As at then, public smoking is normal and permitted. In fact, the most popular ads on Tv and Radio then were by Tobacco companies. You will hear on radio ads like "Cigar Target o!Na wa!".
But a lot has changed now so much that even cigarette packs now carry warnings that you are liable to die from smoking. Refineries working doesn't guarantee that petrol will be cheaper than those prices! Subsidy is a conscious economic decision and has little to do with where the refinery is located. If crude oil is $70, it is worth $70 everywhere ,including Nigeria.

But definitely the cost and logistics of taking it abroad to refine and bringing it back to the country for final consumption would have been eliminated thereby reducing lots of added costs that made it expensive in the first place, also....If crude is being sold at $70, there are still over 20 other products that are being generated from crude not only petrol, so all that properly factored in will def not make the product too expensive
