Cross River State Ministry of Health partners NMA National to mark world diabetic day in Calabar .

1 in every 10 persons is diabetic and sadly only 50% of persons suffering from Diabetes know that the have the disease. Most Carry on till complications, sometimes irreversible complications set in. It was against this background that the Nigerian Medical association National partnered with the Cross River State Ministry of Health, Diabetic society of Nigeria and others to carry out free outreach and massive screening for the University of Calabar Community.

The screening which started at 7am witness many staff of the university come-in to test their blood sugar and get medical advise on time. The Commissioner for Health Dr Betta Edu; sensitizing the crowd on diabetes and how to reduce the risk of coming down with it said The theme of World Diabetes Day 2020 is “the nurse and diabetes” because nurses play key roles in providing lifelong care for people with diabetes and it’s complications. In 2020, the World Diabetes Day campaign focuses on promoting the role of nurses in the prevention and management of diabetes. “It’s been a tough year for people living with diabetes as COVID -19 disease and lock down led to increase mortality, as persons with diabetes were most vulnerable and affected.furthermore the cost of buying insulin and drugs has skyrocketed. However there is hope as the state health insurance scheme covers diabetic patient protecting them from catastrophic health Expenditures and out of pocket expense. She advocated for regular exercise, appropriate diet, avoidance of smoking and excessive achohol consumption as well as routine check up to identify diabetes and control it even before the complications arise.

Dr Abraham Anlak who is the chairman on National committee for Health Promotion, spoke about weight loss and obesity that predisposes to Diabetes. However he said you can be on the big side and not have diabetes if you have a life style modification. He said the Nigerian Medical Association National will continue to promote health care and outreaches all across the country to ensure The support Government to get a more healthy society. He commended the state Government for their effort and support while appreciating the effort of the Diabetic CSO that has been working assiduously to sensitize the general public on how to protect themselves from diabetes and it’s complications.

Mr Enya who is a diabetic patient carefully explained his orderly stating that they were worse hit during COVID-19, he noted that the effort of the Cross River state Government to start up a health insurance scheme will go a long way to reduce catastrophic expenditures. He appealed for more support for Government, NGOs and good spirited individuals to support them for testing and drugs daily.

The Unical community who were key beneficiaries thanked the NMA national and state Government for the effort and free medical outreach and screening. Everyone is encouraged to go and test their fasting blood sugar to help them know their status!

The fight against quackery and counterfeit drugs in the state is one which the state Government has vowed to take seriously to save lives of citizens. Cross River State Ministry of Health and the police, on Monday arrested an alleged fake medical doctor, identified as Kimi Emmanuel, a Cameroonian refugee who disguised himself as a medical doctor to carry out medical operation in Abo Ogbangate Community, Boki Local Government Area of Cross River State.

Emmanuel was arrested in Abo Ogbangate community in Boki LGA following an intel to the State Taskforce by the Councillor representing the Ward Hon Osang Pius kejuo who led men of the Nigeria Police to burst his activities.

The Chairman of Anti Quakery Committee and Special Adviser Health, Dr David Ushie said, the arrest of the suspected fake medical and alternative medicine practitioner, by name Dr. Kimi Emmanuel, at his premises is a major breakthrough for the Committee under the leadership of the Commissioner for Health, Dr Betta Edu who has issue out a riot act against quackery in the State.

“Acting on an intelligence report from the Councillor representing the Abo Ogbangate Ward in Boki, the Committee as directed by the Commissioner effected the successful arrest and detention of the fake doctor, who has been defrauding unsuspecting members of the public and posing as a medical practitioner, collecting monies for fake Surgeries and prescribing wrong medications for the population .

The Cross River State Commissioner for Health, Dr Betta Edu disclosed that the suspect is alleged to have been practising medicine without qualification, registration or approval from the State Ministry of Health which has statutorily mandated to regulate medical outreaches and practice in Cross River State. She has again asked that all quackery outfits, counterfeit drug dealers and unqualified persons leave Cross River state to avoid embarrassment as the fight against quackery heightens!

She revealed that the police have commenced further investigation and prosecution of the suspect. This is one among the several efforts of the state Ministry of health at sanitising the medical profession in the State and as such will serve as deterrent to others.

