Politics / Edo Govt Pledges Probe Into Benin Mall Fire by okon11: 4:19pm On Dec 12, 2016


A midnight fire has razed a four-storey modern shopping mall in Benin, Edo State capital.

Popularly called Phil Hallmark, the mall is located on Sapele Road.

Scores of sympathisers, including Governor Godwin Obaseki, House of Assembly members and other political bigwigs visited the scene yesterday to commiserate with the owner, Mr Philip Edigin.

A resident, Tony Kabaka, described the burnt mall as the “Shoprite” of Benin.

It is the only modern shopping in the ancient city.

Sources said the fire started at midnight and lasted till 8 am yesterday, despite efforts to put it out throughout the night.

Goods estimated at billions of naira were destroyed. The four floors, including an extension, used for administrative purposes, were razed.

Workers of the firm were discussing what would become of them, especially during the Yuletide.

Some fire service men, who pleaded anonymity, said preliminary investigation showed the inferno was caused by a wrongly connected inverter.

The government pledged to conduct an investigation into the cause of the fire.

Governor Obaseki spoke yesterday during his inspection of the mall.

The governor said investigation would be conducted into activities of the state fire service.

Obaseki, who expressed shock at the damag, described it as catastrophic and a major disaster.

He said: “This incident, happening at this time of the year, is a catastrophe. I have asked for a written report and an investigation into the cause of the fire. We will also investigate the claim by an official of the state fire service on lack of equipment.

“I understand that trucks were distributed by the Niger Delta Development Commission (NDDC) and the state government during the last administration.”

The governor noted that to avert a future fire at the Super Mart, all vehicles and the Super Mart would be provided with fire extinguishers.

Managing Director of the Super Mart Mr Philip Edigin said the fire started at midnight.

He said efforts to get the state fire service to come to the company’s rescue were abortive as the fire service allegedly said it did not have diesel to perform its job.

Edigin said he got help from the Nigeria Air Force (NAF) fire service, Integrated Data Services Limited (IDSL), Nigeria Petroleum Development Company (NPDC) and University of Benin (UNIBEN) before the state fire arrived at 6 am.

The need for every school and household to have library was advocated recently by the member representing Iseyin/Itesiwaju at Oyo State House of Assembly, Mr Afeez Adeleke.

Adeleke who is the Chairman House Committee on Education said the present poor performance of students of public schools in external examinations was as a result of nonavailability of libraries in most schools and homes.He said this at the 2016 edition of Federation of Iseyin Local Government Students (FILGS) annual Career Talk program which was an organised national body of the students’ association at the Aseyin’s palace in Iseyin.

Adeleke, while enjoining school and administrators to reach out to their alumni associations for donation of new and used books, called on parents to create bookshelves at home for their wards to be able to access books for reading at their study times, which he said would go a long way in changing students’ attitude to education and improve their overall academic performance.

“An adage says ‘show me a brilliant student, I will show you a good library, it is apparent that the major factor militating against good academic performance by our pupils in public schools is the lack of a library. No matter the standard, even if it is not modern, there should be somewhere for students to go at their leisure to read and do personal research.

“We discovered that many books distributed by State and local governments are being kept in Principals and Heads of Schools’ offices instead of creating libraries and allowing these pupils to access these books, this trend should change.

“Schools’ Alumnus should be contacted to donate new and used books while our students should be encouraged to go to the library, parents should also create a little space at home for bookshelves that will serve as the library. These will at the end help encourage reading and eventual improvement in performances by students in public examinations,” he concluded.

The guest speaker at the 2016 edition of FILGS annual career talk program, Mr Alhazan Abiodun who is an employee of Oyo State Ministry of Information, Culture and Tourism called on students to identify a role model within their immediate environment and schools who has done well in his or her career to emulate.

He charged them to always pick on the course of study in which they have comparative advantage where they could perform well at the level of s higher institution of learning while advising parents not to force their wards to read any course of study for which they might not have the intellectual capacity.

Senate President, Bukola Saraki has said that the anti-corruption fight embarked upon by the Buhari-led All Progressives Congress, APC should not be just a mantra or a tool of political witch hunt but should be a collective responsibility of everybody to rid the country of impunity and hardship.
Saraki gave the remark at the opening of the National Anti-corruption summit held at the Nigerian Air force Center in Abuja on Tuesday.
He said the anti-corruption fight must remain driven by a well articulated and delivered strategy that is robust, multifaceted and driven by leadership across all aspect of the political and social systems.

Saraki also said that for the anti-corruption fight to be successful, the judiciary must be insulated from political interference and must not have its integrity questioned on the vantage point of harbouring bad eggs. He however said that it is no longer acceptable that the country operates a judicial system where there are conflicting judgments issuing from courts of coordinate jurisdiction over matters similar in fact and in law.Read the full remark: “For more than 40 years now, the ‘anti-corruption’ fight has remained a major policy thrust of successive administrations. While this is true, it is also unfortunately true that not much traction has been achieved in preventing corruption in our public life. There is no doubt that corruption has significantly impaired our growth and development as a nation. More importantly, it is the poor that are most affected by corruption. This is why the war against corruption must now fight this current war sustainably through systemic solutions.”

