[size=13pt]I was a bit surprised when I viewed the sentencing of a US senator (William Jefferson) https://en.wikipedia.org/wiki/William_J._Jefferson implicated in a bribery scandal in which his agreement to bribe our then vice president became revealed. You can still find the sentencing file hosted on the US Department of Justice's site.

What was really surprising is was the citing of exhibits 36-87 revealing wire transfers from a Nigerian account in the name of Aisha Buhari to the account of ANJ Group LLC, identifying the senator as the beneficiary.

This lends credit to the allegations of missin $2.8billion dollars under Buhari's watch

It also I believe explains why Buhari found it okay to serve under the Abacha administration and eventually say after Abacha passed away, that "Abacha never stole".

It is his public declaration that Abacha never stole combined with the fact that he served under Abacha that raised serious red flags in my mind about him. Why would anyone (especially one who served under Abacha) make such a declaration? It stands to reason that the only reason he would say that is that he had very strong reasons for which he would want us to believe that statement.
And I make bold to say that those reasons are almost certainly self-protective.

As I write this, it occurs to me that the man (Buhari) does not really respect Nigerians at all. Or else how could he have declared such a feeble lie, expecting anyone to believe it?

Three years ago, Aisha Buhari, a middle-aged Nigerian woman, stood at a perfume counter inside a Washington pharmacy and, according to an African immigrant named Joshua Assiba who said he was also there, bought thousands of dollars of merchandise.

“You must be a rich woman, looking at the way you dress and spend money,” Mr. Assiba recalls telling Ms. Buhari.

As the pair struck up a conversation and subsequently became friends, Mr. Assiba, then a security guard, said she told him that her father was the former military ruler of Nigeria, Gen. Muhammadu Buhari, and that her American friends included politicians like Mr. Jefferson of Louisiana.

Mr. Assiba, who was scouting investors for his own African projects, had been introduced earlier to Mr. Hines. The lobbyist, Mr. Assiba told Ms. Buhari, was just the man Mr. Attah needed.

Term limits barred him from running again for governor, and so he cast his eye on becoming Nigeria’s next president. To prepare for that run, he needed to raise his profile at home and abroad. So when he received a telephone call from Ms. Buhari in 2005 endorsing Mr. Hines as someone who could help, he said he agreed to hire him.

“All I needed to do was ask Aisha if she knew him,” Mr. Attah recalls.

Mr. Attah says he knows Ms. Buhari’s father, who is still a powerful Nigerian politician, by reputation. He also met her, he said, in 2001 when she accompanied a group of American politicians that included Mr. Jefferson to Akwa Ibom to see oil-related pollution problems there.

But in September 2005, a week after Mr. Attah signed the Akwa Ibom contract, Mr. Hines sent a letter to State Department officials in Nigeria urging them to renew Ms. Buhari’s American visa; the letter stated that his firm had hired her as a “consultant” and that her contract was “available on request” for inspection.

Mr. Creed had tried to get the deal, but it was Ms. Buhari, the Nigerian woman, who suddenly re-emerged to snatch the prize.

As for Ms. Buhari, who is living in Virginia, it’s not clear who she really is. For one, she is under investigation in Nigeria by its Economic and Financial Crimes Commission, said its head, Nuhu Ribadu.

Mr. Ribadu said he is uncertain if her name is Aisha Buhari, but he added that she is not a daughter of General Buhari. The former Nigerian ruler agrees.

“I don’t have any relationship with that Aisha Buhari,” Mr. Buhari said. “I don’t have any daughter called Aisha Buhari living outside this country. She is not my daughter.”

The Nigerian official said that American authorities suspect that Ms. Buhari may have served as a financial conduit for the politician. Mr. Jefferson has not been charged with any crimes and has denied any wrongdoing; his lawyer declined to comment.Mr. Ondeck, whose experience as a lawyer is highlighted on GlobalOptions’ Web site, accompanied Ms. Buhari to the courthouse on the day of her testimony. 1. That the Aisha Buhari mentioned claims to be PMB's daughter not wife as some like to claim.
2. PMB' s daughter named Aisha couldn't have been middle aged at the time of the case.
3. PMB denied having any daughter named Aisha living outside the country during the period.
4.she is a fraudster using PMB's integrity to defraud unsuspecting members of the public.
5. Therefore Aisha Buhari mentioned in Haliburton Case is not PMB's wife

INTERVIEW: Why Buhari insisted on having Amaechi, Fashola in his cabinet despite massive opposition — Itse Sagay

Itse Sagay, a professor of Law, is the Chairman of the Presidential Advisory Committee on Anti-Corruption. In this interview with PREMIUM TIMES’ Ben Ezeamalu, he spoke about his committee’s assignment as well as the present and immediate past administrations’ fights against corruption.

