JTF's Press Release: Update On Joint Task Force Special Operations In The Last Ten Days In Maiduguri Based on information and intelligence report, series of operations were conducted by the Joint Task Force Operation RESTORE ORDER in the last ten days from in Borno State. The latest was the one conducted at Bulabulin, Bayern Quarters and Jajeri in Maiduguri metropolis between 3 – 8 pm yesterday Friday, 8 February, 2013. During these operations under the period stated, there were exchange of fire that led to the death of 52 Boko Haram Terrorists including ten commanders of the sect. 70 terrorists were also arrested.
In the period under review, the JTF lost 2 personnel, 3 were wounded and no civilian casualty was recorded.
The under listed weapons, ammunition, uniforms and other items were recovered in yesterday’s operation;

Malik Obama ran on a campaign of “change.’’
Malik Obama, the 54-year-old half-brother of U.S. President, Barack Obama, failed miserably in his effort to get elected as a governor in Western Kenya as results on Friday showed that he received just 1 per cent of the votes cast in his constituency.
The Kenyan accountant, who ran as an independent, garnered just 694 votes in a race with over 55,000 ballots cast in Siaya County.
The winner was William Odhiambo Oduol, with 56 per cent of the vote. The two Obamas share the same father but have different mothers.
Malik ran on a campaign of “change,’’ echoing his younger
brother’s slogans of hope and change in the 2008 U.S. presidential election.
According to Malik Obama, the last time he spoke to his brother was after the U.S. elections, when the latter promised to visit Kenya if the elections were fair and transparent.

Many Kenyans were disappointed that Barack Obama did not visit during his first term. In 2009, Obama’s first trip to Africa was to Ghana. Barack Obama last visited Kenya in 2006, when he was a senator.

MAIDUGURI, Nigeria (Reuters) - Seven loud explosions shook Nigeria's northeastern city of Maiduguri on Friday, witnesses said, hours after President Goodluck Jonathan ended a trip there to try to galvanize support for his battle against Islamist insurgents.
Witnesses said the explosions happened within minutes of each other, suggesting the kind of coordinated strike that used to be the hallmark of Islamist sect Boko Haram, before a military campaign weakened them. They remain the main security headache to Africa's top energy producer.
President Jonathan spent the night in Maiduguri, the epicenter of the insurgency, which seeks to carve an Islamist state out of religiously mixed Nigeria. It was his first trip to the troubled northeast since becoming president.
During it, he poured cold water on the idea of an amnesty for
Islamist fighters and urged the region's tribal elders to do more to help fight the insurgents.
The blasts in the Jajeri ward of the city occurred about five hours after he left in the afternoon, witnesses said.
"I heard seven explosions successively. They were huge, but I
have no way of knowing whether the explosions hurt anybody,"
Jajeri resident Usman Abubakar told Reuters by telephone.
There was no word on casualties and a security forces spokesman for the northeast was not immediately available for comment.
Earlier in the day Jonathan gave a speech in which he called on tribal elders to wheedle out the Islamists in their midst.
Traditional leaders accuse the security forces of being too heavy handed and indiscriminate, killing dozens of civilians.
"Instead of condemning the operations of the JTF (military and police joint task force) we should work to fight the insurgency," Jonathan said, replying to the criticism.
"Unless the Elders of Borno condemn and fight Boko Haram the people of the state shall continue to suffer from their attacks," he added.
Jonathan said on Thursday he was not ready to offer an amnesty to members of Boko Haram, brushing aside a proposal from the country's most senior Muslim spiritual leader, the Sultan of Sokoto.
Attempts to establish contact with secretive organization for
negotiations last year yielded no results, and the sect's self-
proclaimed leader Abubakar Shekau last week rejected the whole notion of peace talks in a video.
Some analysts say Boko Haram has become a label used by a
disparate collection of armed groups spread across the north, some of which, including Shekau's, have been trained by al Qaeda- linked Islamists in Mali and Niger.
Criminal gangs have also sprung up, taking advantage of
worsening security in the region. Boko Haram has regularly
targeted soldiers, police, government officials and Christians.