“It is safe to say that we have failed before, for various reasons. Whatever, those reasons are, we cannot afford to fail again. This time, we must get it right. To lose this opportunity will have untold impact on our history and development.

The current initiative must be insulated from being used as a political tool for political witch-hunting. It must not be allowed to be tainted in a manner that suggest selectivity.” “In the past, we have seen military juntas cite rampant corruption as a rationale for assuming and holding on to power.

We have also witnessed firsthand how past democratic governments have sought to eradicate corruption without much success. In order to succeed this time, we cannot afford to make the fight against corruption simply a mantra. We cannot also afford to make it a chase in the dark, it must be rooted in effective strategy, demonstrable plan with various layers rooted firmly in the tripods of law, liberty and neutrality.”

“As a nation, we still have a long way to go in the fight against corruption. Having tried to solve the problem through spontaneous institutional action, I hereby propose that it is time to adopt a more organised and structure oriented intervention strategy set up with concrete solutions for different strands of the corruption matrix.”

“We must ask ourselves, what have other nations who have been successful against corruption around the world done to achieve the result they have?

What do we need to do differently to achieve better and different result? What is clear is that whatever strategy that is adopted that does not include the following as priority is likely not to lead to a sustainable fight against corruption; these include, transparency in government processes and procurements, reduction in bureaucratic bottlenecks, education, technology adaptation, the adoption and enforcement of sensible rules and reduction of discretions, neutral application of sanctions, capacity building and oversight and monitoring.”

“All of these must become acculturated in our public life through a conscious and deliberate policy that is well audited and oversight oriented. What this means is that the challenge is not that of the Executive alone neither is the fight against corruption just a matter for EFCC, ICPC and the other enforcement agencies to contain. It is our collective responsibility.”

“Over the past year and half, since we took office at the 8th National Assembly, the Senate through its oversight powers have intervened at all times it has been called upon either through petitions or otherwise, to review the activities, management and administration of ministries, departments and agencies of the Federal Government. “Through our legislative supervision we have uncovered monumental leakages in the operationalization of the Treasury Single Account regime, which has had the effect of saving the country over 20 billion Naira.

In the same vein, the Senate has successfully nipped in the buds the issue of abuse of waivers that has led to a huge loss of revenue for government. We are currently investigating certain companies that have illegally repatriated upwards of 12 Billion US Dollars out of the Nigerian economy.

“The fight against corruption must remain driven by a well articulated and delivered strategy. One that is robust, multifaceted and driven by leadership across all aspect of our political and social systems.

It cannot be the fight of one man but rather the vigilance of everyone of us in our various sphere of influence. Let me share some of my personal experiences with you to shade light on some of the strategies that I have utilized in the past.” “In the 7th Assembly, I remember personally leading the charge to expose the corrupt fuel subsidy arrangement that was in place.

Through a motion on the Senate floor, the Senate uncovered a mind-boggling corruption going on in the federal government subsidy management scheme.

This led to the indictment of several individuals and companies who were exploiting the weak institutional structures in the design of the scheme to the detriment of millions of Nigerians to enrich themselves.
This motion alone saved the Nigerian government over 500 billion Naira, in the first year and in my opinion would have saved a whole lot more afterwards as a result.”

“These are just several examples of arms of governments successfully operating within their jurisdictions and mandates to further our collective cause as a nation and bring an end to the pervasive corruption that exists in our society.

“Ladies and Gentlemen, one of the reasons government create institutions is to ensure that they act in such manner as best preserves the welfare and security of our people. I believe that institutional integrity and capacity holds the key to sustainable success against corruption.

This is so crucial as ordinary Nigerians must be convinced that the problem of curbing corruption is being treated seriously by the government, and not in an opportunistic manner. This is especially so for our public accountability institutions.”

“Therefore, if we must make significant inroad against corruption we must strive to protect our accountability institutions from the virus of political interference no matter how well meaning they may be. They must be enabled to operate in an atmosphere of political neutrality, efficiency and fairness as envisaged under the constitution.”

“This in my view means that while these institutions work in collaborative form, there must be minimal intrusion in the operation decisions and working of our apex institutions — like the EFCC, the ICPC and the Police Force — that are tasked with ensuring accountability in our affairs.”

“Additionally, as history has shown, it is not enough to simply round people up forcefully throw them in jail under the guise of a successful anti-corruption fight, as a government and as a people, we must do more on the prevention and perception side of the anti-corruption war.”

“Perception is key in this fight. The anticorruption drive cannot be undertaken as a media glitz.

This is why governments across all levels must work to strengthen the capacity of our agencies to make informed decisions and be inclined towards good knowledge of the law, rigor and transparency in all their doing.

