The National Human Rights Commission (NHRC) has commended Governor Ifeanyi Ugwuanyi of Enugu State for the salient achievements his administration has recorded in promoting human rights in the state. The Commission also lauded Gov. Ugwuanyi for being gender sensitive through active involvement of women in the governance of the state as well as implementation of programmes and policies that improve the living standard of the people, especially the children and vulnerable. Speaking when a delegation from the Commission in Enugu paid the governor a courtesy visit at the Government House, Enugu, on Tuesday, the state coordinator, Dr. Valentine Madubuko, added that the signing into law of the Child Rights Act and subsequent establishment of Family Courts by Gov. Ugwuanyi’s administration as well as the Administration of Criminal Justice Law (ACJL) of Enugu State, are eloquent testimonies to the governor’s laudable achievements in the state, especially in the sector. Dr. Madubuko disclosed that “Enugu State is among the few states in Nigeria that has a woman as the Deputy-Governor”, stressing that “this is something very unique as it has not happened before since the creation of Enugu State in 1991”. The state coordinator further disclosed that a woman, under the administration of Gov. Ugwuanyi, was appointed as the Chief Judge of the State, among other key positions considered for women. The Commission also applauded Gov. Ugwuanyi for the sustenance and strengthening of the Citizens Rights and Mediation Centre and the TAMAR Sexual Assault Referral Centre (TAMAR-SARC), which led to the recent establishment of a centre to take care of victims of sexual and domestic violence and other related offences, known as “Oasis of Hope for the Needy”. The NHRC equally appreciated the governor for “sustenance of peace and security in Enugu State through the establishment of Enugu State Neighbourhood Watch Groups in all the communities in the state”, maintaining that his administration’s support for “other security agencies has led to the reduction of human rights violations in Enugu State”. Responding, Gov. Ugwuanyi, who was represented by his deputy, Hon. Mrs. Cecilia Ezeilo, expressed gratitude to members of the delegation for the visit and reiterated his administration’s commitment towards upholding human rights and other set objectives of the Commission. He therefore thanked the state branch of NHRC for its cherished roles in actualizing the mandate of the Commission, urging members of its management and staff to remain focused and committed in the discharge of their responsibilities. The activities of masquerades in Ogbodu-Aba, Udenu Local Government Area of Enugu State, popularly known as “Akatakpa” have been unanimously banned with immediate effect, following a meeting between Governor Ifeanyi Ugwuanyi and the traditional ruler and other stakeholders of the community, at the Government House, Enugu, on Monday. The meeting which was convened at the instance of Gov. Ugwuanyi, was aimed at resolving all lingering issues in the community since the election of the traditional ruler, HRH Igwe Peter Ejeh, in 2008. Announcing the outcome of the meeting, the Permanent Secretary and Chief Administrative Officer to the Governor, Barr. Emma Ugwu, stated that “all warring factions in Ogbodu-Aba community have agreed to work together, withdraw all court matters and support their traditional ruler, HRH Igwe Peter Ejeh, in the spirit of peace and reconciliation, after eleven (11) years of misunderstanding”. Barr. Ugwu added that after “the activities of ‘Akatakpa’ masquerades in Ogbodu-Aba were reviewed at the meeting, it was unanimously agreed that the masquerades be banned in the community with immediate effect”. Nigerian Air Force (NAF) denies report of helicopters "dropping weapons for Fulani herdsmen in the forest area of Akwuke Community in Enugu South LGA of Enugu State".. ... Says the report was false and "deliberately misleading and obviously concocted by the writer to cause disaffection and incite negative, divisive emotions". The statement from NAF reads: "PRESS RELEASE FALSE REPORTS OF AIRCRAFT DELIVERING ITEMS IN AKUKWE FOREST AREA OF ENUGU STATE 1. The attention of Headquarters Ground Training Command (HQ GTC) Nigerian Air Force (NAF) Enugu has been drawn to a story being circulated by some mischievous, misguided elements purporting that NAF helicopters were being used to “drop” weapons for Fulani herdsmen in the forest area of Akwuke Community in Enugu South Local Government Area (LGA) of Enugu State. The report alleged that helicopters had been seen on several occasions flying at low level and landing in the forest area to “discharge their packages”. 