Army authorities in Abuja yesterday confirmed that 60 lieutenants arrested over examination malpractice may likely face court-martial.
Though, the names of the officers who were involved in the ‘Lieutenant to Captain’ promotion examination misconduct were not known as at press time, but army sources told Daily Trust that 60 officers have since been arrested and that they are currently being interrogated.
“60 officers, out of the 315 that sat for the examination are facing a military board of inquiry consisting of military police at the 1 Division in Kaduna,” the source said.
The officers were said to have fraudulently obtained questions days before the date slated for the exams. The source revealed that trouble started when some officers who did take part in the fraud demanded the outright cancellation of the exams on the grounds that only those allegedly involved in the fraud passed the promotional examination.
A Daily Trust source also revealed that those arrested by military police were picked up in Akwa Ibom State.
It was also learnt that even though the army authority sent out circulars advising participants not to enter the examination hall with cell phones, the alleged chief culprit who was simply identified as Lieutenant Taofik was caught with a cell phone in which some of the answers to the questions were loaded.
It was gathered that the officer bolted away immediately after he was discovered with the examination questions, but before then he had allegedly distributed it to his friends and colleagues about 60 of them.
It was also learnt that effort is being made to trace the route of the fraud but that the principal actors, among who is the clerk have all fled from the long arm of the law.
Following the incidence, the remaining 240 officers have called on the examination officials, particularly the Training and Doctrine Command (TRADOC) and the Army authority to move towards cancelling the examinations as it does not encourage proper career development.
Director of Army Public Relations Brigadier General Ibrahim Attahiru confirmed the incident and said the army corps of military police has stepped in to investigate the matter
explaining that anybody found culpable would face court martial.
He said a total of 316 officers sat for exams in six modules and questions for one module leaked. The module has been cancelled, he added.
He said the examination which took place in Kaduna between February 10 and 15 was aimed at “assessing officers’ knowledge on land and tactical employment of a mechanized platoon up to combat team level and also to expose young officers to practical methods and techniques of administering men and material in peace and war.”

The Minister of Information, Labaran Maku on Wednesday said a total of 195,534 jobs were generated in 2012 by the Federal Government via several contracts awarded by the Federal Executive Council (FEC).
The Minister disclosed this at the end of the weekly FEC meeting. He said, “In 2012, the Federal Government generated 195,534 new jobs from the various contracts awarded by the FEC. It is the practice that ministers must say how many jobs they will create through contracts before they are approved by the council.”
He said 212 cases of industrial disputes were referred to
the Ministry of Labour and Productivity under its arbitration role. 25 of these cases are going for arbitration while efforts aimed at resolving 114 cases were still
ongoing.
According to Mr Maku, the Minister of Labour and Productivity, Emeka Wogu proactively engaged with labour unions thereby averting many trade disputes that could have cost the government heavy economic losses.
Similarly, the ministry also embarked on skills acquisition in favour of workers and labour leaders to create skills needed for amicable resolution of conflicts, indicating, however, that inadequate funding militated against many
of its efforts.
This is also the lot of the FCT which is indebted to contractors to the tune of N420 billion over an unspecified period of time.
The Minister of the Federal Capital Territory, Bala Muhammed said lack of adequate funding continued to slow down the administration, necessitating its partnering the Ministry of Finance to work out ways of floating bonds after establishing a sound framework so that the debts could be paid.
He said, “We have challenges of finance but we have developed robust business plan. We are heavily indebted to the tune of N420 billion. That is why we are leveraging on Public Private Partnership (PPP). Eight districts will be
developed through land swap.
“I have craved the indulgence of the Coordinating Minister for the Economy and she has agreed, and the council has
noted our recommendation to float an FCT development fund that we can float bond after we have established a sound legal framework with the establishment of FCT revenue board that we can task to float that bond so that we can pay our debt and do new projects and programmes.
“We are also planning to concession the airport and Kubwa roads. Our major goals is to provide efficient framework for the FCT and ensuring framework for waste
management is our priority for this year.
“We are also maintaining a robust relationship with security agencies and neighbouring state governments on
security.”

There is usually guarantee of steady electricity supply after the official opening ceremony btw 8pm-12mid night.
As per water supply, I need not to say anything cos U can see that 4 urself but the situation is not the same when U finally leave CAMP,u are most likely gona buy water 4 all Ur daily need even in the township (whc is more costly than in the village).

