No! Non of Russia objectives have failed so far. It doesn't take Russia anything to reduce Kiev to rubble if their aim is to topple Zelensky regime. If you're very keen and have not allowed Russophile beclouded your objectivity, you would have understand that the two aims of Russia sending troops to Bucha near Kyiv is to pressurized the government of Zelensky and to keep the Ukrainian troops in Kiev down so that they won't be transferred to reinforced other areas of contention like Mauripol, Kherson, Kharkiv etc. That way, the Russians won't have to deal with large troops at once.
In fact, it was a successful strategy but to me, the only failure I've seen so far is the fact that the Russians were not successful in convincing Zelensky regime to the dialogue table.

As for Kherson, there is no need for a referendum yet when fighting is still ongoing in many other frontiers. Ukraine is just adding to it's pains with everyday that passes. Truth is, the Russians will achieve their aims, even the US already knew this.

There is no guerrilla warfare anywhere. Ukraine is a plain landscape that doesn't bode well for guerrilla fighting, and when it comes to urban warfare, the Russians are masters of the act. No modern army have been able to encicled a large fighting, capable force with heavily fortified frontiers the way the Russians have done with the Ukrainians. You don't have to be pro-west or pro-east to realize this truth.
