The President, Major General Muhammadu Buhari (retd.), on Wednesday, decried what he described as the “terribly slow pace” of justice administration in the Nigerian courts.

Buhari, in his speech recalled how it took so long for the courts to decide and eventually dismiss the election petitions he filed to challenge his losses in the 2003, 2007, and 2011 presidential polls, declared that the Nigerian justice system needed an urgent reform.

He suggested that the judiciary should put a 12-month time limit on the hearing of criminal cases from the high court to the Supreme Court, while all civil cases should be concluded within 15 months.


Buhari spoke at the 60th Annual General Conference of the Nigerian Bar Association, with the theme, “Stepping Forward.”



His speech was read at the virtual conference by the Vice-President, Prof. Yemi Osinbajo (SAN).

Speaking about his experience, Buhari said, “At the end, I lost all three cases. I wondered then, why it needed to take so long to arrive at a verdict and if I had won the case, someone who did not legitimately win the election would have been in office all that time.


“In 2019, I was no longer petitioner; I had now become a respondent in the case of Atiku and Buhari and the whole process took barely six months; just over six months. What was the difference? The law had changed since my own in 2003, 2007 and 2011. We had now introduced time limits for election petitions. Everything must be done within a six to eight-month period. My question then is why can’t we have a time limit for criminal cases? Why can’t we have a rule that will say a criminal trial all the way to the Supreme Court must not exceed 12 months? And why can’t we do the same for civil cases? Even if we say that civil cases must not go beyond between 12 and 15 months. I think that for me is stepping forward.”


The president equally lamented the churning out of multiple and conflicting court orders by judges, noting that in the recent leadership crisis that rocked the ruling All Progressives Congress, no fewer than eight conflicting court orders were made by different judges in a space of six weeks.

Buhari also proposed a reform of the process of judges’ appointment, recommending that aspiring judges should take tests.

Africa’s history is too laced with folklore, unverifiable dates and persons. Great historical submissions like; Old Africa Re-discovered by Basil Davidson, the Dawn of Africa History by R. Oliver, A History of Islam in West Africa by J.S. Trmingham, History of the Yorubas by S. Johnson, Africa: Its People and Their Cultural History by G.P. Mudock, the Lost Cities of Africa by Basil Davidson, A Short History of Benin by J. Egharevba and a Brief History of the Okpe People by Prince Mebitaghan, etc., all suffer from conflicting dates, wrong geographical setting, half truths, mythologisation and exaggerations.

They are in most cases inadvertent because of insufficiency of information, where they exist they are not put in proper perspectives and used in details. In the preface to his book entitled, Merchant Prince of the Niger Delta, Professor Obaro Ikime said: “in the context of Nigerian history, certain names spring readily to mind-Bishops Crowther and Johnson, Kosoko, Jaja, Ovonramwen (Overami) and Nana, to mention but a few. Although the names of these and other leading Nigerians of the nineteenth century are freely mentioned in history circles, it is a fact, at the time of writing that in none of them is there any detailed study.

The reason usually advanced for absence of detailed studies is the lack of the kind of materials required for biographical surveys. This is largely true. But the absence of detailed studies has meant that even such materials as does exist have not been fully used in existing works”. This is an inviolable truism. Yet the history of Africa in the nineteenth and twentieth centuries carries a lot of credibility and dependability index. This is because the art of writing, education, revelations from the second world war gave a great impetus to nationalism, constitutional developments, religious teachings and independence, which are easily verifiable because of adequate documentation, although with miniscule bias by European and African historians and nationalists.

In this historical genre we have; Pan Africanism by G. Padmore, Ghana-Road to Independence by F. Bourret, Nigeria-Background to Nationalism, Politics in French speaking West Africa by R.S. Morgenthau, Others are: The Development of Modern Nigeria by O. Arikpo, Nationalism in Colonial Africa by Thomas Hodgkin, Senegal: A Study in French Assimilation Policy by Micheal Crowther, A Thousand Years of West Africa History by J.J.A. Ajayi and Ian Espie, Catholic Missions in Nigeria by Martins Bene and West Africa since 1800 by J.B Webster, A. Boahen and Idowu.