2. HQ GTC wishes to state that the report is deliberately misleading and obviously concocted by the writer to cause disaffection and incite negative, divisive emotions. It must be noted that the NAF has 2 helicopter training institutions under its purview, which have been operating in Enugu for several years. These are the International Helicopter Flying School (IHFS) and 405 Helicopter Combat Training Group (405 HCTG), whose training curricula include low level flying around the forest areas near Akukwe, which is one of their designated training areas. 3. In particular, the 405 HCTG commenced tactical training on the newly acquired 109 Power helicopters on 24 May 2019, which includes low level flying as well as other maneuvres requiring them to land and take off within the training area. However, at no time was any NAF helicopter used to ‘drop’ any materials, let alone deliver weapons to any individual or group. Members of the public, especially residents of Enugu State, are therefore advised to discountenance the fake report and go about their normal activities without fear. 4. The NAF, as a professional fighting force, remains resolute in performing its constitutional role of defending the territorial integrity of a united Nigeria. ….As Fayemi, AfDB President parley over infrastructure development The African Development Bank (AfDB) has expressed its readiness to provide technical and financial support for Ekiti State Government to upgrade its infrastructure, including fixing the Ado Ekiti- Akure road, which is currently in a terrible state. Other projects which the AfDB is willing to support are the Ekiti Airport, the Ekiti Knowledge zone (a smart city to promote knowledge economy) and the agriculture processing zone project, all geared towards improving infrastructure and socio– economic development of the state. These are some of the highlights of a high level meeting between the Ekiti State government team led by the state Governor, Dr Kayode Fayemi and the AfDB President, Dr Akinwumi Adesina at the organisation’s headquarters in Abidjan, Cote d’Ivoire at the weekend. The meeting which was attended by the top officials of the AfDB, including its Senior Vice President, Charles Boamah; three Vice Presidents, Celestine Monga, (VP and Chief Economist); Vivienne Banke (VP Agriculture, Human and Social Development) and Ms Bajabulile Tshabalala (VP Finance and Chief Finance Officer); Senior Director for Nigeria, Ebrima Faal; DG, Central Africa and former Country Director Nigeria, Dr Ousmane Dore, among others, reviewed the project proposals tabled by Governor Fayemi and resolved to provide necessary support to the government to actualise them, in line with the Bank’s mission of supporting national and sub national governments’ development plans. As a follow up to the meeting, a team of technical experts from AfDB headquarters would be in Ekiti State in the next few weeks for further discussion and assessment of the various projects. The visit and other activities that would follow would prepare the ground for the bank’s final decision. Speaking at the meeting, Governor Fayemi, who is also the Chairman of the Nigeria Governors Forum (NGF), said his administration decided to seek AfDB’s support for the projects that are crucial to the infrastructure and industrial development of Ekiti State so as to improve the fortune of the state, reposition it as a destination of choice for investment and create jobs. Specifically, he said Ekiti State needed to upgrade its infrastructure and invest in agric business, which will in turn provide jobs for its teeming population of youths, which he put at 75 percent of the state’s total population. He added that setting up a smart city to promote knowledge economy is also crucial to the administration. Governor Fayemi said: “These are our local priorities. If you can support us, it will enable us to do some other things through our own limited resources. “We have aligned our priorities to the AfDB’s priorities which apply to us, such as lighting up Africa; Feeding Africa; Industrialise Africa etc. All these apply to us as our plan is to make Ekiti a destination of choice for her citizens and all those who will like to live, work and invest in the state. “To achieve this, we need to invest heavily in infrastructure. We want to fix the roads, have our small cargo airport that will aid agriculture and open our landlocked state to domestic and international markets and ultimately create jobs that our state urgently needs for its vibrant and educated youth population.” "Wearing his NGF's Chairman's hat, Governor Fayemi advocated for more serious engagements with sub-nationals in Nigeria as they represent the engine room of development. This he argued would complement and accelerate what AfDB is doing at the Federal government level on human capital, infrastructure and private sector development. The AfDB President, Dr Adesina, said the bank is excited about the plans for job creation, especially for the youth and the plans to improve the stock of infrastructure. He said the menace of kidnapping and banditry in the country would be arrested with more investments and job opportunities for the youths. Dr Adesina said government must find a way to create jobs for the