Explanation is simple.

The senate or its representatives drafted the bill and not the presidency.

The bill is drafted in a certain format which the presidency did not demand for but was done solely at the discretion of those who drafted it.

The Presidency has said that the first 2 bills had the card readers included and the last one in August had it removed.

I believe those who drafted it thought they could fool the presidency since they had already included it the first 2 times which the presidency had seen so they felt they could mischievously remove it this third time with the hope that it would not be noticed . They were wrong.

The Presidency has denied the inclusion of the card reader in the latest bill sent and have kept their own copy of what was sent to them. It is now left to those who drafted the bill to prove otherwise by showing their own copy.

If the Presidency admitted to the card reader being there the first 2 times, why would they deny the 3rd time?

My conclusion is that those who drafted this wanted to pull the proverbial " the more you look, the less you see" on the Presidency. The omission of the card reader in this last bill is true and was deliberately done. QED.

This program has been on since October 2017 and did not begin now nor is it because of the election.

This program is sustainable for another 2 years which is the aim of the government which is why they rolled out other empowerment programs like Tradermoni, Marketmoni, Farmersmoni which are all colaterla free loans from the FG to care for petty traders, small scale marketers and large / small scale farmers . Enough to get them self reliant and out of poverty levels. Over 300k people nationwide have already taken advantage and are directly benefiting from them.

This government may have borrowed but they did so to fund infrastructure and not to pay salaries which is something the past administration cannot boast about despite having huge returns on soil sales.

This government even with half of that in cost of crude has never borrowed to pay salaries but has consistently been given bail outs.

At $130 per barrel of crude, the PDP government still rendered about 30 states bankrupt and unable to pay salaries but even when oil was $27 per barrel PMB was still able to pay bail out funds to States and has never owed any till date.

This government is better than what we had and keeps getting better.