The Commissioner commended the effort of the Ward Councillor, Hon Pius Kejuo Osang for his proactive move and for having the best interest of his people at heart by raising alarm to Taskforce for further action by the State Ministry of Health. She call on others to emulate him and blow the whistle when necessary to save lives. “Before you subject yourself to anyone for Medical care, ensure the are qualified and have been authorized to do so, so you do not meet avoidable death”.

The Government of Sen Ben Ayade has made great efforts to see that health institutions affected during the #ENDSARS protest which was later hijacked by hoodlums; do not lead to complete collapse of health services in those facilities in the state. As part of the recovery moves, the Commissioner for Health and National Chairman of Nigeria Health Commissioners forum who also doubles as the Chairman COVID-19 Taskforce Dr Betta Edu met with the Director General of NCDC Dr Chikwe Ihekweazu to discuss ways in which NCDC could support the state to rebuild.

Affected during the crises was the Reference Laboratory at Dr. Lawrence Henshaw Hospital Calabar (IDH) which was completely vandalized and looted with people stealing active samples for HIV, TB and even COVID-19. This unacceptable act has since 24 October 2020, denied Cross River of having one of the best reference labs in the country. Presently there is no reference Lab for testing of TB samples, HIV samples and COVID-19 samples in IDH Calabar as the Gene Xpert machines, PCR machines Cartridges, biosafety cabinets, autoclaves and incinerators were stolen or vandalized. The TB Ward was also completely looted and vandalized, however the state has swung into action to restore the TB wards for active patients.

The NCDC Boss condemned the act in clear terms, sympathized with the state and asked that the state Government should not be deterred but see this as an opportunity to work with partners and Federal Government to get a bigger and better Reference Lab for the state. He said a team will be dispatched immediately to the state and he might come in if need be to asses the level of damage, while NCDC will support the state to immediately get a new reference Laboratory running to meet the urgent demand in the state. He promised that NCDC will continue to work with the state to prevent any out break of disease in the state. The Health Commissioner thanked him and his team at NCDC for the continuous support to the state, promising that the state will do all possible to get all affected health facilities running again with their support and that of other Development partners.

It will be recalled that the state had set up two Isolation centers and donated PPEs to the Calabar Correctional service. The state also set up a sample collection and testing Mechanism to help restore back the justice system so inmates can be admitted into the facility in calabar after almost 6 months of not admitting inmates due to COVID-19.

All new inmates are tested and Isolated till their results are out before they are allowed into the general facility. Two of the new inmates who were to be accepted in tested positive although asymptotic, they have been isolated at the new Isolation center in the facility till the test negative and will be allowed to mingle with others in the general cell.

Contact tracing is ongoing and no other confirmed case has been identified so far.

Respite has come the way of some workers of the Cross River State civil service whose names were delisted from the payroll last year on account of irregular entry into the service as they received their October salaries on Tuesday following their reabsorption.

Governor Ben Ayade had last month, while addressing the affected workers at the UJ Esuene stadium, Calabar, blamed some elements in the Cross River state Civil Service Commission for the illegal enlistment.

He however, promised to reabsorb them into the service after submitting themselves to verification.

"If you were the Governor of the State and you suddenly discover an additional 2,500 staff on your payroll that you did not authorize, that you did not know about, nobody consulted you, what will you do?

"The civil service commission did the employment without any single recourse to due process.

"Today we are standing here and I say let us do verification because we are humans, we still have conscience", the governor had told the workers.

Meanwhile, the reabsorbed workers have have commended the governor for his love and magnanimity in restoring them to the payroll.

One of them, Mrs Joan Inaku said: "It has been a hectic 13 months but out of the blues I got my October salary and I am really excited. I want to thank his Excellency for his magnanimity"

On his part, Pastor John Agbor, a staff of Cross River State judiciary, could not hold back his excitement as he showered praises on Governor Ayade for keeping to his words.

" Wow! I am dancing right now in joy because I just got alert of my October salary. Thank you digital governor for remembering us again. This past 13 months have been more than difficult for me and my family but with this new development my family and I can now look forward to a beautiful end to the year. May God continue to bless and protect our Governor", quipped Agbor.