The more open and transparent the process, the less opportunity there will be for abuse of office.”

“In similar vein, there is a lot that can be achieved with greater civil engagement. Unless we achieve a wide citizen participation and belief in the fight against corruption, it will continue to be easy to erode successes recorded.

This is why I urge sensitization of our community leadership and the wider local communities to join the fight through the denouncement of corrupt individuals and those who normalize dishonesty, bribery and exploitation; and those who clearly live far and above their commensurate earnings. This must be incentivized by government paying workers a living wage.”

“Ladies and gentlemen, the fight against corruption cannot be fought and won on the basis of prosecution of offenders alone, a greater effectiveness can be achieved by applying preventive measures across the public spectrum.

Such preventive measures must include adequate education, ethical reforms, adaptation of technological support systems for better auditing and public procurement systems that help cover loopholes for corruption.

For example,in order to reduce the risk of corruption and increase the effectiveness of public procurements, electronic tenders should be used more widely where possible”

“On our part, the National Assembly is ready to continue to use its legislative time and authority to reform key areas of our laws that will strengthen our institutions and give a fillip to the anti-corruption campaign.

We are working to improve our oversight procedures by making the objectives and recommendations of these activities more open to public participation and feedback.”

“Additionally, with the Whistleblowers Protection Bill, which is one of our priority bills the National Assembly expect that when the bill is passed into law, it would help create a culture of greater freedom to expose corruption and guarantee the rights of citizens who speak out against corruption.

With such laws in place, everyday Nigerians will be empowered to hold the government more accountable, which will in turn reduce the waste of public funds, and lead to improvements in the quality of public services.”

“As we play our part in the legislature, other arms of government must also be determined to do the same. The judiciary on its part must take steps to modernize itself by creating an environment that improves the speed and quality of justice.

We are ready to play our role to make this happen. Already, the National Assembly has recently passed a bill increasing the number of judges of the Federal High Court and the Appeal courts to reduce the work load of judges in these courts.”

“We know a lot more needs to happen. For example, it is no longer efficient to see our judges record proceedings of court in long-hand. The implication of this is that the will of justice is significantly impaired, people’s access to judicial rulings becomes reduced and the resolution of corruption cases negatively impacted.”

“Ladies and gentlemen, it is no longer acceptable that we are still operating a judicial system where there are conflicting judgments issuing from courts of coordinate jurisdiction over matters similar in fact and in law.

In order to further strengthen the anti-corruption process, we must join hands together to review these anomalies and strengthen the courts to act judiciously, impartially and fairly at all times.”

“Finally, I would not end my remarks without commenting on the need for every authority under our constitution to abide by decisions of courts made within jurisdiction. This is the only way to preserve law and order and maintain the rule of law as an essential ingredient for the survival of our nascent democracy.”

“As emphasized earlier, anti-corruption does not start or end with the ICPC, or the EFCC, the Police or the DSS. This fight is all-encompassing. This fight can only be fought and won by all of us – the people and their government – working in sync and playing our own part in the process within the ambits of our defined powers.”

“If we are truly serious about building a Nigeria that is free from corruption and its myriad consequences, then we must fight to build a nation of institutions under law.

We must work to ensure that there is order in all that we do. Unless there is order, we will not get the right results. Unless the anti-corruption war is underpinned on due process, the respect of the rule of law, and a clear acceptance of the separation of powers – with our Constitution as our guiding law, we will not achieve lasting and sustainable results.

“Now, I urge us all irrespective of our party affiliation, religious leaning, to work together to achieve a corruption free nation that works for all Nigerians regardless of their social and political status.” “God bless you all. God bless the Federal Republic of Nigeria.”

President Muhammadu Buhari on Friday disclosed that a new bank, Development Bank of Nigeria, would soon begin operations to strengthen the government’s economic diversification programme.

According to a statement by his Senior Special Assistant on Media and Publicity, Garba Shehu, the President spoke while addressing the German-Nigeria Business Forum in Berlin.Buhari was quoted as saying that the bank, when fully operational, would support small and medium enterprises in the country, by improving their access to financing.

“Our ambitions of creating a diversified and inclusive economy in Nigeria can only be achieved by having a mix of small, medium and large businesses.

“This is why we worked with the German development agency, KFW, in designing the Development Bank of Nigeria which will support the small and medium size enterprises both financially and technically to ensure they take their rightful place in the industrialization value chain.

“I am pleased to announce that Development Bank of Nigeria will be taking off soon and should be a game changer in our economic diversification plans,’’ he said.

Buhari, who described Foreign Direct Investment into Nigeria from Germany as modest, urged prospective investors at the gathering to go beyond the expressions of interest and make binding commitments for trade, investments and industry in the key priority sectors of Agriculture, infrastructure, solid minerals and digital economy.

