Governor Ifeanyi Ugwuanyi of Enugu State, a delegation from the Nigerian Football Federation (NFF) led by its President, Amaju Pinnick and the representative of Femi Otedola, Founder of Zenon Petroleum and Gas Ltd, Philip Akinola, on Wednesday paid a get- well visit to former Green Eagles’ Captain and Coach of Super Eagles, Christian Chukwu at his Enugu residence.

Gov. Ugwuanyi who expressed delight at Chukwu’s level of recovery, offered automatic employment to his first son, Emeka, an Engineer, to work in the Ministry of Works and Infrastructure in furtherance of his administration’s assistance and commitment to the family’s wellbeing.

Speaking during the visit, the NFF President, who was also delighted to see Chukwu in high spirits, described him as “a super living legend”, noting that he “has paid his dues for the people of Nigeria”. He equally described Chukwu as “a legend that we love so much” adding that “we believe that his name has been written in people’s hearts and in the annals of football in Nigeria”.

Mr. Pinnick, who appreciated Gov. Ugwuanyi’s administration for its prompt intervention in offsetting the medical bills of the former captain of Rangers International Football Club during his treatment at a clinic in Enugu, disclosed that the NFF under his leadership decided to be part of the healing process.

His words: “I have to thank the governor, who has been amazing, he is a role model for many people in terms of display of total humility, he is a man of destiny, you see a lot of positives radiating around him. This shows that he is a man of the people genuinely despite that he is a politician. I say thank you, Your Excellency, the good people of Enugu State are solidly behind you”.

Commenting on the $50,000 donation by Otedola for Chukwu’s treatment abroad, which was presented via a cheque to the family by his Chief Operating Officer, Akinola, the NFF President commended the Nigerian businessman and philanthropist for his display of “dexterity” describing him as an “astute administrator”.

The NFF boss, who promised Chukwu the continued support of the Enugu State Government, the NFF, Otedola and other Nigerians, disclosed that arrangement is ongoing to fly him to England for further medical treatment, and reassured him that he will be much better after the trip.

“The truth is without you (Chukwu) there is no NFF; without you there is no CAF; without you there is no FIFA; without the players, there will be no administration. If we don’t get that at the back of our mind and acknowledge your presence in ensuring total wellbeing, acknowledging your presence is ensuring total package, ensuring that you live. We want to strengthen you to be closer to God, to be closer to your family and now know that Nigeria loves you beyond imagination”, said Pinnick.

Appreciating the efforts of other contributors, he said: “I also want to thank the entire state football stakeholders, members of the executive committee, members of the Nigeria Football Congress and also your colleagues that have made us to know that you are facing this. We want to thank the ex-Rangers and the current Rangers players, among others”.

Speaking on behalf of the state government, the Commissioner for Youths and Sports, Mr. Joseph Udedi, who narrated how the governor intervened by making an initial deposit for the commencement of Chukwu’s treatment at the Enugu hospital and later paid the entire medical bills when the football legend was discharged, applauded the NFF, Otedola and other good spirited Nigerians for their support and cooperation.

Responding on behalf of the family, Chukwu’s first son thanked Gov. Ugwuanyi, the NFF leadership, Otedola and all those who have contributed so far towards the treatment of his father, stating that the family is very grateful for the show of love extended to him by Nigerians.

He equally expressed gratitude to the governor for the automatic employment and assured him of diligent service in his office of deployment.

Other members of the delegation were the State Football Association Chairman, Chidi Ofor Okenwa and Editor of Saturday Vanguard, Onochie Anibeze.

Yesterday, After Easter Service in St. Martins Catholic Church, Isan Ekiti, Ekiti state Governor, Dr. John Kayode Fayemi inspects the college of Agriculture and Technology which has been left untouched in the past 4years by the previous Government.
The Governor express satisfaction on work done so far, in his words, Work has resumed in the school and significant progress has been made on the road construction, Dr. Fayemi has also assured that the school will resume latest by October 2019.

His Excellency also speaks on an initiative supported by World Bank known as Rural Access and Agricutural Marketting porogramme (RAAMP) which will connect Farms to Markets. RAAMP activities will also involve Resconstruction of Farm settlements, provide neccesary social ammenities and ensure that people gladly stay back in their places to farm.

FACTS OF THE CASE
The 2nd appellant is the mother of the 1st appellant. She gave birth to him on April 19, 1997 at the Chevron Clinic, Lekki Peninsula in Lagos. Within a month of his birth (i.e. on 11 May, 1997) he fell gravely ill.

His mother, the 2nd appellant, took him back to the Chevron Clinic on 11 May, 1997 for urgent treatment. It was the 1st respondent who treated the 1st appellant. He found that the 1st appellant urgently needed blood transfusion.

The 2nd respondent and her husband made it abundantly clear to the 1st respondent that on no account should their child (the 1st appellant) be given blood transfusion. Their reason being that there were several hazards that follows blood transfusion such as contracting Aids, Hepatitis etc and that as members of the Jehovah witness sect, blood transfusion was forbidden by their Religion. Dr Tunde Faweya (the 1st respondent) remained unyielding.

The next day, the learned counsel for the Commissioner of Police, Lagos State moved an Originating Motion Exparte before the 5th respondent.
The motion was brought under Section 27 (1) and (30) of the Children and Young Person’s Law Cap 25 of Lagos State.

The relief sought was: “that the medical authorities of the Clinic of Chevron Nigeria Limited Lekki Peninsula Lagos be allowed and are hereby permitted to do all and anything necessary for the protection of the life and health of the child TEGA ESABUNOR and for such further order or orders as the Court may deem fit to make in the circumstances.”
After hearing counsel, the Chief Magistrate granted the application under its inherent jurisdiction. On receipt of the Order of the Chief Magistrate, the 1st respondent administered blood transfusion on the 1st appellant on the same day. (i.e. May 12, 1997).

The 1st appellant got well and was discharged. His mother took him home. On May 15, 1997 the 2nd appellant filed an application on notice wherein she sought for the setting aside of the order made on 12 May, 1997. The application was unsuccessful. It was dismissed on May 21, 1997.