PT: Let’s talk about the Presidential Advisory Committee of which you are chairman. How far has the committee gone with its assignment and are there any challenges so far?
Sagay: You know, obviously, that it’s not everything we do that I can say. The committee, to a certain extent, is working under a sort of protocol of low profile: do a lot behind the scenes but do not project yourself all over the place. So that means I cannot tell you everything we have done. But I’ll tell you some of the essentials.

I think the first point I need to make, that this committee is a coordinating committee. In other words, it is to coordinate the fight against corruption in the country. That process of coordination includes the following: we will liaise with all anti-corruption agencies, we will ensure that they are cooperating, rather than competing.

We will also look at what they are doing individually, to find what challenges they are having. For example the challenge of training their manpower with regards to prosecution. We are doing something about that (So many cases that have not been concluded were suspended and all that). Is it equipment? Is it finance? Or is it that there are some people within these agencies that are in fact sabotaging what the agency is doing by cooperating with the very people who are being investigated. Things like that are also happening.

Those are some of the things and, as I said, we want to create synergy between all the various anti-corruption agencies so they are working and cooperating together, supplying expertise where one lacks, supplying equipment where the other lacks. We are doing that right now.
Secondly, having asked all these questions, we then arrange to provide assistance to meet those gaps which they have. For example we are in touch with various international bodies who have given us their assurance that once we know what the agencies need, they will provide the assistance to make up for any shortcomings that they have in any of the areas like training, equipment and so on.

We have been in touch with many of them and they have really been very generous in the way they have come forward to meet us.
Then secondly, very major thing, is the reform, improvement, and application of the Administration of Criminal Justice Act. So administration of criminal justice generally but with specific reference to the Administration of Criminal Justice Act of 2015.

You saw the recent explosion in the country over the Supreme Court’s decision where there was so much controversy whether the Supreme Court ought to have granted a stay regarding the Code of Conduct Tribunal operations.

So our job is to ensure that this particular law works. And the reason why it has to work is because before it the previous law was not working. You charge somebody to court for corruption, the first thing the person’s lawyer does is to file a preliminary objection challenging the jurisdiction of the court, challenging the validity of the charges, and so on. And they would now compel the court to concentrate on these preliminary matters and completely forget the charges which brought them to court. And, say, if after two or three years they lose, they would appeal to the Court of Appeal. They would not say ‘Ok let us hear the case now.’ No no no. They will appeal to the Court of Appeal and knowing the mentality and the culture of the judiciary.

Once you say you appeal, the High Court is so frightened it will suspend its proceedings. And so the thing goes on to the Court of Appeal. And they go through the same rigmarole, two-three years, court rules that the lower court has jurisdiction. They appeal to the Supreme Court. And that goes through another two-three years rigmarole. So by the time they finally say the court has jurisdiction we are talking of 10-12 years. By the time you come back to the High Court to actually hear the case, witnesses have died, retired, the investigating police officer is retired, he’s no longer there. Those who are familiar with the case in the ministry have become judges. So the case dies a natural death and they create what we call ‘prosecution fatigue.’ That’s what used to be.

Now under this Administration of Criminal Justice Act 2015, all these problems have been solved. That Act says there must be no adjournment, adjournment is prohibited. Once the case starts, it has to go on from day to day till it’s concluded. There are provisions where there is an extreme need for an adjournment, the judge uses his discretion to grant two weeks, 14 days. And this can be done five times during the life of the case, after that the judge doesn’t have the competence, the case must go on till the end. That’s number one.

Number two, let’s go over what I said just now, somebody brings a preliminary objection, he attacks the jurisdiction of the court, he says the charge is not properly drawn up, it’s faulty and so on, therefore everything needs to be struck out. Or even brings an action that his client should be discharged, that the charge be quashed. Now, this new Act says if anything like that comes, the court should entertain it, but entertain it together with the substantive issue. So if you bring a preliminary objection now under the new law, the court will listen to you. You argue, you give all your reasons why the court has no jurisdiction, the court will be taking down notes. After you finish all that the court will say ‘fine’ and put it aside ‘I’ll rule on it.’ Now let’s go to the main case. They will then hear the corruption case which would have been postponed until after the Supreme Court, they now hear it to the full. After that the judge will now give a date and come, give judgment on preliminary objection, give judgment on substantive case. Do you see the improvement? You do not have to journey to the Supreme Court and back. Everything is taken together. So if the judge, having heard both the preliminary objection and the substantive corruption case, he will take the preliminary objection first naturally…

PT: (Cuts in) If the judge hears the preliminary objection and delivers judgment…
Sagay: He won’t deliver judgment.