It is clear from details of the aforementioned historical observations that Africa’s ancient and parts of its modern history are long overdue for more detailed, factual and comprehensive research. It is also overdue for a complete demystification; demythologization and being purged of prejudicial syphilization, because a people whose past is unknown cannot channel a great course into the future. If we do a consummate job on our history we will no more be having the myth that Oduduwa came directly from heaven by means of a chain, that a ‘golden stool’ fell from heaven to consolidate the rule of the Ashanti King and that Ekaladerhan trekked through the path to Ife being a fugitive from justice, etc. These are all mere fabrications and myths to boost modern tribal and clannish renaissance. They must be discarded. The Bini, Yoruba, Urhobo, Ijaw, Itsekiri indeed Nigerian and nay Africa historians must go back to the drawing board.

In doing this, we have to review the syllabus and course content of our history students from primary through secondary to university levels. History at all levels of study must be research-driven. We are now in an era of a great revolution in information technology, we must make all historians computer literate, so that they can source for and store correct information, that will embrace their studies. A book and handout written and produced on “Nationalism in Nigeria” (1914-1960) released in 1970 is still being used in some of our universities. It is clear that historical research and more up to date records has rendered the book and handout obsolete. How then will a graduate that is handout and obsolete text book bound know the difference?

Our historians must go back to the public records office in London, Spain, Italy, Portugal, France, Belgium, etc., to get documented records on our past. They must visit the National Archives at Ibadan, Accra, Abidjan,Bamako, Niamey, etc., and they must visit libraries all over the world and then settle down in our universities, etc., supported by credible oral submission and then do a more convincing history of the Bini, Yoruba, Urhobo, Ijaw, Itsekiri nay Nigeria and indeed African history. It must be noted, however, that no amount of research can bring out the facts of the history of a people unless they resolve to be honest with themselves and their past. If at all nothing is done, let myths, prejudices, lies, arrant falsifications and prestidigitation be discarded from our history. No more Oduduwa falling from heaven, no more Ekaladerhan myth and no more ‘Golden Stool’ mystery.

Finally, the Government, at Federal, State and Local Government levels must be prevailed upon to channel their revenues to research institutions and individuals to find out, update and document the history of the people in our various communities, state and indeed Nigeria. A situation where verdicts and judgments are given in our courts based on falsified history is totally a travesty of justice. It calls too much for the discretion of the judges to deduce which history is correct and which is incorrect. It, therefore, follows that the greatest manipulator of history wins. Let us get serious with purging our history, for anybody, nation and a person with a history based on myths is wallowing in the crypts of lycanthropy.

Our history as is presently written remains an anthology of incongruities and a demonstration of Orwellian duplicity. We call on the Ooni of Ife and the Oba of Benin to demystify their various histories and let other historians follow suit. It is in the light of the above mentioned submissions that one will like to commend Vice President Osinbajo and support his call for the re-introduction of history into our schools which Obasanjo stopped some years ago.

Vice President Yemi osinbajo says an effective synergy among the three arms of government including representatives of the legal profession would be a useful approach to confront the urgently required reform of Nigeria’s administration of justice system, and such collaboration is in the works.

Prof. osinbajo, SAN, dropped this hint on Saturday at the virtual edition of the Wole Olanipekun & Co (WOC) Justice Summit.

The summit themed “Developing an Institutional Concept of Justice in Nigeria” featured prominent speakers including, the convener, Chief Wole Olanipekun, SAN; Prof. Fidelis Oditah, QC, SAN; Mr Yemi Candide-Johnson, SAN; notable economist, Prof. Pat Utomi; and a prominent lawyer from the UK, Brie Stevens-Hoare, QC, among others.

According to the Vice President, “I think it is important for us to sit together – the leadership of the profession, the executive, the judiciary and the legislature, to take a second look at some of these issues.”

