Edo: Ayade Congratulates Obaseki Cross River state governor, Sir Ben Ayade has congratulated his Edo state counterpart, Godwin Obaseki on his re-election. A press statement signed by his Special Adviser, Media and Publicity, Christian Ita, Ayade described Obaseki's victory at the polls as well deserved considering his achievements in the past four years. "I extend my warm felicitations to you on your well deserved victory in the just concluded Edo gubernatorial election. For those of us who have keenly followed your giant strides in Edo state, your victory did not come as a surprise. “Your re-election therefore, represents a bold and emphatic testimony to the good work you have done in the past four years", the statement quoted Ayade as saying. He however, urged Governor Obaseki to see his “victory as a clarion call to do more for Edo people who have these four years reposed their confidence in you". Expressing delight that governor Obaseki's re-election now brings the entire South south under PDP total control, the Cross River state governor urged him to be magnanimous in victory. He also commended President Muhammadu Buhari, the Independent National Electoral Commission (INEC) and security agencies for their neutrality in the election. "The election has been fought and won and it is refreshing to note that our great party, the Peoples Democratic Party, PDP, has maintained its total control of our geo-political zone, the South south. Having won a hard fought election, I encourage you to be magnanimous in victory by extending an olive branch to your opponents on the other side. “I also wish to use this medium to commend the President, Muhammadu Buhari, the Independent National Electoral Commission, INEC and the security agencies for their neutrality thus allowing the will of Edo people to prevail.”

Ayade seeks review of Solid Minerals Act, insists on states involvement in licensing Cross River State governor, Sir Ben Ayade has called for the urgent review of the Solid Minerals Act of 2007, which places the exploration and exploitation of solid minerals in the Exclusive Legislative list. Making the call at the state Executive Council Chamber of the governor's office in Calabar, during the visit of the Minister of State for Solid Minerals, Mr Uche Ogah, Governor Ayade decried the subsisting policy where mining licenses are issued to miners without the input of the host states where the minerals are found. While flaying the obnoxious policy, the governor said: "If you look at the Mineral Act of 2007, particularly in reference to Section One, it provides for the total appropriation of solid minerals under the purview and control of the federal government. Unfortunately the Land Use Act puts the land as property of the state under the control of the governors. So the president, as well as the minister, along with the governors must have to sit at a round table and talk. But unfortunately that has not happened. However, I am happy you are being very proactive by coming for this engagement." He said it is “unacceptable for an investor to go to Abuja and get a license to mine in my state without my knowledge and without my input. The investor simply sits with a local community chief and enter into a Community Development Agreement (CDA) which is meant to favour the investor. And so, with as little as dry gin and a little money, the community signs off a great potential because there is no involvement of the state." Ayade informed the minister that “states are becoming aggressive, states have begun the process of locking the people you give your mining license to that they cannot enter their lands without authorization from the states.” The governor therefore, urged the Federal Government to get states involved in the process of issuance of mining license. He commended the minister for interfacing with stakeholders in the sector, saying: “Until you get to the point where you sit with the state governors and engage them the way you are doing now, then this disagreement will persist. “Your visit shows you understand the problem because the state owns the land and in law, whatever is underneath the land and up to the sky, belongs to the landowners. So, for the federal government that exists in the air to be the owners of waterways, owners of anything underneath the ground, is not right.” Urging for an urgent review of the policy, the governor enjoined: "Maybe it is time for us to take it out of the Exclusive List, maybe it is time for us to take them to the Concurrent List. The federal government must realise that the development of a state is a function of the state government. The federal government, therefore must focus mainly on economy, security, foreign policy and all that will keep this country as an indivisible entity." Ayade who further enlisted the help of the minister to push for the review of the extant law which prevents states from taking advantage of their god-given resources said: "My recommendation, therefore, is that you must find a modus operandum that allows you the power of taking advantage of the constitution that is about to be reviewed to say look, even before you come to us to seek license for mining please go and get approval and clearance from the state government. Until that is done, the direct introduction of the CDA which enables the investor to deal directly with the community will continue to put the community in danger." Earlier, the Solid Minerals Minister who was in the state"for a two-day working visit during which he met with stakeholders in the sector, lauded Ayade for the “outstanding successes that your administration has achieved in executing people focused legacy projects for the peace and prosperity of the people of Cross River State. For me, I call it an audacity of hope where there is hopelessness." The minister solicited the support of the governor “in accelerating the development of the huge mineral deposits found in the state. I understand in Cross River you have minerals like Barite, lead, zinc, iron ore, granite manganese etc. You have over 33 solid minerals. Even some nations in Africa do not have as many minerals as Cross River has got. This shows that the state is blessed." He further stated that part of his mission was also "to sensitize mine operators, members of the host communities and other mining stakeholders to ensure mining activities are conducted in a safe efficient, environmental friendly manner, consistent with the provisions of the Nigerian Minerals and Mining act of 2007."