PT: As in, after he heard all the cases. And delivers judgment and it turns out he didn’t have the jurisdiction in the first place to entertain the suit. Does he still have the competence to rule on the substantive case?
Sagay: That’s what I was going to tell you. He gives judgment, he agrees he has no jurisdiction. Then he will say, ‘supposing I’m wrong in saying so, this is the judgment I would have delivered in the corruption case.’ He will still send the man to prison even though he says ‘I have no jurisdiction, but in case I have, I’m sending you to five years imprisonment.’ Case goes on, to the Supreme Court. The Supreme Court will now look at the two. The Supreme Court may agree with him and say ‘oh, she has no jurisdiction, I uphold her. But I will also look at the substantive matter. If I had jurisdiction, you’d have gone to prison for five years.’ Supreme Court may end up saying yes they have jurisdiction therefore we adopt the jurisdiction and you are going for the five years. Do you see the difference? It’s a dramatic difference. It’s a revolution. So within nine months the case is heard, 18 months it’s finished in the Court of Appeal, in another two years it’s finished in the Supreme Court and you know your fate. No going up and down, the two are taken together. That is the new law.

That’s not all, the new law also says that, previously if you are hearing a case and you are promoted to a higher court, you just drop the case you are hearing, a new judge is now brought to hear it from the beginning, no matter how far you’ve gone. We have a very bad case recently of Erastus Akingbola of Intercontinental Bank. The case was heard from beginning to end, the judge gave a date to deliver judgment, then we don’t know up till today whether this was a plan, they just promoted him to the Appeal Court. The case is back. And since then it has gone through three or four judges, no head no tail. That is gone forever. Once a judge is assigned to a case, even if he’s promoted to the Supreme Court, he must finish it, under this new law.

So our duty as the Presidential Advisory Committee Against Corruption is to ensure that all courts keep strictly to these changes and not go back to the old bad ways. Because many of them have the tendency of going back to the old bad ways. Either because they are ignorant. Either because they don’t appreciate the significance of the new laws or because they are corrupt. So our job is to follow up every case to make sure that there is no falling back. That no judge is granting unnecessary adjournment. That no judge is staying any action.

Another provision of the new law is that if you appeal any ruling of the court, the court will continue hearing the case regardless of the appeal.

My committee is mandated to ensure that all these changes are maintained and sustained and applied unfailingly.

Our attention has been drawn to reports making the rounds, especially on internet-based media, that President Muhammadu Buhari received $300,000.00 and up to five armoured SUVs from the Office of the National Security Adviser in the aftermath of the attack on his convoy in Kaduna last year.

We unequivocally deny that President Buhari received $300,000.00 or any monetary compensation whatsoever from the Jonathan Presidency or any of its officials, in the aftermath of that attack, or at any other time since then.

While it is true that one armoured SUV and one untreated SUV were sent to the President in the aftermath of the attack, the vehicles were in keeping with his entitlements as a former Head of State under the Remuneration of Former Presidents and Heads of State (And other Ancillary Matters) Decree of 1999.

Section 3, Sub Section 1 of that Decree provides that three vehicles will be provided for former heads of state and replaced every four years.
There was therefore nothing untoward, illegal or tending to corruption in former Head of State Buhari and Presidential aspirant, as he then was, receiving vehicles, to which he was statutorily entitled , from the Federal Government of Nigeria.

President Buhari had in keeping with his austere, spartan and frugal disposition shunned most of his entitlements as a former Head of State, but was prevailed upon by his supporters to accept the two vehicles for his personal safety in the aftermath of the dastardly attempt to assassinate him.

It is preposterous to think that the President will allow his acclaimed reputation of honesty and incorruptibility to be tarnished by accepting a questionable monetary compensation from a discredited regime.