The Obong of Calabar, His Eminence Edidem Ekpo Okon Abasi Otu V has declared his full support for Governor Ben Ayade and his administration.

The Obong made the declaration on Tuesday when the governor paid him a courtesy call at his private residence in Adiabo, Odukpani Local Government Area.

The first class monarch used kind words on the governor, describing him as "my brother, my friend, the great Governor of this state.”

The royal father recalled the role he played during the governor's re- election bid in 2019.

“I was at the forefront of your re-election, and spoke strongly that no one can remove Ayade, he has to complete his tenure.

"You are our own son, you are with us and we will all work with you to make sure that this state, no matter what happens, is rebuilt,”he said.

"I want you know that we all love you, we all want you, no matter how people were trying to bring problem in between us."

Speaking earlier, governor Ayade thanked the Obong for his numerous fatherly advice and support for his administration, saying he would continue to hold the monarch in very high esteem.

Going down the memory lane, the governor recalled how the Obong stood by him in his bid for second term and how he has continued to stand by after securing the second term, including accompanying him to his hometown for Thanksgiving.

"I want to put it on record that the Obong of Calabar was personally in my hometown for my thanksgiving ceremony in 2015 after my election as governor.

"The Obong of Calabar was at the forefront of my re-election and was with us at the Calabar International Conference Center, making a strong declaration that Ayade must have a second term.

Condemns Vandalisation of EDP Drug Store and Warehouse in Calabar by hoodlums.

As part of the Cross River State Rebuilding plan to recover revamp and improve services in vandalized Health Institutions, the Relentless Commissioner for Health Dr Betta Edu has reached out to Development partners to support the rebuilding of health institutions that were vandalized and looted in Calabar. The USAID GHSC-PSM project in Nigeria and the Global Fund/Chemonics project (collectively GHSC PSM), and Axion west Africa Head, during their solidarity visit to Cross River State Commissioner for Health, Dr Betta Edu over the recent Vandalisation of the State Essential Drug Program (EDP) warehouse and Cold store at Barracks Road Calabar decried the high level of destruction in the state EDP complex, warehouse and drug store.

The Country Director GHSC-PSM, Mike Egboh disclosed that he has high trust in the Commissioner For Health Dr Edu and the State Government who has taken the lead to ensure that stakeholders and other developmental partners come together to quickly fix up the warehouse and chart a new course for Cross River State health sector.

"its in the best interest for us to continue services for the benefit of people in Cross River and beyond without undue delay of supply chain activities to ensure uninterrupted supply of commodities to the last mile to health facilities for self-reliance, thus we will support the Cross River state Government in every way possible as soon as possible; he said the esteemed cost of looted HIV and other drugs was about 2.1m dollars.

Egboh called for the commercialisation of the State Warehouse to ease pressure of funding and strengthen self reliance. He advised the State to look beyond the immediate challenges and plan a healthcare system for the next 50 years that even unborn generation will benefit from, noting that the present challenges will soon be over!

Responding, Cross River State Commissioner for Health, Dr Betta Edu thanked USAID GHSC-PSM and visiting team for their support in the past years. According to her the warehouse which was recently renovated by state Government to support essential drug program but was destroyed will not have a complete story without mentioning and appreciating contributions made by USAID and GHSC-PSM in distribution of Essential commodities within the State and 6 other southern states including Abia.

She disclosed that the Cross River State Drug store with their support will bounce back to life in the shortest time. "I can assure you that if you give the support you have committed to today we will be back on track in 1 month”.

Dr Edu revealed that recovery of items belonging to the State warehouse and drug store was in top gear to ensure that at least 65% of the items and commodities are recovered.

The Country Director of GHSC-PSM, Mike Egboh led by the Commissioner for Health, Dr Betta Edu amongst others visited the recovery centre to ascertain the number of recovered items belonging to the EDP warehouse and drug store. Work is presently ongoing to rebuild EDP.

Amid tributes and emotions, the Senator Representing Northern Cross River Senatorial district in the Senate, Rose Oko, was at the weekend laid to rest in her home town in Yala local government area of the state.

