To answer your question, I was in a plane "Turkish Airlines" that was carrying some deportee's back to their country, about the time the plane was about to land, they suddenly became very violent and attacked some innocent air Hostesses, while screaming "We will not go back!" Unfortunately one fine air hostess- I was even eying (got a swollen jaw during the struggle episode)

They were eventually restrained...

My point, deportee's get very hostile and violent during their deportation(especially if they are established criminals), so it's important to have them restrained for safety purposes, especially during a flight.
