A seal/stamp of a court or seal of a notary public carries more weight than a signature of an individual. i believe in this case, the stenographer is a worker in Angela Liu's office and not a notary public. if she was a notary, the deposition would have taken place in the notary's office. Moreover, why does the shorthand reporter not have a seal if she was a registered notary, since a notatry firm must have a seal.