The state governor Professor Ben Ayade who was the chief mourner, led prominent Nigerians, including the Senate President, Dr Ahmed Lawan, past governors, federal and state lawmakers among others to bid the late Senator farewell.

Okoh, a two time Senator and former Commissioner in Cross River state died in March.

Speaking at the funeral mass which held at Christ the King Catholic Church, Okuku, Governor Ayade described the deceased as "our beloved sister, a great compatriot, a distinguished senator, a faithful wife, a fantastic mother, kind in consideration, good at heart, beautiful in looks, carriage, conduct and attitude.”

The governor condemned high wire politicking that often characterizes preparations for bye elections to replace a deceased elected office holder even when the person was yet to be interred.

He urged INEC to push for a legislation that makes it compulsory for a dead elected office holder to be buried first before an election is held to replace such person.

Ayade said the late Senator Okoh gave her constituents quality representation in the Senate, adding that the entire state, particularly Northern Cross River will miss her brilliance, intelligence and elegant poise.

He extended his condolence to her immediate family and people of Northern Cross River.

On his part, the Senate President represented by the Senate Minority Leader, Senator Enyinnaya Abaribe rued the passage of Senator Okoh who he described as "the rose of the Senate", saying the late Senator will be remembered for her quality legislation in the Senate

The Senator Lawan further stated that she would be dearly missed by her colleagues in the upper federal legislative chamber.

Earlier in his homily, the con- celebrant, Rev.Fr. Mathew Otuji described the deceased lawmaker as a silent achiever who believed in the principle of silent action, alleviating the plight of the suffering.

He urged people to reflect on the kind of life they lead while still alive.

Paramount rulers, first class chiefs pay Ayade solidarity visit, declare absolute support for Governor


Paramount rulers from the eighteen local government areas of Cross River State and first class chiefs Thursday paid a solidarity visit to the state Governor, Sir Ben Ayade.

Led by the chairman, state traditional rulers council and paramount ruler of Bakassi, His Royal Highness, Etinyin Etim Okon Edet, the traditional rulers declared total support for the governor and his administration to the last day.

The traditional rulers who met with the governor at the State Executive Council Chamber of the Governor's office, Calabar, commended him for the development strides of his administration.

The monarchs lauded the industrialization effort of the government, stating that the industries will create jobs for the people of the state.

While urging him to be resolute in his pursuit of a better future for the state, they expressed solidarity with his government as it seeks to create an economy for the state that will be less dependent on federal allocation.

"We came to give you solidarity, that we are behind you in the process of rebuilding Cross River state,” said Etinyin Etim Okon Edet.

Responding, Governor Ayade expressed immense delight at the visit of the monarchs.

He described their visit as his most comforting moment since the national crisis.

2021: Ayade presents #277B budget of Blush and Bliss



Cross River state governor, Professor Ben Ayade Thursday presented the 2021 appropriation bill to the state House of Assembly.


Tagged Budget of Blush and Bliss, the budget has a total estimate of N277 billion.


Out of the figure, N192, 511, 985, 550 representing  69 percent of the entire budget is earmarked for recurrent expenditure while N88, 196,500, 00 representing 31 percent is for capital expenditure. 


The governor explained that the budget was people oriented hence he set aside 67 percent of the total estimate for recurrent expedititure to meet the immediate and physical needs of Cross Riverians in the aftermath of the Covid 19 and Endsar conflagrations.


According to Ayade, because of the cummulative impact of the disaster that characterises 2020,  "I decided along with my executive council after due consultation that the budget of this year will focus more on the humanitarian perspective.


"We have decided to shift focus from infrastructure , from big  projects and refocus on the people. So this is the people's budget, a budget that for the first time we are shifting from infrastructure, from major projects, from all the big dreams and projects that can actually create opportunity to focus on the very essence of existence, hunger and poverty".


The Cross River state governor further stated that "this budget takes care of unemployment, takes care of the issues of security consistent with the provisions of the Constitution in section 14 sub Section 2".


He said "we have decided to focus so much on Agriculture, youth Employment, Social housing and youth skill development.”


He added that it will create a lot of Opportunities for Cross Riverians.