The appellants’ were dissatisfied with the proceedings before the Chief Magistrate, so they approached the High Court for an order of Certiorari and damages of N10 million. In a considered ruling delivered on May 28, 2001 the learned trial Judge refused their prayers and claims.
The appellants’ were not satisfied with the ruling of the High Court.

They filed an appeal. The Court of Appeal, Lagos Division, heard it and the decision of the High Court was affirmed. Further dissatisfied, the Appellants appealed to the Supreme Court.

ISSUE:
(4) Whether the Court of Appeal was correct in holding that the 2nd Appellants’ refusal to give consent to blood transfusion amounted to an attempt to commit a crime or to allow the 1st Appellant to die.


RESOLUTION OF ISSUE NUMBER 4/LEGAL PRINCIPLE:
Resolving issue 4, the Supreme Court stated that an adult who is conscious and in full control of his mental capacity, and of sound mind has the right to either accept or refuse blood (medical treatment). The hospital has no choice but to respect their patient's wishes.

When it involves a child, the Supreme Court stated that different considerations apply and this is so because a child is incapable of making decisions for himself and the law is duty bound to protect such a person from abuse of his rights as he may grow up and disregard those religious beliefs. It makes no difference if the decision to deny him blood transfusion is made by his parents. See M.D.P.D.T. v. Okonkwo (2001) 7NWLR (Pt.711) P.206.

The Supreme Court held that when a competent parent or one in loco parentis refuses blood transfusion or medical treatment for her child on religious grounds, the Court should step in, consider the baby’s welfare, i.e. saving the life and the best interest of the child, before a decision is taken.

These considerations outweigh religious beliefs of the Jehovah Witness Sect. The decision should be to allow the administration of blood transfusion especially in life threatening situations.

The Nigerian Army has commended the administration of Governor Ifeanyi Ugwuanyi of Enugu State for its commitment towards the training of Provost personnel of the state's Traffic Management Authority for discipline and improved service delivery to the people of the state.

The Army spoke through the Commander 82 Division Provost Group Nigerian Army, Lieutenant Colonel Wya Jonah Kore, during the closing ceremony/presentation of Certificates to Provost Personnel of the Enugu State Traffic Management Authority trained by the division.

Colonel Kore also applauded the present government in Enugu State
for realising the importance of training and well-disciplined staff among its workforce.

He disclosed that the Military Police arm of the Nigerian Army saddled with the responsibility of law and order undertook the training of the traffic personnel because of the importance of the exercise towards the efficient and effective delivery of service by the traffic personnel in the course of managing the transportation system in the state.

The Provost Commander therefore, thanked Gov. Ugwuanyi and the state's Ministry of Transport for partnering with the Nigerian Army to promote discipline and enhance the service rendered by the traffic personnel in the state, saying that “the success of any organisation lies squarely with members of staff who avail themselves with all aspects of discipline".

Colonel Kore expressed confidence that the experience garnered by the
provost personnel during the training will enable them to carry out their duties effectively stressing that “you must inculcate same to
your other colleagues who are yet to be trained on the importance of
discipline”.

In his remarks, the Commissioner for Transport, Hon Vitus Okechi, lauded Gov. Ugwuanyi for approving the training of the Provost personnel.

“As a ministry, we discovered after the inauguration of the traffic
unit that one thing that was lacking among the staff members was
discipline and we cried to the governor and in his magnanimity he
approved their training by the Nigerian Army” Hon Okechi said.

He thanked the 82 Division Provost Group for doing a thorough job
through their course content which include among others management of traffic accidents and identification of explosive devices during insurgency.

Speaking on behalf of the other participants, Mr. Jude Chime who
appreciated Gov. Ugwuanyi and his administration for the opportunity to be trained said, “We are no longer the same persons we were when we came here, we now know our dos and don’ts” promising that they will never disappoint the Nigerian Army and the state government.

Enugu State Governor and Governor-elect, Rt. Hon. Ifeanyi Ugwuanyi, has urged Christians and indeed all Nigerians, to take advantage of Christ’s resurrection, which Easter symbolizes, to sustain their abiding faith in God and promote peace, love, unity and virtues that enhance the progress of the country.

In his Easter message, Gov. Ugwuanyi noted that the observation of 40 days of Lent through fasting, abstinence, praying and charity in memory of Christ’s suffering, death and resurrection, “reinvigorates the spiritual strength of Christians and God’s amazing grace for salvation of mankind”.

The governor added that “God’s extraordinary act of love for mankind should be cherished, celebrated and sustained”.

The Enugu State Government has banned the unauthorised and indiscriminate erection of speed breakers, popularly known as bumps, on its asphalted roads across the state.

The ban was contained in a statement by the Secretary to the State Government, Dr. Gabriel Ajah.

The state government stated that illegal speed breakers constitute devastating damage to the roads, adding that the practice in some cases leads to road accidents.

The statement referred to the unfortunate accident that involved the State Fire Service Truck on a distress call, which fell into a drainage while maneuvering over a bump along Obioma Road, in Udi Local Government Area.

The government, therefore, called on those and communities involved in the erection of the bumps to liaise with the State Ministry of Works and Infrastructure to have them removed before the end of May.

It added that “henceforth, any installation of road bumps/speed breakers must be done with the approval of all relevant authorities”.

There was jubilation in Enugu on Monday as Governor Ifeanyi Ugwuanyi flagged off the construction of the second phase of the all-important Nike Lake-Harmony Estate-Adoration Ministry- Emene road in Enugu East Local Government Area, linking the ever-busy Nike Road and Emene.

The second phase of the road, which will serve as a bypass from Nike Lake junction to Emene, was approved by the State Executive Council (EXCO) a few weeks before the just concluded general election, after the first phase - construction of five River crossings including culverts and bridges of various sizes, to connect Harmony Estate with the Adoration Ministry Enugu Nigeria (AMEN) Ground, reached 85 percent completion.

