My Dear People of Oyo State,
I address you at this time to talk about some of the issues that have been thrown up by the End SARS protests in Oyo State. I have always said that peaceful protests are an important part of our democratic process, and no one should be harassed or brutalised for protesting. For this reason, we deployed members of Operation Burst to protect protesters. And we are happy to report that there have been no cases of disruptions of protest grounds in Oyo State since they started work.
However, the past two days have seen a new dimension to the ongoing protests. Thugs and hoodlums have taken advantage of the situation to perpetrate uncivil acts and harass citizens who are going about their day-to-day activities. Some thugs are going as far as forcing people who have businesses open to close shop and join in the protests. We know these are criminal elements. And so, as a state, we must act to protect the citizenry.
Therefore, we are deploying members of Operation Burst to various hotspots in Ibadan to arrest the situation and restore normalcy. The members of the team will continue to protect genuine protesters and their right to protest. But we can not allow persons with ulterior motives to hijack the protests.
We remain committed to the process of meeting the demands of these protests. Already, as promised, the Director of Public Prosecution, Ministry of Justice, Oyo State, has withdrawn cases against End SARS protesters, and those in custody have been released.
Also, the Oyo State Government has set up platforms for reporting past and present incidents of police brutality and injustice. This will naturally pave the way for the next steps in our quest to get justice for the victims. I urge the good people of Oyo State to trust the process that we have set up and rest assured that every case will be pursued to a logical conclusion.
I have directed that all schools in Ibadan, should be closed from tomorrow, Wednesday, October 21 2020 for the rest of this week. The situation will be reviewed on Friday, October 23 2020, and then further directives will be given.
Please call 615 should anyone attempt to disrupt your legitimate business activities.
We will continue to seek ways to engage with peaceful protesters. Our plan is that in the shortest possible time, we can finally say the days of large-scale and wanton police brutality and injustice is a thing of the past. Let me also use this opportunity to call on members of the Nigeria Police Force to remain professional in the discharge of their duties as they will be held responsible for their actions.

Airstrikes were reported in the early hours of Monday near Damascus and Homs, according to Syrian media. Syria has blamed Israel for the airstrikes. The airstrikes occurred just hours after satellite images from ImageSat International showed four Russian S-300 missile defense systems near Masyaf, not far from where the airstrikes occurred.
The S-300 was supplied to Syria by Russia in the fall of 2018 after an Israeli airstrike in Latakia led to Syrian air defense downing a Russian plane with an S-200. The weapon system was supplied by Russia as a message to Israel after Moscow condemned Israel for its airstrikes, which it said had led to the Syrian mistake and the downing of the plane.
However, over the last nine months, the system has not been declared operational. Things changed on June 30, when photos showed four of the S-300s and a deployed radar system. The radar has a detection range of several hundred kilometers and the missiles can allegedly intercept targets up to 200 km. away. The Masyaf area where the missiles were set up is only a few dozen kilometers from an area Syria said was hit by an airstrike on Monday morning.
This shows that airstrikes targeted an area right under the nose of the S-300. If the system was operational, as some reports indicated, then why were airstrikes able to take place so close to the system? This also raises questions as to whether the airstrikes show that Syria’s air defense is still ineffective and whether they were designed to send this message. In the past, airstrikes were reduced following the anger in September from the Russian aircraft downing. In addition, Israel and Russia have held frequent discussions about Syria, and on Israel’s concerns about Iranian entrenchment.
Israel has said it does not want Iran building more bases or transferring weapons through Syria. According to the former chief of staff Gadi Eisenkot in an interview with The New York Times, Israel carried out more than 1,000 strikes in the last several years.
Israel recently hosted the US National Security Advisor John Bolton and his Russian counterpart for a high level meeting. Discussions focused on Syria and the region.
The messages from Jerusalem are well known. Damascus also knows that by hosting Iranian bases and allowing continued Iranian entrenchment that this raises tensions.
The airstrikes on Monday were wide ranging, in an area over 160 km. in extent from Homs to Damascus. Their extent – and reports in Syria that they killed civilians – raises the stakes. They also appear to show that the S-300 system was either not effective or not yet turned on. It may be operational, but for whatever reason the Syrian regime and its Russian ally have chosen to keep the launchers in the same place, visible to satellites. This is also a message by the Syrian regime that the launchers are out in the open and that everyone knows where they are. With four launchers, the Syrians have the capacity to track up to one hundred targets and ostensibly strike at many of those targets simultaneously with the system.
The July 1 airstrikes may be a watershed or evidence of more to come. What they clearly show is that Syria is still struggling to use its more advanced air defense system, or is wary of even turning it on and risking it being harmed. For instance, according to a report at Ynet in May, an Iranian-deployed 3rd Khordad system – which was flown into T-4 base – was waiting to be unpacked in April when it was hit by an airstrike. The 3rd Khordad is similar to the S-300 in some ways and poses a threat. The S-300s near Masyaf were not damaged on July 1, according to reports.

