The presidency has denied reports claiming that President
Muhammadu Buhari said the United States had been aiding
and abetting the campaign of bloodletting of Boko Haram.

At a presentation at the United States Institute of Peace
during his recent trip to US, Buhari had urged the American
government to review the Leahy law so that it could provide
the needed assistance to Nigeria to crush Boko Haram.

According to Wikipedia, the law prohibits the US department
of state and department of defence from providing military
assistance to foreign military units that violate human rights with impunity.

Speaking in an interview with BBC on Thursday, Femi
Adesina, special adviser to the president on media and
publicity, said Buhari was misquoted.
“What he meant was that if Nigeria didn’t have the calibre
and quality of weapons of ammunition it needed, it could
have been slowing the onslaught against insurgency,”
Adesina said.

“So, he was not saying that America was aiding Boko
Haram, he was saying that that decision could unwittingly
have helped Boko haram. What we know is that if Nigeria
has high-quality weaponry, if it has a kind of modern and
sophisticated armament that it needs, this insurgency would
be put down faster.

“Our soldiers keep complaining of out-modelled equipment,
guns that jam in the middle of action and all that. It goes
without saying that if they had sophisticated equipment,
they would do better.”

When asked if the US is the only place where Nigeria can
procure arms, Adesina said: “Obviously not but you start
with your allies. Nigeria has different allies but the capacity
and the capability of the allies differ from one another. We
know that the capacity of the US is very huge. So if we are
allies, why not start from them?”

Adesina said the allegations of human rights abuse against
the military were being investigated, adding that the current
government is addressing the situation effectively.
“Very serious allegations but the president also said the
rules of engagement have been changed. America has got
to believe that,” he said.

“If they believe that President Buhari is a man of integrity as their president has said and that same man told them that rules of engagement have changed and they are ensuring
that civilians and all involved in the theater of war are well
protected, then they ought to believe this president.

“At the US institute of peace, there was a roundtable and
there were questions and answers, so he (Buhari) made a
presentation and that came up and because President
Obama had earlier asked his Nigerian counterpart to come
up with his wish list, I know that the equipping of the
Nigerian armed forces will be included in that wish list.
“Nigeria will be quite glad if the embargo is lifted, that is
what we expect.”