He said Nigeria which recorded a trade volume of 2.96 billion Dollars with Germany in 2015, still had a great deal of unexploited potential and room to diversify its exports to Germany and increase overall trade volumes

Literature / See The Winner Of The 2016 Nigeria Prize For Literature That Is Worth N48m by okon11: 7:04pm On Oct 12, 2016


Abubakar Adam Ibrahim has won the 2016 NLNG sponsored Nigeria Prize For Literature for his debut novel, “Season Of Crimson Blossoms”. The award announcement was made on Wednesday, 12th of October, 2016.

Abubakar’s novel “Season Of Crimson Blossoms”, beat the other other shortlisted novels, “Born On A Tuesday”, by Elnathan John, and “Night Dancer”, by Chika Unigwe, to clinch the $100,000 prize. Chika Unigwe had previously won the prize in 2012 for her novel “On Black Sister’s Street”.The Nigerian Prize For Literature valued at $100,000 is one of the world richest literary prize, and the richest in Africa. Previous winners of the Prize include, Kaine Agarry for “Yellow Yellow”, Tade Ipaedola for “Sahara Testament”, Akachi Adimora Eze-Igbo, and Chika Unigwe for “On Black Sister’s Street” amongst others.

The three shortlisted novels were drawn from a longlist of eleven that included Etisalat Prize longlisted novel, “On The Bank Of The River”, by Ifeoluwa Adeniyi, and 74 year old Ifeoma Okoye for her new novel, “The Fourth World”. The three novels on the shortlist were particularly spectacular and we can’t be prouder of Abubakar for winning the Prize.

– Whistleblower on budget padding scandal, federal lawmaker Abdulmumin Jibrin has called on the Department of State Service (DSS) to raid the House of Representatives as it did to the judges over the weekend

– Jibrin said the move has become necessary because of the alleged endemic corruption in the lower of house of corruption has become a threat to national security



– Jibrin said in a statement on Tuesday, October 11 that the House of Reps should be ashamed of itself for speaking on the DSS raid of the judges when the corruption within the lower chamber was way more than what the judges were arrested for

DSS has been invited to raid the House of representatives by suspended lawmaker Jibrin

The Nigerian secret police, the State Security Service (SSS), has been invited to raid the National Assembly because of the huge corruption in the legislature just days after the DSS raid on the homes of judges across the country.

This call was made by suspended House of Representatives member representing Kiru/Bebeji federal constituency of Kano state Abdulmumin Jibrin.

According to Jibrin, the SSS would be failing in its duties of ensuring national security if it can raid the lower house of legislature which he described as corrupt beyond measures.

In his statement title “Letter to the DSS” and tweeted on his official Twitter handle late on Tuesday, October 11, Jibrin described the House of Representatives as full of bunch of shameless people whose high level of corrupt practices are a risk to national security.

The statement read: “The House of Reps under the disgraced SpeakerDogara has no shame. If all Nigerians will criticize the DSS raid on Judges, the House has lost the moral grounds to join in such criticism in the face of grievous allegations of systemic corruption, diversion and embezzlement of running cost, fraud and corruption against the Speaker and other members which the House is trying to suppress in a grand cover up.

“I wrote reminding the DSS that the systemic corruption in the House is a threat to national security. Below are some contents of the letter. You will recall that I wrote you a letter dated July 29 wherein I requested on the strength of the fraud and abuse of office allegations.

“I levelled against Speaker Dogara and others for your office to investigate, arrest and prosecute the Speaker and other corrupt persons in the House.

“I wish to remind you that 3 months after, things have remained the same. The accused persons have become emboldened, walk around freely.

“And carrying out actions to destroy evidence, made attempts to kidnap and assassinate me and corruption continue to strive in the House of Reps.

“Last week, I raised alarm over systemic corruption where billions are stolen by Members of the House of Reps in the name of running cost.

“I demanded investigation and the Minister of Finance to stop payment of such money forthwith because as an insider I am hundred per cent sure that the money is diverted to private pockets through a fraudulent means of systemic corruption but all seems to fall on deaf ears.

“I further provided some names of members involved in the running cost scam as a starting point for investigation and prosecution as follows;

“Speaker Yakubu Dogara, Deputy Speaker Yusuf Lasun, Whip Alhassan Doguwa, Minority Leader Leo Ogor, Hon Herma Hembe, Hon Jagaba Adams.

“Hon Timothy Golu, Hon Yunusa Abubakar, Hon Mukaila Olayiwola Kazzim, Hon Lynda Chuba Ikpeazu, Hon Abdulrazak Namdas and Hon Osai Nicolas.

“This chronic corruption in the House is undoubtedly a threat to National Security and must be dealt with decisively without further delays.

“You will be failing in your duties if you do not take decisive actions to bring this disgraceful and destructive situation to an end.

“As I mentioned earlier, I am ready to provide all assistance throughout the period of this investigation, arrest and prosecution.”

Meanwhile, the Senate on Tuesday, October 11 launched a probe into the DSS raid of the homes of judges at the weekend in a strong to reaction to the event that shocked many Nigerians.