BREAKING... PDP NWC TO RT HON Jarigbe Agom: POINTING ACCUSING FINGER FOR YOUR DEFEAT, IRRESPONSIBLE, THOUGHTLESS, CHILDISH September 14, 2020 Press Conference The attention of the National Working Committee (NWC) of our great party has been drawn to misleading comments by one of the aspirants in the recently held Cross River North Senatorial primary election, Hon. Jarigbe-Agom Jarigbe, wherein he made spurious allegations against the NWC over his failure at the exercise. Ordinarily, the NWC should not honour such reckless and irresponsible allegation with a response, but being a responsive leadership, the Uche Secondus-led National Working Committee, in the interest of the teeming members and supporters of our party in Cross River state, has decided to put the record straight. For the avoidance of doubt, the Cross River North Senatorial election was duly conducted by a five-man Electoral panel, with a comprehensive delegates list issued by the party. At the end of the exercise, a majority report by three members, signed by the Chairman, secretary and a member of the committee indicated that three aspirants; Hon. Jarigbe and other aspirants were in attendance along with INEC officials and security agencies at the time of accreditation of delegates. The report also contained the accreditation of agents of the aspirants one of whom represented Hon. Jarigbe. However, according to the report, during voting, Hon. Jarigbe and two other aspirants, namely Mr. Lupkata Nicholas and Mary Eru staged a walk-out having been part of the exercise from the beginning. The majority report indicated that at the end of the exercise, which was abandoned by Hon. Jarigbe, an aspirant, Dr. Steve Odey scored 450 votes to beat Hon. Jarigbe, who scored 90 votes. On the 7th of September, the Chief Returning Officer, Hon. Tebite in returning Dr. Steve Odey as winner also submitted to the national secretariat with the delegate list used for accreditation, ballot papers, used and unused, original result sheets, CTC copies of INEC report from Cross River state and the police report as required. On the other hand, two members of the committee submitted a minority report to the national secretariat on 9th of September 2020, clear two days after the conduct of the primary, in which they submitted the name of Hon. Jarigbe as winner with 381 votes. It is instructive to note that the minority report submitted by the two members did not contain the original party result sheet as approved by the Party Electoral guidelines. It did not also contain the used and unused ballot papers as required for authentication. What is more, the congress purportedly conducted by the two members was done outside the authorized and approved venue for the exercise. Moreover, the report of the appeal panel indicated that there was no appeal against the report submitted by the Chief Returning Officer and accordingly approved the congress as conducted and the election of Dr. Steve Odey, as candidate. The decision of the NWC in accepting the election of Dr. Steve Odey is completely in compliance with the the constitution and the extant guidelines made thereunder. The NWC was in no way involved and played no roles, directly or remotely, in the conduct of the election by the Committee set up for the purpose. It is therefore, irresponsible, thoughtless and childish of Hon Jarigbe to point accusing finger on the NWC for his electoral failure and self-inflicted woes. Such is condemnable and completely unacceptable to the national leaders and members of our great party across board. The NWC therefore cautions Hon. Jarigbe to desist from such unwarranted attempt to bring our party to disrepute which is frowned at by the constitution of the PDP. Signed: Kola Ologbondiyan National Publicity Secretary |

Governor Ayade, while thanking Prince Eze for his visit as well as his interest in investing in the state's agro-alied economy, said: “prince Arthur Eze, conscious of the philosophy of President Buhari’s Nigeria without oil road map , has decided to divert part of his wealth from oil business into agriculture, not necessarily for profit but for the philosophical basis of creating jobs, putting food on the table and creating a horizon of opportunities for young men and women, irrespective of state of origin." Continuing, the governor said: "I want to commend you and thank you because you also intend to go into rice production and any other agricultural value chain. So I am excited by your interest in our agro-alied value chain. "As a state, we have invested in 33 industries and those industries cannot be run and operated by government. So we need to find a third party that will take them off government and have private investors and private men who have proven intergrity, character, honour and clean money of this nature to come in and take part of those Investments, either through a concessionaire mechanism or outright privatization or a partnership on royalty of some sorts. And that has become critical and urgent for us to actually divest some of our Investment and hold back and watch."

