FG Makes TRCN Certification Mandatory for Schools to Host Public Exams

In a major push to professionalize teaching, the Federal Government has declared that all secondary schools must ensure their teachers are certified by the Teachers Registration Council of Nigeria (TRCN) or face a ban from serving as examination centres for major public exams.

The directive was issued on Thursday by the Minister of Education, Dr. Tunji Alausa, in a memo to the Registrar of the TRCN. The move is designed to enforce minimum standards and qualifications for educators across the country.

According to the new policy, starting from 2027, the accreditation of any secondary school to host examinations like the West African Senior School Certificate Examination (WASSCE), NECO, NABTEB, and the National Business and Technical Examinations Board (NABTEB) will be contingent on their teachers being duly registered and licensed by the TRCN.

The minister outlined specific deadlines for each examination body:

· March 2027 for WASSCE
· May 2027 for NABTEB
· June 2027 for NECO
· June 2027 for the National Business and Technical Examinations Board (NBIAS/SAISSCE)

“Any school whose teachers are not duly registered and licensed with the TRCN shall be disqualified from serving as an examination centre,” the minister stated.

To ensure a smooth transition, the government has given a two-year compliance window. State governments have been urged to ensure all teachers in both state-owned and private secondary schools meet the requirement. Schools are expected to achieve a minimum of 75% compliance by 2026 and 100% by 2027.

Acknowledging that not all current teachers are education graduates, the minister provided a pathway to compliance. He encouraged such teachers with at least 12 months of classroom experience to enroll in an abridged professional certification programme offered by the National Teachers Institute (NTI).

"The institute offers an abridged professional certification programme with short professional courses lasting three to six months, after which participants can qualify for TRCN registration and licensing," Alausa said.

The minister called on all stakeholders to prioritize the directive and ensure wide sensitization to avoid any disruption to the accreditation process for the crucial public examinations. This policy represents one of the most significant steps taken to institutionalize professionalism within the Nigerian teaching workforce

My attention has just been drawn to the Suit filed by Governors of PDP challenging the declaration of state of emergency in Rivers State. The Suit marked as Suit No: SC/CV/329/2025: ATTORNEY GENERAL OF ADAMAWA STATE & ORS v ATTORNEY GENERAL OF THE FEDERATION & ANOR seeks the Supreme Court to nullify the State of Emergency (SoE) declared by President Bola Ahmed Tinubu.

This matter is now sub judice so, no one can predict its outcome: but let me give us a background of the state of the law in relation to that suit by the PDP Governors.

In law, there is what we call judicial precedent, also known as stare decisis, meaning "to stand by things decided" and dictates that courts should follow prior rulings in similar cases, forming the foundation of our legal jurisprudence. The situation we have in Rivers State is the same with what we had in Plateau State in 2004. I do not mean that the underlying facts for the declaration of SoE in Rivers State were the same with Plateau State. No. I meant that in both situations, the Governors and Members of the House of Assembly were suspended and Military Administrator appointed to oversee the affairs of the State.

After the declaration of SoE in Plateau State, a suit was instituted at the Supreme Court against the Attorney General of the Federation (AGF) and the National Assembly (NASS) challenging the suspension of Governor Dariye and members of the Plateau State House of Assembly. A preliminary objection was filed by the AGF and NASS. A preliminary objection is a legal argument raised at the beginning of a case by the opposing party, often challenging the court's jurisdiction or the competence of the suit. One of the grounds of the preliminary objection filed the AGF and NASS in the Plateau State case was that THE SUIT WAS NOT AUTHORISED BY THE SOLE ADMINISTRATOR OF PLATEAU STATE. The Court agreed with the AGF and NASS that as at 24/6/2004 when the plaintiffs filed the suit, only the Sole Administrator could have authorized the filing of the suit on behalf of the Plateau State of Nigeria. In the suit filed by the PDP Governors, even the Sole Administrator or Attorney General of Rivers State was not even a party. Whatever you make of this observation is entirely yours.

The Supreme Court also held that THE SUIT SEEKS RELIEFS FOR INDIVIDUALS WHO ARE NOT PARTIES TO THE CASE AND WHO HAVE NO COMPETENCE TO MAINTAIN THE ACTION. The Supreme court has no original jurisdiction in respect of claims or reliefs for individual persons by virtue of the provisions of Section 232(1) of the Constitution. The reliefs sought were for the personal benefits of Governor Dariye and members of the Plateau State House of Assembly, who were not even parties to the suit and thus the suit cannot activate the original jurisdiction of the Supreme Court. In this same suit filed by the PDP Governors, the reliefs sought are for the personal benefits of Gov. Siminalayi Fubara. The question is: does the Supreme Court have jurisdiction to entertain personal benefits? I also leave you to make your personal conclusions.