Senate president Bukola Saraki announced the investigation during a session of the upper chamber of legislature on Tuesday.

An indication has emerged that the forgery case against the President of the Senate, Bukola Saraki and his Deputy, Ike Ekweremadu, which was withdrawn by the Federal Government last week, is to be filed afresh.
Saraki, Ekweremadu, a former Clerk of the National Assembly, Salisu Maikasuwa, and a former Deputy clerk, Ben Efeturi, were first arraigned before Justice Yusuf Halilu on June 10, 2016 on charges bordering on forgery of Senate Rules which they all pleaded not guilty to.

Last week, the Federal Government withdrew the charges leveled against the principal officers of the National Assembly.

However, an official of the Ministry of Justice told Vanguard on Sunday night that the police is still conducting investigations into the matter and upon completion, both leaders of the Senate will be charged separately as against the previous one when they were jointly arraigned.

According to the source, the Police is yet to interrogate Saraki, Ekweremadu and other officials of the National Assembly said to be involved in the alleged forgery of the Senate Rules used in conducting the inauguration of the 8th Senate.

The source was reported as saying: “You can see that under the Criminal Justice Act, the statement of the accused persons and all the witnesses are expected to be filed and it would have been wrong to have pressed ahead with the case when the police are yet to conclude their investigations.

“The Federal Government considered it appropriate to withdraw the case and conclude the investigation and attach both the statements by the accused and the witnesses before filing fresh charges against the suspects.

“We want to strengthen our position and present a solid case against the suspects as required under the Criminal Justice Administration Act.”

At a press briefing on Monday addressed by DCP Don N. Awunah, the police Public Relations Officer, he named the nine suspects, who are now under arrest, as including two soldiers.

Nearly N15m, along with three motor vehicles and an AK 47 rifle, were recovered from the nine kidnappers of Margaret Emefiele, wife of the Governor of the Central Bank of Nigeria (CBN), Godwin Emefiele, who was rescued last week, the Nigeria Police confirmed on Monday.

At a press briefing on Monday addressed by DCP Don N. Awunah, the police Public Relations Officer, he named the nine suspects, who are now under arrest, as including two soldiers. He said the gang, aged 26-36, was led by one Mohammed Abubakar (aka Dogo), 29.

He listed the others as: Lance Corporal Musa Maidabra; Lance Corporal Edwin George; Ernest Anthony Uduefe, a dismissed soldier; Mohammed Musa; Mohammed Sule; Ibrahim Abdullahi; AliyuMusa and Mohammed Yusuf.

“The Inspector General of Police, IGP Ibrahim K. Idris NMP, is committed in ensuring that all forms of crime, fear of crime and particularly kidnap for ransom and other violent crimes are brought to the lowest ebb throughout the country,” the statement affirmed.

It added that the IGP was determined to make sure that all those who are engaged in kidnappings, abductions and armed criminal activities will not escape justice, to which end the police will galvanize available resources at its disposal to make sure miscreants, hoodlums and deviants have their day with the law.

“Against this background, the IGP had ordered the Intelligence Response Team (IRT) and other tactical teams to swing into action to rescue Mrs. Margaret Emiefele, the wife of the Central Bank Governor unhurt and apprehend all those remotely or directly responsible for the dastardly act,” DCP Awunah said.

Mrs. Emiefele and three of her aides were abducted on Benin-Agbor Road in Delta State on September 29 but were swiftly rescued the following the day.

“The Nigeria Police Force will continue to limit the capacity of kidnappers and other criminals to disrupt the quality of life of Nigerians by the deployment of adequate manpower and resources in crime reduction, detection and effective prosecution of offenders in courts of competent jurisdiction,” Mr. Nwanah said.

While confirming that a ransom was paid for Mrs. Emefiele, he said it is a tool that is sometimes used as a bait or bargaining chip to save the lives of the victims of crime.

“It is also absolutely important to mention that the Police do not and will not encourage payment of ransom,” he said, advising relatives of victims of kidnapping to exercise “considerable caution” in such circumstances.

“It is inherently counterproductive,” the statement stressed. “At all times of kidnap scenario, it is pertinent the Police are involved and trusted.”

President Muhammadu Buhari says Germany can help curb oil theft in Nigeria through assistance in the areas of equipment, training, and sharing of intelligence with the Nigeria Navy.
The President spoke on Monday during an audience with the Foreign Minister of Federal Republic of Germany, Dr Frank-Walters Steinmeier, at State House, Abuja.

“Nigeria’s oil is stolen, and taken away through the Gulf of Guinea. Adequate training and equipping of our navy will prevent this,” the President said.
He told the visitor that the security challenge in the North-east of the country was under control, with Boko Haram largely defeated, “but another serious form of insecurity has reared its head in the Niger Delta. The objective is to colonize the country economically by sabotaging oil and gas installations.

