my problem is with the fact that this is a repeated project.

In 1995/1997 Reid Crowther Engineering did the same project for Lagos State- establishing controls, aerial mapping and LIS/GIS for Lagos state. The same content, the same everything, the question is, why the repetition? In Alausa, the LIS/GIS lab is there, put to no use, now this one? It is worth while, but why the repetition?