The United States and China reached a deal that "significantly expands" UN sanctions on North Korea for its third nuclear test, eliciting a renewed threat by Pyongyang on Tuesday to scrap an armistice that ended the 1950-53 Korean War.
North Korea also said it would sever a military "hotline" with the United States if South Korea and Washington pressed on with two- month-long war games.
China's U.N. ambassador, Li Baodong, told Reuters the 15-nation Security Council was aiming for a Thursday vote on a draft sanctions resolution, which was agreed to by Washington and Beijing after three weeks of negotiations.
China is North Korea's closest ally and has a history of resisting tough sanctions on its neighbor. The Chinese envoy made clear that Beijing was displeased by North Korea's February 12 nuclear test - its third since 2006 - though he cautioned against responding too harshly.
"We support action taken by the council, but we think that action should be proportionate, should be balanced and focused on bringing down the tension and focusing on the diplomatic track,"
Li said. "A strong signal must be sent out that a nuclear test is against the will of the international community," he added.
U.S. Ambassador to the United Nations Susan Rice said after a closed-door meeting of the Security Council that the new draft resolution "builds up, strengthens and significantly expands the scope of the strong U.N. sanctions already in place."
"The sanctions contained in this resolution will significantly
impede the ability of North Korea to develop further its illicit
nuclear and ballistic missile programs," she said. She said the new sanctions would target "the illicit activities of North Korean diplomatic personnel, North Korean banking
relationships, (and) illicit transfers of bulk cash."
"North Korea will be subject to some of the toughest sanctions imposed by the United Nations," she told reporters.
Russian Ambassador Vitaly Churkin was quoted by Russian media as saying Moscow welcomed that the draft resolution leaves the door open to a renewal of the stalled six-party aid-for-disarmament talks between the two Koreas, the United States, China, Russia and Japan.
THREATS RENEWED
Developments in New York led to a volley of bellicose rhetoric from Pyongyang.
"We will completely nullify the Korean armistice," the North's
KCNA news agency said, quoting the Korean People's Army
Supreme Command spokesman.
The spokesman called the U.S.-South Korean military exercise "a systematic act of destruction aimed at the Korean armistice." The two Koreas remain technically at war since the 1950-53 conflict ended in a truce rather than a peace treaty.
About 200,000 Korean troops and 10,000 U.S. forces are
expected to be mobilized for their defensive "Foal Eagle" exercise, under the Combined Forces Command, which began on March 1 and goes until the end of April. Separate computer-simulated drills called "Key Resolve" start on March 11.
North Korea, officially called the Democratic People's Republic of Korea (DPRK), has made much of hotlines with the South and the United States over the years, but has not been known ever to have used them in times of increased tension.
The latest threats were reminiscent of previous periods of high tension on the Korean peninsula.
In 1996, under pressure from severe famine after floods and in the midst of maneuvering with the United States over its nuclear program, Pyongyang announced it would no longer abide by the armistice and sent troops into the demilitarized zone between the North and the South.
In 2009, after carrying out an underground nuclear test,
Pyongyang announced again that it no longer considered itself bound by the terms of the armistice.
North Korea's previous nuclear tests, in 2006 and 2009,
prompted the Security Council to impose sanctions that included a ban on the import of nuclear and missile technology, an arms embargo and a ban on luxury goods imports.
NEW SANCTIONS TARGET DIPLOMATS, BANKS
The U.S. ambassador gave some of specifics of the new draft
resolution after Tuesday's meeting including measures aimed at North Korea's banking relationships and cash transfers. "The breadth and scope of these sanctions is exceptional and demonstrates the strength of the international community's commitment to denuclearization" of the Korean peninsula," she said.
There are 17 North Korean entities, including banks and trading companies, on the U.N. blacklist, and nine individuals, all linked to North Korea's nuclear and missile programs. U.N. diplomats say many more entities and individuals could be subject to international asset freezes and travel bans.
The U.N. Security Council strongly condemned North Korea's third nuclear test last month and vowed to take action against
Pyongyang for an act denounced by all major world powers,
including ally China.
Pyongyang said at the time that the test was an act of self-defense against "U.S. hostility" and threatened stronger steps if necessary.
In January, the Security Council passed a resolution expanding U.N. sanctions against North Korea due to its December rocket launch and warned Pyongyang against further launches or nuclear tests. North Korea responded by threatening a new atomic detonation, which it then carried out the following month.
Beijing has supported all previous sanctions resolutions against Pyongyang but only after working hard to dilute proposed measures in negotiations on the texts. It has been concerned that tougher sanctions could further weaken the North's economy and prompt refugees to flood into China.
U.S. Secretary of State John Kerry said on Tuesday that Washington hoped North Korea would engage in negotiations to resolve world concerns instead of threatening to scrap the 50-year old truce with the South. "Rather than threaten to abrogate, the world would be better served if they (North Korea) would engage in legitimate dialogue," Kerry said during a visit to Qatar.
"Our preference is not to brandish threats, but for peaceful negotiations," he added.

