In the last few months, some manufacturers have suspended the production of detergents, cosmetics, and other brands due to challenges in bringing in raw materials. Now it seems some good tidings will be flowing from the pipeline. Most of those production lines are set to bounce back into operation as the 650, 000 barrels per day Dangote refinery is poised to start the production of critical materials like naphtha and polypropylene that will help activate affected industries like cosmetics, detergent, textiles, and plastics among others.

Recently, Aliko Dangote, Business Magnate and President of Dangote Group during an interview, spoke extensively on the potential of the refinery which is scheduled for commissioning on May 22, 2023.

He said, “The refinery’s completion will not only create direct and indirect jobs but also lead to skills transfer and technology acquisition opportunities that will benefit the downstream sector. Moreover, the refinery’s production of critical products like naphtha and polypropylene will stimulate the development of other industries, such as cosmetics, plastics, and textiles.”

“We see room for the development of added value in agribusiness too. Here, initiatives like our Sugar Backward Integration Projects look to create a strong localized supply in the sugar industry. With a goal to produce around 0.5 million tons of sugar per year from locally grown sugar cane, benefits will be created across the sugar value chain for local suppliers.”

According to Dangote, Nigeria has a variety of untapped natural resources that, for commodity-driven investors, offer options in the upstream, midstream, and downstream segments.


Also, Dangote believes that Nigeria’s import dependency and reliance on foreign markets present major prospects for import substitution and supply chain localisation. He stated that across various consumer-goods sectors of the economy, as well as supply-side needs for commercial and industrial enterprises, there are different options to set up localised supply networks.

According to a report, the Group Executive Director, Strategy, Portfolio Development, and Capital Projects, Dangote Industries Limited, Mr. Devakumar Edwin, said the Dangote refinery would stimulate economic development in Nigeria because it could meet 100% of the Nigerian requirement for all liquid products.

These products include gasoline, diesel, polypropylene, kerosene, and aviation jet fuel. He also said the refinery can provide a surplus of each of these products for export. Edwin had said.

“The high volume of petrol output from the refinery would transform Nigeria from a petrol import-dependent country to an exporter of refined petroleum products.”

“We believe change is imminent, with the Dangote Refinery looking set to begin operation towards the twilight of 2023. If fully utilized, we believe the refinery can redefine Nigeria’s domestic production of white products (petrol, Automotive Gasoline Oil, AGO and Dual-Purpose Kerosene, DPK), and potentially turn the country into a net exporter.”

Vice President Yemi Osinbajo, on Monday, in Abuja, said it would take serious private sector investment in Nigeria’s power sector to meet the country’s rising energy needs.

Osinbajo made the observation when he presented the discharge certificate to the Chairman of Transcorp Ughelli Power Limited – the core investor in the Ughelli Power Plant -, Mr Tony Elumelu.


The discharge comes one month after the National Council on Privatisation approved the recommendations of the Bureau of Public Enterprise that Ughelli Power Plc be delisted from routine monitoring, having satisfied five core post-acquisition requirements, namely: available capacity, capital expenditure, human resources, health, safety and environment and corporate social responsibility.

Commissioned in 1966 with an installed capacity of 972MW, the Ughelli Power Plant, whose capacity had dropped to 300MW, became an asset of the Transnational Corporation of Nigeria Plc in 2013 under the company’s power subsidiary, Transcorp Ughelli Power Limited.

Since its acquisition a decade ago, the Bureau of Public Enterprise has carried out post-acquisition monitoring and evaluation on the facility, the BPE Director-General, Alex Okoh, revealed at the meeting.

Speaking at the State House, Abuja, the VP said, “The power needs of our country are grave. And we strongly believe that the right approach is the privatisation of the power sector to enable serious-minded private sector players to invest in the provision of public power and ensure that they are efficient while they make a profit at the same time.”

He called on other private sector players to follow suit, saying, “We hope that this will not be the last in the series of private power companies that are taking over power plants that are unable to meet the expectations of the post-evaluation plans.”


The Vice President also described the routine evaluation and monitoring of the power-generating company as an essential feature of the post-acquisition plan by the BPE.

“It has covenants and deliverables which the enterprise is supposed to live up to. And we found, in this case, that Transcorp Power PLC has done exactly that. We have been able to ensure compliance with all of the deliverables and, in some cases, even exceeding the covenanted deliverables in the PAP,” the VP added.


On his part, the DG BPE explained the discharge certificate became necessary after an evaluation showed that UPP’s generation capacity under Trancorp Power grew by 227 per cent in a decade.