teeming population of unemployed youths, in order to secure the future of the country. rties seeking to join dismissed Once again Mr. Nsima Ekere and his party, All Progressives Congress, APC, had a rough day at the Election Petition Tribunal sitting in Uyo today as their efforts to replace certain paragraphs in their petition failed. As a result, they were at a fix as pre-hearing was closed without the tribunal hearing and adopting their petition. It was gathered that the petitioners have trouble finalizing and filing their petition on time because most party agents refuse to testify as witnesses. Meanwhile, the tribunal had clearly warned that there will be no further extension of time and every motion not heard by June 21, 2019 will be entertained concurrently with the trial. In an unsuccessful attempt to meet the deadline, counsel for the petitioners, Prof. Chukwu, who stood in for his colleague, Okutekpa, pleaded with the tribunal ‘for the sake of time’ to admit the two motions seeking to amend their petition. Curiously, they filed the motion on June 17, 2019, just three days before. This subtle ambush was however spotted and vehemently opposed by counsel to first respondent, Asam Asam SAN. According to him, the appeal was unacceptable. “The motion is not ripe for hearing as we have just been served. The motion may look simple but therein lies the crux of this matter thus we need time to peruse it page by page. It can be taken later as we have not exhausted allotted time by the rule”. Lead counsel to second respondent, Uko Udom, also opposed the motion, stating that they have just recently been served. His position was shared by lead counsel to 3rd respondent, Offiong Offiong, citing the same reason. Accordingly, the tribunal chairman asked counsels of both parties to agree on a date for consideration of the motion but Asam Asam SAN suggested that counsel to the petitioners give a date which will suit both sides so there’ll be no further extension. When they could not agree on a date, the tribunal reminded them that pre-hearing will not be extended consequently the motions should be heard on Monday June 24, 2019. This did not go down well with counsels due to engagements in other cases. Counsels they pleaded with the court to reconsider the date so that both parties can prepare aptly. Eventually, the tribunal ruled on July 4, 2019 as date to take both motions of petitioners and adjourned till then. In a related development, a mild drama ensued in court when some candidates in the 2019 Governorship election sought to join as co-respondents. The motion filed by counsel to the parties, Godwin Edoho, was figuratively torn to pieces by counsels from both sides. While Asam Asam SAN told the court that he lacks opinion on the request, Uko Udom Esq, counsel to 2nd respondent told the court that the request sought to trivialize serious legal proceedings of the tribunal and asked the court to dismiss it with a strong statement discouraging any further action by parties concerned. On his part, counsel to petitioners, Prof. Ojukwu while opposing the request, told the court that since the counsel representing the parties was one of his students, he would refrain from inputting charges against him for the disruption. Seemingly unfazed by these rebukes, counsel to the parties seeking to joining the matter, maintained that his clients were not just voters but candidates in the election as such the court should discountenance oppositions and grant his request. The tribunal then drew his attention to the fact that he failed to include the 3rd respondent (INEC) on the cover of his motion and he did not state clearly on the cover of his motion whether he sought to join as petitioner or co-respondent. Based on these ommissions, the tribunal dismissed his application as incompetent. The chairman then admonished young Godwin Edoho to avoid being dragged into frivolous matters that could have severe consequences on his career. Enugu Airport Safety: FAAN lauds Ugwuanyi’s prompt interventions …To commence comprehensive work on runway soon The Federal Airports Authority of Nigeria (FAAN) has expressed its “profound appreciation and gratitude” to Governor Ifeanyi Ugwuanyi of Enugu State for fulfilling his promise to address the identified challenges that hitherto posed a threat to the safety of air travelers at the Akanu Ibiam International Airport, Enugu. Speaking during the inspection tour of the airport and its environs to ascertain the level of compliance by the Enugu State Government and other relevant institutions to the request made by FAAN, the Managing Director, Capt. Hamisu Rabiu Yadudu, told Gov. Ugwuanyi, who was present at the exercise, that they were satisfied with the interventions made so far by his administration, such as the relocation of the Orie Emene market, abattoir, and the dismantling of the Enugu State Broadcasting Service (ESBS) Radio/TV Mast, which the Managing Director, Mr. Chukwuma Ogbonna, promised during