“We are trying to speak with their leaders, to know how many groups there are, and we are also working with the oil companies.”

“The militants engage in sophisticated sabotage, using skills they had gained from trainings either by government, or the oil companies, to vandalize installations deep in the sea. We need to understand who the real agitators are, and engage with them, so that confidence can be restored in the region,” the President added.
President Buhari said the Niger Delta situation was more complex, since the militants had no central command, and some of them were mere extortioners, but promised that a handle would be found to the unrest soon.
Dr Steinmeier, in his response, said Germany was happy to hear of the strides taken by the Buhari administration against insurgents in the North-east, adding that they were equally willing to lend a helping hand in resolving the crisis in the Niger Delta.

Applauding the war against corruption, Dr. Steinmeier said it had his country’s support, adding that Germany was also interested in investing in renewable energy, gas exploration, mining, among others, to boost Nigeria’s economy.

“Germany will support development in Nigeria. We want closer cooperation on migration issues, urbanization, and supporting the navy with equipment, training and intelligence, “the Foreign Minister said.

A 41-year-old man arrested by the operatives of the Rapid Response Squad (RRS) of Lagos State Police Command for stealing the phone of his helper has pleaded that he should be saved from going to prison the eighth time.

Emmanuel Oyewunmi, from Ikale, Ondo State, was arrested by the operatives on Friday night at Ojodu Berger Bus Stop for stealing N600 and a phone from a bus driver and a passenger.



Mr. Oyewunmi had been on the wanted list of RRS’s operatives for stealing a Samsung Galaxy S4 belonging to one Adesewa Oni from her car, the police said in a statement Sunday.

“On the penultimate day, Oyewunmi was a park keeper outside Shoprite Shopping Mall, Ikeja when Oni drove in to attend a ceremony at the Adeyemi Bero, Auditorium, Alausa,” the statement said.

“For keeping an eye on her car, Oni instead of offering Oyewunmi the N200 he requested decided to drive him to a nearby ATM to withdraw some money out of which she gave him N1,000.

“Unwittingly for her, she left Oyewunmi inside her car while she gets the money from the ATM. Upon returning, she handed Oyewunmi the N1,000 and she drove off.”

Mrs. Oni said she had driven for five minutes, after leaving Mr. Oyewunmi when she realised her phone was gone.

“Quickly, my mind raced to him and I realised my folly,” she said.

“How could I have left a total stranger in my car alone, leaving documents and valuable items in the car with him? It was just a silly thing to do for me. I traced him back to that spot but he was gone.”
Mrs. Oni said she was advised to report the incident at the RRS’s Headquarters the same day.

The police said the suspect on interrogation admitted stealing Mrs. Oni’s phone when she left him in the car to get money through the ATM last week Sunday.

“I was pushed into it by the need to get hard drugs,” Mr. Oyewunmi said.

“As soon as I got the phone, I went to Ipodo in Ikeja to get hard drug. It was the hard drug dealer that bought it from me. He bought it for N8,000.

“I spent the rest on drug. I was so pained that I forgot to shave and barb from the proceeds of the stolen phones.

“Hard drug has spoilt my life. It was the cause of my rejection by my wife, and my father. I got hooked on drug while I was young and getting out of it has been extremely difficult for me.”

Mr. Oyewunmi said some faith based non-governmental originations had assisted in his rehabilitation in the past, but he had always found his way back to drugs.

“Drug has been the predominant cause of my imprisonment,” he said.

“If I am imprisoned now, it would be the eighth time and third time this year.”

On his second offence, Mr. Oyewunmi admitted stealing a phone and N600 from the bus driver and a passenger but pleaded that he was under the influence of drug.

Confirming the arrest of the suspected thief, the Police Public Relations Officer, Dolapo Badmos, urged Lagosians not to expose themselves to criminals.

The police said the suspect had been transferred to the Lagos State Taskforce for prosecution.

The Kaduna state government has issued an order declaring the Islamic Movement in Nigeria (IMN) led by Ibrahim Zakzaky, an unlawful society.

Samuel Aruwan, spokesman of Nasir el-Rufai, governor of the state, disclosed this in a statement. The statement said the decision to outlaw the sect was arrived at during an executive council meeting which held on Thursday.



“This action is taken in the exercise of the government’s duty to preserve peace and security in the state, and to ensure that all persons and organisations are guided by lawful conduct and with due allegiance to the Nigerian state and its constitution,” the statement read.

“Section 97A of the Penal Code (Cap 110, Laws of Kaduna State, 1991) empowers the governor to declare as an unlawful society any organisation whose activities are dangerous to the security and good governance of the state.

“The order, which has been signed by the governor, draws on powers vested by the constitution and the laws of Kaduna state. Section 45 (1) of the constitution categorically vests in the governor the powers to take such measures and actions as are necessary for the promotion and protection of public safety, public order, public morality or public health; or the rights and freedom of all persons in Kaduna state.”The statement added that the judicial commission of inquiry into the clash between the sect and some soldiers “found that the IMN is not a registered organisation.”