On security, the governor  disclosed that the budget has a provision for establishment of neighborhood security watch which will deal with the issues of neighborhood protection and also create a lot of jobs for graduates and non graduates alike.”


Speaking further, Ayade  said: "The extension of NYSC is adequately provided in the budget to ensure our young graduates do not despair upon leaving camp.

"We have also made adequate provisions for agriculture to ensure that all young people who study agriculture upon leaving school move into the agricultural sub Sector by providing for procurement of equipment , clearing of land and supporting our people with funds for agricultural inputs"

The governor told the House that the 2021 budget also factored in scholarships and bursaries for young Cross Riverians.

"We have decided to reactivate the elders council , the youth forum and to see how we can finance and encourage school programs , we've introduced scholarships and bursaries,  we have introduced all of these that appeals to young people so they can see that this is their government", he maintained.


Explaining the christening of the budget, Ayade said: "Blush because it is a thing of shame of where we are coming from, blush because we are going through a situation where our face is red and in pain , it is blush because we are coming away from our big dreams of kinetic crystallization, from our olimpotic agenda and reducing ourselves to a consumptive effort just to reflect the mood of the times"


He consoled with every resident of Cross River who in the course of the recent arson and vandalism in the state suffered any form of loss in one way or the other.

Ayade begins road rehabilitation in Calabar


The rehabilitation of roads in Calabar, the state capital has begun with work currently ongoing on the affected internal roads across the metropolis. 


At Duke Town Drive and State Housing, Calabar, where remediation work was taking place, ProjectSupervisor, Edem E. Edem, disclosed that Governor Ben Ayade has given the Ministry of Works a marching order to ensure an urgent remedial work on all the affected roads in the capital city.


“The Governor has directed that every pothole must be fixed, and has given approval to the state Ministry of Works to commence immediate rehabilitation,” Edem stated.


He further disclosed that similar intervention has taken place at Orok Orok, Abasi Obori, Parliamentary Extension, Beebobsco, NPA road, among others. 


He assured Cross Riverians that potholes will be a thing of the past very soon, as they are currently working round the clock to ensure the governor’s directive is fully implemented.

Violence: Ayade offers WAEC alternative office, vehicles, begs exams body not to relocate from Calabar

Cross River State Governor, Sir Ben Ayade has promised to immediately provide the West African Examination Council (WAEC) with an alternative office and two Hilux operation vehicles following the vandalisation of their office during the recent hoodlums attack in the state.

Ayade who visited the premises of the examination body to see the extent of destruction, pleaded with the management of WAEC to shelve plans to relocate from Cross River State.

Ayade said “Let me once more apologize profusely to WAEC management for what has happened because this is not in the nature and character of Cross Riverians. We deeply regret this.

“But I have to plead with you that you do not have to relocate to Uyo . We are going to provide an alternative office immediately. We will do everything we can because it is necessary for you to operate from here so that we can have quality examination, quality teaching and ensure that Cross Riverians also prosper and become who they want to become in the society.

“Moving out from here to Uyo will not serve the interest of Cross Riverians. I sincerely feel that we can have an emergency action plan that can help you restore this office but before we do that I have given an instruction that an emergency accomodation be provided for WAEC and we are also providing you two pick up vehicles to enable you get back on your feet .

“The young people involved do not know that it is for their sake that we are in this public office. So please let us not visit their sins on them, let us forgive them because that is what the Bible teaches. If you leave the state it will affect the quality of WAEC examination in Cross River State. We have a list of all the items needed and we are going to do the best.”

Speaking earlier, Mrs. Frances Iweha Onuku. Senior Deputy Registrar, Text Development Division (TDD), thanked the governor for the visit and pleaded for assistance.

She said “ the office was established to serve the people of Cross River State but unfortunately what we are seeing here today leaves so much to be desired . The question now is, can we still serve the people of this state with the office in this condition? With the situation on ground now is that we have to relocate to Uyo. We have an examination coming up in the next few weeks and we will have to plan for the exams .

“At the end of this visit we will plead that whatever you can do with the special Grace of God so that we can continue to serve the people of Cross River State will be very much appreciated.”