the inspection, will be completed in the next one month. Capt. Yadudu disclosed that the issue of relocating the ENPOWER Free Trade Zone, adjacent to the runway of the airport, has been resolved with the management of the establishment, which was confirmed by its Chief Executive Officer (CEO), Engr. Emeka Eneh, during the inspection. He said that after a negot iation by both parties “the required land that FAAN wants to protect is secured” for safety and security, adding: “We are happy with that and ENPOWER Free Trade Zone are also happy that with the remaining land, they can still go ahead with their initiative and develop the land”. On the airport runway, the MD further disclosed that the engineering team of FAAN and its consultant from the Federal Ministry of Aviation will “very soon commence a comprehensive exercise to make sure that our passengers are safe”. The FAAN boss, who maintained that “the entire matter has been resolved”, added that the federal government’s agency is working with two solution providers to solve the issue of water scarcity, and equally fence the airport. Capt. Yadudu while seeking further timely intervention of Gov. Ugwuanyi, frowned at those living “on the air field” near the airport and requested the governor to take prompt action on the matter as usual, stressing that “the issue of illegal residents is very much of safety concern and risky”. Ugwuanyi who assured the prompt intervention of the state government, noted that his administration is fully committed to the safety of lives and property as well as the progress of the Enugu international airport. Children of Enugu State have commended Governor Ifeanyi Ugwuanyi for his remarkable contributions towards their wellbeing, stating that the state through his administration has become “a beacon of hope for destitute, abandoned and erstwhile hopeless children”. Speaking separately when members of Enugu State Children’s Parliament led by its Speaker, Nkemakonam Oragwu, paid a courtesy visit to Gov. Ugwuanyi at the Government House, Enugu, to commemorate this year’s Day of the African Child, the children expressed gratitude to the governor for signing the Child Rights and Responsibility Act into Law. They said they now have an enforceable law in the state with “a strong assurance that our rights and interests are protected”. In her presentation at the event which was facilitated by the governor’s wife’s pet project, Ugo’s Touch of Life Foundation (U-TOLF), the Speaker of the Children’s Parliament, Oragwu, on behalf of the children, congratulated Gov. Ugwuanyi for his reelection and subsequent inauguration, adding that the accomplishments were “proof that the transformations experienced by the state is highly felt and appreciated by the entire people of Enugu State including the children”. She also thanked the governor for the domestication of the Child Rights Law in the state through the establishment of Family Courts in all the zones of the state, expressing delight that “children can freely defend their cases in these juvenile courts”. According to her, “this action of His Excellency shows that you do not just talk the talk but equally walk your talk”. The children also applauded Gov. Ugwuanyi for the massive construction and renovation of primary and secondary school blocks all over the state, stressing that “students and teachers can now learn and teach in a more conducive environment”. They equally appreciated the governor for the newly renovated correctional/ rehabilitation centre for children which was recently inaugurated by his wife, Mrs. Monica Ugwuanyi, and urged him to sustain the tempo of schools renovation in the state and reinforcement of his administration’s educational programmes and policies for the children to further enhance their wellbeing. Ugwuanyi who warmly welcomed the children and their teachers to the Government House, Enugu, stated that the “Day of the African Child” offered his administration another opportunity to renew its commitment towards improving the plight of the vulnerable children in the society, saying: “It is indeed a welcome development and a service to humanity that the welfare of our children is promoted to a wider audience”. The governor maintained that his administration has continued in its efforts to ensure the survival, development and protection of children by ensuring that “every child benefits fully from quality education, protection against violence, exploitation, neglect and abuse as well as access to the basic necessities of life”. His words: “We have recorded several achievements in this regard, including the passing into law of the Child Rights Bill and also enabling, training, empowering and employing skilled social workers. “We have also set up the State Child Rights Implementation Committee, inaugurated the Family Courts and set up the ‘Oasis of Hope’ in collaboration with the Ministry of Health. “All these have been done in a concerted effort to ensure that the wellbeing and