By the doctrine of judicial precedent, the judgment of the Supreme Court binds the Supreme Court. In the light of the above explanation, I make the following observations:
1. The PDP Governors lack the locus to file the suit at the Supreme Court.
2. Only the Sole Administrator of Rivers State can can authorize the filing of such suit.
3. The suit seeks personal reliefs for the benefit of Suspended Governor Siminalayi Fubara, and he is not even a party to the suit.
4. It is abundantly clear that the Supreme Court does not have jurisdiction to determine the suit filed the PDP Governors.

This legal opinion is offered in the light of the Supreme Court decision in Plateau State Of Nigeria & Anor. V. Attorney-General of the Federation & Anor which is similar and/or the same with the suit now filed by the PDP Governors. I will keep a tab on this case to see how it pans out.

In the meantime, I ask: why do Governors suspended during a State of Emergency fail and/or neglect to file the suit themselves? If they refuse to, can anybody cry more than the bereaved? Interesting times ahead indeed!

I was privileged to see my payslip, it was stated level 12/6. 2013 teachers are in levels 12 and 13 being the highest with very few on 14 which was PhD then. So all 2013 can't be on the same steps and also some few persons used man -know -man to upgrade themselves to a step or two above others.

The Rivers State Senior Secondary Schools Board expresses its heartfelt condolences to the family of Mrs. Lartey Bosede Oyeyemi, a dedicated teacher at Community Secondary School, Rumumasi, Port Harcourt, who tragically passed away during morning devotion on Friday, November 8, 2024.

On Monday, Chairman Dr. Samuel A. Emejuru, accompanied by fellow Board members, visited the school and the family home of the late Mrs. Oyeyemi to offer their sympathies. Dr. Emejuru shared that the news of her passing came as a great shock to the entire Board, highlighting her significant contributions to the education sector in Rivers State, which will be deeply missed.

During the visit, Dr. Emejuru encouraged the staff of Community Secondary School to remain strong and inspired by Mrs. Oyeyemi's exemplary lifestyle. He urged them to continue their diligent work in education, which is vital for public appreciation and recognition.

GOV. FUBARA APPROVES N85,000 MINIMUM WAGE FOR RIVERS WORKERS

Rivers State Governor, Sir Siminalayi Fubara , has on Friday approved Eighty-Five Thousand Naira (N85,000) as the new minimum wage for civil servants in the State.

Gov. Fubara disclosed this during an audience with Labour Unions under the auspices of the Joint Public Service Negotiating Council in Government House, Port Harcourt on Friday.

Addressing newsmen shortly after an audience with the governor, the Chairman of the Joint Public Service Negotiating Council, Comrade Emecheta Braide Chukwu noted that the meeting which anchored on the new national minimum wage as approved by the federal government of Nigeria was rewarding as the governor graciously approved the sum of N85,000 as the new minimum wage in Rivers State.

He described Governor Siminalayi Fubara as a compassionate, loving, and kind leader who feels the pains of the people, as he has demonstrated in action his mantra of placing the interest of Rivers State first, adding that despite distractions and the downturns, he has approved a robust minimum wage of N85,000 for the workers.

"Today, His Excellency, Governor of Rivers State, our own member of the civil service has pronounced that he is going to pay Rivers civil servants N85,000 minimum wage."

"He is a man that has placed Rivers State first above every other interest. He is a man that grew through the rank and file of the system. He knows what salary is, and he has demonstrated it this afternoon. I must tell you our heart is full of joy."

Comrade Chukwu pointed out that as members of the organized labor and the Joint Public Service Negotiating Council, the umbrella body that negotiates salary for the welfare of civil servants, they will report back the good news to the workers at the Secretariat.

"He has done it before, he has done it again. We are looking forward to December when he will do more."

He noted that the effective date for the commencement of the new minimum wage in the State will be in November due to the salary chart that will be developed.

"You know what was brought from the national was very empty and it was nothing to write home about. So, if we rely on it for implementation we will end up getting nothing. So we are going to set up a technical committee arising from this meeting to make sure that by next month when the new salary will be paid, it will reflect the real salary."

They normally constitute a committee involving labour union, tuc and others involved. Let's see what will come from him now.

I hope the governor will pay us according to the main calculations since uptill now, he is yet to constitute the state renegotiation committee. The man just de do like his no longer interested in the job. Others have set up committees, also paying too. Make this money no pass this year ooo.