Flagging off the road amid jubilation and excitement from the residents, Gov. Ugwuanyi, who was accompanied by the Chief Judge of the State, Hon. Justice Priscilla Ngozi Emehelu, the Chairman of the Council, Hon. Alex Ugwu, the House of Representatives Member-elect, Hon. Prince Cornelius Nnaji, and the Commissioner for Works and Infrastructure, Engr. Greg Nnaji, among others, stated that the project, which was being constructed for the first time in the history of Enugu State, will help to ease traffic movement in Enugu metropolis and beyond.

The governor added that the road construction was in line with his administration’s urban and rural development polices “to provide access to the communities in this area and ensure the full development of the Harmony Housing Estate as well as the surrounding environment”.

He disclosed that 3 kilometers of the 10.5 kilometers road stretching from Emene to the Adoration Ground has already been completed and inaugurated by his administration, stressing that the state government decided to commence the construction of the second phase of 2 kilometers because of the socio-economic importance of the road to the people of the state.

“There is no doubt that when completed, the road will not only bring much-desired relief to the residents and road users in this area but will also engender a significant boost in the socio-economic activities in the area and its environs”, the governor said.

Gov. Ugwuanyi commended the host communities, residents, leaders and stakeholders in Enugu East LGA for their patience and support for the project as well as their overwhelming support during the general election.

He reassured the people of the state of his administration’s “unwavering commitment to entrenching good governance in Enugu State and to the realization of our desire to take visible and sustainable development to all corners of the state”.

Earlier, the Council Chairman, Hon. Ugwu, the House of Representatives Member-elect, Hon. Nnaji, the Community Leader, Chief Francis Anike, President-General, Nike Federated Town Union, High Chief Thomas Nnamene, among others, expressed gratitude to Gov. Ugwuanyi for the numerous development projects his administration has executed in the area since its inception as well as favourbale considerations in appointments.

They pointed out that the governor, through his administration’s people and grassroots-oriented programmes, has touched lives positively, stating that the road will benefit not only their people but the entire country.

The people reassured the governor of their unflinching support and cooperation and prayed for God’s abundant blessings and protection on him and his family as he strives to render selfless service to the state.

Ugwuanyi inaugurates committee on fiscal transparency

Governor Ifeanyi Ugwuanyi of Enugu State has inaugurated a 20-member steering committee of the Enugu Open Government Partnership (OGP).

Open Government Partnership Nigeria is a programme anchored by the office of the Attorney-General of the Federation and Minister of Justice towards upholding the principles of fiscal transparency in the areas of open budgeting, open contracting, tax transparency, and ease of doing business as well as anti-corruption, access to information and citizen's engagement.

Consequently, Enugu State government in keeping with its commitment to fiscal discipline, transparency and accountability was recently admitted into OGP to promote the set objectives of the programme.

Inaugurating the committee comprising governmental and non-governmental members, Gov. Ugwuanyi who was represented by his deputy, Hon. Mrs. Cecilia Ezeilo stated that the multilateral initiative was aimed at securing "concrete commitments from governments to promote transparency, empower citizens, fight corruption and harness new technologies to strengthen governance".

The governor disclosed that "the state has also taken steps to fulfill all other requirements that would ensure her full participation and representation in the initiative", adding that "part of these measures is the constitution and inauguration of the steering committee, Enugu OGP and DFID-PERL Support to Enugu OGP".

The committee's membership include the Commissioner for Information, Hon Ogbuagu Anikwe, who serves as Co-Chairman; Head of Service, Mr Chidi Ezema; Commissioner for Intergovernmental Affairs, Hon Aloysius Ogbodo; Commissioner for Justice, Hon. Miletus Eze, Esq.

Others include, Commissioner for Commerce and Industry, Ogbu Sam Nwobodo, Esq; Commissioner for Finance, Mrs Eucharia Uche Offor; Commissioner for Chieftaincy Matters, Hon Emeka Okeke;
ALGON Chairman, Hon Frank Ugwu; Special Adviser to the Governor on SME and Investments, Hon. Anayo Agu; and VEC Directorate, Dr Eric Oluedo.

Non-Governmental members of the committee include, Barr. Chibuzor Crownwell from the Civil Society Organization, who also serves as Co- Chairman; Prof Eddy Nwobodo from the Acadamia; Dr Daniel Ochi, Director-General, Nsukka Chamber of Commerce, Industry, Mines and Agriculture; Rex Arum, Chairman, Nigeria Union of Journalists, Enugu; Ijeoma Ezeaso from the Manufacturers Association of Nigeria, Enugu.

Others include, Barr. Pauly Ezeh Coordinating Chairman, Presidents-General of Town Unions; Barr. Chukwudi Ojielo, Ogechukwu Enwelum, and Igboke Onyebuchi from the Civil Society Organization and Samuel Obiefuna (representing People with Disabilities).

The governor expressed confidence that the committee members will discharge their responsibilities effectively and satisfactorily given their background and positions.

Responding, the Co-Chairman, Hon Anikwe on behalf of the members thanked the governor for the honour and privilege to serve in the steering committee.

He stated that "what is being witnessed today is a reflection of His Excellency's commitment to the OGP partnership, particularly from the values that it espouses, especially fiscal transparency, accountability and citizen's participation".

Hon Ogbuagu noted that in the area of accountability, that there are federal laws with concurrent application that are already domesticated or subscribed into practise in the state such as the declaration of assets by public officials and access to information by citizens and the media.

Governor Ifeanyi Ugwuanyi of Enugu State has expressed his administration’s commitment to ensuring that all secondary school students in the state are acquainted with the use of computers for learning and other social and educational engagements.

Gov. Ugwuanyi who spoke during the grand finale of the computer competition for secondary school students in the state organized by the Post Primary Schools Management Board (PPSMB) at Queen’s Secondary School, Enugu, stated that the exercise was a demonstration of his administration’s firm commitment towards actualizing the noble vision.

