Corps Marshall of the Federal Road Safety Corps (FRSC), Dr. Boboye Oyeyemi The Federal Road Safety Corps says its officers are not authorised to seize vehicle documents. It, however, noted that driver’s licence belongs to the Federal Government, warning that it has a legal power to retain driver’s licence of any erring motorist. The FRSC RS8.17 Ilorin unit commander, Zakari Mohammed, said this yesterday at a stakeholders’ meeting. Presenting a paper, the FRSC’s legal officer, Kayode Ajibike, said officers have the legal power to toll vehicles of any erring driver, saying such vehicle would be handed over to the police. “If you know you have not committed the offence which you are accused to have committed, you can challenge such road safety official,” he said. Ministry Of Humanitarian Affairs Accused Of Converting N-Power Beneficiaries’ Salaries To COVID-19 Palliatives The ministry had delayed the payment of the N-Power beneficiaries for their March salaries for two weeks before payment began on April 14. BY SAHARAREPORTERS, NEW YORK APR 23, 2020 Minister of Humanitarian Affairs, Disaster Management and Social Development, Sadiya Farouq The Ministry of Humanitarian Affairs, Disaster Management and Social Development has been accused of dubiously converting the March salary of N-Power beneficiaries to COVID-19 palliatives by the Nigerian Government. The ministry had delayed the payment of the N-Power beneficiaries for their March salaries for two weeks before payment began on April 14. It was gathered that the delay in payment was to finalise plans to divert the salaries to palliatives measure for the outbreak of Coronavirus in the country. In a document exclusively obtained by SaharaReporters, the Humanitarian Ministry spearheaded the move despite a warning by stakeholders in the scheme. Sources in the ministry disclosed that tagging N-Power salary as Nigerian Government COVID-19 palliatives was a bid to divert funds originally meant for the palliative. In a bank notification, the payment was tagged “30k FG alert”. Recall that since the creation of the ministry and transfer of the N-Power scheme from the office of the Vice President to the ministry, there has been delays in the payment of salaries despite approval and release of funds by the Ministry of Finance. “Payment has always been processed and paid through the Nigerian Interbank Settlement System (NIBSS) but the one for the month of March was processed with the Government Integrated Financial and Management Information System (GIFMIS). “This payment was done by skipping the Treasury Single Account of the Federal Government,” a source in the ministry familiar with the payment told SaharaReporters. The source added that to be able to carry out the payment, the data of N-Power beneficiaries and others not included in the scheme was uploaded on the GIFMIS platform. “The payment was done with GIFMIS, which was used to carry out the renaming of the N-Power March salary to COVID-19 palliatives," the source said. While this was done, some beneficiaries of N-Power were deliberately excluded from the payment of the March salary. Another source in the ministry also condemned the move, saying desperate politicians were trying to benefit from relief funds for the poor. "There is an ongoing pressure by some politicians trying hard to loot the money that was billed to be given to poor Nigerians as palliatives and they are ready to go any length to carry out this plan," the source said. Recall that SaharaReporters had uncovered and reported a plan by the Minister of Humanitarian Affairs, Sadiya Farouq; President of the Senate, Ahmad Lawan; and Speaker of the House of Representatives, Femi Gbajabiamila, to divert funds meant as palliatives by altering the country’s social register. Only 40% of Npower volunteers had been paid March stipends, while the remaining 60% volunteers money has been hold for no reason to support the holding. Majorities are always complaining everyday on their post that their money had been hold since January till now. Npower volunteers had been facing payment difficulties since last year September, when the general payments held for complete there months without meaningful reasons, the problem continues till now. As the things go on now no one knows who will be the next victim of this money holding because majorities of the victims now didn't experience this strange holding since the program started, that's why everyone is united to appeal to the authority to investigate the actual causes of this holding without meaningful reason because the individual amount is fixed as N30,000 with the actual number of the beneficiaries on templates ,what can bring technicalities or difficulties in the payment? Those that are in charge of this hold are not poor citizens like these beneficiaries because common man cannot get access to the payment system, this is the reason why there should be consideration. The civil servant that their salaries and grade levels normally change at regular intervals don't face this challenge. After graduation,no job and President Muhammadu Buhari and Vice President Yemi Osinbajo came to the rescue of Nigeria youths who were originated from the grassroots to find sustainable living for them. Npower program started in 2016 with regular payments and current updates till September last year when the program started to features unfriendly activities with unecessary payment holding. Not only Npower graduates categories are involved but other non graduate categories are also involved. This is to call the attention of President Muhammadu Buhari and Vice President Yemi Osinbajo ,Honourable senators to check the causes of the problem in the Npower payment especially during this situation where many states are facing total lock down where majorities have no opportunity to get alternative means of sustainable living for their families and dependants. Npower appreciate President Muhammadu Buhari and Vice President Osinbajo good work and calling Presidency attention to normalize everything as it was before. The Npower volunteers across the country are gradually getting used to the usual delay of their stipend till next month before they get paid but the recent delay took a harsh toll on them as a result of lockdown all over the country. Thr new minister, Sadiya Umar published some days back on national dailies to have paid the volunteers but from the information gathered from the participants, they claimed they are yet to receive any payment that they only read the news of payment on newspaper like everyone else. This calls for concern as many have alleged that this might be a new delay tactic introduced by the minister to delay stipends while it accrue interest in bank. Npower volunteers have called on necessary agencies to come to their aide, as they can no longer afford transport fare to their place of primary assignment.

