Politics / Sanusi Receives N25,000 Allowance Daily For Local Trips by Orpelin: 11:33pm On Feb 03, 2013
The governor of the Central Bank of Nigeria (CBN), Sanusi Lamido Sanusi has revealed that he earns N25, 000 per night as incidental allowance on his trips within the country.
He said this in response to the request by a Lagos based lawyer, Bamidele Aturu, for details of his remuneration and expenditures in accordance with the Freedom of Information (FOI) Act 2011.

Mr Sanusi however failed to disclose his allowances for foreign trips as well as his full remuneration as he insisted that they were as approved by the Presidency.

But in a swift reaction, Mr Aturu said he was not satisfied with the CBN Governor’s response and insisted that he must reveal the full details of his earnings and allowances.

The lawyer noted that he planned to do a follow up on the request as it appeared that the CBN had misunderstood some of the questions.

Nonetheless, he commended the Governor for his response and said that it would encourage other public institutions to conduct their affairs transparently.

“We are impressed that the Governor is entitled to only N25, 000 as daily allowance when he travels within Nigeria. That is not excessive at all by Nigerian public officials’ standards and given his lofty position. However, it is a little troubling that while the Bank was willing to state the local daily allowance it refused to state what the Governor earns when he travels outside the country.

Mr Aturu, in a letter dated December 31, 2001 had requested that the CBN Governor provide information concerning recurrent expenditures for him and his office pursuant to Sections 1, 3 and 4 of the FOI Act 2011.

Mr Sanusi who responded through the CBN Legal Adviser/Director, Legal Services Department S. M. Onekutu said that, “The Governor’s remuneration is as stipulated by the Board and approved by Mr President in accordance with Section 8(3) of the CBN Act.

“Besides the governor’s emolument and indeed the emolument structure of the CBN is benchmarked against the banking industry as approved in the federal government’s white paper on the presidential committee on consolidation of emoluments in the Public Service.

“However, we are unable to release the details of the Governor’s salary and allowances as that information is already a subject of litigation in Suit No. FHC/L/CS/1016/2011: Uzoegwu F. O. C Vs CBN & HAGF. The matter is on appeal and it will be prejudicial to comment on it.”

Other requests bordered on allowances on foreign trips, whether the CBN owned aircraft, what classes of flight the governor travelled in when on official trips within and outside the country, how many cleaners, drivers are attached to the governor’s office and residence as well as how much imprest he collects monthly among others.

Mr Onekutu disclosed that the governor travels Business Class within the country and First Class outside Nigeria and added that Mr Sanusi had occasionally used chartered planes to travel within and outside the country as dictated by exigencies.

On how many drivers are attached to Mr Sanusi’s office and home he said “the governor’s official drivers are drawn from the pool of drivers in the Governor’s Department, and are sourced from the pool of drivers in the Governor’s Office Department on need basis. On number of cleaners, he said “the Bank (CBN), as a matter of policy does not employ cleaners, therefore, there are no cleaners attached to his office or home.

On monthly imprest he said “No monthly imprest is maintained by the Governor” Onekutu said and maintained that the Governor’s entitlement for foreign trips is as approved by the Federal Government.

Mr Aturu said, “We still expect the Governor to answer the question as he is in a position to know exactly what he earns and if he does not know he could have simply said so.

“We agree with the Bank that the time frame we gave, as required by law, was insufficient to calculate or sum up the amount spent on chartered flights within and outside Nigeria. To this end, we shall be doing a follow up and although we are required to give seven days, we promise the bank not to sue immediately until about 28 days after the follow up to give the bank added time to add up the figures.”

Hillary Clinton: A long journey
By Kim Ghattas BBC State Department Correspondent.

Over the decades, Hillary Clinton has gone from student
activist to globetrotting stateswoman. On her last day as US
secretary of state, has her journey ended or is there more to
come?
She's been on the world stage since Bill Clinton became the
"comeback kid" and she became first lady in 1992.
Americans have named her the most admired woman in the world 17 years in a row in a Gallup poll.
After travelling almost a million miles around the globe, she
leaves her job as secretary of state with close to 70% approval ratings - higher than any outgoing secretary of state measured since 1948, with the exception of Colin Powell.
President Barack Obama has described her as one of the country's finest secretaries of state.
Although many have always admired her, she has had many
detractors and her approval ratings have occasionally plummeted over the course of her career.
Clinton, the first lady, was seen by her conservative opponents as uncompromising, confrontational and deeply polarising. They hated her and everything she stood for, and she hated them back, calling them a vast right-wing conspiracy.
"As first lady she was unapologetically political," says Jason
Horowitz, a Washington Post reporter who covered Clinton's 2008 campaign for the Democratic nomination.
She was the first wife of an American president since Eleanor
Roosevelt who played a prominent role in policy-making. She had her own office in the West Wing, a degree and a career, and critics accused her of trying to be co-president. Her efforts at healthcare reform faced a groundswell of opposition and failed.
When she decided to run for president, "a lot of people thought she did not stand for what America was supposed to stand for", says Horowitz.
"But I don't think there was one underlying thing all those people felt about her. There are these empty vessels that people pour into. She's one of those people that people project on to."