Aruwan said it was discovered that the organisation has a paramilitary wing and that its members do not recognise or respect the laws of the country.

“The declaration order noted that since the regrettable events in Zaria which resulted in the loss of 347 lives, the IMN has overtly continued with unlawful processions, obstruction of public highways, unauthorized occupation of public facilities including schools without regard to the rights of other citizens and the public peace and order of the state,” the statement read.

“The order noted that these acts, if allowed to go unchecked will constitute danger to the peace, tranquility, harmonious coexistence and good governance of Kaduna state.”

“Sections 97A and 97B of the penal code prescribe a penalty of imprisonment for seven years or a fine or both for any person convicted for belonging to an unlawful society.

“The Kaduna state government reaffirms its vigorous commitment to upholding the right of citizens to practice the religion of their choice. These are rights fully protected by sections 38 and 40 of the constitution.”

The syndicate, apart from Isa, Babangida and Mohammed, includes a mobile police officer, Corporal Aliyu Ismaila, Abubakar Jibrin, Abdulsalam Ado, Reuben Dauda, Hassan Aliyu, Sani Yusuf EFCC operatives monitoring activities on the sealed property went to search the place for a random exercise and surprised members of the syndicate who ran away and left behind a carpenter called Yakubu Muhammad, who was arrested by the operatives. It was Muhammad that led to the arrest of Babangida, Mohammed and Isa.

The herdsmen, who usually invade the stadium in groups to feed their cattle, sometimes overwhelm the stadium security officials who try to stop them from their activities, especially at the Package B section of the stadium.
“It has been a routine for these herdsmen to herd their cows to this place for grazing, especially in the last one year. They invade the stadium at will and it seems nobody is ready to stop or caution them,” said a security official attached to the stadium.

When our correspondent sought the view of the stadium manager, Mr. Sati Mbok, he said that the management has been making frantic efforts to stop the herdsmen, but they have rather continued to increase in their numbers.

New Telegraph learnt that the herdsmen, who are usually armed with some dangerous weapons, have become a source of concern to those who are managing the expansive stadium.

In September last year, the Federal Capital Territory Administration (FCTA) issued an order banning the practice of open grazing of cattle in the territory and charged the AEPB to enforce the ban. One year after, the herdsmen and their cows are still roaming the streets and highways in Abuja. Public Relations Officer of AEPB, Mr. Sam Musa, told our correspondent that the agency has taken several measures to tackle the problem of the herdsmen, but have encountered a lot of impediments in their bid to flush the cows out of the city.

“We’ve really been warning and sensitizing them and the process is ongoing because you know some of them are new in the city and they keep having the information. We have been working together with their leaders to also sensitize them. You know education is number one; once you educate people and they can understand why they should not do it, our job becomes easier,” Musa said.

New Telegraph investigations have, however, revealed that beyond the challenge posed by these herdsmen, underutilization and poor maintenance culture has turned the $300 million National Stadium, Abuja, into an abandoned edifice, with many of its key facilities rusting away and a huge chunk of the expansive sports complex overgrown with weeds.

The multimillion-dollar edifice was built when Nigeria hosted the 8th All Africa Games 2003 (COJA) 13 years ago, but has become a shadow of itself over time.

Investigations by New Telegraph revealed that the Stadium hardly hosts events since most of the sports federations took their activities outside the Federal Capital Territory (FCT) where they would enjoy corporate sponsorships due to lack of funds. Often times, the main bowl serves as venue for religious and cultural activities, which pay little or nothing in return.

Unlike the entertainment and social recreation venues, social functions, such as inter-house sports and games amongst schools and other institutions, which generates revenue for the National Stadium in Lagos, the reverse is the case in Abuja which groans under lack of funds for maintenance.

New Telegraph gathered that the challenge of neglect of the stadium became compounded following the recent directive by the Minister of Sports, Mr. Solomon Dalung, that the staff of the scrapped National Sports Commission (NSC) be moved back to the Ministry of Youth and Sports. The most dilapidated section of the stadium is a 240-room hotel facility with a Conference Centre that have been overgrown by weeds and taken over by rodents and reptiles.

A visit to the facility also showed a portion of it is now inhabited by some poor Nigerians who use it as their shelter in the face of lack of accommodation in the city. A visit to the stadium revealed that apart from the main bowl of the stadium, which usually hosts international matches involving Nigeria, most of the other facilities were in deplorable state.

The Velodrome, one of the key facilities in the stadium, has been under lock and key for the past one and a half years. A closer peep revealed that there were thousands of gas cylinders and cooking stoves in the main bowl of the Velodrome. New Telegraph learnt that the items were kept there by a political party during the last general elections.

According to a security guard at the complex, the items were supposed to have been distributed to the supporters of the unnamed political party, but was later suspended just before the 2015 general elections.