MOSCOW — Russian President Vladimir Putin confirmed Tuesday that Israel did not shoot down a Russian military reconnaisance plane with 15 people on board, saying the downing of the plane by Syrian air defenses was a “chain of tragic accidental circumstances.”
“It rather looks like a chain of tragic accidental circumstances,” Putin told reporters, rejecting any comparisons with the downing of a Russian jet by Turkey in 2015.
“An Israeli jet did not shoot down our plane,” Putin said.
The Russian defense ministry earlier Tuesday had blamed Israel for the incident and warned of reprisals.
Putin said he had signed off on the defense ministry statement. “No doubt we should seriously look into this,” Putin said, speaking at a news conference after talks with Hungarian Prime Minister Viktor Orban.
Putin will speak with Prime Minister Benjamin Netanyahu later in the day, Putin’s press secretary Dmitry Peskov told the TASS news agency.

It was all over in two minutes.
U.S., French and British forces hit three suspected Syrian chemical weapons facilities with a total of 105 weapons that all struck their targets within two minutes at about 4 a.m. local time, Pentagon officials said Saturday.
"Could not have had a better result -- Mission Accomplished!" President Donald Trump said in a Tweet early Saturday.
The attack involved ships, aircraft and one submarine operating from the Eastern Mediterranean, the Red Sea, and the Northern Arabian Sea against three targets -- one on the outskirts of Damascus and two others 90 miles to the north.
A total of 76 missiles -- 59 Tomahawk Land Attack Missiles (TLAMS) and 19 Joint Air to Surface Stand-Off Missiles-Extended Range (JASSM-ER) were fired at the sprawling Barzah Research and Development Center near Damascus, Marine Lt. Gen. Kenneth McKenzie, the Joint Staff Director, said at a Pentagon briefing.
At the same precise time, the Hims-Shinsar chemical weapons storage facility near Homs, about 90 miles north of Damascus, was hit with a total of 22 weapons -- nine Tomahawks, eight British Storm Shadow missiles, three French Naval Cruise Missiles and two French SCALP land attack cruise missiles, McKenzie said.
The third target, the Hims--Shinsar chemical weapons bunker facility also near Homs, was hit with seven French SCALP missiles, McKenzie said.
In the Red Sea, the Ticonderoga-class cruiser Monterey fired 30 Tomahawks and the Arleigh
Burke-class destroyer Laboon fired seven TLAMs.
In the North Arabian Sea, the Arleigh Burke- class destroyer Higgins fired 23 TLAMS, McKenzie said.
In the eastern Mediterranean, the French frigate Languedoc fired three naval versions of the SCALP missile and the Virginia-class submarine John Warner fired six TLAMs.
In the air, two B-1B Lancer Bombers fired 19 JASSMs. Britain flew a combination of Tornado and Typhoon fighters to launch eight Storm Shadow missiles. France flew a combination of Rafale and Mirage fighters to launch a total of nine SCALP missiles.
The strike represented the the first employment of JASSM-ER weapons in combat.
Currently, the B-1 can carry 75,000 pounds -- 5,000 pounds more than the B-52 Stratofortress -- of both precision-guided and conventional bombs. Its weapons include include the Mk-82 or Mk-84 general purpose bombs; the Mk-62 or Mk-65 Quick Strike naval mines bombs; cluster munitions such as the CBU-87, -89, -97 or Wind-Corrected Munitions Dispensers like the CBU-103, -104, -105; the GBU-31 or GBU-38
Joint Direct Attack Munitions ; the AGM-158 Joint Air-to-Surface Standoff Missiles; and the GBU-54 Laser Joint Direct Attack Munitions.
The JASSM-Extended Range has a higher survivability rate due to it its low-observable technology incorporated into the long-range, conventional air-to-ground precision-guided missile.
The non-nuclear B-1 bombers from Ellsworth Air Force Base , South Dakota, arrived at Al Udeid Air Base, Qatar, on March 31 for the first time in nearly two-and-a-half years to take over strike missions from B-52 Stratofortress bombers.
