Former Vice President, Atiku Abubakar, on Thursday criticised President Bola Tinubu’s condolence visit to Plateau State, describing it as a troubling reflection of what he called a growing disconnect between leadership and the plight of ordinary Nigerians. The Senate on Tuesday extended the implementation of the capital component of the 2025 budget from March 31 to June 30, 2026. The extension followed the passage of a bill to amend the 2025 Appropriation Act after a clause-by-clause consideration. The bill was sponsored by the Senate Leader, Senator Opeyemi Bamidele (APC, Ekiti Central). Leading the debate, Bamidele said the amendment became necessary as the execution of capital projects had not reached optimal levels despite the release of about 30 per cent of funds to Ministries, Departments, and Agencies. “This situation, if not urgently addressed, risks exacerbating the already troubling incidents of abandoned or partially executed projects across the country,” he said. He added that many of the projects remained relevant, noting that only about 70 per cent were captured in the 2026 budget. Bamidele warned that without the extension, key infrastructure projects of President Bola Tinubu may suffer disruption. “The bill is aimed at ensuring continuity, improving budget performance, and promoting efficient use of funds. “It is also aimed at strengthening fiscal discipline and safeguarding public resources from waste. “Furthermore, this extension will contribute meaningfully to economic reflation by sustaining capital expenditure flows, conserving jobs, and supporting ongoing development efforts across key sectors of the economy.” In his remarks, the Deputy President of the Senate, Senator Barau Jibrin (APC, Kano North), said the extension aligns with the administration’s infrastructure drive. “It is in tandem with the ‘Renewed Hope Agenda’ of Mr. President to bring about prosperity to our nation. And this cannot be done without building the critical infrastructure needed to bring this vision to fruition. “It is in this regard that it is very important that time should be given so that the projects that have been started and are ongoing can be concluded. The Federal Government on Tuesday unveiled a sweeping regulatory regime that will bar all imported vehicles from entering Nigeria without prior certification, in a move aimed at improving road safety and curbing the influx of substandard automobiles. The policy, tagged the Standard Organisation of Nigeria–National Automotive Design and Development Council Vehicle Conformity Assessment Programme, introduces a strict “no certification, no entry” rule for all new and used vehicles entering the country. Speaking at a stakeholders’ sensitisation workshop in Abuja, the Minister of State for Industry, Trade and Investment, John Enoh, said the programme is now a full government policy and not a pilot scheme. “I want to clarify again that this is not a proposal or a pilot. This has become government policy and takes immediate effect upon commencement,” he said. It aligns fiscal instruments, foreign exchange import financing, and revenue systems with safety and standards objectives. It also strengthens the long-standing work of the Standard Organisation of Nigeria and NADDC within a coordinated whole-of-government approach. And I think that with effect from the commencement of this SON-NADDC VehCAP, all new and used vehicles and automotive products entering Nigeria must obtain pre-shipment certification on that VehCAP before form M approval, before customs valuation, before power processing, before import clearance, and before market entry,” he stated. Enoh stressed that any vehicle that fails to meet the requirements would be denied entry into the country. “No vehicle or automotive product shall be imported, cleared, registered or licensed without valid certification. Any non-compliant import shall be subject to refusal of clearance, seizure, or sanctions under applicable laws,” he added. The minister, however, acknowledged concerns around calls to ban used vehicles, popularly known as “Tokunbo,” urging a balanced approach. “I think that without taking an extreme position, we must find a middle ground. There are economic challenges, there is purchasing power, and there is also the capacity of local assemblers to meet demand. “But at the very minimum, if we adhere strictly to existing regulations, such as limits on the age of imported vehicles, our problem will not be nearly as bad as it is,” he said. He described the programme as a response to rising road accidents linked to substandard vehicles. “We did not arrive here by accident. Too many Nigerians have died from accidents caused by vehicles that fell short of required standards. Nigeria deserves better, and this government is determined to deliver better,” he added. Enoh said the implementation of the programme would involve multiple