Alleged N10Billion Fraud: 10 Questions Kemi Adeosun, Accountant General Must Answer April 21, 2018Ini Ekott On Friday, PREMIUM TIMES and UDEME exposed how the Minister of Finance, Kemi Adeosun, and the Accountant General of the Federation, Ahmed Idris, colluded to illegally funnel N10billion from the national treasury to our ever non transparent National Assembly. After the story ran, both officials scrambled denials framed in manners meant to deceive and confuse Nigerians about the real issues raised in the report. So the issues are clear and easy to digest, we have raised the questions below for the officials. We hope they will find time to answer them as a way of enlightening our readers on this matter. 1) Are you not aware that the National Assembly has its own N125billion budget which should fund its capital and recurrent expenditures, and from which it should settle all its liabilities? Given that this budget is always 100 per cent funded, being a statutory transfer from the treasury, why did you proceed to provide an extra illegal N10 billion to that arm of government? 2) You claimed the money was sourced from a certain N20 billion earmarked for payment of debts to local contractors. Why are you the one paying National Assembly contractors when that arm of government has a block budget to cater for its expenditures and liabilities? And why will you give 50 per cent of funds meant for all owed federal contractors to the National Assembly alone when those who built roads, schools, hospitals and supplied drugs to our clinics are yet to be paid? 3) At a time that federal contractors have abandoned road projects across the country due to non payment of their bills, making our roads death traps, why did you release N10 billion to the National Assembly to buy exotic cars, especially when your boss, President Muhammadu Buhari, has ruled that acquisition of cars by lawmakers is a violation of the government’s monetisation policy and therefore illegal. 4) You released the funds without any due diligence. As chartered accountants certificated in England and here in Nigeria, is it right that you released that huge amount of money to a non transparent entity that the National Assembly is without asking the lawmakers to provide award of contract letters, Certificates of No Objection issued by the Bureau of Public Procurement and job completion certificates issued by the National Assembly? 5) Are you aware that at least 44 of the 82 contractors the National Assembly claimed it was owing are not registered on the National Database of Contractors, a database of the Bureau of Public Procurement (BPP). That means they are not eligible to be awarded federal contracts. Are you aware that even 17 of the 44 firms were not even registered with the Corporate Affairs Commission (CAC)? 6) Are you aware that by colluding with the National Assembly to pay billions of public funds to unregistered contractors, you have violated our country’s Public Procurement Act, and that you deserve to lose your post and then be put on trial in accordance with the law? 7) Can you tell us why you violated the appropriation law by releasing N485 million for a project our budget provided N450million for? Has it anything to do with the fact that Senate President Bukola Saraki conceived the project and is handpicking contractor for its execution? Is it possible that you prefer to please Mr. Saraki at the expense of the Nigerian people? You claimed you released the funds to the National Assembly after warrants were duly issued and approved by the Cash Plan Committee chaired by the finance minister. Can you please tell us in detail the process of approval of such warrants? 9) Unicef says 10.5million Nigerian children are out of school due to what government blamed on lack of enough funds for the nation’s educational sector. Advocacy group, OneCampaign, also says 2,300 Nigerian children under five die each day of preventable causes, a situation that can be addressed if the federal government provides at least one percent of Consolidated Revenue Fund for basic healthcare. In the face of this heart wrenching challenge, do you sincerely believe that illegally paying for exotic cars for our lawmakers should be your priority at this time? 10) Looking through the above questions, will you still say you did the right thing in the manner scarce public fund was passed to the National Assembly? The Minister of Finance, Kemi Adeosun, has reacted to a PREMIUM TIMES report detailing how her ministry illegally approved N10 billion for the National Assembly. The report, published on Friday, indicated that Mrs Adeosun released the billions to the lawmakers despite the N125billion appropriated for the federal legislature in the 2017 fiscal year for recurrent and capital expenditures. The fund was arbitrarily approved for the lawmakers by the minister in collusion with the Accountant General of the Federation, Ahmed Idris. Investigations by PREMIUM TIMES also showed that at least 44 of the 82 contractors the leadership of the National Assembly claimed they were owing were not registered on the National Database of Contractors, a database of the Bureau of Public Procurement (BPP). That means they are not eligible to be awarded federal contracts. A further check by this newspaper revealed that 17 of the 44 firms were not even registered with the Corporate Affairs Commission (CAC). In a statement by her media aide, Oluyinka Akintunde, Friday evening, the minister confirmed releasing the fund, but said her action remained