December, B-1 pilots and crew members told Military.com they were training round-the-clock for the evolving battlespace in the Middle East.
Despite claims by Syria, all of the allied missiles reached their targets without interference from air defense systems.
"We assess that over 40 surface-to-air missiles were employed by the Syrian regime," McKenzie said, and "most of these launches occurred after the last impact of our strike was over."
He said the Syrian launches were ineffective and "clearly increased the risk to their own people based on their indiscriminate response -- when you shoot iron into the sky without guidance, it will inevitably fall to earth."
Advanced Russian air defense systems of S-400 and S-300 missiles were believed to be out of range of the three target sites and were not activated, McKenzie said. "There's no indication the Russian air defense systems were
deployed ," he said.
At a Friday night briefing, Joint Chiefs Chairman Gen. Joseph Dunford said that the estimated 2,000 U.S. troops in eastern Syria were put on heightened alert to guard against any retaliation for the missile strikes, but McKenzie said "we've not seen any military response to our formations."
McKenzie also said the U.S. was not immediately aware of any civilian casualties that may have resulted from the missile strikes.
"These strikes were a justified, legitimate and proportionate response to the Syrian regime's continued use of chemical weapons on its own people," Pentagon spokeswoman Dana White said. "We will not stand by passively while Assad, backed by Russia and Iran, ignores international law."
In addition to the strike aircraft, the mission involved a range of defensive counter-air, tanker refuelers and electronic warfare aircraft, including EA-6B Growlers, to support the operation.
“None of the aircraft or missiles involved in this operation were successfully engaged by Syrian air defenses nor do we have any indication that Russian air defense systems were employed,” McKenzie said. All of the allied aircraft returned safely to bases, he said.
McKenzie said the strikes were about double the size of the previous attack ordered by Trump last April 7 against a Syrian airfield in response to a suspected chemical attack north of Damascus with the nerve agent sarin.
In the 2017 response, a total of 59 Tomahawks were launched by the Arleigh Burke-class destroyers Ross and Porter and at least one of the missiles was believed to have missed its target.
In the operation aimed at Syria early Saturday, “we are confident that all of our missiles reached their targets,” McKenzie said. “None of our ‘Toms’ experienced any problems.”
As for the Barzah complex near Damascus, “it does not exist anymore,” McKenzie said. "They had three buildings there on the parking deck” at Barzah and “now they don’t."
"I think the words ‘cripple’ and ‘degrade’ are accurate words,” he said, to describe the impact on the three targets.
Without getting into specifics, McKenzie and White also said that the missile attacks were conducted in a way to limit the possibility that the explosions hitting chemical storage sites would trigger plumes that could cause civilian casualties.
Both White and McKenzie echoed Defense Secretary Jim Mattis, who said Friday night that the missile strikes were a “one-off” and would not repeated unless the regime of Russian-backed Syrian President Bashar al-Assad used chemical weapons again.
The April 7 suspected chemical attack on the town of Douma east of Damascus reportedly killed at least 40 and sickened more than 500.
White said the U.S. goal in Syria was to defeat the Islamic State of Iraq and Syria and support a United Nations-brokered settlement to the seven-year-old civil war that has killed an estimated 450,000 and displaced millions.
The chemical attack was a separate issue that required a response from the U.S. on moral and humanitarian grounds to the use of a weapon banned by the international community since World War I, she said.
“Our focus remains defeating ISIS; it is not to get involved in the Syrian civil war," White said.