Prof. osinbajo said the collaboration to get the reform going should also include states, saying, “working together, the sub-nationals and the federal government and their judiciaries, we can make a fundamental change. This is obviously a matter that we must take seriously and address, not just as professionals but we must involve all the arms of government.”

Continuing, the Vice President said “because of the kind of system that we run, the reform of the Justice System is many-sided. It can’t be done by one segment. It cannot be done by the executive alone, it cannot be done by the judiciary alone, and it certainly cannot be done by the legislature alone.

The story of President Muhammadu Buhari and Vice President Yemi Osinbajo is similar to that of King Saul and David on many fronts.

In 2014, Prof. Osinbajo was going about his business and was not scheming to become Vice President but God had picked him. He had anointed him, like he anointed David while he was tending to his father’s flock.

The Vice President was also tending to his father’s flock in Lagos at the Redeemed Christian Church of God. Like David, he too was surprised that he had been anointed but because he knows the God that he serves he humbly accepted.

Since then, his story has even become more similar, almost a mirror of David’s life. In 1 Samuel 24-28, David had the chance to kill Saul but he didn’t because Saul was God’s anointed. This was similar to when Osinbajo was acting President and many people pushed him to take Buhari’s throne but he rebuked them.

Instead he continued to do is work waiting for his boss’ return to Nigeria. And when his boss returned he was happy to see his deputy who had held on firm to stir Nigeria on the right path.

The Bible told us how Saul went after David and tried to kill him and we have seen those that are close to the President go after his Vice President.

Maybe it was for sacking of Lawal Daura or for the appointment of Walter Onnoghen or to link him to corruption, they have tried and tried.

Again, God has stood with Osinbajo like he stood with David. Many have asked Osinbajo to resign, to speak up, to hit back but he has done none of such because he is a man after God’s heart and he knows the ways of his Father in heaven.

Like David was very loyal to Saul, never speaking ill of his master, Osinbajo has been loyal to Buhari never speaking ill of him. Those who told Osinbajo that Buhari had died in London and who were lobbying to become his Vice President, were the same people who hurriedly rushed to Buhari on his return that Osinbajo was scheming to become President.

In the end, David became king. Like Osinbajo never schemed in 2014, he does not have to scheme in 2023. The wisdom of God is upon him and if God has anointed him to become President in 2023, nothing and no one can alter it.

The man does not have to speak because the God that he serves speaks for him. Like David turned the fortunes of the Israelites and won wars after wars, Nigeria may be on brink of greater success. Remember, the I Am That I Am rules in the affairs of men.

I read with utter amusement the insulting words and uncomplimentary diatribe against the reputable office of the Vice President of Nigeria, His Excellency, Professor Yemi Osinbajo from a certain columnist, Dele Sobowale.

In Mr. Sobowale’s vicious and treacherous column in Vanguard newspaper which was infamously decorated with the caption, ‘That bad news from the VP, Osinbajo’ on Monday August 17, 2020 when he attempted to respond to an earlier publication in Vanguard, August 11, 2020, page 19, with the headline, “FG has started implementing Economic Sustainability Plan – Osinbajo” is not just misleading but also puts the professional competence of the writer in doubt.

To openly condemn the efforts of this government’s Economic Management Team (EMT) and Economic Recovery and Growth Plan (ERGP) and their milestones as well as their indelible accomplishments is the biggest joke from someone who I believe should act like an elderstateman who love Nigeria and wish Nigeria well and not to act like a messenger of doom with no modicum of dignity and decency but only to continue to play the role of ‘the boy is good’ to his pay masters who are merchants of corruption having brought the country down to her knees socio-economically. Such a man like that should cover his face in shame.

For the records, the Federal Government has truly commenced the execution of the sustainability measures contained in the Economic Sustainability Plan (ESP), and this is what everyone can investigate, nothing is hidden about this fact and I don’t know where Mr. Sobowale got his own jaundiced narrative from.

