Problem don finally finish, na to dey solve yeye things? I no blame u, if Google were to be collecting money per app that you publish on play store, u would have think of a better problem to solve. Its a GPS mapping app, so its got your coordinate using the GPS system of the device however combine with some web-service api. Anyway in my own opinion you can give it a try since you are not going to waste much money on publishing on google play store and you are paying once for you to publish other apps in future. But this is a very common application on most stores, even on the so called Blackberry appworld that hasn't got much apps like google play or appstore. So, it better you add something new to stand out on such app, otherwise your app won't even have a good place to stand or compete among other apps solving the same problem.

However, if u are so much interested in what you said in your initial post, i ve given you some links to work on. The only shortcoming of robocall(voice blast) services is that people might not like to pick such call as some Nigerian believe then that there is something they call KILLER NUMBER. Though, I haven't witness one but people claimed it happened. However, I'm yet to believe there is such juju until I see such happening. So this has change peoples attitude towards picking calls from such short coded strange numbers.

@akisoft, If I do understand you very well, I think what you need to make such calls to cell phone users is robo call. With these you will make such broadcasting of call to many GSM users at once, using a shortcode number like 4040
There are lot of web application that do offer this service just like you have it with bulksms. However, it cost more to setup a web app that does this than u can have it with bulk sms. Integrate it with one of those IDEs and start coding things. You can use netbean IDE for this however JDK must also be install and configured on your machine.

Javanian: I think we should stop this stereotyping and discrimination as they are very useless. You will need to study Java Micro-Edition (JavaME) more specifically JAVA CARD Technology.

Phone-gap is a nice thing u know. Even comes with a nice UI with d help of java script, html n css. But it has got it limitations to a native applications u know.
2go, Opera, whatapp among other application refuses to make phone gap version of their app because of these limitation i guess.
Take for example, PIM features of a J2me app cant be achieve with phone-gap since phone-gap is just web app(html pages) been encased... such dat it can run on target platform.

And who tell you that JavaFx is yet another failure. Any that what I m using now cos I know that Netbeans IDE will soon develop a drag and drop conponet for it.

The above script will generate 100 unique pins randomly with serial no for you...
It will also check such dat no pin exist in the database twice.

I will leave the rest for you to manipulate since you said you are into programming

Take note of the loop above for your manipulation of codes. Hence you can pass parameter from your GUI interface(html page) to represent 100 in that loop.
I expect you to know how to write script that will used the pin and render it status "used" in the database