Currently, the Nigeria Cycling Federation (NCF), which used to operate from there, has been sent packing and made to carry out its business from the Package B area. However, a visit to the Package B area of the com plex also showed that it has largely been neglected given the bushy outlay of its entrance.

The surrounding of the complex is overgrown with weeds while a corner of the entrance now serves as a waste dumpsite, a situation that has turned that section of the complex into a filthy zone.

The Olympic-size swimming pools have become home for tadpoles, toads and frogs as the water in them have turned greenish and stinking. When New Telegraph asked why the pool was abandoned to mosquitoes and tadpoles, a staffer in the complex, who would not want his name in print, explained that the water in the pool was not dirty, but that it was the basement of the pool that had accumulated much dirt, which left the pool polluted.

“The pool is being main tained by the federation that has not got subvention for a long time now. However, what you see now will soon be a thing of the past, as the pools are being worked on. The machines that pump water into it are being serviced and where necessary, are being replaced.

“The painting of the structure will commence soon. Cleaning the swimming pools and its diving slabs may cost nothing less than half a million naira and the cleaning exercise has to be done on a regular basis, but the funds are not there. “It is for this reason that we are calling on members of the public to come and patronise the facility so that we can have returns to maintain the place.

The Sports Ministry is not always forthcoming when it comes to releasing funds for facility maintenance,” he said.

There was confusion on Sunday in the Ketu area of Lagos State after some Hausa youths seized a chemist, identified as Emmanuel Emeka.

Emeka would have been lynched but for the intervention of policemen from the Ketu Police Division who quickly brought the situation under control.
A source told our correspondent that the victim had written a blasphemous word on a magazine, which triggered the anger of the youths.

The source said the police had already taken custody of the victim to save his life.

He added that the Hausa youths mobilised to destroy the victim’s shop, but were prevented by the policemen, who were deployed in the area.

He said, “It happened around 9pm on Sunday. The issue could have led to a bloody fight between Christians and Muslims in Ketu, but for the police.

“What happened was that the man wrote something on a magazine which the Hausa youths said was blasphemous. When other Hausa men saw it, they became angry and seized him.

“Some of his friends tried to rescue him and that almost started a fight. The police were alerted and they responded quickly and doused the rising tension.”

The Police Public Relations Officer, SP Dolapo Badmos, confirmed the incident, adding that the situation was under control.

She also confirmed that Emeka was in police custody.

She said, “The Lagos State Police Command averted what could have been a religious crisis between the Igbo community and the Hausa Muslim community due to the timely intervention of its operatives.

“At about 9.05pm, the Ketu division received a distress call that a boy was about to be lynched by some youths because he wrote blasphemous words on their magazine.

“The boy was rescued and kept in protective custody. His chemist shop was secured from destruction. Everywhere is calm as the police have intensified patrol in the area after successfully calming frayed nerves.”

Moving from their road rally on Friday, September 2, 2016 in remembrance of late Gani Fawehinmi (SAN), some human rights activists have stated their desire to usurp the present government of the All Progressives Congress (APC) in the 2019 presidential elections.

During their day four rally from Ikeja to the Gani Fawehinmi Park in Ojota area of Lagos state, the activists told their colleagues who were scared of being associated with them to steer clear as they are planning a massive take over from President Muhammadu Buhari and his party.
Speaking on behalf of the comrades who were unhappy with the state of things in Nigeria, seven years after the demise of the late legal luminary, Abiodun Aremu, the national secretary of the Joint Action Front (JAF), described the present administration as a fraudulent one.

While addressing his colleagues at the park on a rainy Monday afternoon, Comrade Aremu noted that those present at the rally were the ones to liberate Nigeria from the present quagmire of challenges facing the country at the moment.

He said: “On October 1, something great shall be happening in this country and the people here are the ones to execute the project. We shall liberate this country with the movement and struggle of the people.”

While pointing at the people with him on the podium where he was addressing others using the public address system, Aremu stated emphatically that “these are the people to liberate you from the present hardship of this economy.”

The radical comrade also added that every street will provide an eligible candidate who can be voted as Nigeria’s president, until a candidate can emerge to rule the nation and deliver the masses from the present hardship.

“If you are still thinking about the APC or PDP, please do not come here on the first of October. We are not the ones to send you away, but the spirit of late Gani will be evoked and you will be banished from our midst,” he added.

Three suspected armed robbers were on Friday morning burnt to death at Orunu village in Ofu local government area of Kogi, the News Agency of Nigeria (NAN), reports. It was gathered that the armed suspects blocked the Orunu-Idah road junction and were about to commence their operation, when youths of the community who were disgusted with their nefarious activities, emerged from different directions, seized three of the suspected armed robbers beat and set them ablaze, while two others escaped into the bush.

Confirming the incident, the state Police Public Relations Officer ASP Williams Aya, said that the police had recovered the remains of the three suspected robbers and released them to their relations for burial. He added that though no arrest had been made, the police are investigating the incident.
