The main judgement will go to the appeal, but, the stay in execution will stay in the same high Court

no sense here.

Another high court can't grant stay of execution on a matter that has been decided by a high court.
So the only place to go is the court that gave the initial judgement or appeal court.

The reality here is that the police can't even arrest him cos he's a naval personnel and not a civilian. They can only report him to the Navy who would punish him based on their own code of conduct.