welfare of the most vulnerable in our society are not overlooked”. According to one of the leaders of the group who spoke with reporters on condition of anonymity, saying its necessary to do so until a formal press conference is convened, the newly-formed G-70 group of House members who are seeking the nullification of the purported victory of Honourable Femi Gbajabiamila and Hon Ahmed Wase, have membership drawn across party lines, and are determined to tender relevant evidence towards ensuring that the nullification of the entire exercise. He made some of their ‘evidence’ available (BELOW), expressing confidence of a victory in court and annulment of the scandalous elections. Alleging the prevalence of anti-democratic tendencies, impunity and vote-buying in the exercise, the member stated that one of their members had visited television stations in Abuja early in the morning of June 11 to allege that APC was plotting massive vote-buying, emphasizing that the proof of such practices in now available for all to see, adding that additional evidence would be tendered in court. He stated that having raised the alarm, they have now obtained proof of the allegations, stressing that the G-70 is heading to court immediately to seek legal redress for what he described as an affront against democracy and the law. “This is the fallout of the manner in which the election of House Speaker and Deputy Speaker was conducted under an atmosphere that was rife with allegations of inducement and these have now been confirmed; for instance, we have evidence that many members were taking pictures of the ‘Members’ Green Card’ with specific serial numbers as given to those being induced to vote for Gbajabamila. “There is verifiable photographic evidence that can be subjected to forensic analysis which clearly confirm that members were taking pictures of either the ‘Green Members’ Card’ or their respective identity cards alongside their respective ballot papers showing whom they vote for, ostensibly for the purpose of going back to receive the balance of the monies they were promised. “From our findings, it appears that people were initially given ten thousand dollars each with a balance ranging from forty thousand dollars that was supposed to be given for voting for Gbajabiamila; the evidence is there. “Some of our members across party lines are heading to court to demand nullification of the exercise and for the courts to declare the election null and void and to seek the prosecution of Gbajabiamila and all those members who were part of the anti-democratic conspiracy. Members of the G-70 also feel deeply concerned about the involvement of the Clerk of the National Assembly in the whole exercise; because when they complained to him about members going to take pictures, he, in a very unprecedented manner, said it before national television that his own job is just to provide the secrecy of the ballot and that if the members want to compromise their votes, it is their own decision. “We find it utterly incredible that an umpire in an election of such national and historic significance would allow votes to be compromised without trying to ensure a transparency of the process and this made aggrieved members to suspect that he was already compromised with the APC led government beforehand, he stated. According to the Honourable member, the issue has gone beyond conjecture as concrete evidence of how the entire exercise was compromised can now be tabled before the courts. “This is further buttressed by the fact that the laws being used for the election clearly spelt out secret ballot; however, right in front of the Clerk of the National Assembly who was superintending the elections, so many members of the House would go and vote, only to return and display their vote at the front row, to prove to Gbajabiamila and his supporters that they voted for him. “Unfortunately, the CNA condoned what – in the eyes of right-thinking members, constitute a flagrant violation of the laws and therefore, logically justifies being challenged in a court of competent jurisdiction because what eventually transpired made it to be no secret ballot any longer. “Such monitoring and impunity are anti-democratic and illegal; there is also video evidence and the issues we are raising were conducted under the glare of cameras on live television, with members displaying the ‘Green Card’ openly on the floor of the House and they were seen displaying their votes. “It was therefore, no longer an allegation but a proven fact and various television stations had it; thus, members of the G-70 have no qualms about the justness of their cause and they are going to commence legal action in the courts immediately,” he stressed. There was jubilation in Enugu State, yesterday as Governor Ifeanyi Ugwuanyi finally settled the age-long inter-communal hostilities between Oruku and Umuode communities in Nkanu East Local Government Area, as leaders of the two communities signed agreement on