With another April Fools’ Day upon us, many of us will be gingerly walking around in the hopes of avoiding the office prankster. However, corporations have also had their share of great April Fools’ Day jokes over the years. In chronological order, here are 20 of my all time favorites: 1955 – Contra-Polar Energy (Popular Electronics): Popular Electronics ran an article about a new type of energy, called contra-polar, that would cause electrical devices to produce the opposite effect of what they normally would do. For instance, if applied to a typical lamp, the bulb would cast darkness instead of light. Similarly, if applied to a soldering iron or stove, the devices would grow freezing cold. Contra-polar energy technology was said to have been developed during World War II, but had recently been declassified because of its potential use to the general public. 1957 – Swiss Spaghetti Harvest (British Broadcasting Company): The BBC announced that thanks to a very mild winter and the virtual elimination of the dreaded spaghetti weevil, Swiss farmers were enjoying a bumper spaghetti crop. They also showed footage of Swiss peasants pulling strands of spaghetti down from trees. Large numbers of viewers were fooled. When many called the company wanting to know how they could grow their own spaghetti tree, BBC supposedly replied, “place a piece of spaghetti in a tin of tomato sauce and hope for the best.” 1962 – Instant Color TV (Sveriges Television): Sweden’s Sveriges Television announced that a new technology would allow viewers to convert their existing black and white sets to color. This was groundbreaking news, since there were no color TV broadcasts in Sweden at the time. Viewers were told that all they had to do was pull a nylon stocking over their TV screen, and the mesh would cause the light to bend in such a way that it would appear as if the image was in color. Thousands of people were fooled and tried out the new technique. 1965 – Smell-o-vision (British Broadcasting Company): The BBC broadcast an interview with a professor who supposedly developed an amazing new technology, called “Smell-o-vision”, that allowed the transmission of smells over the airwaves. Viewers would now be able to smell aromas produced in the television studio in their own homes because the machine broke scents down into their component molecules which were then transmitted through the screen. He then demonstrated the technology by placing some coffee beans and onions into the Smell-o-vision machine. He asked viewers to report whether they had smelled anything. As would be expected, several viewers called in from across the country to confirm that they had distinctly experienced these scents. Some even claimed that the onions made their eyes water. 1973 – Write-Only Memory (Signetics Corporation): The Signetics corporation announced the invention of a revolutionary new electronic memory that promised to “improve the quality of life for billions of people who are affected by computer data.” As opposed to the common “write-and-read” or “read-only” memories (ROM), they had perfected Fully-Encoded Write-Only Memory (aka WOM). Data could be written to the device, but never read back, thus ensuring Eternally Inaccessible Storage (EIS). 1980 – A Digital “Big Ben” (British Broadcasting Company): The BBC reported that the iconic clock, Big Ben, was going to be upgraded to be given a digital readout. The report included people’s nostalgic reminiscences about the world’s most famous clock, such as anecdotes about the day it stopped and when it chimed 13 times instead of 12. Finally, the service announced that the clock hands, being no longer needed, would be given away to the first four listeners to contact them. In 1980, Londoners were worried that the iconic clock, Big Ben, would be upgraded with a digital readout to “keep up with the times”. (Image source: AP Photo/A. The amazing new system worked completely automatically, even with the roof fully open in a car wash. 1985 – The Great Sidd Finch (Sports Illustrated): George Plimpton famously told the story of Sidd Finch, a mysterious Mets pitching prospect. Finch, a British orphan, purportedly “learned the art of the pitch” from Tibetan monks, throwing 168 miles per hour with uncanny accuracy. Plimpton dropped a few clues into the story, including a sub-headline that spelled out “Happy April Fools’ Day” and a quote from the commissioner proclaiming, “I’ll have to see it to believe it!” 1992 – Welcome To Chicago (Los Angeles Airport): Los Angeles airport executives created a 85-foot-long yellow banner on the ground that spelled out, in 20-foot-high red letters, “Welcome to Chicago.” It was raised above the Hollywood Park race track, which lay directly along the flight path for arriving planes, about three miles from the airport. We must never permit a situation of having to lock the stable door after the horse had bolted. The constitution is clear and unambiguous: the process of removal of the Chairman of the Independent National Electoral Commission, according to Section 157 of the 1999 Constitution, starts from the Senate and ends with the President. Reacting to the purported dismissal of Maurice Iwu by President Goodluck Jonathan in the Daily Independent in 2010 under the title, The collapse of the Rule of Law in Nigeria, I said inter alia: “Readers of this column would have observed my obsession with issues relating to the rule of law. My pen has never failed to spare any infraction of what I regard as the canon of civilisation, however marginal or minute is the breach. It is my firm belief that relations in any human concourse must be guided by a code, the breach of which must attract a penalty. This is what distinguishes a political community from the community of beasts. Indeed, the stage of development of any nation is a function of the degree of compliance with the rule of law. Show me a civilised and developed nation and I will show you a nation that worships at the temple of the rule of law. ADVERTISEMENT “Recently, the newspapers were awash with the news of the Acting President, Goodluck Jonathan, directing the Chairman of the Independent National Electoral Commission, Prof. Maurice Iwu, to proceed on a “pre-disengagement leave with immediate effect.” This, of course, generated considerable hoopla in the polity with many Nigerians, including those who should know better, commending the Acting President for sacking Iwu. First, Iwu was never sacked; the (Acting) President has no such power to sack Iwu; he can only do so with the authority of the Senate. Second, Iwu is entitled to his (annual) leave; asking him to proceed on his