Fayemi Targets 10% GDP From Nigeria’s Solid Minerals

The Minister of Solid Minerals, Dr Kayode Fayemi has hinted that the current government would ensure that Solid Minerals contributes not less than 10 percent of the nation’s Gross Domestic Products ( GDP).

Speaking in Isan Ekiti, Ekiti State on Sunday, the Minister said the, although the sector currently accounts for a lowly 0.06 of Nigeria’s GDP, the country has good prospect in solid minerals sector, having 44 key minerals in about 350 spots across the 36 States of the federation.

“Nigeria used to be centre of excellence in solid minerals, particularly in Tin and Coal since 1903, that was before the first World War. When petrol came, we abandoned production of these two minerals, but we have come to realise our mistake,” he said, adding: “We have Coal in Enugu, Diamond in Nasarawa , Tin and Columbite in Plateau and many other States. There is no State without a mineral. So we have a lot of potentials to tap and this we shall achieve.”

The Minister said the poor management of the sector in the last 55 years of Nigeria’s Independence brought about its low contributions to the economy.

Speaking further, he said: “President Buhari came into government with strong integrity. And we won’t allow the Integrity Quotient to reduce, so whoever is perpetrating illegality in the sector must start packing his load .

“We are ready to tackle the cartels in the sector and those who think they can continue will face the maximum wrath of the law.”
He said the Ministry is blessed with experts in Geophysics, Mineral Resources Management, Geology, Metallurgical and material Engineering, Mineral Engineering and other cognate fields that could enliven its prowess for economic development.

The Ebonyi State Governor, Chief Dave Umahi, at the weekend said that his administration and the leadership of the Peoples Democratic Party (PDP) in the state will not engage in “senseless and needless opposition” to the President Muhammadu Buhari-led Federal Government.

He disclosed this in his country home, Uburu, Ohaozara local government area when a team of the PDP in the state paid him a condolence visit.

Umahi said that since Ebonyi State has a lot of challenges, it would make no sense for it to embark on “senseless opposition against President Buhari.”

The state governor, however, said that supporting Buhari’s programmes did not in any way mean that he and other members of the PDP in the state would abandon their party. Reiterating his support for President Buhari’s anti-corruption programme, Umahi said he believed in the President’s honesty and commitment to bringing graft to the barest minimum level in the country.

The governor said, “A number of people who like to jump from one place to the other have been asking me and I said look, we are in PDP and we remain in PDP, but we are supporting the programmes of Mr President”.

“We like what he is doing in the fight against corruption. You can see honesty in his administration and his commitment to rebuilding Nigeria. I share certain virtues with him”.

“We, as a state, will continue to support him. To oppose him is to oppose the truth. But as we support him, we have to support our party, the PDP, so that together we can stand”.

The Economic and Financial Crimes Commission did not put the Chairman of the Code of Conduct Tribunal (CCT) Mr. Justice Danladi Yakubu Umar on trial over an allegation of N10m bribery because the evidence against him was not weighty and not sufficient to sustain a possible prosecution.

In official documents obtained by PRNigeria, the anti-graft body claimed that the facts against the CCT Chairman raised just mere suspicionn which in law, cannot take the place of proof.

It stated that: “The facts as they are now against Justice Umar raised a mere suspicion and will therefore not be sufficient to successfully prosecute for the offence.”

...However, Sanusi replied Diezani, saying there were issues to be cleared around the subsidy regime under Jonathan. Speaking with Sunday Telegraph, he said was denied Nigeria’s backing for the AfDB job because of the $20bn allegation. He noted that while he expressed lack of interest in a second term as CBN Governor, he wrote a letter to Jonathan and the Senate and also discussed his AfDB ambition extensively with the Ministers of Finance, Dr. Ngozi Okonjo-Iweala, and the Attorney-General of the Federation and Minister of Justice, Mohammed Adoke.
The monarch further explained that his meeting with Jonathan on the AfDB job was witnessed by the former President’s Principal Private Secretary, Hassan Tukur. Sanusi recalled that Jonathan even directed Hassan to start campaigning for him among African leaders, which the aide did by writing a letter to one of them.

“It is not something that is hidden that anybody who is seeking that job must get the support of his country. Knowing fully that I went to the President with my intention and before I made the exposure of the $20bn oil deal, Jonathan clearly indicated his support for me. He even directed Hassan Tukur, his Principal Private Secretary to write to African heads of state. So, what is Diezani saying? One can now see that she is lying.
“My suspension came a week after I made the disclosure of the missing monies, precisely on February 20, 2014. As at that time, I was the only candidate from Nigeria gunning for the AfDB job, but you know one cannot have it when he is suspended. My passports were all confiscated. Jonathan in trying to punish me denied me of the job and replaced me with Akin Adesina, who is my personal friend.