Represented by the Commissioner for Education, Prof. Uche Eze, the governor reassured that “very soon all our students will become ICT-compliant and master the use of computer”, stressing that “this competition has indicated that Enugu State is now championing the use of computers for its students at the secondary school level”.

He maintained that computers currently play a major role in all areas of human endeavour, adding that students can become experts in their formative years to assist the state and the nation in the area of digitization.

Gov. Ugwuanyi pointed out that the present adoption of the use of computer for examinations by the Joint Admission and Matriculation Board (JAMB) was one of the reasons the state government has placed premium on students’ ICT compliance in the state.

Earlier in his speech, the Chairman of PPSMB, Barr. Nestor Ezeme, commended Gov. Ugwuanyi for his unflinching commitment towards the students’ use of computers for learning, disclosing that the present administration procured computer sets for the two hundred and forty six secondary schools in the state.

Barr. Ezeme further disclosed that the competition was to ensure that the competing students meet up with the expectation of the state government and as well improve their skills.

He emphasized the need for the students to properly utilize the computer sets procured by the state government to improve their skills, describing the exercise as “very educating, encouraging and sustainable”.

In his remark, the Chairman, House Committee on Education, Rt. Hon. Erochukwu Mathew Ugwueze, described the exercise as a welcome development and another milestone in the education sector and enjoined the students to avail themselves of the unique opportunity to improve their ICT skills.

Responding, the first, second and third winners of the competition, Samuel Eze, James Chinweoke and Miss Favour Ikechukwu respectively, thanked the state government for the bold initiative and promised to utilize the knowledge they have acquired for the development of the state and the society.

“I sincerely thank Nigerians for their concern on my health. By the grace of God I’ll be back on my feet. It, however, feels bad that people have created controversy over my health. It doesn’t feel good. I have not been abandoned. The Enugu State Government has been helpful and I appreciate them. My friend, Benson Ejindu who lives in USA and who is patron of Ex Rangers players has been tremendous too. He directed that I be brought to this hospital where I am now. He contacted them and moved me to this place. I did not tell anybody that I have been abandoned. Ejindu did not also tell anybody that Enugu State Government has abandoned me. Nobody has said that. So, I don’t know where this controversy is coming from.”

The Governorship Election Petition Tribunal sitting in Enugu on Monday struck out the petition filed by Action Peoples Party (APP) challenging the victory of Gov. Ifeanyi Ugwuanyi as the winner of the March 9 governorship election in the state.

The tribunal, chaired by Justice I. M. Sambo, struck out the petition after entertaining a motion on notice for the withdrawal of the petition.

Counsel to the petitioner/applicant, Mr Obed Agu, told the tribunal that the petitioner had resolved to discontinue the process as filed.

He prayed the tribunal to strike out the petition, pursuant to Rule 29, Rules of Procedure of Election Petitions.

“The petitioner filed a notice of withdrawal of the petition before the tribunal.

“We, therefore, seek the order of the tribunal granting leave to the petitioner/applicant to withdraw the petition in its entirety, and consequential order striking out the petition,” Agu said.

In her submission, Mrs A.J. Offiah (SAN), counsel to the governor and first respondent, said that they had entered appearance after being served with the petition.

“We concede that we were served with an application for the withdrawal and dismissal of the petition,” she said.

Offiah said that they had filed and served the petitioner/applicant, an affidavit against illegal terms of withdrawal, adding that they were not opposed to the application.

The tribunal consequently dismissed and struck out the petition and awarded no cost to the respondents.

CHRISTIAN CHUKWU IS NOT A DESTITUTE OLD MAN

The Enugu State Government has so far been restrained in its reaction to the spate of misinformation and outright lies promoted by a friend of the iconic Enugu Rangers player, Mr. Christian Chukwu who is ill and has been hospitalised. This restraint is out of respect to the wishes of both the Chukwu family and the request of his doctors who wanted a space to quietly deal with the emergency situation that brought Chukwu to hospital on a stretcher.

Today, however, Chairman Chukwu is walking with a stick and has granted interviews to the BBC and a couple of local media. It is on the strength of this that the Enugu State Government is now putting out the following information and clarifications to explain what is happening to Christian Chukwu and how it is being taken care of:

1. Christian Chukwu, popularly called "Chairman" in his playing days, is NOT a destitute old man abandoned to his fate in the face of an emergency health situation. He is currently the Director of Sports in the Rangers Management Corporation, a public service job that enables him to meet his basic health needs.

2. In the circumstance, Christian Chukwu is an employee of the Enugu State Government. This was one of the strategies that Rt. Hon. Dr. Ugwuanyi, the Governor of Chukwu's home state of Enugu, designed to take care of sportsmen who had served the State or the nation in their youth.

3. When Chukwu's health situation was brought to the attention of his employer - Rangers Management Corporation - he was rushed to one of the best medical facilities in Enugu where a team of five (5) specialists have been attending to him.

4. The management of Rangers Management Corporation immediately deposited N200,000 with this health facility to begin his treatment.

5. On hearing about his health condition, Gov. Ugwuanyi gave an additional N1.5million to the Commissioner for Youth and Sports to give to the family -- in order to ensure that the football legend did not lack anything that the team of specialists may require to manage his condition.

6. The Governor has also given an additional N1million to the family when the doctors demanded for a further deposit, bringing the total amount disbursed by Gov. Ugwuanyi and the Rangers Management to the Chukwu family to N2.7million.

7. The total bill submitted to date by the hospital for Chukwu's treatment is N2.7million.

8. To date, the doctors taking care of Chukwu have NOT released a medical report of his health condition to anyone, not even to the state government that has been picking up his bills. It is therefore curious how anyone without this information could have determined that (a) Christian Chukwu needs oversea medical care, and (b) the cost of this oversea care.

9. This point needs restating: the medical director of the Hospital is also as surprised as we are that someone in the USA who is not privy to a medical report on Chairman Chukwu's condition can determine that (a) Chukwu needs a treatment abroad (b) the cost of such treatment, and (c) even without Chukwu or any member of his family asking for a second medical opinion or for treatment abroad.