Thousands of Npower volunteers across the country are gradually getting used to delay of their monthly stipends, but the recent approach of publishing payment of stipends on national dailies before volunteers actually gets paid is what calls for concern. It is gradually becoming a norm by the new minister to publish on dailies to have paid stipend while she is yet to pay in earnest. Many are of opinion it is some form of delay tactics to delay volunteers payment so as to keep the money in bank and accrue interest.

The said funds, amounting to 15 billion naira was released in February to Hajiya Sadiya Umar Farouk, Minister of Humanitarian Affairs, Disaster Management & Social Development It's alleged that, the Heads of the "Ministry of Humanitarian Affairs, Disaster Management & Social Development" has diverted the said "N15,000,000,000.00 [Fifteen Billion Naira] into a Nigerian commercial Bank, at 2% fix deposit for 21 banking days, to accrue a whooping "N300,000,000.00 [Three Hundred Million Naira] profit to self. As it stands now, The fate of Npower volunteers is in the hands of Sadiya Farouk, the volunteers will have to adapt with the new situation till whenever she decide to pay them. It is no more a secrete owning to the recent revelation from the interview granted the Minister of Finance on NTA Tuesday Live chat, she informed the entire world that, moneys meant for the payment of npower volunteers has been released to the Ministry of Humanitarian Affairs and Disaster Management under the leadership of the brainless and incompetent Hajia Farouq. It could be recalled that the Npower volunteers across the 36 States of the Federation are still being owed their January Stipends as at today 12th February 2020 even when other Federal Government workers has promptly received their salaries up to date. It is also on record that other sections of the NSIP program like the National Home Grown School Feeding Program are suffering the same fate as school children who are the direct beneficiaries of this program are starving due to lack of fund released to the food vendors. However, until this moment the Minister Of Humanitarian Affairs and Disaster Management is yet to refute the allegation by the Minister of Finance which has made volunteers to believe that Hajia Farouq has a selfish agenda to sabourtage the effort of the Federal Government to eliminating unemployment as she has deliberately continually holding on to public moneys without reasons. Going by the above reasons, we are hereby calling on the Dishnorable Minister to as a matter of urgency refute this statement made against her by the Finance Minister but if the statement is true, she should give us reasons why she has deliberately refused to pay volunteers who has exhausted their time, energy and resources offering voluntary service to the Federal Government. She should also give Volunteers reasons why she is still holding to that position she currently occupy knowing fully well that she is incapacitated in running this all important office as lives of many Nigerian youths solely depend on this stipend that she has continued to deny them promptly. To this end, failure to give answers to these questions raised before the end of tomorrow 13th February 2020, we shall embark on a peaceful protest both physical and online to demand for her resignation, prompt payment of stipend and Permanency as exit package as volunteers patience is already running out. The newly employed intake of Federal Road Safety Corps who spoke to us on condition of anonymity have been undergoing training since December 2018, She narrated her experience and that of other cadets numbering over 3000 for the past six months in the Federal Road Safety Academy, Enugu State. They were employed into Federal Road Safety Coprs under the officer cadre around December 2018, upon resumption at the camp on 9th January 2019, they were greeted with frivolous extortions ranging from payment for oath forms, hand outs, uniforms and name tags. They were made to pay for virtually everything down to photocopy of documents from FRSC headquarter that are normally supposed to be given to them free of charge, this shameful act of extortion calls for serious concern as to whether neccessary provisions of adequate funds were not made by the Federal Government. the peak of this currupt practices by the corp marshal is the compulsory openning of salary account with a microfinance bank called "safeline" owned by Boboye Oyeyemi and his fellow top ranking FRSC senior officers. A bank with meager capital base, no working ATM card, no known branch aside the only existing one in Abuja. this act of regimental robbery and several others gives one reasons to wonder why a man saddled with the responsility of moving an organisation forward will decide to run it aground by subjecting the staffs to untold hardship and enrich his pocket. while sister agents like Nigeria Immigration service paid up to 950, 000 naira as training allowance to the newly commissioned officers , Federal Road Safety Corp on the other hand paid a paltry sum of 59, 000 naira to their newly commissioned officers as training allowance for six months. you will recalled the Federal Government appropriated over 6 billion naira in 2017 budget for the said recruitment , the newly commisioned officer is calling on Federal Governement, Nigerian Senate and all anti graft agencies to investigate the activities of the corp marshal and see that staffs of FRSC get what they are directly entitled to and as well stop the monumental fraud he and his cohorts perpetuate under a virtual microfinance bank they use in shortchanging staffs of their hard earned salary.