“The question that remains for Diezani to answer is: Was there $6bn said to have been remitted to NPDC which they denied? As for that denial, who is holding that money? What happened to the inflated N6 per litre kerosene subsidy?

Where is the money said to be paid to that effect? All these questions formed the basis upon which I was suspended and denied the AfDB job,” he stated.

He reminded the former minister that what he did was neither a personal war nor was it targeted at anybody. He declared that if anybody feels affected by the revelation, he or she should come forward and clear their name.

“Certainly, there is nothing personal. It is our nation’s money we are talking about. One cannot take away the treasury and expect to go scot-free. He must answer the basic questions. Everyone is aware that I was punished by former President Jonathan for exposing the missing $20bn. The punishment after suspending me from the CBN and taking away my passports was also blocking me from becoming the AfDB President. But Allah in his mercy today has given me something much more better than that.”

He expressed sympathy for Diezani’s health condition and wished her quick recovery. He, however, urged President Muhammadu Buhari to get to the bottom of the matter.

Sanusi never accused anyone of stealing $20b but he said the money was supposed to be remitted to the CBN but was never remitted till this moment.

As someone who schooled many petulant traducers on these boards, during the entire saga, let me ask you this: do you know what a 'certifying statement of result' connotes?

Even if Buhari was interested in getting hold of an original copy of his certificate, how do you propose that he gets around the following constraint (pay attention to the statement highlighted in purple)?

Examination centres are required to keep hold of unclaimed certificates for a period of 12 months. So if you took your exams within the last year you should contact the Exams Officer at your school or college to check if they have the original certificates.

Otherwise, you will need to apply for a certifying statement of results (for 14–19 qualifications) or a replacement certificate (for vocational qualifications). The processes are different so please ensure you complete the correct form.

But, INEC new regulation states that such certificate should be attached to a form 001 or so on application. Buhari did not attach the certificate as required. That's the bone of contention here, not whether he hold a PhD degree.

You could hold your PhD degree, but if you fail to attach it you stand disqualified.

The case against buhari is a 10 faceted case. The issue of buhari having a statement of result or certificate is part of it.

The issue is why did buhari not submit his certificate along with the form he submitted. Why swear an affidavit when he knew he could have gotten this same statement of result he presented

Why did he not do a due diligence with the military with regards to the reason for the affidavit before submitting his form?

Why did he assume his certificate is with the military?

Now looking at the supposed statement of result, it is glaring that there were some discrepancies-- In documentation, is Mohammadu the same with mohammed? Let's be sincere. We know him as mohammadu and I am sure all other documents he has is written mohamadu. Don't go telling me that mohamadu is the same with mohamed. That could be accepted from the face value but also that can be debated too!

When you are filling an information( personal info or otherwise) it behooves on you to fill the correct thing with regards to the evidences you have that can be verifiable and also behooves on you that you don't put false info that will negate ur integrity.

Its an interesting case no doubt! But I believe the rule of law will always prevail

Buhari never bothered asking for a statement of result. This effort was largely down to an interested third party (I will see if I can find a reference).

Is Adeshola the same name as Adesola? Is an Orisha the same as Orisa? Is the Ibo language the same as Igbo?

EXCLUSIVE: Katsina College releases Buhari’s ​WASC results

Government College, formerly Provincial Secondary School, Katsina, which Muhammadu Buhari, the All Progressives Congress, APC, presidential candidate, graduated from in 1961, has released Mr. Buhari’s secondary school certificate examination results.

The results, obtained exclusively by PREMIUM TIMES Wednesday, confirm Mr. Buhari’s claim that he undertook the University of Cambridge West African School Certificate Examinations and obtained five credits in English Language, Geography, Hausa Language, History, and Health Science.

PREMIUM TIMES obtained the computer printout from Cambridge University as well as a statement of result, signed by the current principal of Katsina College, dated January 21, 2015.

The results show that Mr. Buhari, a former military head of state, failed in Mathematics and Woodwork, and had a pass in Literature in English.
The examination centre number was 8280, while Mr. Buhari’s candidate number was 002.

The statement of results is printed on the letter head paper of the Katsina State Ministry of Education, and it shows that the examination took place in 1961.

The Cambridge print out also shows the result of 17 other candidates at the centre, including Shehu Yar’Adua, a former Chief of Staff, Supreme Headquarters.

2. Sometime in the heat of the controversy generated, the APC tells Nigerians that the regime of Gen. Babangida looted Gen. Buhari’s documents when he (GMB) was overthrown. He and the APC visited IBB at his Hilltop residence and couldn’t smooth talk him into releasing his documents? By this the ruling party will be put to shame.

An elder statesman and former Commandant of the Nigerian Defence Academy (NDA) retired General Paul C. Tarfa said yesterday that it is insulting for anybody to say the All Progressives Congress (APC) presidential candidate retired General Muhammadu Buhari has no school-leaving certificates. He explained that apart from their school certificates, as military cadets in the 1960s, they were made to sit for other examinations before joining.