10. Our intervention on this matter has become necessary to clear the air on the spate of misinformation, disinformation and outright mischief that otherwise well-intentioned commentators have continued to dish out, based on the misguided efforts of a friend of the football legend who is giving a false impression that Chukwu is a destitute old man, perhaps in a bid to whip up public sympathy that enables him meet his goal of raising money to help his friend.

11. The Enugu State government notes that the negative stories surrounding Chukwu's condition originated from the desperation of his friend in the US who is falsely claiming in his appeal fund drive message that Chukwu has been "abandoned."

12. Finally, if at any time the hospital doctors or the Chukwu family indicate that oversea treatment is required, the Enugu State Government will be notified and will respond appropriately.

Governor Ifeanyi Ugwuanyi of Enugu State on Tuesday performed the ground-breaking ceremony for the administrative building of the first University of Education in the South East geo-political zone, the Enugu State University of Education in Ihe, Awgu Local Government Area amid jubilation and excitement.

The University which would be a degree-awarding institution in the area of education will serve as a training ground for teachers of primary, secondary and tertiary education. The establishment of the new institution was recently approved by the Gov. Ugwuanyi administration, and the contract for the construction of the administrative building was awarded last week by the State Executive Council.

Performing the ceremony, Gov. Ugwuanyi, who expressed delight and fulfillment, stated that the quest for the establishment of the University was in consonance with his administration's commitment to providing and promoting better access to higher education as a way of stimulating knowledge, productivity and industry among the teeming youths in Enugu State.

The governor recalled that his administration had earlier announced the release of the sum of N200 million for the commencement of preliminary construction works on the site, stressing that the proposed University will help to bring about a significant and positive transformation of the socio-economic fortunes of the entire Awgu LGA and environs.

According to him, "apart from graduating its own students, it is expected that the proposed University will also provide channels for students of other Colleges of Education in and around the state especially, the Enugu State College of Education (Technical), to obtain degrees in their chosen areas of study".

Gov. Ugwuanyi explained that "the prompt construction of an administrative building is therefore expected to stimulate the rapid development of the institution and prepare it for full commencement of academic activities in no distant time".

The governor, who reiterated his pledge to continue to serve Enugu State with the fear of God to ensure that opportunities for growth and development were extended to every corner of the state, disclosed his administration's plan to revitalize the Awgu Games Village as part of its concerted efforts to transform the council area.

He therefore, appreciated the people of Ihe town, and leaders and stakeholders of Awgu LGA as well as the state Ministry of Education and other actors in the education sector, for their enthusiasm and support towards the historic and all important project.

Earlier in their speeches, the member representing Aninri/Awgu/Oji River Federal Constituency and Chairman, House Committee on Works, Rt. Hon. The Minister of Industry, Trade and Investment, Dr. Okechukwu Enelamah and the National President of Nigerian Association of Chambers of Commerce, Industry, Mines and Agriculture (NACCIMA), Iyalode Alaba Lawson have commended Governor Ifeanyi Ugwuanyi of Enugu State for his administration’s innovative measures and steadfastness in enhancing the ease of doing business in the state.

The duo also congratulated Gov. Ugwuanyi for Enugu State’s recent impressive rating as second in the list of the five most reformed states in ease of doing business in the country, in 2018.

Kaduna, Enugu, Abia, Lagos and Anambra states were last week, rewarded at the Presidential Enabling Business Environment Council (PEBEC) Awards 2019 for being top reformed states in ease of doing business in 2018. The awards were presented by Vice President Yemi Osinbajo, at the Old Banquet Hall of the Presidential Villa, Abuja.

Speaking during opening ceremony of the 30th Enugu International Trade Fair, the Minister who was represented by his Senior Special Adviser, Emeka Ifezulike, said that the recent feat recorded by Gov. Ugwuanyi’s administration “is no mean achievement”, stressing: “We have to congratulate our amiable Governor of the State, His Excellency, Rt. Hon. Ifeanyi Ugwuanyi for his steadfastness in making Enugu State very conducive for businesses to thrive”.

The minister also applauded the governor of for his administration’s enormous assistance to the Enugu Chambers of Commerce, Industry, Mines and Agriculture, which he said contributed to the success story of the body in the state.

On his part, the National President of NACCIMA, Lawson, thanked Gov. Ugwuanyi for his administration’s support to the chamber’s movement to its permanent site in Enugu, as well as the state government’s “tireless efforts at promoting the growth of the private sector in Enugu State”.

The National President told Gov. Ugwuanyi that “NACCIMA is pleased with the great steps your administration has taken in the growth and development of the MSME programme, which has brought about the recent launch of National MSME Clinic in Enugu by the Vice President, Prof. Yemi Osinbajo in October 2018”.

Congratulating Gov. Ugwuanyi on his reelection, the NACCIMA President, who was represented by the former President, Nnewi Chamber of Commerce, Mr. Humphrey Ngonadi, pointed out that the victory “is certainly a re-affirmation of the confidence the great people of Enugu State have in your inspirational leadership and commitment to their welfare”.

“It also confirms their belief in your ability to move Enugu State’s economy to greater heights”, he added.

Responding, Gov. Ugwuanyi, who was represented by his deputy, Hon. Mrs. Cecilia Ezeilo, reiterated his administration’s commitment in promoting ease of doing business in Enugu State.

The governor maintained that “in line with the prevailing attitude in the country, we are taking concrete measures to enhance the ease of doing business in the state while being fully engaged in a campaign to attract investors who will help us harness the state’s vast potentials in diverse areas including agriculture, solid minerals, manufacturing, tourism, power generation, medicare, education, financial services, technology, etc”.

He lauded the current efforts of the federal government in repositioning the nation’s economy and urged it “to develop the Enugu International Trade Fair complex and bring it to the same level as its contemporaries in Kaduna and Lagos – more so as Enugu is a regional capital and with this fair having been in existence for 37 years”.