The 2014 World Cup in Brazil is set to be the first to offer special seats for obese fans.
FIFA told The Associated Press that the seats will be offered to conform to Brazilian legislation, although international supporters will also be entitled to them.
The World Cup Bill in Brazil requires that at least 1 percent of seats in each stadium be made available
for disabled people, a category that includes the obese, wheelchair users
and those with impaired mobility.
To qualify for a ticket, people are required to submit a medical certificate that proves they have a body mass index of 30 or more, as recognized by the Brazilian Ministry of Health and World Health Organization.

The Los Angeles Times reports Schwarzenegger has been named executive editor of Muscle & Fitness and Flex magazines.
It's a position that the former Mr. Olympia held briefly 10 years ago, after winning California's gubernatorial recall election. After being criticized for potential conflict of interest, he quit the job.
The Times says Schwarzenegger, who has appeared on the
magazines' covers more than 60 times, will contribute columns and other input.
In a statement, Schwarzenegger says it was publications like
Muscle & Fitness and Flex that inspired him to start lifting
weights.
The magazines are owned by American Media Inc.

Secretary of State John Kerry pledges $250 million in economic aid if Egyptian President Mohamed Morsi agrees
to negotiations over economic reforms.
The United States said on Sunday it would give Egypt
$250 million in budget aid after Egyptian President Mohamed
Mursi promised to take the painful economic reforms needed to secure an IMF loan.
U.S. Secretary of State John Kerry announced the funding after
meeting Mursi and acknowledged Egypt's "extreme needs" as the Islamist government struggles with a slide in currency reserves to worryingly low levels and a soaring budget deficit.
Cairo says it wants to reopen talks with the International
Monetary Fund on a $4.8 billion loan which was agreed in
principle last November but suspended at Cairo's request due to violent street protests the following month.
"In light of Egypt's extreme needs and President Mursi's
assurance that he plans to complete the IMF process, today I
advised him the United States will now provide the first $190
million of our pledged $450 million in budget support funds," Kerry said in a statement at the end of a visit to Cairo.
The $190 million is part of a $1 billion pledge by U.S. President Barack Obama in 2011 after Egypt's popular uprising. Kerry also said the United States would release $60 million for an Egyptian-American Enterprise Fund, which is designed to support small and medium companies in the private sector.
However, the U.S. diplomat hinted further aid will depend on
Egypt carrying out both economic and political reforms.
"The United States can and wants to do more," he said. "When Egypt takes the difficult steps to strengthen its economy and build political unity and justice, we will work with our Congress at home on additional support."
A spur to reform
Kerry described the funds as "a good-faith effort to spur reform and help the Egyptian people at this difficult time". On Saturday he said it was "paramount, essential, urgent" that the economy get back on its feet.
However, the sum is dwarfed by the budget deficit, which is
growing rapidly as a slide in the Egyptian pound pushes up the cost of subsidizing energy and food, much of which has to be imported using scarce dollars.
In a reform program which Egypt is sending to the IMF, the
government targeted a deficit for this financial year of 189.7
billion Egyptian pounds ($28 billion) or 10.9 percent of
economic output. Even this assumes economic reforms are
made, and the deficit would hit 12.3 percent of GDP without
such action, it forecast.
Egypt's political and economic turmoil has frightened away
foreign investors and many tourists - a major source of the
foreign currency it needs to pay for wheat and fuel imports.
Two years after the fall of Hosni Mubarak, Egypt is deeply split between the ruling Islamists and the leftist and liberal
opposition parties, most of which have announced they will
boycott parliamentary elections due to start next month.
On Sunday, a Cairo appeals court ordered that a politically