agencies, including the Nigeria Customs Service, Central Bank of Nigeria, Federal Road Safety Corps, and the Nigerian Ports Authority. He explained that the Customs Service would ensure that no vehicle is cleared without certification, while the CBN would align foreign exchange approvals with compliance requirements. “For Customs, no vehicle should proceed to clearance without a valid certificate. Non-compliant consignments must be detained or re-exported. “For the CBN, import financing instruments must be conditional on valid certification. These institutions control both the physical and financial gateways of importation,” he said. He added that the FRSC would integrate certification into vehicle registration and enforcement systems, while state governments must ensure that non-compliant vehicles are not registered. For the FCCPC, you are expected to treat VehCAP certification as a baseline for consumer protection enforcement for vehicles. State governments, because we run a federation with federal units, state governments are expected to align vehicle registration systems with VehCAP requirements. Most importantly, let me acknowledge the very profound role that was played by the Minister of Finance and Coordinating Minister of the Economy, Wale Edun, for approving the VehCAP initiative,” he warned. The minister urged Nigerians not to see the policy as an additional burden but as a necessary intervention to save lives and strengthen the economy. He also linked the initiative to the industrialisation agenda of President Bola Ahmed Tinubu, noting that it aligns with broader efforts to improve product standards and protect consumers. “As Nigerians, because of the circumstances that we face, almost every move that is made by the government, the citizens tend to misunderstand it, without looking at the real essence of that. Last week, the ministry signed a concession agreement on product authentication and tracking systems. People must appreciate what that concession tries to kill in terms of fake and adulterated products that have killed millions and millions of people. “As we launch this program today, it’s important that people are concerned more with the safety necessity and with what it attempts to kill than with how much economic hurt it brings to the citizenry. It’s very important. So this should not be seen as a burden, but as a corrective measure. “For the several years that we have continued to live and to exist and to accommodate all of this that is supposed to have been controlled in the first instance. We didn’t arrive at this by accident. We arrived here because too many of our fellow Nigerians have died in accidents caused by vehicles that fell short of Nigeria’s required standards, gaps that some CAP had addressed in part and which the CAP now comprehensively closes. And I believe that the authority structure is clear. The need is urgent. What remains is for us to execute it. Let us act, therefore, in unison to protect the Nigerian people,” he said. Earlier, the Director-General of the National Automotive Design and Development Council, Joseph Osanipin, said the programme represents a shift from post-import inspection to pre-entry verification. “VehCAP shifts our system from ‘inspect after arrival’ to ‘verify before entry.’ Once a substandard vehicle enters the country, the cost of control, both economic and human, becomes significantly higher,” he said. He noted that Nigeria’s automotive market, one of the largest in Africa, has long been challenged by the influx of poorly verified used vehicles. “Many vehicles enter without adequate checks on safety condition, emissions performance, and lifecycle history. This has led to mechanical failures, increased accident severity, and circulation of substandard components,” he added. The Director-General of the Standards Organisation of Nigeria, Ifeanyi Chukwunonso Okeke, said the initiative would strengthen regulatory oversight and improve consumer protection. “The programme introduces a more structured, preventive, and standards-driven approach. It ensures that only products that meet established requirements are allowed into circulation,” he said. He added that the new framework would enhance transparency, promote fair competition, and support Nigeria’s industrial growth. The VehCAP programme builds on the existing SON Conformity Assessment Programme but introduces a sector-specific framework tailored to the complexities of the automotive industry. Under the new system, vehicles will be assessed and certified in their country of export before shipment to Nigeria. The policy is expected to improve road safety, reduce environmental risks, protect consumers, and create a more competitive environment for local automotive assembly. No fewer than 9.2 million Nigerians have benefited from the Federal Government’s Household Prosperity and Empowerment Cash Transfer Programme, with approximately ₦688bn