who it is their primary responsibility cannot work without information because they are not ubiquitous neither are they spirits. The priest in his write-up almost exposed himself when he wrote…”The way he is going, with rising insecurity in the land, I doubt if he will complete this second term…” Haba Fr. are you not beating someone else’s drums? I like critics, but sir your write-up is far from a critique. You never saw anything good the governor has done. You couldn’t even give him the credit of being the first in the South East to setup forest guards as agreed by the South-East Governors. The police will always tell you that crime can never be eliminated but can only be curtailed. So blaming a peaceful governor for any crime in Enugu is totally wrong as nobody can blame you for the sins of the congregation of the Church you are managing. In case you have not heard of this, a policeman was shot recently between 7th or 8th August along Nike Lake Road, Enugu. The Keke reportedly slowed down at the check-point and shot at the police man. Would you also blame the governor here? The police at Abakpa have been very notorious in toll collection to the extent that all keke riders pay a certain amount on daily basis. People have differences. People quarrel, they fight, these could be motives for murder. We have heard of son stabbing mother to death in the same house. I am not holding forth for the governor, I will criticize him if the need arises but in the present situation we all must tread with caution and individually contribute in our little ways to help in securing the state. I know that some politicians are not happy that Ugwuanyi brought back former governor, Chimaroke Nnamani into political reckoning once again but the church must not allow itself to be used in a revenge mission. The fake videos have continued to fly on the social media all in attempt to malign the governor. It’s however worrisome that the Catholic Church is being used to settle political scores. The governor, however, is a Catholic, same with his deputy, Speaker and even the Chief Judge of the State. So, whose script is on play? ...Felicitates with Muslims On the occasion of this year’s Eid-el-Kabir, Governor Ifeanyi Ugwuanyi of Enugu State enjoins all Nigerians to take advantage of the celebration to supplicate for enhanced peace, security and progress of the country. Gov. Ugwuanyi, who emphasized the significance of Eid-el-Kabir in strengthening the bond that binds the nation together, also urged Nigerians to embrace the virtues of love, charity and sacrifice as exemplified by the Holy Prophet Mohammed. The governor, in his Sallah Message, felicitated with President Muhammadu Buhari and other Muslim faithful, and wished them the guidance and blessings of Allah. He reiterated that “the ultimate goal remains our collective ability to live in peace and harmony in a secure environment, to cherish one another irrespective of religious, ethnic and political differences, for sustainable development of the nation”. Traditional rulers and presidents general of town unions in Enugu State have unanimously passed a vote of confidence in the governance efforts of Governor Ifeanyi Ugwuanyi, in sustaining the existing peace, security and good governance. Rising from a closed-door meeting with Governor Ugwuanyi at the Government House, Enugu, yesterday, the royal fathers and the town union presidents general, who addressed newsmen after the session, said they were satisfied with all the measures taken so far by the governor to enhance the security of the state. The meeting, which was summoned at the instance of the governor to brief the traditional rulers and the presidents general on the measures being taken by his administration to address the security challenges in the state, was also to seek their support and cooperation. The traditional rulers, who spoke through Chairman of Enugu State Council of Traditional Rulers, Lawrence Agubuzu, described Governor Ugwuanyi as ‘God-given.’ “We have had governors in Enugu and we have never had anyone who is as humble, as peace-loving, as effective, as compassionate and as concerned with security as Ugwuanyi.” Revalidating the ‘Ofo’ (symbol of authority), they gave to Governor Ugwuanyi prior to his reelection, the traditional rulers prayed for God’s guidance, wisdom and good health for the governor as he strives to enhance peace, security and good governance in Enugu State. They moved the motion for a vote of confidence in Ugwuanyi “in view of the way he has been handling the security issues arising in the state.” Seconding the motion, the town unions’ presidents general, through their Chairman, Pauly Eze, stated that they were in support of the endorsement in recognition of the governor’s sterling leadership qualities and giant strides in the area of peace and security. They said they were also impressed with the development efforts of the governor in improving the living standard of the rural dwellers, where majority of the people of the state reside. Glo outperforms others in internet subscriber acquisition in June. Digital Transformation Leader, Globacom, has topped gainers' chart in the latest statistics of Internet subscribers released by the Nigerian Communications Commission (NCC) for the month of June. Indeed, June was a difficult month for the industry generally, as the total number of internet subscribers dropped by a whopping 332,338 from 122,624,417 in May to 122,292,079 in June. The bulwark against complete free fall came from Globacom and Airtel who recorded subscriber gains, while the other operators recorded a loss. Globacom gained a total of 196,816, moving from 28,825,533 data subscribers in May to 29,022,349 in June. Airtel gained a total of 42,510 subscribers in the corresponding period. On the other hand, MTN lost 178,103 subscribers, dropping from 52,433,020 in May to 52,254,917 in June. Nigeria’s fourth largest telecommunications operator, 9Mobile lost 310,924 data subscribers, dropping from 9,350,477 in May to 9, 039,553 in June. Globacom has proven to be the favourite of internet subscribers over the years on account of its customer-friendly