I can also say this for free that this government has once again gained and added to the existing confidence and goodwill from the people when the Vice President, Prof. Yemi Osinbajo made the disclosure of the commencement of execution of the sustainability measures at a webinar organised by Lagos Chamber of Commerce and Industry (LCCI) 2020 Presidential Policy Dialogue. This became more applaud able when he said that the ESP was developed with a stimulus package of N2.3 trillion to boost local production, prevent business collapse and provide liquidity across various sectors, especially micro, small and medium enterprises MSMEs. These are clear indications that this government is leading the best, most successful, most intelligent, most enlightened and most productive cabinet and government in the history of Nigeria.

However in recent time, I have read many of such misleading and unfounded sensational comments about the APC-led government like this recent diatribe from Mr. Dele Sobowale in the past and perhaps I erroneously ignored them but now realised I had done greatest disservice to my country by not correcting or reacting to such lies, falsehoods, innuendos and terrible stories that biased writers and hatchet men are bandying around against the government.

For the price that I owe history I think it is high time I activated my response mode in the spirit of national interest which is completely devoid of political patronage. The activities of these reprehensible writers are far too irritating and indecent; hence there is urgent need by all well-meaning Nigerians to change the narrative so as to safe humanity from being lost completely. These are just despicable and unfortunate development in the anal of our national life and it must not be allowed to continue.

Mr. Sobowale should know that one of the ethics of his profession as a columnist or commentator is that he must adhere to constructive criticism and not mere vituperation or tantrums, he must be objective, balanced and write from informed point of views not using baseless statistics to tickle fancy with the aim to overheat the polity and pollute our decent democratic culture. It is so unfortunate that people could condescend so low all for a price.

It is really regrettable that Mr Sobowale will forget so quickly how the past government for 16 years “stole” and “wasted” Nigeria’s resources with impunity and how His Excellency President Muhammadu Buhari (GCFR) and his able Vice, Professor Yemi Osinbajo led government are working to clear the rot that government left. He also could not appreciate how this administration fought and conquered recession in their first term and how they are currently confronting the impending recession occasioned by Covid-19 and fall in global oil price and other inclement and unforeseen economic challenges which evidences show they will overcome and thankfully their track records can speak for them.

Nigerians were taken for granted too long and have vowed enough is now enough. No degree of blackmail and wicked scheming will make us return to the years the locusts had eaten. We have crossed the Red Sea and have no intention to return to our ugly past.

While the past government and their paid agents attempt to discredit the ongoing fight against corruption, expanding and growing the economy, infrastructure development through well measured interventions and policies, etc they should be informed that they have already met their waterloo.

The assurances Nigerians can hold firm is that the APC will not fail the country like the wasted 16 years of the past government. While their propaganda continue to spew lies in its cheap attempt at opposition politics, President Buhari and his Vice, Osinbajo as well as their economic team are concentrating strictly on the important work at hand clearing the mess and rebuilding the country in all facets. Nigerians are wiser and they cannot be distracted through ugly narratives orchestrated by the fifth columnists.

I have never met a leader more committed to the entity Nigeria than Professor Yemi Osinbajo (PYO), a man with so much commitment, dedication, confidence, passion and such a good communicator, excellent listener and someone we can conveniently call a moral icon.

As Vice President, Osinbajo has established policies that are more masses oriented and beneficial to the general public. Unlike past vice presidents, Prof. Osinbajo has won the trust of the President and the masses alike with his integrity and passion for a better nation.

His poverty and hunger fighting policy have earned him accolades from far and near including President Muhammadu Buhari, who on the 8th march, 2019, described Prof. Yemi Osinbajo as a “very dependable deputy” with whom he had established a special bond. Evidence further shows that Osinbajo has since the inception of this administration diligently championed the values of setting the foundation for peace, progress, and stability of Nigeria, by working very hard to build a resilient economy while promoting transparency and accountability.