*NOTIFICATION OF IMMINENT PUBLIC HEALTH DISASTER IN CALABAR AND IT'S ENVIRONS.*

The public is now aware of the indiscriminate break - in by vandals masquerading as ENDSARS protesters who invaded public and private properties in Calabar between Friday 23rd and Monday 26th Oct, 2020. During the attacks, the Dr. Lawrence Henshaw Memorial Hospital (former IDH) in Calabar South, the CRS Essential Drug Program (EDP) premises on Barracks road, and the CRS COVID 19 treatment center in Tinapa (Adiabo) where amongst properties invaded and destroyed by the looters. Equipments and furniture, some containing patents' samples for Tuberculosis (TB), HIV and COVID 19, were either carted away or spilled in the rubbles that they left behind. The public health implication of this is understandably huge.

After due assessment of the affected sites, the following has become urgent:

1. There is increased risk of disease outbreak in those who took part in the looting activities especially in the listed sites, their neighbours or anybody who may be within close range at the contaminated sites.
2. The ministry has ordered immediate decontamination of the affected sites and the close environments.
3. Members of the public are advised to follow all the earlier established protocol for COVID 19 and respiratory route infections such as hand hygiene, use of face mask, and restriction from crowded areas.
4. An arrangement has been made for free testing for the listed disease (TB, COVID 19 and HIV). Exposed individuals and others who desire to know their status should proceed for free testing and treatment at the General Hospital, Calabar located along Mary Slessor road.
5. Kindly report any unusual cough, fever or any abnormal presentations to the nearest public health facility (hospital) for proper medical care.

Government is working round the clock to restore public healthcare services in the affected places.

Cross River not owing verified pensioners, says commissioner

Cross River state government has explained that no verified pensioner in the state or local government service is owed pension.

Speaking with some local government retirees who claimed to be owed months of pension, the state commissioner for local government affairs, Mrs Stella Odey promised that every genuine pensioner will be paid once they undergo screening and are captured in the payroll.

She said the periodic screening exercise became imperative following the discovery of a high number of ghost pensioners in the payroll.

According to her, no verified pensioner is owed a dime by the state government.

She urged them to cooperate with government by submitting themselves for screening in order to be captured for payment.

Mrs Odey disclosed that staff now manning the pension board were directly drawn from the local governments as demanded by the pensioners "so that they can take adequate care of their files and I have conceded. We have done that.”

The Commissioner stated that governor Ben Ayade holds pensioners dearly to his heart and does not want them to suffer hence the prompt payment of those that have been verified.

"The Governor is so passionate about pensioners, we have not owed their pension for one day. We have not owed any pensioner, as I speak to you.

"If you have not been screened, then there is no way you can be paid. That is why we say come and do screening, so that we can capture you as a pensioner.

"Do you know that government has been paying so many ghost pensioners? That is why we are doing screening", she said

Following the recent arson and looting across the country in the wake of the EndSars protests, Cross River state governor, Professor Ben Ayade has warned those fanning the embers of war that foreign powers are waiting in the wings to prey on the country should it slide into civil strife.


According to him, there has been a persistent committment by some people to fragment the country. He was, however, of the view that Nigeria was better off as a united country.


"Those who preach fire, those who ask  that this country must divide, that this country must burn should know that revolutions everywhere, particularly in Africa only leaves everybody in pain and anger. In every country this has happened, once it degenerates, even those who called for the revolution will not live to see that aftermath.


"For Nigeria in particular, our country is a target for the advanced world to take advantage of our solid mineral deposits.


"So for the young people who through social media rise with narcissism and righteous anger against government that is not the path to follow", he said


Ayade spoke at the Executive Chambers of the Governor's office, Calabar weekend while playing host to religious leaders in the state who came to rub minds with him over the recent large scale looting and destruction of public and private properties and businesses in Calabar.


The governor implored them to use their pulpits to appeal to the conscience of the arsonists and looters " because by Sunday everyone of these people will come before you.It is your duty  to speak to their conscience because the house of God is the only reliable source to start the cleansing"


He lamented the wanton destruction and looting that occurred in Calabar, saying it was too systematic to be a spontaneous action.


