RealityKings1: Things will work perfectly if there is local government autonomy instead of state being in total control. The chairman of each local government will be able to identify the right places to ensure equal distribution of wealth.
Even to the level of security, if certain non state actors are gathering in your area, you should be able tell where they are from.