*FFK Withdrawals "Stupid" in His Statement,Says No Threat Intention To Any Journalists* "I met with my advisors till late last night and I wish to say the following. I hereby withdraw the word "stupid" which I used in my encounter with a journalist in Calabar. I have many friends in the media who I offended by losing my cool and using such words. I hereby express my regrets for doing so. I do however wish to state categorically that no threat of physical harm was ever made to the journalist in question and neither did I send anyone to threaten him. Anyone that says otherwise is lying and I challenge them to bring the proof. I would never seek to physically harm a journalist. For the last 30 years I have defended and worked with journalists and fought for the right of freedom of expression. I am also very close to many in that profession. I would be the last to seek to disparage those that are honorable and noble within its ranks. I hope that this will assuage the pain and anger of anyone that was hurt or offended by this ugly episode. I have now put this matter behind me and moved on. Now my tour of the South continues. Moving to yet another state today!"- FFK

Why FG should support Cross River’s superhighway, deep seaport projects- Fani Kayode A chieftain of the People’s Democratic Party (PDP) and former Minister of Aviation, Chief Femi Fani-Kayode has made a strong case on the need for the Federal Government to support the signature projects of the Cross River State Government. The projects include the 21 meters draft Bakassi Deep Seaport and a 275km superhighway which is to serve as the evacuation corridor for the seaport. Speaking in Calabar after a tour of projects undertaken by the Governor Ben Ayade-led administration in the state, Fani-Kayode also urged the Federal Government “ to make a special allocation for Cross River State given the fact that so much development has taken place in the last few years” under the current administration. He described the superhighway project as essential and very progressive, stating that the project “will enhance Nigeria’s unity and promote the integration of Northern /Southern national infrastructure.” According to him, “the Superhighway is an evacuation corridor from the Bakassi Deep Seaport which will open up the Atlantic ocean to the whole of Northern Nigeria. This will open up trade and and enhance national cohesion and integration.” He lauded the governor for creating an industrial base for the state and projected that “Cross River State will be one of the most prosperous states in Nigeria whether oil money is available or not,” in the next five years. “President Muhammadu Buhari may have seen what other people may have not see in Governor Ayade that has made him visit Cross River many times to flag off and Commission projects. He (the President) is always talking of Cross River State being the good example of what other states should be doing. And I share in President‘s view. “There should be special consideration by the Federal Government to support the 275km superhighway and the Bakassi Deep Seaport projects of Cross River State Government under Ayade, because these are not projects for Cross River benefits alone. These are massive projects that the whole of Northern Nigeria will benefit more,” he emphasized. Continuing, Fani-Kayode said: “No other state in Nigeria has envisioned such projects like Superhighway and there are very few states in Nigeria that are in a position to do such projects. The Deep Seaport project is a brilliant idea which is capital intensive. “I will like to use this medium to call on the Federal Government to put in money into these projects and support them in the name of national unity, national security and national cohesion in other for other states to do similar things that will bring benefits to the whole of Nigeria.”

Nigeria needs more governors like Ayade -Fani-Kayode Former Minister of Aviation, Chief Femi Fani-Kayode says Nigeria needs more governors like Sir Ben Ayade of Cross River State given his impactful style of governance. Speaking during his tour of some major projects of the Ayade-led administration, including the fully furnished social housing scheme allocated to the displaced people of Bakassi in Ifia Ayong, Bakassi Local Government Area, Fani-Kayode lauded the governor for changing the narrative of the internally displaced people through the provision of tastefully furnished houses. The Peoples Democratic Party (PDP) chieftain, who described the apartments as a luxury, said he had never seen their kind anywhere in the country constructed for the internally displaced people (IDPs). “Having gone round this country, to places like Southern Kaduna IDP camp, the North East IDP camp, there is absolutely no comparison to what I have seen here today. Believe me, you should be thanking God that you have this kind of governor. It is a very different story in those IDP camps. “No doubt you have a government that is doing its best. The governor could do a lot more if the federal government has been supporting.” Insisting that the houses in Ifia Ayong have the best of facilities, Fani-Kayode said: “In other IDP camps, you have substantial population of the people that have absolutely nothing, no shelter, no water, no electricity, no food, it is more like some kind of a ghetto or concentration camps. It has taken a lot of effort from people to try and help them, but they are now way compared to what you have here.” Continuing, he said: “Look at what you have here, you have houses that have been built, a housing estate fully furnished with tarred roads and you can just walk round the estate, you have power, you have water, you have a beautiful and peaceful scenery. It is more like a holiday resort. While urging other leaders to take a cue from Ayade and make the people a priority, the former Special Adviser on Public Affairs to former President Olusegun Obasanjo said: “We need more of this types of things in other states, we need more governors like this. We need more people like this across this country who truly love their people. Let this serve as an example to other governors, to other leaders in this country that the priority ought to be the people.” He decried the ceding of Bakassi Peninsula to Cameroon, saying “it should never have been the case because you have been robbed in my view. “The ruling of the Court was that they (Cameroon) could take the Bakassi peninsula, but once that had been done, it had to be ratified by the Nigerian legislature and there had to be a referendum, a plebiscite for the people of Bakassi to agree to that. “Painfully, you were not given the opportunity of having a referendum, the matter never went to the National Assembly and consequently in my view, I would argue strongly that this territory that was ceded to the Cameroon was unlawful and therefore still belongs to Nigeria. And if I were president Buhari today, and I remember vividly his promises during campaigns where he said he will look into the issue of Bakassi if elected president. I would urge him to return our honour to us as a nation.” While speaking, Governor Ayade said: “The former minister, even though not a Cross Riverian, has a deep knowledge of the pains and the sufferings of the people of Cross River State.” Chiding the federal government for what he said was a gross act of insensitivity towards the state, the governor quipped: “I am shocked that this country is watching what is happening to this state. We are not part of the 13% derivation, we are like a weeping child in NDDC, we have no say because it is on the basis of the quantum of oil produced that NDDC allocates projects. “We have lost our oil wells, the N500m per month as agreed is not coming, the N15bn every two years is not coming. We have just been reduced to want in body, in spirit, in soul and in our finances.