data packages and fast internet connectivity. The operator became the first network in Nigeria to launch nationwide 4G in 2016. *Offers prayers for governor at Mum’s Thanksgiving Mass The Catholic Bishop of Awgu Diocese, Enugu State, Most Rev. John Ifeanyichukwu Okoye, on Sunday, described Governor Ifeanyi Ugwuanyi as God’s servant who is striving for the good of the people of the state. Bishop Okoye, who spoke while offering special prayers for Gov. Ugwuanyi, at the Thanksgiving Mass for his aged mother, Ezinne Ekedimma Okoye, held at St. John’s Pro Cathedral Church, Owelli, Awgu Local Government Area, asked God to give the governor more grace and wisdom to continue to accomplish his peace and good governance initiatives for the wellbeing of the people of the state. The Inspector General of Police(IGP), Mohammed Adamu, has deployed detectives to Enugu and Ogun States to fish out killers of a catholic priest and abductors of some pastors from the Redeemed Christain Church of God. Force public relations officer Frank Mba who made this known said the detectives from IGP-Intelligence Response Unit (IRT), the Forensic and Homicide sections of the Force Criminal Investigation Department (FCID), would work along the police State command to bring the killers and abductors to book. Balarabe disclosed that the state government resolved to have air surveillance in all the flashpoint areas, stressing that the exercise will commence on Monday, August 5. He said that the meeting observed with deep concern the proliferation of dangerous arms in the state, stating that those in possession of illegal weapons have been given three days to submit them to the police “and after which anybody found with illegal weapons will be dealt with in accordance with the law”. Balarabe revealed that in keeping with the outcome of the recent meeting of the South East Governors Forum, the Enugu State Government resolved at the emergency meeting to employ the services of Forest Guards and equally strengthen the services of the Neighborhood Watch groups in the state. In his remark, Archbishop Chukwuma, condoled with the Catholic Church over the sad incident and appealed to the Inspector General of Police to increase the number of policemen in the state, saying “they are inadequate”. The Archbishop insisted that “Enugu State is safe and secure for everybody”, stressing: “We are very much behind the government of Enugu State and we are commending the efforts of the governor and the state government in their efforts to make sure that lives and property are secured in Enugu State”. As Nigeria’s two biggest mobile network operators (MNOs), MTN and Globacom intensify talks to permanently resolve their interconnection disputes, more information has emerged to suggest that the issue may be deeper than earlier believed. For about a week, subscribers of Globacom went through difficulties while trying to initiate calls to MTN subscribers following partial disconnection of Globacom by MTN as a result of interconnection disputes. Obtaining formal responses from the two sides have been difficult but unofficial sources at MTN alleged that Globacom owes MTN up to N10 billion naira in unpaid interconnection fees. This was reported by a national publication, Businessday. A report in Punch however quoted the Nigerian Communications Commission as saying the amount in dispute between Globacom and Mtn was about N4 billion out of which Globacom was said to have paid N500 million while discussions were still ongoing to agree on the final figures. Globacom’s Communications Department refused to comment on the issue when contacted, saying there were ongoing discussions between the two companies towards a resolution. A source in the communications industry on Wednesday alleged that MTN might have pushed the N10 billion narrative as a desperate attempt to garner public sympathy, since NCC had stated that the figure in dispute was about four billion naira while Globacom was believed to have argued that the amount was less than N4 billion. The source said the sum of N500 million Globacom paid to Mtn ahead of the conclusion of the reconcilliation process was in good faith and wondered why MTN went ahead to implement a partial disconnection. Telecom analysts hint at a long-standing undercurrent of rivalry dating back many years that have just been brought to the fore by the interconnection impasse. Since its entry into the market, Globacom, has remained the disruptor in the country’s telecom market, running its own race independent of earlier operators’ unspoken agreement, especially where the operator believed running with other operators would mean giving subscribers less value for money. For instance, when MTN and the other major operator at the time, Econet, insisted that the market was not mature for the introduction of Per Second Billing of calls, Globacom refused to play along and introduced per second billing to the delight of telecom users and chagrin of fellow operators. Since then, Globacom has consistently played disruptive roles aimed at delivering more value to the consumers at the expense of the operators. “There is also the angle of what I would call ‘competitive strategy’. You can’t rule that out. Globacom is recording steady growth as evidenced in the monthly report of the Nigerian Communications Commission in the last one year. MTN’s move might have been to strategically slow down the rate of growth of the aggressive competitor,” said the analyst. He noted that this is not far-fetched when one considers how other South African brands have successfully weakened competition in other sectors and emerged the dominant figures. “In the pay TV sector today, DSTV is a near monopoly,” the analyst said. Another analyst also cited the recent troubles MTN has had, especially in the area of xenophobic attacks, pointing out that these might also have accounted for its decision to come down hard on Globacom out of frustration as a distraction strategy. Feelers from the two companies last night suggested that they are coming near a permanent settlement. Whatever the issues, it is hoped that the two will permanently resolve their