News Senate fumes as SEC guzzles N8 billion annually on ‘Top heavy salaries’Published on November 17, 2021By Samson Atekojo Usman



The Nigerian Securities and Exchange Commission (SEC) on Tuesday ran into trouble with the Senate Committee on Capital Market over an N8 billion annual staff salary out of N9 billion internal revenue of the agency.


Chairman of the Committee, Senator Ibikunle Amosun, frowned at the expenses made by the Commission as a result of ‘top heavy salaries’.

Amosun expressed the discontent of the Committee on Tuesday when the top management of SEC appeared for the 2022 budget defence before the Committee.

The Director-General of SEC, Mr. Yuguda Lamido reacting to inquiries on revenue generation, revealed that staff salaries of SEC stood at N6 billion with other overhead totalling about N8 billion.

But the Chairman of the Committee said: “Your emolument was almost N6 billion out of the N9 billion and other expenses, so clearly you are spending almost all of the revenue that comes to you on staff emolument and other related things.


“You should give us the number of staff that you have in the commission such that we need to look at what is happening. If you generate about N9 billion and almost N8 billion is purely for servicing the staff, you are having a huge deficit of almost N4 billion. When you continuously make this deficit, year in, year out, then something is wrong”, he said.

While the Senate through its Committee on Capital Market felt it was wrong for SEC to have expended close to 90% of revenues made in the 2021 fiscal year on staff salaries and emoluments, SEC denied being frivolous on the spending of revenues made.

Yuguda in his presentation said, ” A total of N11.5 billion was projected as revenue for 2021 out of which N2.689 billion was realised as at June with the hope of making more before the year runs out.


“Total recurrent expenditure for 2021 was budgeted at N13.53 billion but the actual expenditure was N4.063 by the end of June.

“Our budgeted deficit was N5.173 billion but the actual deficit as at end of September was N2.834 due to funding of it from our reserve.

“Though revenue performance is still weak, a series of innovations like newly introduced charges for secondary Investors, will boost it up from the 2022 fiscal year and beyond.

“In giving room for more financial inflow, we are planning to retire about 152 top management staff with fat salaries in paving way for recruitment of fresh workers with attendant less financial burdensome on the Commission.

While Nigerians continue to complain of the huge budget allocation to the National Assembly over the year and the close to N2 trillion allocated to the security sector in the 2022 budget, indication was that, the revenue collecting agency of the Federal Government, the Federal Inland Revenue Service (FIRS’s) N228 billion allocation in the 2022 Appropriation Bill surpasses the 2022 budget of the National Assembly (N134 billion) and the judiciary (N120 billion).

Sunday Telegraph further search revealed that the tax agency’s 2022 budget also surpasses the current 2021 budgets of Abia, Adamawa, Anambra, Bauchi, Benue, Ebonyi, Edo, Ekiti, Enugu, Gombe, Jigawa, Kano, Kebbi, Kogi, Kwara, Nasarawa, Niger, Ondo, Osun, Plateau, Sokoto, Taraba, Yobe and Zamfara states.

[b]Further finding showed that this super rich agency budgeted N17.8 billion for miscellaneous expenses In its 2022 budget proposal, the tax body earmarked N2.5 billion for the purchase of land, N3 billion for office furniture, N1.5 billion for photocopying machines, N2.04 billion for computers and N500 million for the construction of sports facilities.

The agency set aside N1billion for generator fuel and N250 million for maintenance while a separate N550 million was set aside for purchasing more generators.

Further search into the 2022 Budget indicates that FIRS will spend N6 billion on its new headquarters and N2 billion on the purchase of vehicles. It budgeted about N1.3 billion for cleaning and fumigation of its offices nationwide while N1.4 billion will be spent on general maintenance services.

The agency budgeted about N1.3 billion for office stationery and computer consumables while N3 billion will be spent on printing non-security documents. It will spend N1.4 billion on electricity charges, N460 million on telephone charges and N1.3 billion on security services.

The FIRS plans to spend N7.9 billion on donations and N200 million as contributions to international organizations, while it earmarked N800 million for legal services, N1.04 billion on bank charges, N9.5 billion on welfare packages and N1.1 billion on staff retreat as well as N2.9 billion on repairs.

A key highlight of the budget is the sum of N2.8 billion for “uniforms and clothing” for the year 2022. The “uniforms and clothing” being mentioned here is strictly “drivers’ uniform”, as the agency in 2019 budgeted N160 million for 850 drivers uniforms, bringing the cost of each driver uniform to N188, 235, 29.

Similarly, the Board members shall be earning N370 million sitting allowance for the incoming year, N550 million for refreshments, N200 million for sporting activities, set aside N262.5 million for security votes while N17.8 billion would be spent on “miscellaneous” expenses.

We have many lgala from kogi state that come to Anambra state for one business or the other and many of them are into criminal act. The lgala that is been spoken by some community in Anambra state is for business transaction and nothing more.

Sorry to say Ebonyi projects are being over hyped. Even the airport is being handled by local labourers using bamboo for scaffolding. if you doubt me; name the construction company handling the airport project as we all know that Anambra airport is being handled by Craneburg, Nike flyover Enugu is being constructed by IDC.
Apart from the first 2 flyovers Umahi built in Ebonyi state, others are poorly and locally constructed by local labourers. Go there and see things for yourself... Starting from the beam to the walls of the flyover are carelessly casted with rough surface... This is why he is covering the finished work surface with PVC plastic panel in the name of beautification.

Till tomorrow asphalt road is far better than concrete road.

I'm from urum in awka north but all governor umahi projects is world class,it doesn't matter if he use unknown company or known. We can't write ohaneze off like that, no matter what they're still Igbo national body, what is needed in ohaneze is new ideas and direction and they can't do that unless we advice them on way to go,as for the movie I think our brothers and sisters is doing that already.

The fact is Ijaws are painting us as the villain, they are working on those peoples psyches and they already developed Stockholm syndrome

The Ijaws are telling them look how they are abusing Ijaws they would abuse you that way so the only antidote is to [b]first kill Ijaws with love, [/b]penetrate Opobo especially once Opobo begins to benefit from our protection and more Bonny would eventually get a regendum.

That's the only way to win, they are painting us as people who have sinister motives but they call King Jaja the slave boy to my face, so we need to get really strategic, whatever we do to Ijaws they shall do it to Opobos knowing that they far much outnumbered and trapped if they chose to fight.
See let me tell you the truth and nothing but the truth I don't like or love ijaw and I don't see myself loving them, I can't love those that hate me with passion. See we only make nosie about opobo and Bonny online without making taking action while the ijaws are taking the action but is not yet late for Igbos to take action now. Opobo and Bonny have hold strong to their culture and tradition but for how long will they hold to it if ijaw continue with the way they're going now.