The Cross River state governor alluded to the fact that the state was marked for destruction by elements outside it, citing the Piles and pylon factory at Akamkpa where some of the hoodlums who razed it to ground were arrested and non of them are Cross Riverians.


He also disclosed that 80 percent of those arrested so far in connection with the looting, vandalization and destruction of private and public properties in Calabar are not Cross River indigenes.


"I have never seen a Cross Riverian who will take petrol and pour on a factory, on Tinapa, on CICC and set them ablaze .Some of the attacks were too systematic to be a simple mob action; how they targeted the most essential infrastructures of a state for destruction is  too systematic", he rued.


Earlier in his remark, the Catholic Archbishop of the metropolitan See of Calabar, His Grace, the Most Rev. Dr. Joseph Ekuwem expressed deep regret over the carnage saying the city of Calabar which was known for its serenity and beauty has now been desecrated by hoodlums.


He thanked governor Ayade for handling the situation with wisdom.

The World Bank office in Nigeria has described the wanton destruction and looting of multiple Cross River State MDAs approved for the implementation of the COVID-19 Action Recovery and Economic Stimulus (CARES) during the recent hoodlums attack in Calabar, as a setback to the Cross River State Enterprise and Economic Development.

The State was among the first states approved by the World Bank CARES Project as a result of its adherence to procurement and due process policy in line with the global apex bank’s guidelines.

The World Bank Representative of the CARES Project and Task Team Lead, Professor Foluso Okunmadewa, made this known in a message to the Cross River Government through the Commissioner for International Development Cooperation and State Coordinator of the CARES Project, Inyang Asibong.

Okunmadewa who mandated the State Coordinator, Dr Asibong, to inspect and give assessment of the damage so as to identify possible areas of collaborative intervention with the State, described the attacks as unwarranted.

MDAs and Projects affected include the CR FADAMA Project which is to implement the Agro component. Also affected are the CR Smartcity Network to implement the ICT component and the CR Enterprise Development Funding Department to implement the MSME component. On ground to inspect the facilities with the Commissioner were the MD of the Cross River Smart City Agency, Mr Julius Agrinya and the Special Adviser to the Governor on Enterprise Development Funding ( EDF), Hon Marjorie Asuquo.

The Smart City Office which houses the data bank of records and documents from Result Area 3 of the C.A.R.E.S Program targeted towards MSME and ICT across the State were completely destroyed and burnt. Also vandalised were the FADAMA office and the EDF office at Prof Eyo Ita House.

Some of the items destroyed or carted away include Data server equipment, fiber rolls, office furniture and stationeries, laptops and electronic gadgets, metal gate, burglary proof, signposts, project vehicles amongst others.

Meanwhile, the team is currently working to ensure activation of the online platform (backup site) starting with the command centre which was earlier put in place by Governor Ben Ayade to forestall complete loss of database in circumstances such as these.

The CRS Commissioner for Health Dr Betta Edu has condemned in strong terms the recent attack, vandalization and looting of the World Health Organisation office, State Essential Drug Store (EDP), COVID-19 Reference Laboratory, Infectious Disease Hospital (Lawrence Henshaw Memorial Hospital), Adiabor Isolation Center, primary Health facilities in Calabar south, Akpabuyo and Bakassi as well as the Federal Neuropsychiatric Hospital in Calabar. Going on site visit to assess the extent of damage with an entourage consisting of Perm Sec SMOH, DG CRSPHCDA, DG SACA, NCDC Abuja Director, WHO officials, Board members, Directors at ministry, Heads of facilities affected amongst other staff, the Commissioner said what the team saw was unbelievable and completely unacceptable.

Dr Edu who was disappointed at the massive destruction of very important infrastructures in the health sector of the State noted that this actions has taken the state many steps backwards and it will cost a whole lot to get this institutions back on their feet.