leave “with immediate effect” does not and cannot amount to a sack or dismissal. As a matter of fact, Maurice Iwu is still the substantive chairman of INEC because no one can replace him until his tenure expires on June 13, except he is removed constitutionally; he can even be recalled from his leave to attend to matters that are considered important. Therefore, I detest the attempt by Goodluck Jonathan to score a cheap political point by making a huge show of a simple administrative matter on the need for Iwu to proceed on his terminal leave. It was an attempt to create the impression that he actually sacked Iwu, and consequently secure a political mileage out of the action. The Independent National Electoral Commission, Code of Conduct Bureau, Federal Character Commission, Federal Civil Service Commission, National Population Commission, Police Service Commission, Revenue Mobilisation Allocation and Fiscal Commission, among others, are autonomous federal executive bodies created by Section 153 of the 1999 Constitution. Will it, for instance, be part of due process for the (Acting) President to issue a public statement anytime any chairman of any of these bodies is to proceed on (a pre-disengagement) leave? If Maurice Iwu preferred to continue to work without leave and his administrative employer thought otherwise, I suppose a memo to that effect should suffice… The problem, however, is that we do not know the content of the letter of appointment of Maurice Iwu. Even at that, the chairmen of these bodies (those I listed above) do not hold their offices at the pleasure of the President. Some lawyers, including Senior Advocates of Nigeria, have called for the prosecution of the Peoples Democratic Party and those who donated over N21. 27bn towards President Goodluck Jonathan’s electioneering. They said in separate ineterviews with The PUNCH on Tuesday that the donors breached the Electoral Act by exceeding the limit stipulated by the Act. Section 91(9) of the Act reads, “An individual or other entity shall not donate more than N1,000,000 to any candidate.” Sub-section 10 of the same section adds that a presidential candidate “who knowingly acts in contravention of this section commits an offence and on conviction is liable to a maximum fine of N1m or imprisonment for a term of 12 months or both.” ADVERTISEMENT Section 91(2) of the same Act states that, “The maximum election expenses to be incurred by a candidate at a presidential election shall be N1bn.” The lawyers – Prof. Itse Sagay, Femi Falana, Emeka Ngige, Mr. Jiti Ogunye and Monday Ubani – said the Peoples Democratic Party dinner/fund-raiser on Saturday was the height of impunity by the ruling party. While Sagay said the whole exercise was suspicious, Falana and Ogunye argued that the PDP and the donors needed to be punished to serve as a deterrent to others. Falana, a SAN, said both the President and the PDP also violated the section of the Act which pegs expenses for presidential campaign at N1bn. He said while the President could be spared from prosecution because of the immunity he currently enjoys, the PDP should be tried and the money in excess of N1bn forfeited to the Independent National Electoral Commission. He said, “It is the height of impunity by the ruling party. The maximum election expenses cannot exceed N1bn by virtue of section 90 of the Electoral Act. “The PDP and President Jonathan have violated the law. The President enjoys immunity but the PDP is liable to prosecution and if convicted the fine is N1m while any amount which exceeds the prescribed limit shall be forfeited to INEC.” Falana, who urged INEC to implement the provisions of the law, added that “the impunity was promoted by former President Olusegun Obasanjo, who extorted huge sums from government contractors and departments for election and the so-called presidential library.” Ogunye took a similar stance and asked the police and the Economic and Financial Crimes Commission to commence immediate investigation. He said, “This is the time for the EFCC and the police who have the time to be harassing people doing their job at the National Assembly, to do their job. “The recipient must be made to return the excess they collected. The case of conspiracy has been established against the donors who exceeded the N1bn limit prescribed by the law. “Even if the recipient has not spent the money on the campaign, there is a case of obtaining by false pretences. “The EFCC and the police should investigate and prosecute the donors immediately because whichever way there is illegality.” To Sagay, who is also a senior advocate, the donors needed to explain to the world how they acquired the money they donated to the President’s campaign. He said, “According to the Electoral Act, the maximum amount meant to be raised for presidential election is N1bn. The Osun State Governor, Mr. Rauf Aregbesola, on Tuesday presented a budget of N197, 82,191,560.00bn for the 2015 fiscal year to the state House of Assembly. According to a statement in Osogbo on Tuesday, the Permanent Secretary of the Office of Budget and Economic Planning, Mr. Segun Olorunsogo, laid the budget before the lawmakers on behalf of the governor. https://punch.cdn.ng/wp-content/uploads/2013/10/Aregbesola.jpg The governor said that the budget, tagged, “Budget of Renewed Hope,” was aimed at “consolidating on the various achievements and the progress made in the last four years to transform the state and as a policy thrust for the continuation of the good works of the administration, as outlined in the free book and summarised in the six-points integral action plan.” The statement read, “The budget, according to the state government, is in compliance with the acceptable international standard and best practices, with the total budget of sum of N197,082,191,560. ADVERTISEMENT “Revenue component of the budget is N131,741,905,500 while the capital expenditure is N65,340,286,060, totalling N197,080,191,560.” Receiving the budget on behalf of the lawmakers, the Speaker, Mr. Najeem Salaam, said the Appropriation Bill would further deliver the dividends of democracy to the people of the state. He called on the people of the state to be more patient with the state government on some issues involving finance. He explained that the financial challenges facing the state were due to paucity of fund as a result of the steady drop in the allocation from the Federation Account. He promised that the lawmakers would look into the budget before approving it. The 2015 budget of N197bn is a drop obviously due to the dwindling revenue from oil, as the governor presented N216bn for the 2014 fiscal year.