Why Cross River is aggressively pursuing agro- Industrialisation-Ayade Cross River state governor, Sir Ben Ayade has said that his administration was aggressively harnessing the rich agricultural potentials of the state with the view to creating employment opportunities. This, he explained, necessitated the one industry per local government policy of his government. Ayade spoke in Calabar while welcoming officials of an agricultural servicing firm, CRO-PIT, who came for a presentation. "I welcome you to Cross River State which is the epicenter of tourism. So you are welcome to a state that gives you the pleasure, the glamour, the time, the atmosphere to actually have an opportunity and a sense of value as you come in. "During your stay here you will see that in the course of time, apart from the opportunity we present in the agro sector, we also present a state that has the right environment, the right industrial harmony for industrialization to thrive, the governor told the CRO-PIT visiting team. He commended the team for a brilliant presentation, hinting that Cross River would explore areas of partnership with the firm. "I am quite enthused that you have a direct partnership with an Israeli firm that I know and I saw all the other partners including those that provide technical support. I saw that you are in 22 states and you have agricultural extension services and your IT support system which perhaps captures everything we so need", Ayade stated. Enumerating the agro-economic opportunities that abound in the state, the governor said: "In Cross River State, we have nearly one industry per local government area. If you spoke with my Commissioner of Agriculture he will tell you that in Obubra we have a glucose syrup factory coming up to take full beneficiation of the cassava production. “Today in Nigeria most companies that produce soft drinks use fructose basically as their major source of sugar. So maltose, fructose, glucose syrup will all be products of our cassava-based production. "In my own local government, Obudu, we have set up a sesame seed processing plant to process sesame seed for export to Europe. So we are tying every local government to their area of priority and that is where your mapping capability comes in because we need to do a proper soil profiling of the entire state. "Up the Obudu cattle ranch we started a very aggressive program which formed the basis for the cargo airport. We are hoping to grow ornamental flowers, scented flowers for the production of perfume concentrate for export to France and Holland. We are also going massively into potatoe production for the export of potato just like Rwanda does to France. Potatoes grown in the Obudu cattle ranch are organic in nature, very high in terms of nutritional value with very little additives. So it will be the choice potato in France" on his part, the state Commissioner for Agriculture, Ntufam Okon Owuna disclosed that Over 70% of the present policy thrust of Cross River State is based on agriculture. "The state government has acquired over 25000 hectares of land across the senatorial districts and it is being prepared and made ready for agricultural cultivation", the Commissioner said. Earlier, the Group Managing Director/ Chief Executive Officer of CRO-PIT, Mr. Kenneth Ahaneku said his firm currently manages over 600,000 farmers around the country. Ahaneku said his firm was eager to partner with Cross River in agricultural management. "CRO-PIT Nigeria limited is an organization involved in the management and financing and production of crops for farmers in partnership with the Central Bank. ”At present, we are managing over 600 thousand farms and our target is to hit five million farmers. We will be seeking partnership with the Cross River State government in the area of storage, bagging and distribution of the rice produced at the Ogoja rice mill", he said