disbursed within two years. The Minister of Humanitarian Affairs and Poverty Reduction, Dr Bernard Doro, disclosed this on Monday at the HOPE-CT implementation update and press conference in Abuja. The cash transfer scheme, anchored on the National Social Register, is one of the Federal Government’s key social protection interventions aimed at cushioning the effects of recent economic reforms on vulnerable households. The programme is being implemented in collaboration with the National Identity Management Commission, the National Social Safety Nets Coordinating Office, the National Cash Transfer Office, and the National Social Investment Programme Agency. In his presentation, Doro said the HOPE-CT initiative was introduced as a shock-response mechanism to support low-income Nigerians amid ongoing macroeconomic adjustments, adding that beneficiaries receive ₦75,000 in three tranches. He said, “Under this intervention, eligible households receive ₦75,000 distributed over three tranches, helping families meet essential needs such as food, healthcare, and ededucationif you ask me, N75,000 is indeed a lot of money to Nigerians, and there are many things they could do with it. “As of today, 9,178,837 beneficiary households across Nigeria have received at least the first tranche of ₦25,000, demonstrating the scale and reach of this programme. “The second and third tranches are progressing steadily. 7,203,579 beneficiaries have received the second tranche, and 6,497,089 have received the third, with disbursement continuing to roll out across all states. The remaining beneficiaries within these tranches are actively being processed, and every eligible household will receive their full entitlement.” On the duration it takes to reach the entire 9.2 million households, the minister explained that ‘the intervention spanned from November 2023 to February 2026.’ He added that all beneficiaries must be captured in the National Social Register and verified using either a National Identification Number or Bank Verification Number to ensure transparency. “Out of the 9.17 million beneficiaries reached so far, 5,391,225 are women — representing 58.7 per cent of all beneficiaries, while 3,787,612 are men, representing 41.3 per cent. “By empowering women through the HoPE Cash Transfer Programme, we are supporting mothers, caregivers, entrepreneurs, and community leaders who form the backbone of family resilience across Nigeria,” he stated. In her remarks, the Director-General/Chief Executive Officer of the National Identity Management Commission, Dr Abisoye Coker-Odusote, said the use of identity verification had strengthened transparency and accountability in the programme. Coker-Odusote emphasised that identity, especially in Nigeria, goes beyond just being a number. She said, ‘It is an access to opportunity, social protection, and full benefits of citizenship. This belief has guided our partnership with the National Social Safety Nets Coordinating Office to ensure that the HoPE-CT programme is not only impactful, but also transparent, targeted, and efficient. “Today, I am pleased to report significant progress. As of the end of February, a total of 13,240,100 individual records have been securely shared with NIMC for verification. Out of this figure, 11,831,861 records have been successfully verified while 1,408,284 records did not pass verification. “Now, let me emphasise — this is not a setback. It is a strength of the system. Every failed record has been thoroughly analysed, and we have provided NASSCO with a clear diagnosis of the issues, alongside practical solution pathways. As we speak, an additional 3.1 million records are currently undergoing processing.” Similarly, the Minister of Information and National Orientation, Mohammed Idris, who was represented by the ministry’s Director of Protocols, Dr Suleiman Haruna, highlighted that the programme had provided relief to millions of Nigerians. According to him, the HoPE-CT programme is about showing every Nigerian, especially those at the grassroots, that “their government sees, hears and is actively working to improve their lives.” “Over the years, many Nigerians have fallen into economic vulnerability. But in the last three years, many have been saved through various programmes of the government. “We will continue to support all government programmes in their effort to reach their intended audiences,” he stated. On the scope of the intervention, the Minister of State for Humanitarian Affairs and Poverty Reduction, Dr Yusuf Tanko Sununu, said the programme was designed to stabilise vulnerable households and strengthen resilience. He argued that through the integration of the National Social Register and digital payment systems, the programme continues to strengthen transparency, improve targeting, and deepen financial inclusion, while ensuring that assistance is delivered efficiently and with