The governor also commended ECCIMA for its efforts towards improving the quality and scope of the fair for socio-economic expansion of the state, south east and Nigeria, and reassured the body of “the continued support and assistance of the state government especially through the provision of basic amenities and the sustenance of a business-friendly environment in Enugu State”.

Senator Ayogu Eze, who contested in the just concluded governorship election in Enugu State, has stated that he won’t constitute a cog in the wheel of the progress of the state.

Sen. Eze, who spoke when a delegation of stakeholders of Enugu North Senatorial District visited him at his Enugu residence, weekend, acknowledged that “it is God that gives power”. He reassured his kinsmen that “I will not be a destabilizing factor in Enugu State” or do anything that would jeopardize the progress of the state

The visit, apparently in connection with the petition filed by Sen. Eze, at the election tribunal and the need for him to discontinue with the post-election battle for the unity and progress of Enugu State.

Speaking, the leader of the delegation, Senator Chukwuka Utazi told Sen. Eze that the visit was necessitated by the cherished spirit of oneness of Enugu people, particularly Enugu North Senatorial District.

Speaking further, Sen. Utazi added that the visit was therefore for Enugu people to work together as a family and support “our brother, Rt. Hon. Ifeanyi Ugwuanyi, the governor of Enugu State and the governor-elect” to advance the cause of development in the state for overall interest of the people.

Sen. Utazi who described Sen. Eze “one of the important personalities in Enugu State”, said: “As brothers, we have done elections, and we have concluded elections, and we don’t want to dissipate energy fighting electoral battles in court. We want to make sure that we stay together as a family and make sure that we have enough development for our people, not just in the senatorial zone but in Enugu State as a whole. We don’t want a situation where litigation will distract our governor from performing”.

According to him, “we are also here because our brother is important to us. As a very important person, a citizen of Enugu State and son of Enugu North Senatorial District, we cannot progress without him. Yes, we have played politics but let bygones be bygones, because it is God that gives leadership.

“It is God’s desire that at this point in time, our brother Rt. Hon. Ifeanyi Ugwuanyi will be the governor of Enugu State and all of us are behind him, working together to see that he achieves a purpose for which God has desired for him to be the governor of Enugu State. We say that we cannot do that without our brother, Senator Ayogu Eze on board, not just him but all our brothers that ran elections”.

Responding, Sen. Eze, who appreciated the visit and told the delegation that “I won’t constitute a cog in the wheel of the progress of our people”, promised to consult with “one or two members of my party” and give them a feedback in a very short while, “on the direction I want to go”.

His words: “Politics is just a platform for bringing development to our people. It does not cut the ties that we have as brothers.

“I want you to know that I did not go to APC because there was any personal problem between me and anybody. I was seeking a platform to bring development to our people.

“But I also know that it is God that gives power; if God appoints one, there is not much anybody can do; all of you gathered here are the key people from my senatorial district, from different local governments, people who have been senators, who have been local government chairmen, members of the NASS, people who have held different positions.

“I am humbled by your visit. I want to assure you that it will be out of place for me to just stand up today that you have come to give you my key response; I will talk to one or two members of my party, you will hear from me in a very short while on the direction I want to go. I will tell them that my brothers have come to me and this is what they brought on the table.

“So, I want to assure you that I will do all within my power to promote development within our State. I will not be a destabilizing factor in Enugu State. I just need to let you know that I won’t constitute a cog in the wheel of the progress of our people.”

Media entrepreneur and social activist, Philip Thomas, who is popularly known as Comrade Phils was ordered out of the Nigerian Immigration office in Port Harcourt, Friday, for refusing to pay a bribe to renew his International passport.

In a video posted on his Facebook wall, the activist lamented the treatment meted to him by the immigration officers after he stood his ground against corruption.

According to him, he was asked to pay the sum of N28,000 if he would wait for three weeks to collect the passport or pay N35,000 to collect it in one week, against the official fee of N17,000 stipulated by the government.

The activist who is known for his popular campaign against corruption stood his ground and refused to pay more than what was stipulated by the government. His stand angered the corrupt officers who ordered him out and attempted to seize his mobile phone when they noticed he was recording the incident.

Many social media users have reacted to the video with some affirming that they paid the same inflated amount to renew their own passports.

“I’m not surprised at all, even the Nigeria embassies in the USA are confidently asking citizens to pay illegal fees to have their passports renewed. Shameful!!” wrote Iyke Chikere, a Nigerian in the Diaspora.
” I renewed mine last week and have collected it, but I paid 28k, same Port Harcourt immigration. I didn’t know that 17k is the official price. Corruption and impunity is on the increase in this country. Even their OGA at the top is aware, maybe that’s why the officers are very bold to collect the extra money on top.” wrote Chukwudike Tante, another victim of the corruption going on in the Nigerian Immigration.
WIRED Nigeria’s query to the Nigerian Immigration Service on the matter is yet to be responded to.

The recently concluded Gubernatorial and State Assembly elections in Akwa Ibom State has been adjudged “ peaceful, free, fair and credible” according to the Report on the 2019 Gubernatorial Election submitted to the Deputy Inspector General of Police in charge of the Department of Operations which our intrepid reporter was able to glean.

The Report signed by then Commissioner of Police, Akwa Ibom Police Command, Ibrahim S. Kaoje who also doubled as the Election Commissioner of Police, Akwa Ibom State Command stated emphatically in the concluding part of the 12 Page Report, without any equivocation that the “Governorship and State House of Assembly Election held on 9th March, 2019 in Akwa Ibom State was relatively peaceful, free, fair and credible.

The security agencies led by the Nigerian Police provided conducive security environment for the peaceful conduct of this election”.

This report is significant in many ways: CP Ibrahim Kaoje was the arrow- head of the much vaunted Federal might the APC had promised to unleash in the State. He was allegedly reported to have been sent specifically to ensure the APC carried the state.

The level of intimidation and arrest of key PDP Stakeholders in the state was said to have alledgedly received his blessing. CP Kaoje, to lend credence to the mission healledegdly was charged to execute, throughout his stay in Akwa Ibom State did not pay a courtesy visit to the Governor neither did he maintain any form of communications with the State’s Chief Security Officer as the normal protocols demand.