Reacting to the Military Secretary’s claims that it didn’t have Buhari’s records, General Tarfa said “It is very silly to say that.

Buhari and I went to the United Kingdom for training. We joined the military at 18, 19 years of age. When someone went through all the trainings abroad and passed through all the military examinations in all cadres and so on, and just one cranky idiot will say you don’t have school certificate. That is absurd.” He explained that “Buhari’s principal was my principal. From their school, their principal Mr. West was sent to our school.”

General Tarfa spoke to Weekly Trust during a meeting of some Christian leaders, under the auspices of Northern Christian Leaders Eagle-Eye Forum with Buhari, held at the International Conference Centre, Abuja.

4. The General happened to be in the UK for two weeks, during this period and made a presentation at the Chatmam House, The Royal Institute of International Affairs. One wonders why he didn’t go to Cambridge during this period and collect his 1961 WASC, this would have dealt a heavy hammer blow to the PDP and increased his chances at the polls.

And two; OCR would only provide a 'certifying statement of results' - the equivalent of the same document already provided by Katsina college - and not an original CERTIFICATE.

I wonder why the APC should say that "anyone who will disqualify a presidential candidate on the eve of an election can only have one and only one purpose for that: to trigger chaos and pandemonium across the country”… "This is why we are hoping that good reason will prevail and nothing will be done, deliberately, to plunge Nigeria into crisis… Why would there be chaos, is GMB bigger than Nigeria, he had all the time in the world to present his certificate(s), but didn’t, now they threaten us? If a man is not qualified he is not qualified QED. Why bend the rules for one man, is he different from other contestants? The PDP has gone to court (as advised by the APC) and now they threaten everyone - funny indeed. I pray that the rule of law is upheld and that justice is done.

APC issued a warning, simple.
If you look around you, you will find that no upstanding Nigerian of repute has ever repudiated Buhari's claim of fulfilling the qualifying the criteria; which is nothing more than a secondary school certificate. Explaining the controversy, Maduka said that the delay encountered when the company sought clearance from the office of the National Security Adviser (NSA) when the demand came made it necessary to sell the cars to NCAA.

But the Committee insisted that Coscharis deceived the public and the government by saying that the cars were bought for NCAA when actually they were purchased on behalf of the Lagos State government.

The committee also accused the company of ripping Nigerians off.

Mickey7, if buhari can in your words "exercise ALL(emphasis mine) executive powers of the state(Nigeria) DIRECTLY.." why then did section 138 of the 1999 constitution provides that
"the president shall NOT, during his tenure of office, hold any OTHER EXECUTIVE OFFICE(emphasis mine) or paid employment in any capacity whatsoever".

Flowing from the import of the above provision isn't it clear as a pikestaff that the president CANNOT EXERCISE ALL EXECUTIVE POWER DIRECTLY as he is not brooked to hold any other executive office other the ones that come with the office of the presidency?

Do you know the office of the inspector general of police is an executive office? Can the president exercise the executive power of the IGP directly without violating section 138? Of course not, he can't. He can only indirectly exercise such powers through directives to the IGP. By directly exercising the executive power of IGP he, the president will be assuming the office of the IGP and that's what the constitution under section 138 scowls at. Or can one directly exercise the functions of an office without holding the office? To say 'yes' will be absurd.
The reason why the said section doesn't permit the president to hold another executive office by acting directly is to afford him time and space to carry out the real executive functions of the presidency which are inherently onerous for one man hence the need for a Vice.

Buhari directly acting as a minister of petroleum amounts to holding another executive office as the office of a minister is an executive office. And as such the president is prohibited under section 138 to so hold such office.

Needless to bring up the other phrase "paid employment" in section 138 as it is visible to the blind that ministerial positions and other executive offices are ''PAID EMPLOYMENT" and the said section prohibit the president from taking up othe paid employment. I wouldn't bring up that argument.

That section states that;
5.(1)Subject to the provisions of this Constitution, the executive powers of the Federation:
(a)shall be vested in the President and may subject as aforesaid and to the provisions of any law made by the National Assembly, be exercised by him either directly or through the Vice-President and Ministers of the Government of the Federation or officers in the public service of the Federation.

This in plain language means the president can exercise all executive powers of the state(Nigeria) directly except the National Assembly makes a law precluding him from exercising certain executive powers.

However,it is impossible for the president to exercise all executive powers directly.That is why the constitution suggests/allows him to appoint ministers at his discretion.Ministers act as helpers to reduce his work load.

If he must appoint ministers,such appointments must be subject to confirmation of the senate-section 147
"147. (2) Any appointment to the office of Minister of the Government of the Federation shall, if the nomination of any person to such office is confirmed by the Senate, be made by the President.


Buhari is thus empowered by the constitution to act as petroleum minister without interference from the legislature.The senate only comes into play when Buhari decides to appoint a petroleum minister.