Osinbajo has displayed that he is not only a VP for Christians, APC or Yoruba’s alone but also, a VP for all religions, political parties, tribes and all geo-political zones in Nigeria. Those sponsoring hate and false news campaigns against a man committed to fighting poverty and hunger in Nigeria with his National Social Investment Programmes should show the world that non-partisan Nigerian or a hardworking and committed political leader that can be compared with Professor Yemi Osinbajo. It gives me profound conviction and joy that he is a Nigerian and one that has stood firm in all his ways to make Nigeria great again no matter whose ox is gored.

I like your point but the truth is that Religion and tribe both play significant roles in Nigeria's politics. There was a time in Osun state when both the governor and deputy were Christians (Oyinlola and Erelu Obada). While the SW are not fanatical and are more tolerant when it comes to religion, I feel a lot of people will favour a Christian candidate. Secondly, I think an ideal candidate should have a good spread of acceptability across the regions.
And at this juncture I would like to inquire who is currently the most accepted across regions in Nigeria if it is not VP Osinbajo. when you see him at the market in Aba, the crowd surges, they sit and stand and chase his convoy along the old city walls of Kano just as they would in Sagamu or Ife

Following the Executive Order on Ease of Doing Business across the nation’s seaports that was signed by the Vice President, Prof Yemi Oshinbajo in 2017, heads of federal government agencies in the maritime sector have resolved to implement actionable plans towards a 24 hours port operations.
The agencies, which include Nigerian Maritime Administration and Safety Agency (NIMASA), Nigerian Port Authority (NPA), National Inland Waterways Authority (NIWA), and the Nigerian Shippers’ Council (NSC), disclosed this at the second meeting of all the heads of maritime parastatals in the country in Lagos, recently.

They believed that port efficiency and effectiveness cannot be achieved without integration and synergy of stakeholders in the maritime sector.
Speaking at the meeting, the Director-General of NIMASA, Dr. Bashir Jamoh said the agencies acknowledged the significance of having a workable multimodal transport system across the Nigerian seaports.

The meeting, he said, affords the chief executives of the federal government agencies the opportunity to deliberate areas where they have common challenges and to move the industry forward, while looking at ways to improve the safety of the waterways.
He intimated that the agency was in process of ensuring that floating duck are utilised in moving cargo out of ports into various dry ports location and the eastern part of the country.

“Part of the issue we deliberated today is on the issue of port community systems; what we did is that we agreed that we are going to have a committee that would look into the operationality of the port community systems, whereby the community would have a say in what we do in the Nigerian maritime domain.

“That committee would look into possibility of reaching out to ports operators and stakeholders alike and by extension look into the issue of 24 hours of the operationality of Nigeria’s port systems.
“The committee of the chief executives observed that port efficiency and effectiveness in any country cannot be achieved with 24 hours ports operation systems.”
On her part, the Managing Director, NPA, Hadiza Bala-Usman, reiterated the need for urgent implementation of the report of the Presidential Council on ease of doing business across government’s agencies.

According to her, “The NPA and some government agencies set about to commence 24 hours port operations, but as you know port operations cannot be done in isolation all agencies of the government and other stakeholders must come together.”
She said the CEO’s noted the need to give incentives for people to come and clear their cargo within 24 hours.
“This involves trans versing port locations at night, moving your cargoes outside all this location would enable consignees to be comfortable in coming to pick their cargoes within 24 hours, “she explained.

Ireland has signed a memorandum of understanding with the Buhari/Osinbajo led administration to return €5.5 million looted by Sani Abacha, the late head of state, to Nigeria.

Helen McEntee, Ireland minister of justice and equality, said the MoU followed an order recently issued by a court in Ireland regarding the funds.

The Ireland Criminal Assets Bureau froze the loot in 2014.

“I am very pleased to sign this Memorandum of Understanding between Ireland and Nigeria. This represents the culmination of a long process which began with an internationally led investigation,” McEntee said in a statement on Thursday.

“The Criminal Assets Bureau took part in this international operation which led to the freezing of over $1 billion in funds worldwide, of which approximately €5.5 million was identified in a Dublin based bank account.

