Abuja is not New York. New York is expensive because of how built up the area is making it harder to bring your machines to the site, etc. also expensive permits and regulations. The cost of labor in New York is over $100,000 a year for construction workers -- not to talk of insurance.

Abuja is not a crowded area so it should be very cheap to build there. The only thing that would drive up the cost is overpriced Dangote cement and imported steel.

Skyscrapers cost $1 million per storey. So 15 stories should cost around $15 million, which is 5.6 billion naira. Since this is Nigeria, double the cost to 11 billion naira.

If you want to spend 200 billion naira, that would be over 100 stories.