She was shocked and saddened by the fact that young people will go that low to hurt and destroy themselves and the vulnerable in society. “ how can you steal HIV drugs and TB drugs that are given free of charge? What will you do with ithuh How can you steal highly infectious TB samples, COVID-19 samples HIV samples, carried refrigerators with this samples in them to their homes and families. Why will you want to kill yourselves or Family members and have outbreak of diseases in your communities?. How do you see a mentally challenged person or a sick person (who is vulnerable )throw them off the hospital bed and take the mattresses? What exactly came over us? What were they thinking?? when people destroy health facilities? What will serve them when they fall ill? Who will care for their wives and children? Your aged parents? Who are the people employed there, are they not 90% young Cross Riverians, Who cast this spell on us? This is not who we are as a people and this is definitely not what the Nigerian youth represent!”

"As we know, the #ENDSAR protest was seen as a fair ask by many but it has now degenerated into a high level of criminality with hoodlums and enemies of the state hijacking the protest. No normal Youth will go ahead to destroy anywhere talk more of such important places that have been in use for over a century, used by us every single minute of our lives . It's a shame that as Youths we could condescend so low to destroy this very important places. There is no reason to justify or support this unthinkable regressive act because criminality and vandalism does not know rich or poor, it affects everyone in society and too soon we all will be left to rumble in the ashes left!

"Like in the EDP, essential drugs were completely destroyed, the Cold Room housing this drugs were all vandalized, offices, partners/government vehicles and everything of importance were all completely destroyed. in the IDH where our Genexpert machines used for COVID-19 and TB testing, the Abbott PCR machines, the entire hospital and other very essential machines/equipments were all destroyed or stolen. as I speak we are at ground zero. But we are not deterred, we will start from the beginning rebuilding and returning them back to levels better than where there were."

Dr Edu assured cross riverians that the government of Sen Prof Ben Ayade will continue to do her best to return back this places to better levels of functionality as soon as possible working with other stakeholders as well as partners who have already been contacted to support the rebuilding process. She called on Cross Riverians to expose anyone with government properties while still advising on the need for people to be very careful as both TB, COVID-19, and other dangerous/infectious diseases samples were all carted away and the contagiousness puts us all at high risk.

Recovering of some looted items is still ongoing as the Health Commissioner went on a tour round the State capital to help recover some of the stolen/looted items and the result so far has been encouraging as she set aside her birthday celebration to carry out the exercise stating that the health and welfare of cross riverians comes first and remains her top most priority.

Cross River State Governor, Sir Ben Ayade says there is need for every citizen of Nigeria to pray and forgive one another, irrespective of religious, ethnic or political belief at this trying time in the country.

Ayade stated this in a congratulatory message signed by his Chief Press Secretary, Mr Christian Ita, to Muslim faithful on the occasion of the 2020 Eid-el-Maulud to celebrate the birth of Prophet Muhammed.

The Governor who singled out prayers , patriotism and respect to constituted authority as part of the qualities of the Holy Prophet Muhammed, explained that Nigerians need to imbibe those qualities to guarantee a peaceful and united country.

He urged Muslim Ummah to use the period of the celebration for sober reflection and pray for peace, stability and togetherness in the country, saying that a prosperous Nigeria hinges on peaceful co-existence irrespective of the grievances.

"On behalf of the Government and People of Cross River State, I congratulate the Muslim ummah, particularly those resident in the State on the occasion of the celebration of prophet Muhammed's birthday.

He lamented about the rate of Infrastructural destruction by saying the youth could have done better if they had used any other means besides the destruction of private homes and businesses.

Search houses for looted items, take legitimate action to halt violence- Ayade charges security agents

Following the deployment of more soldiers to Calabar to help quell violence, Cross River Governor, Sir Ben Ayade has asked security agencies in the State to take legitimate actions to halt the arson and carnage witnessed in some parts of Calabar.

The governor also wants the security agents to carry out a house to house search for looted property and arrest everyone involved in the looting of both public and private property in the state.

The Governor who said he understands the pain of the people averred that there was need to protect the collective commonwealth of the people which is currently under threat by some persons who are desperately trying to discredit the peaceful disposition of Cross Riverians.

He urged the security agencies to take legitimate actions to ensure that calm returns to the State especially as the Government was already working towards ensuring the demands of those who genuinely participated in the #EndSARS march are met.

The Governor also called on Cross Riverians to rise up and defend their land from criminal elements bent on destroying the image of the State.