“The return of these assets will be the first time that Ireland has taken such action and will be a concrete demonstration of Ireland’s commitment to international cooperation in the fight against corruption and to assisting countries which have been adversely affected by corruption in the past, and is in line with our international obligations as a signatory to the UN Convention Against Corruption.”

She said the MoU to return the loot was achieved by significant multi-agency collaboration in Ireland, adding: “It demonstrates the intent of both States to uphold our shared values and our international obligations to eliminate corruption.”

Transparency International estimates Abacha might have looted as much as $5 billion during his regime from 1993 to 1998.

About $3.6 billion has so far been recovered out of that money.

The recoveries have, however, been marred by corruption. TheCable had reported how the federal government paid controversial legal fees of up to $15 million to lawyers Abubakar Malami, attorney-general of the federation, hired for the repatriation of $321 million Abacha Loot from Switzerland.

The Vice President Prof Yemi Osinbajo has urged lawyers and stakeholders in the justice sector to be prepared for the times ahead by finding alternative and better ways of delivering legal and associated services.

In his keynote address at the Virtual Law Pavilion Technology Conference which had the theme “A New Paradigm in Justice Delivery”.

“There are already apps updated to the latest positions in legislation and case law. The lawyer must become a multi-disciplinary, multi-tasking tech savvy person of affairs,” recalling a description he gave to students of law at a recent function.

Osinbajo maintained that technology and the innovations it entail has defined a new way of life, taking technology away from the realms of luxury into the arena of everyday endeavours whether in the professions or in matters of lifestyle generally.

According to the Vice President, “No one believed the day would come when the Supreme Court would, as it has now done, endorse Virtual Court Proceedings. Or that the day will come when e-filing of court processes will be considered medically safer than physical filing of court processes.
Today, even judges, especially older ones, will of course prefer virtual processes to in-person proceedings. Technology and the fourth industrial revolution, are no longer luxuries but they are the inevitable substructure of our new way of life.

“For the administration of justice system, change has surely come and I am personally excited to see how easily our entire judicial system is willingly adapting to innovation.”

While admonishing the lawyers and other stakeholders in the justice sector to brace up for the times ahead.

He said “the next few years will see even more changes. Artificial Intelligence (AI) will play a bigger role in our court systems, I am told that Law Pavilion is already pioneering an AI-Powered-Speech-to-Text- Transcription System to replace writing in long hand and even the traditional slow stenographic recording.

“There is also the AI-Powered Document Review System that helps judges quickly extract authorities and laws cited in any legal documents, outlines and analyses the principles relied upon automatically, in seconds. This is aside from the comprehensive court proceedings software that they have now perfected.”

Continuing, Prof. Osinbajo said “…nothing can ever be the same again. Legal practice is also in a flux. Artificial Intelligence will make research a million times faster, the lawyer may no longer be required for several categories of legal advice.


Also at the event, the Chief Justice of Nigeria, Justice Ibrahim Tanko Muhammed; the President of the Nigerian Bar Association, Paul Usoro, SAN, and others addressed the theme of the 2020 Legal Tech Conference

In his contribution, the Chief Justice of Nigeria, Justice Ibrahim Tanko Muhammed said the judiciary which plays a crucial role in the economic development of Nigeria, must embrace changes within the environment so that it will continue to remain relevant in the scheme of things.

The Legal Tech Conference is organized by the Law Pavilion in partnership with TELNET Nigeria Ltd. They have now come out to say that the story failed to meet the editorial standards of Business Day Newspaper, and as they have since discovered that the story was baseless, unfounded and unsupported by any factual substance.

They have already disabled the links to the story and henceforth retracted it completely and unreservedly.