fraught retrial of Mubarak, his sons and top aides should begin on April 23, nine days before the elections are due to begin.
Mubarak, the first Arab ruler to be tried by his people after the uprisings that swept the Middle East and North Africa, was jailed for life for ordering the killing of demonstrators in 2011, but was granted a retrial by a Cairo court in January.
As Kerry completed his visit, protesters and security forces
clashed in Cairo's Tahrir Square, center of the revolution, as
police tried to clear demonstrators and open the square to
traffic, a witness said.
Unidentified assailants set fire to a police vehicle outside the
nearby Egyptian Museum, where the treasures of Ancient Egypt are on display, the state news agency MENA reported.
Hundreds of people were also injured in the Suez Canal city of Port Said during clashes between police and protesters there, security and medical sources said.
Egypt's armed forces said on its Facebook page one military
officer was wounded when he was shot in the leg and one
soldier from the security forces was killed when he was shot in the neck by "unknown elements".
April IMF deal?
Finance Minister Al-Mursi Al-Sayed Hegazy was optimistic that
an IMF agreement could be sealed before the four-stage lower
house poll gets under way on April 22. "I expect and am
hopeful this deal can be made before the elections," he told
reporters.
Economists are divided between those who see such a timetable as over-optimistic and those that believe Egypt cannot hold out much longer without help.
Foreign currency reserves tumbled to $13.6 billion in January from $36 billion before the fall of Mubarak, and the Egyptian pound has dropped 8.2 percent since the central bank began auctioning dollars at the end of December.
Reserve figures due out this week are expected to show a
continuing slide further below $15 billion - the amount needed to fund three months' imports, economists said.
However, the price of any deal is likely to be high. Egypt is
sending projections to the IMF of huge increases in gasoline
and diesel prices as it comes under pressure to curb soaring
energy subsidies, a cabinet official said on Sunday.
The government plans to continue subsidized fuel prices for the most needy, under a rationing system to be implemented in July. However, Egyptians excluded from this scheme would face a jump in prices that could provoke public fury if implemented.
The official, who is part of the cabinet's economic team, told
Reuters the increases would be put to an IMF team once it
arrives in Cairo to negotiate the loan. "The new prices are
included in the economic reform program that will be presented to the IMF mission," said the official, who requested anonymity.
Petroleum Minister Osama Kamal was quoted by the state news agency MENA as describing the figures as estimates and said that no decisions had yet been made. According to the projections, the commonly used 90 octane gasoline would leap to 5.71 Egyptian pounds ($0.85) a liter from 1.75, while diesel would go up to 5.21 pounds from 1.10.

A four-year-old boy from Colorado survived a three-story fall,miraculously landing on his feet.
Dylan Hayes fell out the window of his Aurora apartment while his mother was shampooing her carpets, CBS Denver affiliate KCNC reports. She had moved her couch to the wall when Dylan climbed on it to talk through the windows to the downstairs neighbors.
"I fall ... really, really far," Dylan told CBS reporter Evrod Cassimy.
His mother, Jessica Hayes, said she hopes the scary event serves as a warning for parents with young children.
"I was terrified," Jessica said. "I didn't know what I was going to see when I got down to the ground floor."
Dylan fell out of the third story window, did two somersaults in the air, and landed on the rock below on his feet. The screen he broke through suffered more damage than he did, KCNC reports.
The boy was hospitalized for 20 hours, wearing a neck brace as a precaution. But he was released with barely a scratch.
"it's gotten easier since it happened two weeks ago to not blame myself," Jessica told the station. "I wish the danger would have crossed by mind, which it didn't."
Jessica told KCNC she has since moved out of her apartment to live with a relative, and is looking for a new home -- on the first floor.