He was said to have allegedly held several open and nocturnal meetings with the key opposition stakeholders on how to thwart the peoples’ will and ensure victory for the APC. The people of Akwa Ibom State however, refused to be intimidated; they went out and freely exercised their civic responsibility, and they formed themselves into an electoral human shield at the polls and defended their votes.

They voted massively to return the PDP Candidate for Governor, Udom Emmanuel and all the National Assembly and State Assembly Candidates. The election was adjudged by the International Foreign Observers as well as the media as the freest and fairest if not the most credible election of the entire 2019 elections.

The Report by CP Kaoje has validated the positions of the International Observers and the Nigerian and international press and has rendered bare and without foundation the claims by the APC that the result was marred by violence and irregularities.

It has again revealed the lies they have been weaving lately that the state has security issues and therefore, the venue of the Election Tribunal should be moved from Uyo to Abuja. Akwa Ibom State is safe and peaceful and the people have spoken, the election of March 9th,2019 was free, fair and credible and was held under peaceful atmosphere.

This is the conclusion of the very man who was allegedly the arrow- head of the plot to forcefully take over the state for the APC. As the Campaign Slogan of the Divine Mandate, 2019 Gubernatorial Election proclaimed loudly: ONLY GOD!

Speaking at the occasion, the Vice President, Prof. Yemi Osinbajo said, “Osinbajo said “It is really a pleasure to be here this evening to celebrate the phenomenal successes of the PEBEC reforms but more importantly to recognize specially some of those who made it all possible.

“Some of the successful reforms include the ability to: reserve a business name within 4-hours, complete the registration of a company within 24 hours online, apply for and receive approval of a visa-on-arrival electronically within 48hrs.

” File and pay taxes online; and, Access specialised small claims commercial courts in Lagos and Kano, The World Bank also reported in 2018 that 32 states of Nigeria improved their Ease of doing business environment led by Kaduna, Enugu, Abia, Lagos and Anambra

“In 2019, PEBEC set a goal to move Nigeria into the top-100 on the 2020 World Bank Doing Business Index (DBI). To achieve this, we will be pursuing the continued implementation reforms across all indicators, including “implementation of legislative reforms, specifically the passage of the new Companies and Allied Matters Act and the Omnibus Bills, the expansion of the regulatory reform program started with NAFDAC and NAICOM to include other regulators, the establishment of a National Trading Platform for ports; and the concession of our major international airports.”

Stressing that PEBEC has now commenced the fourth 60-day National Action Plan (NAP 4.0) on Ease of Doing Business, he said, NAP 4.0 was running from the 1st of March to the 29th of April, 2019.

According to him, “It aims to deepen the reforms delivered over the past 3 years and drive institutionalization.

“We have highlighted key action items in all of the focus areas to ensure they do not unravel, and to ensure we drive sustainability

“Some of the targets achieved in the last NAP 3.0 include driving registration for utilization of the National Collateral Registry to facilitate access to credit for SMEs; Clearance of all pending NAFDAC registration applications to improve efficiency; and Creation of a strengthened single joint cargo examination interface in all airports & seaports for import and export to reduce the time spent at the ports.”

Continuing, Osinbajo said, “NAP 4.0 will focus on initiatives such as enforcing compliance with SLAs across all indicators/focus areas, driving the passage of the CAM Bill 2018 for improved effectiveness of company law in Nigeria, enhancing efficiency in the small claims court, and enhancing the application and approval system for visas on arrival, to mention a few.”

The Council, he said, will continue to work extensively with all MDAs, the National Assembly and other key stakeholders.

He said “All of us who have been involved in this incredible journey will agree that it has been both exciting and fulfilling even if admittedly sometimes frustrating. But that is the way of progress.

“I congratulate you all for the great successes and thank you all for keeping faith with our joint vision. In particular we must commend our private sector partners who have contributed immensely to the technical output of the EBES through the secondment of professional staff to the secretariat. Anambra State was given the award for improving its score from 47 to 53.50 by making it easier to start a business and to register property in the State, while Abia State improved its score from 46 to 53.90 by making it easier to start a business and to register property in the State.

Lagos State improved its score from 48 to 54.90 by making it easier to start a business, register property and obtain construction permits in the State. – Enugu State improved its score from 47 to 56.82 by making it easier to start a business, register property as well as enforce contracts in the State.

Kaduna State improved its score from 55 to 65.97 by making it easier to start a business. Other companies and individuals that got awards at the ceremony included Oil and Gas Free Zone Authority, Corporate Affairs Commission, National Office for Technology Acquisition and Promotion.

The defeated former Senate Minority Leader, Senator Godswill Akpabio has boasted that he will reclaim his mandate through the Appeal Court. Information made available to our reporters say Akpabio is using fake photographs purported to represent imaginary violent situation in the Akwa Ibom in order to have the venue of the Election Tribunal moved from Uyo, the state capital to Abuja.

The fake pictures are said to have been manufactured by his devious cohorts. The senator is also reported to be boasting all over the place that he will single-handedly influence the outcome of judgement when the case gets to the Court of Appeal. He was quoted to have said: “I have already received the assurance from the husband of the President of the Court of Appeal, my dear brother and our party-the APC Senator-Elect for Bauchi North Senatorial District, Alhaji Adamu Bulkachuwa that he will prevail on the wife, Justice Zainab Adamu Bulkachuwa to change the tribunal members and ensure that only those who are sympathetic to the APC will be made members of the tribunal.

“As I speak, I have the names of those who would be made members of the tribunal and President Buhari is aware of this.” Akpabio’s claim is surprising as it is a known fact that throughout the electioneering campaigns and the election proper, no single life was lost in Akwa Ibom.

In spite of the intimidation and harassment from security agencies, the Akwa Ibom people were civil and resolute in ensuring that they voted for the candidates of their choice. A Peoples Democratic Party member who is aware of Akpabio’s claims, spoke on the issue on the condition of anonymity. He said: “Manufacturing fake pictures purported to depict violence during the election is the high of desperation and hypocrisy and the world must be put on notice.