He also thanked the *Hon. Commissioner of Finance* Mr. Asuquo Ekpenyong for bringing a glimmer of hope to the people of Eniong Abatim vis a vis his community development advocacies. There’s no gain saying that Eniong Abatim Community which had hitherto been noted for supply of the State’s Human Resource personnel has been marginalized over time due largely to the difficult terrain which has denied the people basic community development services but all that is about to change given His Excellency’s zeal and drive in transforming these riverine rural communities and the vulnerable people there in. The Obio Usiere community development project, signals the Agency’s gradual winding down of this phase of world bank assisted project which stated 5years ago and ending in September this year. According to Mr. Ikpeme, going forward, the Cross River State Government in conjunction with our development partners, the World Bank, is finalizing a fresh template aimed at ensuring that, the next phase of the world bank project christened *CARES* Covid 19 Action Recovery & Economic Stimulus; 1. Covers more creeks and riverine communities of the state with a view to ensuring that the economic impact of the corona virus pandemic is reduced to enable Cross Riverians regain their sources of livelihoods. 2. Ensure that governance is brought a lot more closer to these marginalized and vulnerable communities which in most cases, are cut off from their kieth and kin in cross river state because of their close proximity to Akwa Ibom State which exposes them to incessant communal conflicts and land disputes. Also speaking, the *Acting General Manager* of the Agency, Mr Fidel Undie admonished the communities as well as the members of the Obio Usiere project management committee to ensure that the project is completed according to the agency’s time lines without compromising standards, as not following the project’s bill of quantity will forced the agency to terminate or review the project.

Ayade: Post-Covid-19 prosperity lies with farmers Cross River state governor, Professor Ben Ayade has described farming as a veritable leeway to prosperity, urging Cross Riverians, especially women, to go into farming. The governor spoke in Calabar at the flag off of input distribution to farmers as part of mitigation measures against the COVID-19 pandemic. At the event was also the Minister for Agriculture, Alhaji Sabo Nanono. According to Ayade, his administration's commitment to Agriculture was the reason farmers in the state enjoy five percent interest loan. Ayade: "Let me use this opportunity to say it very loud and clear that the future prosperity lies with farmers. If you don't have a farm, you have no business in the 21st century. "The post Covid 19 pandemic has become very clear that only farmers have the capacity to survive even if all the doors are closed and so I challenge everyone one of you to own a farm and to show me indeed that your farm is working. "Cross River State has made a choice of agro industrialization and the project pathway is so orgasmic and organically connected with a kind of syntax that allows you enjoy the pleasure of the income stream that we have provided by making available a 5% interest loan for all farmers in Cross River State by leaving the sum of N500m with the Cross River microfinance bank. Giving kudos to women farmers, Ayade said: "Let me say it very clearly that from my experience when you give a loan to a woman to go into farming, you are surer than when you give that loan to a man. Why? Because women are more dedicated, they are more committed, more consistent, they have fire power, they have Integrity and honour they have capacity they have intellect and morality they have everything that qualifies them to show consistency and commitment to purpose" He urged the Minister to increase fund set aside by the federal government for women farmers so as to encourage them. “I encourage women to please take advantage of the submission of the Honorable Minister for Agriculture that interest free loans are available. I also plead with the Honorable Minister to increase the money set aside for the women from 35% to 50% that way you can be sure that you will get your returns", the governor quipped. Speaking earlier, Alhaji, Nanono disclosed that his Ministry was frantically working to ensure that Nigeria become self sufficient in food production. His words: "This gathering is one of our efforts to work hand-in hand with state governments and other relevant stakeholders to assist in ensuring food security, economic growth and job creation, especially in the face of COVID-19 Pandemic. "It is therefore my pleasure to be here with you today to roll out the distribution of agricultural inputs to smallholder farmers which include different categories of cocoa seedlings, improved oilpalm sprouted nuts and cashew seeds as part of my Ministry’s interventions to reduce the effect of COVID-19 pandemic on agricultural production in Nigeria and avert food scarcity in 2021. "The Ministry and its research institutions are working towards making Nigeria self-sufficient in good quality seed and its availability to farmers as a foundation for attaining food and nutrition security as well as industrialization. The Ministry is supporting breeder and foundation seeds production and linking up with the private seed companies to make certified seeds available to farmers. "This coupled with our efforts to improve rural infrastructure and other value-chains supports would invariably contribute to the attainment of Mr. President’s desire to ensure easy access to quality food and nutrition by Nigerians. "Today, the Ministry is supporting the oilpalm farmers, with 5,000 improved oilpalm sprouted nuts and 1,500kg improved cashew seed. The cocoa farmers will also be supported with 20,000 cocoa seedlings and agrochemicals. In addition, Rice farmers will be supported with 1,000 kg of rice seeds" According to him special incentives to women farmers were geared towards encouraging them more.
