The big crude oil theft takes place when a company is awarded crude oil lifting contract to lift a specified number of barrels example, a company awarded an allocation of 20 000 bpd but instead of its vessel lifting the allocated amount, it departs the terminal with 40 000bpd. It is called 'Topping', meaning 20 000bpd will be unaccounted for. The relevant agency in charge of monitoring, the DPR, is very corrupt and inefficient because of our archaic metering system. The topping is also done by the IOC's.

The Government either seem to lack the political will to restore transparency and accountability in the oil industry or has vested interest in this regime of roguery, because the Ribadu Presidential Report recommended the use of automated metering system in all the terminals and well heads, and even took a step further by contacting Schlumberger for the installation of the automated meters before the report was denigrated by some corrupt elements in government circles. The 'Big Wigs' involved in the monumental thievery are well known to Government.