Each year, on an almost daily basis, archaeological discoveries help us better understand the Bible and affirm its details about people, events, and culture.
Below are the top excavation findings reported in 2017 which have increased our knowledge of the biblical world and the early history of Christianity.

10) Pagan center discovered at Hippos/Sussita
A theater and bath house complex
discovered at Hippos/Sussita, overlooking the Sea of Galilee, was part of a pagan cult site. As part of the Decapolis—the pagan Roman cities mentioned in the gospels—Hippos/Sussita was not a focus of Jesus’ ministry, but many of its people were likely a part of his audiences (Matthew 4:25). The existence of this cultic center was first suggested by the discovery of a mask of the Roman god Pan in 2015.

9) Byzantine church mosaics found
Mosaic inscriptions found in the remains of churches excavated at the site of Byzantine villages in the Galilee give new evidence for the spread of Christianity in the region after the religion’s formal adoption by the Byzantine Empire in A.D. 380. The mosaics date to the fourth and fifth centuries. One includes the mention of a woman who was a donor to the church construction—clear evidence for the prominent role of women in the history of the early church. Then just last week, the discovery of another was announced, drawing more attention to how Christianity spread.

Recent excavations at Caesarea Maritima found the base of an altar that stood near the entrance of a temple dedicated to Augustus Caesar that was built by King Herod. The historian Josephus reported that the temple, built high to overlook the harbor, contained a gigantic statue of Augustus and a statue of Roma. Beneath the level of the altar, archaeologists found two large halls and the remains of a large staircase similar in construction to the architecture around the Temple Mount in Jerusalem. A church was later built on the site of the temple during the Byzantine period. (Archaeologists are re-excavating the entrance area to Caesarea as part of a large renovation to make it into a much larger attraction, including the restoration of its 2,000-year-old synagogue.)

7) Merneptah’s destruction of Gezer
Ten years of archaeology at Tel Gezer wrapped up in 2017. Archaeologists Steven Ortiz of Southwestern Baptist Seminary and Sam Wolff of the Israel Antiquities Authority (IAA) reported a
clear sequence of occupations and destructions dating from the time of the Egyptian pharaoh Merneptah (13th century B.C.) to the Assyrian conquest (eighth century B.C.). The Merneptah destruction affirms the inscription on the Merneptah stele in the Cairo Museum, which states: “Gezer has been captured; Yano’am is made non-existent. Israel is laid waste and his seed is not.” Another destruction level corresponds to the biblical account of a pharaoh who captured the city and gave it as dowry for his daughter, who became one of King Solomon’s wives (1 Kings 9:16).

6) 12th Dead Sea Scrolls cave confirmed
Seventy years after the first discovery of Dead Sea Scrolls in caves overlooking the famous body of water, archaeologists identified one more cave where scroll materials had been stored. A careful reinvestigation of Qumran Cave No. 53 by a team led by Randall Price of Liberty University and Oren Gutfeld of Hebrew University found broken pottery of the type that had been used to store scrolls. In the remains of one pot, they found a scrap of rolled papyrus but with no writing on it. The archaeologists also found 1950s-era pickaxes in the back of the cave, indicating it had been looted many years ago.

