And don't expect to see an already made house for that amount. You can take a calculated risk to get the land and build. Within 5 weeks this can be done.
This can also be done at Ikorodu.
However don't expect a full plot of land. It's either half plot or pieces

The N20m premium will discourage competent developers. There are many serious developers who wouldn't like to release that amount since they have things like building approvals, and many other initial payments to make before developing 18 acres.
So don't think premiums discourage unserious developers. It is counterproductive.
However a Land owner that needs cash can reduce it to barest level or better still structure the premium into a flexible spread.