land ownership and boundary delineation, at the Government House, Enugu. The two communities had disputed land ownership for over two decades, leading to persistent civil unrest despite interventions by past administrations. Gov. Ugwuanyi who had led successive peace interventions to the hitherto warring communities, promised that his administration will resolve the crisis in line with its peace and grassroots development initiatives. Announcing the final resolution of the inherent issues responsible for the conflict, shortly after the agreement was signed, the Permanent Secretary and Chief Administrative Officer to the Governor, Barr. Emma Ugwu, said the development was “consequent upon series of conciliatory meetings between the parties at the instance of His Excellency, the Governor of Enugu State”. He added that Gov. Ugwuanyi delightfully congratulated the people of Oruku and Umuode communities, especially their leaderships and representatives for their contributions towards the “consensus building project” and the realization of peace in the area. …Flags off August Meeting in July The wife of the Enugu State Governor, Mrs. Monica Ugwuanyi has stressed the need for love and unity among women, irrespective of class or political status of their husbands in the society. The Enugu Governor’s wife, who maintained that all human beings are equal before God, noted that those in authority are there by God’s providence and should reciprocate such benevolence by regarding everyone as equals. Speaking during the monthly prayer rally of the women of Enugu State, Mrs. Ugwuanyi enjoined them to remain prayerful, humble and supportive to their husbands as well as relate positively with others to enhance peace, love and unity in the society. According to her, “no condition is permanent; therefore, we should all regard everyone of us as equals. Forget about that I am here as wife of the governor, I relate well with my workers, we chat, play and do everything in common. Humility is a noble virtue that should be imbibed by all women”. She also advised women whose husbands occupy political positions not to be influenced by such exalted offices but be committed to virtues that would assist them succeed in their responsibilities. "Let me remind us that any position given to our husbands demands our fervent prayers. Immediately your husband assumes any political position even if it is the lowest, it is required of you as the wife to be covering him in prayers so that no danger will come near him”, the governor's wife said. Mrs. Ugwuanyi who disclosed that this year’s August Meeting will be flagged off on July 9, expressed delight with the commitment of women of the state to the monthly prayer session, saying: “I am sincerely grateful to you all”. As a discerning resident of Enugu State for over two decades, I felt badly touched reading a mischievous article shared on Opera News platform over the state of infrastructure in Enugu State under the leadership of Gov. Ifeanyi Ugwuanyi. The mischievous story which was first published on nairaland.com without a byline and shared on Opera News platform, was no doubt, a failed attempt by mischief makers and disgruntled elements to misinform and mislead the public with false, baseless and non-existent allegations that are at variance with the peace and good governance being experienced in Enugu State today. It is on record that the present administration in Enugu State has been rated high on all standards, in terms of provision of road infrastructure both in the urban and rural areas, covering over 400 kilometres. The allegation of “teaming deplorable roads in and outside the metropolis” is not only spurious but wicked lies against the good works of the governor and his team. For instance, the writer alleged that “all the roads in Uwani, Kenyatta Road, Achara Layout, Awkunanaw, Abakpa and Emene, among others are the worst hit. But the truth remains that the sponsors of this mischievous piece are just being economical with the truth. It is also on record that the Ugwuanyi administration has constructed and rehabilitated a lot of roads in these areas mentioned. The first road rehabilitated by his administration at its inception was in Emene - the Airport Roundabout-Orie Emene-Eke Obinagu road, and I am fully aware that the governor is presently linking Abakpa Nike with Emene through Harmony Estate - Adoration Ministry road. In Kenyatta, the rehabilitation of the market road and Onah Crescent has been completed as well as Ebonyi Paint road, Awkunanaw, among others. In Abakpa, the Ugwuanyi administration has transformed the area with good road network, such as the popular Abakpa Nike road, Nike Lake road, Ogwuagor road, Ugbo-oye road, Abakpa Market road, Ugbodogwu road, among others. Recall that the administration in a bid to ensure good conditions of roads in the state introduced a programme on aggressive maintenance of roads mostly built by past administrations, tagged “Operation Zero Potholes”. I