accountability. Earlier, the Programme Manager of the National Cash Transfer Office, Abdullahi Alhassan, said the initiative was funded through an $800m facility from the International Development Association of the World Bank. The case is currently before Hon. Justice S.H. Aprioku of the Rivers State High Court, Port Harcourt. The Rivers State Accountant-General and the Ministry of Budget and Economic Planning have disclosed to the High Court of Rivers State in Port Harcourt how the administration of former Rivers sole administrator, Vice Admiral Ibok-Ete Ibas (Rtd), allegedly spent more than ₦302 billion received from the Federation Account Allocation Committee (FAAC) and other sources between March and August 2025. The revelations followed a Freedom of Information lawsuit (suit number PHC/4153/CS/2025) filed at the High Court by the Socio-Economic Rights and Accountability Project (SERAP), which is seeking transparency and accountability regarding the six-month emergency rule in Rivers State. The case is currently before Hon. Justice S.H. Aprioku of the Rivers State High Court, Port Harcourt. In a counter-affidavit dated 10 March 2026, submitted in response to SERAP’s suit, the Accountant-General and the Ministry of Budget and Economic Planning stated that Rivers State received ₦253,480,052,907.33 in FAAC allocations between March and August 2025. Exhibit DTI (bank statements) and Exhibit DT2 (capital pages of the Government House estimate), filed in support of the counter-affidavit and comprising 49 pages, provide some details of government expenditures exceeding ₦300 billion, including FAAC allocations and other funds. The counter-affidavit stated in part: "Our records show that ₦28 billion was approved for the installation of Closed Circuit Television (CCTV) at the State House but no expenditure was incurred in respect of the project. Therefore, no document evidencing such expenditure can be provided. "The Defendants/Respondents do not contest SERAP's right to access information under the Freedom of Information Act and has no intention whatsoever of withholding the requested documents. "The Defendants/Respondents have now compiled and made available the requested information in accordance with the provisions of the Freedom of Information Act, and copies are herein attached as Exhibit DTI (bank statements) and Exhibit DT2 (capital pages of the Government House estimate). "By furnishing the documents requested, the Defendants/Respondents have substantially complied with SERAP's demand." "While the Defendants/Respondents recognize the public interest in transparency and accountability, the delay in providing the requested information did not occasion any specific or proven injury to SERAP,” it said. SERAP deputy director, Kolawole Oluwadare, said, "We are studying the large documents on the spending of the over ₦302 billion [₦302,352,458,523.07] of FAAC allocations and other funds by the Rivers State government between March and August 2025. "Our teams are analysing the spending project-by-project and we will decide whether our requests for information have been fully complied with or whether a fresh request for information or an amendment to our originating processes is necessary. "Our preliminary assessment of the two exhibits—Exhibit DTI (bank statements) and Exhibit DT2 (capital pages of the Government House estimate)—show, among other others, the following details: Rivers State received FAAC inflows of over ₦253.48 billion (₦253,480,052,907.33) and other receipts totalling over ₦44.87 billion (₦44,868,976,368.32) from March to August 2025, bringing the total funds received to approximately ₦298.35 billion (₦298,349,029,275.65)." He said the two exhibits presented show transfers to government entities, payments to individuals (NIP transfers), and repeated transfers to Government House between March and August 2025, with total spending exceeding ₦302.35 billion during this period. According to him, the records indicate multiple payments to Government House ranging from ₦1.8 million to ₦4.27 billion, including transactions of ₦61.9 million, ₦122 million, ₦170 million, ₦389 million, ₦750 million, ₦850 million, and ₦900 million, with the ₦900 million payments occurring repeatedly. A single transfer of ₦4.27 billion was recorded in August. Over ₦112.41 billion (₦112,408,021,641.07) was reportedly spent on salaries, pensions, and overheads, while ₦163.44 billion (₦163,441,654,922.70) was allocated to ministries, departments, and agencies (MDAs). Of this MDA allocation, more than ₦106 billion was disbursed in August alone, highlighting a significant concentration of spending within that month. Additionally, over ₦26.01 billion (₦26,011,189,540.73) was reportedly used to service loans, while over ₦491.59 million (₦491,592,418.57) was spent on bank charges, bringing total expenditures for these items to approximately ₦26.50 billion (₦26,502,781,959.30) during