He said, “Following a capacity determination and validation of Ughelli Power PLC by the consultants engaged by the National Council on Privatisation, it was determined that generation capacity had increased by about 227 per cent from the operational status of 300 megawatts at the point of handover in 2013.

“The company has achieved an available capacity of 680.8 megawatts, which surpasses the minimum performance target of 670 megawatts. Capital expenditure totalling N58.6bn was the covenant established for phases one and two of the post-acquisition plan, while actual investments made by the current investor were in the sum of N83.85bn. All the agreed benchmarks on human resources, health, safety and environment and corporate social responsibility have also been achieved.

“Your Excellency, having exceeded the minimum performance targets and having fulfilled all the agreed obligations, the National Council on Privatisation at its meeting on April 4, 2023, considered and approved the recommendations of the Bureau and its requests that the company, Ughelli Power PLC be approved for delisting from routine monitoring.”


In his remarks, Mr Elumelu revealed that the company’s indigenisation plan has ensured that the Power Plant is managed and run by Nigerians alone.

“Mr Vice President, let me also say that in addition to the criteria set, we actually are doing a very strong indigenisation of Transcorp Power Plc. I’m proud to say that our power plant is managed and operated 100 per cent by Nigerians.

“We at Transcorp Group recognise the importance of improved access to electricity. We know that with improved access to electricity, people can go to school, hospitals can function well, businesses can operate very well and most importantly can empower the industrialisation of our country.

“This is why we invested in power and continue to invest in the power sector because we know it holds the key largely to the success of our country,” he said.

Edo Refinery and Petrochemicals Company Limited has placed an order for 200,000 barrels of crude from Oza Oil Field operated by Decklar Resources Inc and Millenium Oil and Gas Company.

It said this was in line with the Edo State Governor, Godwin Obaseki’s drive to transform the state into a major investment and industrial haven in the country.

Recall that Edo Refinery was established with the injection of N700m as redeemable preference shares (investment) from the Obaseki-led government through a memorandum of understanding with a Chinese consortium led by Peiyang Chemical and Equipment Company of China, and its Nigerian partners, Africa Infrastructure Partners Limited.

The 6,000 barrels per day refinery had been completed and had since commenced operation with its main output being diesel, Naphtha and Low Pour Fuel Oil.

In a statement, Decklar Resources Inc. and its co-venturer, Millenium Oil & Gas Company Limited, said they were pleased to announce that trucking of crude oil from the Oza Oil Field to the Edo Refinery and Petrochemicals Company Limited had continued steadily, and total deliveries had now exceeded 27,000 barrels of crude oil under the 30,000 bbls crude sale agreement.

It added that it had also commenced sale of products to the second modular refinery operating in Edo State attracted by the Obaseki-led government, Duport Midstream Company Limited.

Edo Refinery to begin operation August
According to the statement, “Trucking of crude oil also commenced in late March to the Duport refinery in Edo State, with over 3,700 bbls delivered to date.

“Under the sale and purchase agreement with Duport Midstream Company Limited, Decklar and Millenium will initially deliver 5,000 bbls to the Duport refinery, followed by a minimum of 2,500 bbls per month thereafter.”

Noting that they had increased supply to Edo Refinery, the companies said, “The terms of the 30,000 bbls agreement include an invoicing and payment cycle that is triggered as each 5,000 bbls batch is delivered and offloaded at the refinery.

“Invoices for 25,000 bbls have been issued, and total deliveries under this contract are nearing the final 5,000 bbls batch. This cycle will continue after completion of deliveries under the 30,000 bbls contract, as Decklar and Millenium recently signed a sale and purchase agreement with ERPC for delivery of an additional of 200,000 bbls to ERPC’s facility.”

Chief Executive Officer of Decklar Resources, Sanmi Famuyide, said, “Crude oil deliveries to ERPC and to our new customer, DMCL, have been continuing steadily in a routine manner. This has provided consistent cash flow and enabled Decklar and Millenium to deliver and sell substantial volumes of crude oil to both customers. We have delivered a total of over 37,000 bbls to ERPC’s Edo refinery and have delivered over 3,700 bbls to DMCL’s refinery under their initial 5,000 bbls contract.”

They should build in protective circuits into their metres and spike the power voltage once in a while at random to destroy the gadgets of bypassers of their protect prepaid metres. Discos buy power from Gencos, and supply it to homes and factories who bypass their meters just to buck the system. Homes who bypass and disable meters are some of our biggest problems.

They are the same people who will wail that we don't have regular power supply in Nigeria. Staying analogue is just a way of augmenting Discos' losses to meter bypasses. The government has been supportive though.
The punishment for people bypassing the prepaid meters needs to be very severe