Stella Oduah in N18bn Aviation Scam

OrderPaperToday – Documents have revealed how about $122million (N18.3bn) was withdrawn in questionable circumstances from the Bilateral Air Service Agreement (BASA) account of the Aviation Ministry and yet the ministry of Aviation is saddled with a debt burden of N100Billion

Documents exclusively obtained by ORDERPAPER.NG indicate that at least $23million (N3.4bn) of these removals were made between 2012 and 2014 when Mrs. Stella Oduah held sway as minister of Aviation.

The pattern of withdrawals fell short of due process and arouse suspicions as the account statements from the banks failed to indicate to whom the moneys were paid and/or for what purposes.

In each case, the transactions were all carried out on a particular day in different ranches (as indicated in the documents attached.)

The BASA account is domiciled in the Central Bank of Nigeria (CBN) and is operated through third party commercial banks in some cases. It is spent only on approval from the president for intervention purposes usually requested by the minister of aviation.

Sources say to facilitate the suspicious transactions on the fund, Oduah allegedly built a web and network of loyalists and appointed cronies as heads of various parastatals of the Aviation Ministry who continued to do her bidding even out of office.

These cronies, according to sources withdrew $9.2million in December 2014 and another $4.1million in June, 2015, one month after the President Muhammadu Buhari’s administration was inaugurated.

When ORDERPAPER.NG contacted Mr. Osita Chidoka, Oduah’s successor as minister, if he directed any withdrawal from the account, this is how he replied: “Thanks for asking. I believe the ministry will have the details of expenditure from all its accounts. I don’t have any details to provide. Feel free to contact me if you require any clarifications.”

Did President Buhari approve any withdrawal from BASA account in June? When ORDERPAPER.NG contacted Special Adviser to the President on Media and Publicity, Mr. Femi Adesina on this question, he referred our reporter to the Ministry for details.

But former Permanent Secretary in charge of Aviation, Binta Bello said funding for aviation projects halted once Oduah was removed as minister.

“Since she left, these intervention funds stopped,” she said at a meeting with the senate committee on Aviation November 3, 2015.

However, findings by ORDERPAPER.NG showed that the BASA funds continued to be accessed severally even when Oduah had left office.

Details of the June 2015 transactions on the BASA Account domiciled at the London branch of First Bank revealed that six successive withdrawals totalling $4,140,309.25 were made on June 29, 2015. A breakdown of the withdrawals is as follows: $2,057,536.64; $88,866.18; $1,688,457.45; $88,866.18; $108,291.40; and $108,291.40.

In December 2014, over $9m was removed from the BASA account through the First Bank London branch on the 10th day of the month in tranches of five successive withdrawals.

Attempts to get the Director-General of the NCAA, Mr. Muhtar Usman to explain these withdrawals were futile as he did not respond to phone calls and text messages sent to his phones.

The NCAA is the statutory signatory to the BASA account.

Like previous other questionable withdrawals, the account statement for the month of June did not give details of who specifically collected the monies nor stated the purpose for the withdrawals as it simply said ‘payment as per instruction’ in each case.

Findings by ORDERPAPER.NG indicated that under Oduah as minister, the BASA fund was accessed severally even when contractors were being owed for projects purportedly undertaken and for which the ministry continued to pile debts.

Ms Bello had put the total debt by the ministry at N100billion shortly before the new minister, Mr. Hadi Sirika assumed office.

In another suspicious transaction, a statement of the BASA account for the month of February 2013 when Oduah was in office showed that some $13.4million was collected same day on the 4th of February 2013 in tranches of four withdrawals which failed to indicate the direct beneficiary or purpose for which the payments were made as the remark on each withdrawal simply read “Payment as Per Your Instruction.”

Beside using BASA funds supposedly for airports remodelling projects, the Federal Executive Council approved N20bn worth of contracts for the ministry under Oduah in 2013.

Although ORDERPAPER.NG could not confirm if full payments were made, investigations so far indicate that the contracts may have simply been conduit pipes for corruption since most of the projects were unexecuted and yet the ministry remains indebted to the tune of N100billion.

It is in the light of these questionable deals that Mrs. Oduah may have lobbied her way to be a member of the Senate Aviation Committee which oversights the ministry and parastatals under it.

When contacted for clarifications Mrs, Oduah rained invectives on our reporter over the phone, accusing him of blackmail and threatening to “fight you social media people with the last drop of my blood.”

She said: “I will sue you. I have two online publishing that I fund. Before when I was in government I took those rubbish, but this time I won’t take this rubbish. Go ahead and publish. I am not afraid. It is untrue and unfair. I have served this country. I don’t deserve this. I will fight you to the finish. I will fight you with the last drop of my blood.”