The truck owners, residents and other stakeholders in Apapa said that the ongoing road constructions in Lagos metropolis and within Apapa environs is responsible for the recent slow pace of movement into Apapa.
They said the timely intervention by the Osinbajo-led team has restored sanity, saying that the recent slow vehicular movement into the Apapa was caused by the massive road construction and rehabilitation on major access roads.
They lauded the enforcement of law and order in the movement of tankers, trucks and other heavy duty vehicles in Apapa and its environs, in spite of the road construction-induced challenges.
Speaking on the development in Apapa, the ACTOAN Chairman, Chief Olalaye Thompson, said there was no traffic in Apapa anymore following the intervention of the presidential task force popularly known as ‘Task Team’, saying the call-up system introduced had been effective in the movement of trucks and other vehicles within Apapa.
According to Olaleye, who spoke in a telephone interview, the current transportation challenges were due to ongoing construction works in and around Apapa, adding that construction works on the Third Mainland Bridge, Marine Bridge and Mile-2-Tin-Can axis were responsible for what appeared to be a slow pace of vehicular movement in Apapa.
Also speaking, a resident, Wahab Jimoh said more private cars now ply Apapa more frequently due to the restoration of law and order on the axis.
On his part, the Executive Vice Chairman of the Presidential Task team on Restoration of Law and Order in Apapa, Comrade Kayode Opeifa insisted that there is no gridlock in Apapa as being reported.
Opeifa, who spoke in Apapa, said that most of the roads within and round Apapa that are currently under construction were either abandoned or left in deplorable conditions by the previous administration, adding that Buhari-Osinbajo-led Federal Government awarded road construction projects as part of the moves to completely restore sanity in Apapa.

2. For the first time in the history of Anambra State, Ambassadors and High Commissioners of notable countries such as United States, Britain, Russia, European Union, South Africa, Belgium, Israel, the Netherlands, Canada, among others, visited the State. Before my tenure, Anambra was practically a pariah state blacklisted by the Diplomatic Corps and international development partners.

3. Development partners such as UNDP, UNICEF, the World Bank, DFID, the European Union etc., which hitherto were not in Anambra State started working with the State. Anambra was consistently adjudged one of the best states in development partnership and commitment to reforms for good governance.

4. He was recognised as Best Governor by the Millennium Development Goals Office (OSSAP-MDGs) and the UNDP in the implementation of their programmes in Nigeria.

5. The Nigerian Debt Management Office (DMO) rated Anambra as the least indebted state in Nigeria. In spite of visible and measurable achievements recorded in various sectors, the State under him did not borrow or raise bonds for her various projects.
6. The Senate of the Federal Republic of Nigeria rated Anambra State as the most financially stable state in the country.

7. The State’s ground-breaking return of schools to their original owners – Voluntary Agencies (Churches) on 1st January 2009, and subsequent partnership with the Agencies in Education, saw the State move from 24th position out of 36 States to Number One in National Examination Council (NECO) and West African Examination Council (WAEC) examinations for three consecutive years. This made the World Bank to commission a study, led by the renowned Prof. Paul Collier of Oxford University, on this revolutionary partnership and phenomenal achievement.

8. The State also entered into strategic partnership with the Churches in the Health sector. This symbiotic relationship resulted in a tremendous boost to health care because of the services offered by health institutions owned by Voluntary Agencies, while the State restored grants to the agencies and made available to them more than 50 million Dollars in various types of support.

10. Through partnership with the Church in the Health sector, his Government funded the transformation of:
a: Iyienu Hospital, Ogidi;

b: Our Lady of Lourdes Hospital, Ihiala;

c: St Charles Borromeo Hospital, Onitsha;

d: Holy Rosary Hospital, Waterside, Onitsha; and

e: St. Joseph Hospital, Adazi-Nnukwu.

His Government also built the Joseph Nwilo Heart Centre in St. Joseph, Adazi-Nnukwu, where heart operations are now being performed.

11. His Government won the Bill and Melinda Gates Foundation (1 Million dollars) as the best-performing state in immunisation in the South-East. With complementary funding from our Government, they used the money to build 10 Maternal and Child Care Centres across the State, particularly in rural communities, in partnership with the Churches.

12. The State was the first to procure and distribute more than 30,000 computers to secondary schools, including 22,500 from HP. The Managing Director for Personal Systems Group HP Inc, Mr. FabriceCampoy described the deployment as the biggest of such projects in the Middle-East and Africa.