the same period. "Over ₦2.5 billion was released for the construction of Government House quarters, but only about ₦1.1 billion is reflected in the exhibits as actual spending. The exhibits show a revised allocation of ₦2.67 billion for office building repairs, while about ₦404 million was spent," he said. "₦350 million is stated to be allocated for canteen and kitchen equipment. It is unclear from the exhibits how much was released for the project. Over ₦463 million was shown to be spent on rehabilitation projects. A project initially budgeted at ₦800 million appeared to be increased to ₦1.56 billion." "The closing balance in the account as at August 2025 was ₦19,929,707,462.66," he added. In the lawsuit, SERAP is seeking a determination on whether, under the combined provisions of Sections 13, 15(5), 16(2), and 39 of the 1999 Nigerian Constitution (as amended) and Sections 1(1), 2(3)(d)(v), 2(4), and 4(a) of the Freedom of Information Act, 2011, it is entitled to access the information requested from the defendants/respondents. The case, filed by SERAP on October 31, 2025 against the Accountant-General of Rivers State and the Rivers State Ministry of Budget and Economic Planning, is currently pending before Hon. Justice S.H. Aprioku of the Rivers State High Court. Excerpts: Recently, the soldiers fighting insurgency in your constituency reportedly recorded heavy casualties from an insurgent attack. What happened? What happened in Ngoshe is that the military there lacked the adequate equipment and ammunition, MRAPs. That is why they had to do a tactical withdrawal when the terrorists struck and then reassemble and come back to take Ngoshe. So, if they were adequately equipped, they wouldn’t have been dislodged because Nigerian army are very gallant; they are strong, determined young people. Some of them gave up their lives in the process as they stood firmly to fight. Recently, you were quoted to have raised the alarm that Borno state and the entire North East mIght be taken over by terrorists if the military is not equipped by the federal government, can you explain more, any intelligence before you? When you run out of ammunition and don’t have where to take cover, we have to tell government to do something about that, and I stand by my position. I worked closely with the army. Whenever I have intelligence, I share it with them; it’s not something that I will share on the pages of newspapers.If there is any information, I normally not only share it with the army and other security agencies in the country, but I talk with them one-on-one personally. I do share information with them. When I get information related to intelligence, I share it with them, I discuss it with them, and they always act on it. But as for the lack of adequate equipment and arms, it is still insufficient. The government is doing something, but what I’m saying is that it should do more so that the armed forces and other security agencies will be fully equipped to face this problem that we are having. The army in Ngoshe and Pulka had to withdraw because they didn’t have enough arms, ammunition, and the right equipment, especially MRAPs and gun trucks, to face the insurgents. I still believe once they have the equipment and ammunition, they will be able to overcome this problem within the shortest possible time. But the army around Ngoshe recently went back there and took over. But still, as they are now, they don’t have the adequate equipment or ammunition required for a task force battalion. The task force battalion requirement is known. We have enough soldiers now in Ngoshe, but they don’t have enough equipment to face the challenge. I’ve gone there myself. I’ve seen what they have. You have commended the President on his efforts in tackling insecurity before now. What’s the issue now? I will always commend him when he does well. Like now, he has declared a state of emergency on security. He has increased the number of army recruits. He has increased depots for training of soldiers; that is commendable. He has asked police to increase their recruitment. The DG, SSS has introduced the forest guard, and they are effective. But as I still said, once they don’t have the training, equipment, ammunition, and motivation, the task cannot be achieved. Have you discussed these problems with the President? I don’t have access to the President, but Mr. President has openly said that he reads everything Nigerians say on the media, and I am hoping that Mr. President will listen to this. I am hoping also that Mr. President will increase on what he is doing. I know some of the great works he has been doing, and I have been commending him, but when it’s not enough, you tell him it’s not enough. Going forward, can we know some of the problems your constituents are facing from the terrorists? One, Gwoza has been burned down to ground zero; they have been displaced, and