In all her tantrums, Mrs. Oduah failed to address the specific questions for which she was contacted.

Recall that Oduah was sacked from office in February 2014 after the House of Representatives and a presidential panel both indicted her in the N225million BMW cars scandal which had attracted huge public opprobrium to the Goodluck Jonathan administration. She won a seat into the senate in the 2015 general election.

Indeed. I left the thread when intolerant folks decided they were more Yoruba than others and had the right to shout and rant above others. This will always be the black man's problem i.e our egotism ,over-bloated sense of self-importance and vainglory which means many cannot modestly defer to the greater good of a group, society, State or even Nation. I don't know why the thread died, since I left many pages ago, but I could predict it would die because it had been hijacked by the voices of intolerance and egotism. It is not for some to begin calling Yoruba leaders "failure" only for this group to brook no opposition and then try and take the thread in a clique-based and childish "them against us" impasse so that it is only their school of thought that can speak. My argument was always that we look at issues holistically and see the major problems facing the SW which , in its entirety, cannot be placed at the doorstep of Governors alone.

We have many brilliant governors who have outstanding academic qualifications and have excelled in the private/public/education sector and turned round the fortunes of diverse and multi-national entities like Ajimobi, Fayemi, Amosun, Ambode et al. Ordinary common sense, especially from those who have never led even a group of school children, means we should be careful irreverently calling men like that failures without wishing to examine some of the factors that made their "failure" in certain sectors inevitable !!! We don't gain solutions witch hunting anyone !!! We should criticise constructively and refrain from what most human beings do which is to unobjectively and unfairly look for scapegoats to blame everything wrong on. Almost 400 pages yet are we no closer to forming something official, as some of us suggested many pages ago, that can be a formal pressure/lobby group we can use to place demand before leaders. Does that show we really want solutions or does it show, if we are honest, that many just love the sound of their own voices and the chance to appear erudite even when they are saying absolutely nothing useful or productive at all? In the end many will tire of the predictable egotism and infighting, that precludes the chance for genuine solutions to emerge, and move on.

Mr. Bakare was reported to have likened the APC to the Church of Satan

A former vice presidential candidate and convener of the Save Nigeria Group, Tunde Bakare, has denied ever labelling the opposition All Progressives Congress, APC, “satanic”, compelling a news website which originated the report to apologize and offer a retraction.

Mr. Bakare was quoted by Newswirengr.com as likening the APC to the Church of Satan, igniting an online buzz Sunday.

“APC is like a newly opened church of Satan with the evil as a pastor which could not be distinguished by Nigerians from a true living Godly church and hence could be mistaken for a real church, even when it was made of thieves (Legitimate Pen Robbers),” Mr. Bakare, who pastors the Latter Rain Assembly, was reported as saying during a sermon.

He also reportedly criticized five of the party’s governors, accusing them of corruption.

“It is very clear that 5 governors of APC in the west is far richer than their state and they have looted every penny from their state purse.

People should be careful of this rogues,” he was quoted as saying.

[b]But Mr. Bakare denied the comments in a statement Wednesday, and threatened legal action against the news site that published them.

“The publication which has been shared on other online news platforms and social media has no shred of truth,” Mr. Bakare’s lawyer, Tope Adebayo, said. “It is malicious, offensive and intended to disparage our client and cause him embarrassment and public condemnation.”

Newswirengr immediately apologized for the report and pulled it off its site later on Wednesday. The site offered a retraction and blamed its reporter in Lagos for not cross-checking a story it sourced from another journalist who claimed to have listened to Mr. Bakare’s sermon.

“We will retract the story and will publish this apology on our website,” a spokesperson for the medium, Dia Zamani, said. “As a result of this incident, we are reviewing our gatekeeping process with a view to ensuring that a more rigorous scrutiny are done before stories are published.”[/b]

If i am not mistaken, that document is/was known as the YORUBA AGENDA. It was the outcome and consensus reached at the meeting held at Sir Olaniwun Ajayi's house in Isara-Remo Ogun state before the commencement of the Confb itself. All the Yoruba delegate agreed to push for regionalsim but when they got to the conference they started singing different tunes.

A Yoruba delegate, Olasupo Sasore, argued against regionalism, he said they wanted speacial status in his own state and not regionalism. Some Yoruba delegates under the umbrella of MURIC argued that the Yoruba Agenda was anti-Moslem and that it favoured Yoruba christians alone.