legal. Describing PREMIUM TIMES report as ‘defective,’ Mrs Adeosun claimed that warrants were issued before the billions were moved to the lawmakers. “The attention of the Honourable Minister of Finance, Mrs. Kemi Adeosun, has been drawn to a smear campaign by an online medium, Premium Times, of “illegally sharing of N10 billion from the national treasury”. “The Honourable Minister wishes to debunk the entire mischievous and made-up report of the online medium which negates the ethics and professionalism of journalism. The article displays a worrying lack of understanding of Appropriation, Payments and Control, and therefore be disregarded by the public. “The Minister further wishes to state that warrants are issued in accordance with Appropriation and after due approval by the Cash Plan Committee chaired by the Minister.” The statement however failed to explain the process of approval for such warrant. The minister did not also address salient issues such as the release of funds outside the budget and award of contracts to unqualified companies. Mrs Adeosun did not also explain why she failed to conduct further due diligence by asking for evidence that the contracts were duly awarded before she approved the funds for the lawmakers. Maybe Buhari has forgotten the privileges his generation enjoyed, if he had remembered, he wouldn't have called this generation of Nigerian youths lazy. These are some of what were attainable when Buhari was young as told by members of his generation. 1. An elderly women told me that during her time, education was not only free, also books and all other materials needed. She said as day students, they eat free breakfast and lunch. She said not just any how food, but huge piece of chicken, correct tea and other assorted. 2. An elderly man told me when he got admission into a federal secondary school, an official government car used to take him to school and return him home daily. 3. Was told that a present professor in the university of Benin led an aluta to protest that government substituted turkey for Chicken in their daily free meals. The man later became an oppressive dean of students. 4. A friend's father said that during their convocation, companies and government agencies would be begging them to work for them. He said even those that had pass would have lots of jobs offers to choose from. 5. A director at National Root Crop Research Institute told me that after he graduated, he wrote to the institute that he want to work with them, they replied with an appointment letter. 6. Another director in NPDC told me that during his time, after graduation, graduates would go to their local government, there they would be shown list of vacancies in all government agencies and they would chose where they want to work. He said he chosed Police Service Commission and without any interview, he was employed. He said when NNPC was established, he applied without any interview, he was sent an appointment letter. He said he took 3 months to make up his mind to work for NNPC, when he finally got there, they where glad to receive him. This is the generation of a man that calls youths whom among them are first class graduates searching for jobs lazy. |

This government is a mistake. Buhari organized YES-P entrepreneurship competition through bank of industries millions of Nigerians youths applied, till date those that made haven't received 1k of the promised money. Buhari organised Fadama youth entrepreneurship competition through the ministry of finance, millions of Nigerian youths applied, till date the winners haven't received a kobo. Buhari said he is continuing with YouWIN program and organized his own YouWIN entrepreneurship competition, having chosen the winners and published there names in newspapers, he told them not to expect a kobo. This same man is saying Nigerian youths are lazy. If you know the privileges these people enjoyed during their time, you will stone them for saying this. 16 Likes 1 Share |

Jino: UPDATES!!! Good morning dear comrades, We ( The national reps) been able to reach some agreement on the proposed protest. After duly notifying the relevant offices in the country ( Including NASS, Senate, presidency, min. Of Finance and office of the VP), We are sure we have been civil enough and so we wait for response for a shot while, and if they don't, PEACEFUL PROTEST would be it, but we have to begin it's preparation NOW. Because of the kind of leaders we have in Nigeria, I can assure you, that its ONLY PROTEST that works wonders in this kind of senerio and so support would be needed from ALL 5000 WINNERS. For example; most of us were involved in YESP/BOI Program, the question I want to ask you is; Did you receive any funding?... Well let me shock u; some selected people received, and some will soon receive, wanna know how or why?...Few protested.... Here we want to ensure that not Just a few are carried along, not just a few would be protesting and not just few... But ALL 5000 WOULD BE FUNDED. I understand that most of our WhatsApp groups have gone dormant( and its mostly because our admins don't give us regular updates), but let us go back to our various States group n discuss how we can make this massive move a success. This is not YESP/BOI, nor is it Npower, THIS IS YouWiN (for God's sake) and we have seen past beneficiaries with their millions, our case should never be different, but it all depends on YOU�. Last year year, the federal encouraged young enterprising Nigerians to apply for the 2017 YouWin connect business competition.