Foreign Affairs / Hillary Clinton Resigns As US Secretary Of State by Orpelin: 6:07pm On Feb 01, 2013
Secretary of State Hillary Rodham Clinton is leaving office with a slap at critics of the Obama administration's handling of the September attack on a US diplomatic mission in Libya. She told The Associated Press that critics of the administration's handling of the attack don't live in an "evidence-based world" and their refusal to "accept the facts" is unfortunate and regrettable for the political system.
Today, former Massachusetts Senator John Kerry will be sworn in as Clinton's successor.
In her last one-on-one interview before she steps down on
Friday, Clinton told the AP that the attack in Benghazi was the
low point of her time as America's top diplomat. But she
suggested that the furor over the assault would not affect
whether she runs for president in 2016.
Although she insisted that she has not decided what her future holds, she said she "absolutely" still plans to make a difference on issues she cares about in speeches and in a sequel to her 2003 memoir, "Living History," that will focus largely on her years as secretary of state.
Clinton spoke to the AP Thursday in her outer office on the
seventh floor of the State Department less than 24 hours before she walks out for a final time as boss. She was relaxed but clearly perturbed by allegations from Republican lawmakers and commentators that the administration had intentionally misled the public about whether the attack was a protest gone awry or a terrorist attack, or intentionally withheld additional security for diplomatic personnel in Libya knowing that an attack could happen.
An independent panel she convened to look into the incident
was scathing in its criticism of the State Department and singled out four officials for serious management and leadership failures. But it also determined that there was no
guarantee that extra personnel could have prevented the deaths of the US ambassador to Libya, Chris Stevens, and three other Americans. Clinton herself was not blamed, although she has said she accepted responsibility for the situation.
Clinton faced a barrage of hostile questions about Benghazi
from Republican lawmakers when she testified before Congress recently in appearances that were delayed from December because of illness. Afterward, some lawmakers continued to accuse her and the administration of withholding evidence.
Clinton said she refused to be discouraged by the fact that
critics "are never going to accept the facts and the limitations
of the facts." Because of that, she said, the partisan divide should not dissuade anyone with a cause from getting involved in politics and she hinted strongly that a divisive atmosphere would not stop her in any future endeavour.

in any statistically analysis, we are to know and see all variable used but with the ranking is was not, so this is just a joke.
The GFP ranking makes use of over 40 factors to determine each nation's Power Index ("PwrIndx"wink score. From this score, the finalized ranking is generated. The factors are set within our
algorithm which provides a fair canvas and allows smaller,
technologically advanced nations to compete with larger, lesser-
developed ones. Additionally, various bonuses and penalties are added for refinement. In the end, we hope it presents an unbiased ranking and realistic outlook on the conventional military firepower and strength of a given country for a given year. At the very least, this list can be used to stir healthy debate amongst visitors to GFP & Nairaland.

Politics / President GEJ Pays Close To N1billion In ‘severance’ To Yar'adua Family by Orpelin: 7:38pm On Jan 08, 2013
The presidency has paid nearly N1billion to the family of
late President Umaru Yar'Adua, according to an official
memo obtained by SaharaReporters.
The slush funds were routed through the Katsina state
government, the home state of the former president.
The payment includes about N150 million to Mrs. Turai
Yar'adua, as well as the late president's aged mother, his
married daughters, and sons.
It is yet unclear if any provision was made for his second
wife, Hauwa Umar Radda, whom the late president
divorced in 1997, shortly before he became the governor
of Katsina state.
Although she has received the biggest payout, it would be
recalled that it was the controversial former First Lady,
Turai, who pushed Nigeria to the brink of a political crisis
between 2009 and May 2010 while her husband was
hospitalized in Saudi Arabia. He eventually returned and
died inside the Aso Rock Villa.
Mrs. Yar'Adua was at the head of a cabal of Ministers,
aides and security agents that manipulated the nation for
many tense months as they clung to power, almost
leading to the collapse of the government.