they are living in a primary school in Pulka now; they are camping there. The government went and gave them relief materials. They are willing to go back, but their village or town has to be rebuilt for them to be able to go back. Then the soldiers there have to be equipped, trained, armed, and motivated to defend the people that will go back. Are the people willing to go back, going by the fact that soldiers there lack adequate equipment? The people are willing to go back because the soldiers on ground have reinforced the number of troops in Ngoshe right now. They have scavenged or they have drafted some from Pulka, from Gwoza, from Kirawa nearby to reinforce the number of troops on ground, and they are holding ground. But if you go and see even where they are living, which has been burned down, I met soldiers trying to construct temporary shelter. Some of them are made of grass and thatch for them to be able to put shelter on their head, where they will sit. They don’t have the equipment. They don’t have the ammunition. If they have all those things, Nigerian army are gallant, resilient, and strong to stand these terrorists. But you cannot face them with inferior equipment and arms because they come in with large arms. That’s why they dislodged the army, and it took the army about three days to reclaim that place. What is the morale of the soldiers fighting the insurgents like? Their morale is still high, but they are being demoralized because they don’t have equipment. If they have the equipment, they are ready. They don’t have MRAPs, they don’t have gun trucks, they don’t have other arms and ammunition required. If they have all these things, these ragtag terrorists cannot face the Nigerian army. How many areas are affected by this insurgency within your constituency? In my constituency, I can say my own area is most affected. That is Gwoza, especially Gwoza East and part of Gwoza West and Damboa Local Government. Biu Local Government, Hawul Local Government, and then Uba/Askira Local Government, Chibok Local Government. These are the areas that are around the Sambisa Forest and the Mandara Mountains. These two areas are most affected. And in Borno North, the Lake Chad area is affected, which affects Marte, Monguno, Kala/Balge, Gomborungala Local Government, Damasak Local Government—all those areas in the north that are around the Lake Chad Basin are also facing the same problem; all of them are facing the same issue, and that is lack of equipment and lack of ammunition, lack of adequate training, and lack of motivation. As I said, the salary of a private soldier is ¦ 100,000, which is just about $70 per month. Their feeding allowance is only ¦ 3,000 per day. These are not intelligence matters. These are facts on the ground. The President has to know that, and the only way I can have that message sent across to the President is through the media because having access to Mr. President is another problem. What do you think should be the solution to this insurgency? How can it be brought to an end? It can be brought to an end if the Nigerian army is well trained, well equipped, well armed, and well motivated. That I call TEAM: training, equipment, ammunition, and motivation. Once the Nigerian army and the other armed forces like supporting security agencies like SSS, like police, like forest guards—all of them—if they are well equipped, well trained, well armed, and well motivated, I assure you that our troops are gallant enough to execute this project within the shortest possible time. And most importantly again, the ground troops must be supported by air support. We don’t have enough attack helicopters. As I’m speaking to you now, we don’t have enough attack helicopters in all the black spots. How is life in the areas affected by this insurgency? Our people are very resilient. Even as I went to Gwoza, despite the situation, they are saying that they are ready to go back immediately if there is a conducive environment. The security agencies are there; all they need is arms, ammunition, motivation, and training. Once these are provided to them, they will be able to defend the communities. And once they have air support, the ground troops will be ready to move anywhere. There should be attack helicopters permanently located, particularly anywhere they have a brigade; they should be able to have an attack helicopter. Authorities in Borno State may have made efforts to salvage the situation. How far have the efforts helped? In fact, the governor is overstretching himself. That is to say, most of the resources of Borno State now are channeled towards providing the necessary support to the Nigerian army and other security agencies. The state governor has spent and is spending a lot of money in buying logistics, starting from Hilux vehicles, armored vehicles, and whatever in terms of food, in terms of logistics; the governor is doing his best.