am also aware that this programme has dutifully ensured that roads in Enugu metropolis and beyond are maintained accordingly. Even though, most of the roads mentioned in the misleading piece, such as the Enugu-PH Expressway and Enugu - Onitsha Expressway, are federal roads, record has it that the Ugwuanyi administration had carried out swift intervention on failed sections of federal roads in the state. If the makers of these tissues of lies are connected with their people at the grassroots and are sincere in their baseless assessment of Gov. Ugwuanyi’s stewardship, they would have testified to the massive infrastructural development going in the rural communities aimed at opening up the areas for socio-economic expansion and giving the dwellers a sense of belonging. It is also malicious to allege that “almost all the primary and secondary schools in the state are in deplorable condition”, when it is equally on record that the present administration in Enugu State has constructed and renovated over 589 primary and secondary school blocks across the state and has recently awarded contract for additional 208. From the above narrative, which is a tip of the iceberg of Gov. Ifeanyi Ugwuanyi’s giant strides in Enugu State in the past four years, it is clear that the originators of this campaign of calumny against the hard working, visionary, focused and result-oriented governor are only chasing shadows borne out of their envy and crass desperation to undermine the success story of the Coal City State under the governor’s watch. It is therefore my humble appeal that the unfounded, mischievous and baseless story should be disregarded in all its ramifications. Arc. Breaking... Gov. Ugwuanyi issues Proclamation for 7th Assembly’s inauguration on June 10 Governor Ifeanyi Ugwuanyi of Enugu State, in exercising the powers bestowed upon him by Section 105 Subsection 3 of the Constitution of the Federal Republic of Nigeria, 1999 (as amended), has issued a Proclamation for the inauguration of the 7th State Assembly on June 10, 2019. The 1999 Constitution (as amended) provides that the governor will have to issue a Proclamation letter before the State Assembly holds its first session. According to a letter signed by the governor entitled, “Proclamation for the Holding of the First Session of the Seventh Assembly of Enugu State House of Assembly”, and dated June 6, 2019, the session will hold at 10 am in the Enugu State House of Assembly complex. The letter reads: “Whereas it is provided in Section 105 Subsection 3 of the Constitution of the Federal Republic of Nigeria, 1999, as amended, that the person elected as Governor of a State shall have powers to issue a Proclamation for the holding of the First Session of the House of Assembly of the State concerned immediately after his being sworn in. “Now, therefore, I, Rt. Hon. Ifeanyi Lawrence Ugwuanyi, the Governor of Enugu State of Nigeria, in exercise of powers bestowed upon me by Section 105 Subsection 3 aforesaid, and of all powers enabling me in that behalf, hereby proclaim that the First Session of the Seventh (7th) Assembly of Enugu State House of Assembly shall hold on Monday, 10th June, 2019 at 10am in Enugu State House of Assembly. “Given under my hand and the public seal of Enugu State of Nigeria at Enugu, this Thursday, 6th Day of June, 2019”. Governor Ifeanyi Ugwuanyi of Enugu State who was sworn in for a second term in office on Wednesday at a colourful and well-attended ceremony has assured the people of the state that his new administration will continue to build on the solid foundation it has laid in line with its four point agenda, promising that the next four years will witness massive deployment of resources to further engender development at the rural areas. Gov. Ugwuanyi, who was accompanied to the ceremony by his wife, Monica, addressed the elated audience and expressed gratitude to God for his grace and the people of the state for their “overwhelming mandate and immeasurable love, self-sacrifice, sense of justice and equity, and unrivalled commitment to the peace, good governance and development of our state”, promising further that his administration will continue to close the gap between the hinterlands and urban areas. The governor described the inauguration, which was graced by Governor Willie Obiano of Anambra State, who was represented by his deputy, Dr. Nkem Okeke and notable leaders of the state, such as the Deputy President of the Senate, Senator Ike Ekweremadu; the Speaker of the State Assembly, Rt. Hon. Edward Ubosi; former Governors Okwesilieze Nwodo and Senator Dr. Chimaroke Nnamani; former Military Administrators of old Anambra State and Imo State, Rear Admiral Allison Madueke and Commodore James Aneke; former Inspector General of Police, Ogbonnia Onovo; former deputy governors, past and present members of the State and National Assemblies, Enugu State Chairman of the All Progressives Congress (APC), Barr. Ben Nwoye; heads of Christian