The military works through defined process. If the president is offended by him, first he would have to give him compulsory retirement. Obasanjo did this. He retired top officials of a certain rank and promoted those loyal to him. You cannot use DSS to detain a serving general except you feel like tasting coup.

Listen carefully, the DSS tried to arrest Emefiele but the military stopped them. That shows you that the military is far stronger than DSS.