“After boasting that the elections will be conducted in mere three hours and that he will deliver the state to APC and indeed the South South, he is again boasting of ensuring the outcome of the judgement at the Appeal Court level. “He is boasting of using the APC Senator –Elect for Bauchi North Senatorial District, Alhaji Adamu Bulkachuwa whose wife, Zainab is the President of the Court of Appeal to not only have only Justices who are sympathetic to the APC , but that he will singlehandedly influence the judgement in favour of the APC.

As always, he has thrown the name of President Buhari into the equation. “Akpabio should be humbled by his defeat and rejection by his people and stop playing God. Akwa Ibom people have made their choice; he should and must respect the choices the people had made.”

The governorship candidate of one of the opposition political parties in Enugu State, in the just concluded general election, United Democratic Party, UDP, Pastor Donatus Madubuike Ozoemena, has congratulated Governor Ifeanyi Ugwuanyi on his re-election, declaring his “full support” for his administration.

Addressing newsmen when he paid a congratulatory visit to Gov. Ugwuanyi at the Government House, Enugu on Monday, Pastor Ozoemena, who was reported to have instituted a legal action against the outcome of the governorship election in the state, disclosed that “I have instructed my Legal Team to discontinue the matter at the Election Tribunal with a view to working hand-in-hand with our governor for the benefit of the people of Enugu State”.

The UDP governorship candidate added that his decision was based on “the governor’s art of sportsmanship” and his belief that “our present Governor, Rt. Hon. Ifeanyi Lawrence Ugwuanyi is someone you can also trust”

It would be recalled that the leadership of the party (UDP) recently joined the league of over 70 political parties that have congratulated Gov. Ugwuanyi on his resounding victory at the polls and described the election as “peaceful, free, fair and credible”.

The state chairman of UDP, Prince Jideofor Ngene, was reported to have addressed pressmen and stated that “the party after its resolution decided to support Gov. Ifeanyi Ugwuanyi in his good governance to lift Enugu state to a greater height” and “ensure continuous existence of peace in the state”.

Hope rises for Enugu State Games Village, Awgu, as Gov. Ugwuanyi visits abandoned facility

Gov. Ifeanyi Ugwuanyi of Enugu State on Friday paid an unscheduled visit to the long-abandoned sports monument and rich heritage of the state - the Enugu State Games Village - located at Awgu, the headquarters of Awgu Local Government Area.

Gov. Ugwuanyi, who painstakingly went round the historic edifice which is situated on a hilly terrain and enclosed by valleys, beautiful pine trees and other natural endowments that showcase the attributes of a tourist attraction, inspected the dilapidated facilities at the centre and promised that his administration would intervene to put the cherished monument to public use.

Historically, the game village started as a Life Camp for workers of Fougeroll Construction Company - the company that constructed the Enugu-Port Harcourt Expressway in the 80s.

When the company completed the road project and was about leaving the site, it handed the camp over to the state government, then old Anambra State Government.

The state government handed the facility over to the Ministry of Youth and Sports, which used it as Enugu Rangers International Football Club camp. It was later used as camp for sporting activities and thereafter as a guest facility and event centre before it was abandoned.

Details of the Gov. Ugwuanyi administration's action plan for the utmost utilization of the centre to harness its inherent potentials for socio-economic benefits to the government and good people of the state and beyond, will be unveiled in due course.

Governor Ifeanyi Ugwuanyi of Enugu State has commended the Chief of
Army Staff, Lieutenant General Tukur Buratai, the General Officer
Commanding 82 Division, Nigerian Army, Major General Abukabar Sadiq
Maikobi and all the officers and men of the Division for the support
and cooperation they continue to offer the state, especially in
the area of security and peace advocacy.

Gov. Ugwuanyi also applauded the Military, through the Division, for its
contributions towards the peaceful conduct of the 2019 general
election in Enugu State.

The governor made the commendations during the Division’s 2018 West
African Social Activities (WASA), held at its Parade Ground, Abakpa
Cantonment, Enugu.

Gov. Ugwuanyi, who felicitated with the officers and men of 82
Division, on the age-long socio-cultural annual event “aimed at
fostering comradeship and unity among personnel of the Army”,
congratulated them for “the many achievements it recorded last year,
particularly in the area of infrastructural development, training of
personnel and the empowerment of widows of dead soldiers”

He disclosed that his administration, through the Division,
continues to maintain the long tradition of mutual understanding,
cooperation and assistance between the state and the Nigerian Army.
The governor therefore reassured the Military that “we will
certainly continue to offer you our necessary support and assistance
towards the effective discharge of your very patriotic
responsibilities”.

Earlier in his welcome address, Maj. Gen. Maikobi, described the
event as “one of the rich traditions of the Nigerian Army which is
aimed at promoting team spirit, espirit-de-corps and providing an
avenue for the barrack community to showcase the various rich and
diverse cultural endowment of our great country”.

The GOC thanked Gov. Ugwuanyi for his presence at the event and
numerous contributions towards the successes recorded so far by the
Division, especially the empowerment of the wives of the fallen
heroes, stressing that the gesture has gone a long way to alleviate
their sufferings.

He assured the governor that “the 82 Division will remain focused,
dedicated and resilient in order to fully consolidate on the
achievements recorded last year”.

Maj. Gen. Maikobi lauded all the officers and soldiers of the Division
for their “efforts, dedication, selflessness and discipline exhibited
so far” and urged them “to remain committed in the discharge of our
collective responsibilities of ensuring peace, security and stability
across the Division AOR”.

According to him, “I enjoin you to sustain the tempo, remain vigilant
and proactive in the conduct of your duties. I want to also commend
and thank your families for their unrelenting support, prayers and
perseverance without which it could have been psychologically
difficult to concentrate on your assigned responsibilities”.

Highlights of the colourful event include display of vast cultural dance,
tug-of-war between Barracks women and female soldiers, presentation of