denominations, among others, as a beginning of another promising journey to a better and greater Enugu State. He added that “it signifies a renewal of the social contract between my humble self and the good people of Enugu State”. His deputy, Hon. Mrs. Cecilia Ezeilo, was also sworn in as the Deputy Governor of the State. Narrating the landmark achievements of his administration in the last four years, Gov. Ugwuanyi, recalled “the dire financial outlook of the State when we mounted the saddle of leadership in 2015”, stating that “it was one characterized by plunged allocations from the centre, high debt profile, and daunting salaries and pensions arrears”. He therefore disclosed that his administration was able to surmount the challenges of lean resources and a national economic recession “by sheer belief in the miracle of five loaves and two fish and by applying ourselves to honest and prudent management of resources”. The governor added that his government raised Enugu to one of the few most solvent States, with the State’s Internally Generated Revenue (IGR) hitting its highest mark in a single year since 1999. “Only recently, the Nigeria Extractives Industries Transparency Initiative (NEITI) named Enugu State as one of the eight financially stable States”, Gov. Ugwuanyi revealed, recommitting himself to principles that will lead to breaking down of all barriers to honest, prudent, and people-oriented leadership. According to him, “our government shall continue to implement creative ideas, templates, and processes that will further mobilise resources to address our development needs. We will improve on oversight and reforms to reduce the cost of governance in order to deliver happiness and democracy dividends to the people of Enugu State”. On peace and security, the governor emphasized their importance as the foundations of any development and the greatest incentives for investment and stated that the state government has invested heavily in securing lives and property, which resulted in the state’s rating as one of the most peaceful and secure states in the country, saying that his administration remains “committed to sustaining the thriving amity and security in our state”. On infrastructure, Gov. Ugwuanyi said that his administration has taken giants steps to change the landscape of the state through massive roads construction and rehabilitation both in urban and rural areas, in keeping with its promise to create new cities and decongest Enugu metropolis. “Having undertaken major infrastructural renewal projects in our first term, we are resolved to revisit some abandoned but strategic projects that will add socio-economic value to our people. Work is already underway at the Enugu International Conference Centre to tap into the great social and economic promises it holds for our people and consolidate Enugu’s place as a preferred tourism destination and home to Ndigbo and all sons and daughters of the defunct Eastern Region”, he added. Declaring the state government’s support for local government autonomy and every constitutional step to strengthen it as a third tier of government, Gov. Ugwuanyi advised “every critical player in local government to stay or live in his or her respective domain to promote effective local administration and development”. Appreciating the veritable contributions of the civil service as the engine room of any government, the governor pointed out that the government has kept faith with Enugu State workers and not only pays salaries on 23rd of every month but also pays the 13th month, stressing that “in the next four years, our civil service will be further reformed and strengthened to provide top-notch service comparable to and possibly better than the private sector”. The governor equally promised to continue and consolidate on the achievements his administration has recorded in other sectors of development, such as education, health, judiciary reforms, youth empowerment, water supply, investment drive, sports, etc, to further improve the living standard of the people of Enugu State, saying: “I stand before you today with a renewed strength as I embark on this last lap of my journey as your Governor”. His words: “My team and I will continue to count on your prayers every step of the way. With your prayers and angels leading the way, every mountain shall be broken, every valley shall be filled, crooked ways shall be made straight, and all rough parts shall be smoothened to ensure the continuation of good governance and delivery of democracy dividends in Enugu State. “On my part, I will continually strive to make our State a citadel of peace and inclusive governance. Enugu State is one big family and no one will be left behind. Politics is over, governance takes the centre stage, and all hands are encouraged to come on deck irrespective of age, party affiliation, and social status in order to make Enugu State greater. “We are open to ideas that will add value to the lives of our people.
