If you are smart to see that other African countries are becoming major players in the oil trade than Nigeria. Even IOC are reducing investments in Nigeria and going to other African countries like Angola, Mozambique and Libya. Ironically Nigeria is struggling to sell current cargoes of crude oil so how would it give more dollar income. The day governments will decide to really diversify from crude oil is the day Nigeria will grow. These people are just crazy for easy money and rent seeking that will facilitate deal for themselves.

The government is helping local refiners. So far the diesel is produce in Nigeria, the government won't mind about the quality.
