The delay is as a result of the delay in APC govt. Remember this year's budget was just signed & approved 3weeks back. Initially it was february. What you should knw fella is that the army must receive fund from defence budget before any annual operations or recruitment.

So where did Airforce and Navy get their funds from, Labour party govt?