issues for the benefit of their customers. Xenophobic attack: MTN moves to frustrate Glo •NCC calls for caution With the increasing volume of protests from Nigerian youths over the xenophobic attacks on Nigerians in South Africa, it appears that South African telco MTN may have decided to take out its frustrations on Globacom, Nigeria’s 100% home-grown telco. Many Globacom subscribers over the weekend expressed difficulties in completing calls to MTN subscribers in the last few days, suggesting that the South African company may have constricted some pipes delivering Globacom calls to its network. Glo Subscribers have to try several times before their calls are connected to MTN subscribers. The new development comes after protests organised by the National Association of Nigerian Association on MTN premises in Kaduna and Benue on Thursday, last week. A few other protests planned for Anambra State and other locations in the country were aborted by the police. MTN and Globacom have periodically had disputes over the details of their interconnection obligations to each other. It is not uncommon for telecommunications operators to disagree on interconnection obligations from time to time. However, in order to ensure optimum experience for telecom consumers, the regulator of the industry, the Nigerian Communications Commission (NCC) has always advised caution in the area of disconnecting each other as a way of forcing a resolution of interconnect disputes. Globacom has maintained a steady growth since inception on the strength of its innovative offerings and affordable plans. It is currently the second largest telecommunications operator, next to MTN, and MTN may be afraid that its recent woes, including imposition of a series of fines on account of SIM card registration infractions, among others, might make it possible for an unhindered Globacom to catch up with it at its current rate of growth. Public Sector Reform: Ugwuanyi moves to constitute EXCO as Security Committee submits report Governor Ifeanyi Ugwuanyi of Enugu State on Friday received report from the sectoral ad-hoc committee on security recently constituted by his administration alongside 11 other committees to review various sectors of governance and design roadmaps to optimize service delivery and advance good governance in the state. Receiving the report which was presented by the chairman of the committee, Former Inspector General of Police (IGP) Ogbonna Onovo, Gov. Ugwuanyi who expressed delight at the committee’s timely submission of the report on ways of improving the security architecture of the state, added that other committees are expected to follow suit. The University town of Nsukka witnesses massive infrastructural development in furtherance of Governor Ifeanyi Ugwuanyi’s promise during his first term’s inaugural address to equip and modernize the city (founded over half a century ago) to compete with other University towns in attracting technology and knowledge-based businesses and other industrial support ventures, bearing in mind that Nsukka is the second largest town in Enugu State. Some of the ongoing road projects surrounding the prestigious University of Nigeria Nsukka (UNN), which were awarded for construction/rehabilitation by the immediate past State Executive Council (EXCO) of Gov. Ugwuanyi’s administration include: Amaeze Street/ Fide Okoro Road - St. Theresa’s Road/New Anglican Road; Aku Road; Justina Eze Street; New Market Road/ Aludele Road; Umanu Quarters/Onuiyi Road; Oloto Street; New Anglican Road, among others. It would be recalled that Gov. Ugwuanyi shortly before the end of the first term of his administration, paid a pre-contract inspection of some the roads and promised state government’s intervention in line with his campaign promise and sound vision to create more urban areas across the state to boost economic growth and improve the people’s living standard. …Ekere plans to face tribunal on Sunday Following the recuse of Justice Jennifer Ijohor from the election petitions tribunal in Akwa Ibom, the leadership of the All Progressives Congress in the State is said to be combing for evidence to disqualify Justice A. M. Yakubu from the tribunal. A source said the party has dispatched a team of investigators to Gombe State the hometown of the Justice, to run background checks for possible evidence. Justice A. M. Yakubu is the chairman of the governorship petitions tribunal in Akwa Ibom State. Our source alleged that the party leadership feels the Justice Yakubu led tribunal has been ‘too harsh and meticulous’ in a way that has left their petitions bare and empty. “The party suspects that it will lose woefully when the tribunal gives judgment next month because of the floppy defense and testimonies by their witnesses, hence the party leadership is all out looking for ways to go around her petitions a second time”, the source said. Our source learnt that counsels to Obong Nsima Ekere, the APC governorship candidate and led petitioner at the governorship tribunal, are lobbying the tribunal to have Ekere testify at the tribunal on Sunday. The reason for their recourse to Sunday, our reporter learnt was unconnected to their desire to present their client on an irregular day, when the defense Counsels would have traveled for the weekend. Meanwhile, a witness called by the APC, Mr. Bassey David, has told the governorship election petitions tribunal sitting in Uyo, that the Presidential Adviser on Senate Matters, Senator Ita Enang, ordered him and other members of the APC to disrupt elections in some parts of Ibiono Ibom local government area. David who said he was the APC’s unit agent in Akanobio, Ibiono Ibom local government said that on arrival of election materials, he asked for the original result sheet as he was instructed by Enang, but the INEC Presiding Officer (PO) said it was with the Returning Officer (RO). He told the tribunal that when he called Senator Enang to relay that the returning officer and not the presiding officer is with the result form, the President’s aide ordered him to mobilize other APC supporters and ensure that election does not hold in the unit.