5) Seal impressions and tower redating in City of David
The City of David, the oldest area of Jerusalem, continues to reveal new details of life in biblical times. In September, the IAA exhibited for the first time a collection of clay seal impressions (known as bullae) which came from various excavations. The clay sealings date from roughly the time of King Hezekiah (700 B.C.) to the end of the Judean monarchy (586 B.C.). One of the sealings bears the name of Achiav ben Menachem, which suggests a connection to two kings of the northern kingdom: Ahab and Menachem. Archaeologists believe this is evidence that refugees from the northern kingdom of Israel found their way into senior positions in the southern kingdom of Judea.
Meanwhile, a tower guarding the Gihon spring in the Kidron Valley may not be as old as archaeologists had believed. When originally excavated a number of years ago, it was dated to the Canaanite period, 1700 B.C., because of pottery and other findings. But an analysis of organic matter by the Weizmann Institute of Science suggests construction around 800–900 B.C., during the Judean Kingdom period.

4) Timna copper camp dated to time of David and Solomon
For several decades, some Bible scholars have suggested that a lack of convincing archaeological evidence raises doubts about the significance of the reign of the Old Testament kings David and Solomon. But the evidence to support a powerful 10th century B.C. centralized authority based in Jerusalem has been piling up. This year, archaeologists from Tel Aviv University announced results on tests of donkey dung discovered at Timna, a site of ancient copper mines along the Rift Valley in southern Israel. The animal waste was 3,000 years old, and the donkeys’ diet indicated that their feed came from near Jerusalem—another example of centralized power at the time of David and Solomon.

3) Rethinking the identity of Bethsaida
Hometown to three of the apostles (Peter, Andrew, and Philip), Bethsaida is believed to have been located just east of the outlet of the Jordan River into the northern Sea of Galilee. But its precise location has eluded Bible scholars. Archaeologist Rami Arav of the University of Nebraska–Omaha maintains Bethsaida was located at et-Tell, a site he has been excavating since 1987. But its distance—two kilometers from the current shore of the lake—has always raised questions about that identification. This year, a team led by archaeologist Mordechai Aviam of Kinneret College discovered remains of a Roman-era bathhouse at el-Araj, much closer to the shore. Neither site is convincingly identified as Bethsaida at this point; other archaeologists have weighed in to support each side.

2) A relic from the temple that Jesus knew
Solomon’s portico, the double colonnade that surrounded the temple built by Herod, came into a little sharper focus this year with the discovery of an ornamental capital from one of the tops of the columns. Discovered by the Temple Mount Sifting Project, the capital—an architectural feature which mediates between a column and the load it bears—indicates that the 41-foot column had a circumference of 30 inches at its top. Jesus is recorded visiting Solomon’s portico during the Feast of Dedication (Hanukkah) in John 10:23, and the early church used it as a meeting place (Acts 3:11, 5:12).

1) Small Roman theater found next to the Temple Mount’s Western Wall
Although this may not be the Jerusalem Roman theater described by the Jewish historian Josephus, it is the first example of a Roman public building discovered in Jerusalem. Its discovery highlights the centrality of the Temple Mount in Jewish history and Roman control of the Jewish holy city. The theater was discovered at the bottom of eight excavated courses of Western Wall stones, 26 feet below Warrens Arch and the current level of the Western Wall plaza. Smaller than the typical Roman theaters seen today at Caesarea and Betshean, this theater could seat about 200 people. It may have been meant for entertainment, or perhaps for government meetings. Its date has not been precisely determined, but IAA archaeologists believe that its construction was halted before it was finished and put into use—perhaps by the beginning of the Bar Kochba revolt, about 100 years after the time of Christ.

Bonus Item: New dating for the tomb of Jesus
A final note on recent news about last year’s top item: The National Geographic-sponsored renovation of the traditional tomb of Jesus at the Church of the Holy Sepulchre in Jerusalem has offered new evidence that confirms the tradition linked to the site. Mortar recovered during last year’s renovation was dated to as early as A.D. 345, using a scientific process called optically stimulated luminescence. That supports the traditional dating of the construction of the first Church of the Holy Sepulchre, to mark the tomb of Christ, during the reign of the Roman emperor Constantine.
