But despite the poor level of compliance, the presidency has set up a committee to recover all government properties — cars, houses, generating plants etc — which are yet to be turned in by the officials of the previous administration about three months after leaving office. Comments by some of the agencies further revealed that they were ignorant of the circular from the Head of Service on the president’s directive. President Goodluck Jonathan, yesterday clarified what he meant by stealing is not corruption, saying he was quoted out of context. Responding to questions during a presidential media chat on Wednesday, the President explained that the remark flowed from a discussion he had with a former chief justice of the federation, who told him of how he had to distinguish straight acts of stealing from other forms of corruption he acted upon. “People who told you I said stealing is not corruption did not tell you I said stealing is good. That is why philosophers say that the primary reason people disagree is because people use one statement to explain two typical things or vice versa. “I made that statement because I quoted the former Chief Justice of Nigeria, Mustapha, (when) I called a meeting then, with the anti-crime organisations and the judiciary. “The CJN, Mustapha decided to take a look at the files that dealt with corruption and more than 80 per cent of them were just cases of stealing. But people use corruption to cover all. What I am saying is that let us go to the South-West and go to a typical community and they look at you and say this man is corrupt, people will be looking at you. But call that same man “ole”, that is thief, and see what will happen to him. Our people hate thieves more than corrupt people, yet most times, we use corruption to cover the lapses. “A thief should be called a thief and treated as such. In my village, when an adult steals, they strip him unclad, humiliate him and his family, but if you say this man is corrupt, they won’t know what you are talking about. We are using corruption to cover it all up. “So, let us communicate properly. It was not me that said it, I quoted Mustapha. He examined the corruption cases and he saw that they were just cases of stealing. “We are identifying thieves; we can talk about what the agencies are doing. We have made more convictions in this period than before. But I always say that the answer is not convicting more people. We must make sure that they don’t steal. Yes, of course I know this description of Nigerian Senate by a Nigerian is offensive to some, may be more than some people. Nonetheless, it is true. The Senate is made up of callous, indifferent, stupid fools who keep silent in the face of tyranny while the nation and its people are dying. Nigerians are their own worst enemies to a country we all pretend to love and care for. The 81 senators who backed Saraki no doubt were co-opted by the forces of greed. It's no surprise that the 81 fools, blockheads, ignoramuses, and idiots passed vote of confidence on Saraki for fraud and forgery that reward him with the senate presidency. Thanks to these fools for given refuge to a con artist who presides over a senate of one of the richest countries on earth, yet with the largest number of poor. Frankly, there is something very wrong with us as a nation and as people. The elected 81 senators sold their souls, their bodies even their mothers to Saraki. Nigerians have never learned anything all these years. We're taken for a ride, a wild dangerous and reckless ride by our not so honorable senators. Eighty-one senators in cahoot with a crook and thief whose family for more than a decade have taken us for a wild ride to the dark side of life, to poverty, and to looting our banks and the treasury. Nigerians keep returning same damn people back to office. In fact, our National Assembly is no different from the feudal lords of the Dark Ages, passing their seats from father to son or to daughter. Make no mistake about it, they all laugh at us as we line up every election to cast our votes. Do you blame them? Of course not! They have good reasons: we don't take any actions against those who vote or support the devil against us, the citizens. We return them back to office. There is such a frightening criminal collusion among the 81 senators. The disaster, suffering, sadness, poverty we have been experiencing as a people is a result of this collusion. As Nigerians, we handed over our destiny of a decent honorable life to a bunch of crooks, and decadent senators. Everywhere you turn, it is the crooks and thieves that run the National Assembly, run the treasury, run the Central Bank, and until March 28 run Aso Rock. Nigerians, do you ever wonder why the 81 senators passed vote of confidence on Saraki who should be in jail by now? What do you think of the character and caliber of the 81 senators? The 47 PDP senators and 34 APC senators who passed vote of confidence on Saraki did not support or share the anger of Nigerians over the forgery of the Senate Standing Order by Saraki and co-forgers. The senators claimed that the criticisms and police investigation into the forgery of Senate Standing Order amount to sustained interference in the internal affairs of the senate by distractors and media propaganda against the senate and senators by selfish politicians. Internal affairs of who? By who? And for who? When has criminal offense such as forgery become “internal affairs”? Is the Senate now a family affair? Who owns the Senate? Nigerian people or the damn fool senators? Can you see the lawmakers at their best as lawbreakers? Babs Omotowa, • Discloses Buhari’s backing of company’s growth plans • APC demands probe of previous NLNG payments to FG Chineme Okafor and Onyebuchi Ezigbo in Abuja Apparently responding to insinuations that the recent remittance of $1.6 billion income and education tax by the Nigerian Liquefied Natural Gas (NLNG) Limited to the federal government was politically motivated to boost the Muhammadu Buhari-led administration, the NLNG authorities have given a sound economic explanation on the timing of the recent payment. NLNG said that contrary to the reports that it might have delayed payment of the tax to the government until such a time as this, it actually followed laid down laws of the country on the payment of such revenue to the government. Members of the governing party, All Progressives Congress (APC), and opposition Peoples Democratic Party (PDP) had recently engaged in counter claims over the source and timing of the NLNG payment. But the Managing Director of NLNG, Mr. Babs Omotowa, in an exclusive chat with THISDAY weekend in Abuja, explained that the company had only made the payment in line with extant laws guiding its operations in the country, which mandates it to remit its corporate income tax to the government on or before the end of June of every year. NLNG, it was learnt in this regards, could have as well made the remittance before former President Goodluck Jonathan handed over the reins of power to President Muhammadu Buhari, except that it was auditing its accounts. Omotowa however noted that notwithstanding the impact of the $1.6 billion tax revenue to the finances of the federation as it is now with regards to its revenue shortfalls, the remittance was rather done in accordance with the law, but it ended up coinciding with the country’s dire financial situations. “We did not pay the government $1.6 billion dividend but $1.6 billion corporate income and education tax, which is different from dividend. This of course is from our activities in 2014. The payment is for the 2014 accounting year, which ended in December. Of course, the law said that we must make this payment on or before the end of June and we kept to that law because we are a world class company that follows standards and laid down laws,” Omotowa said. Speaking on the impact of the remittance, he explained that it had come at the time, but that the company did not keep it back. “In any case, this is not the first time we are making such payment to the government, because in 2014, we also made such payment. NLNG paid $1.4 billion as income tax and education tax, perhaps, the circumstances at the time we paid that was not as it is today,” he explained. When asked how the company was able to pull off such amount of tax despite its revenue cut by almost 30 per cent because of the instability in oil prices, Omotowa said: “It is correct that in the first half of the year, we have seen revenue decline but that impact on corporate income tax will be on the 2015 figure which we will pay in 2016 and that will not be for this year but the next.” He also spoke on the company’s expansion plans, vis-à-vis its planned Train-7, which has remained unattended to, and disclosed that President Buhari had given his backing to such expansion plans. “Of course, we have been working on Train-7 for quite a while and as you may know, issues around constructing a train requires upstream gas suppliers to also develop fields. As a result of that, since 2008 which was the first time Train-7 Final Investment Decision (FID) would have been taken but for the challenges that have arisen out of the uncertainties around the PIB, issues around the upstream funding of gas projects as well as some of the security challenges, have been the key reasons over the past years. "Work has been ongoing to resolve these key issues and we are pleased that we are able to meet Mr. President a few weeks back, who assured us of government’s full supports to our growth aspirations and so we continue to work to get all these issues resolved so that the project can move ahead,” he said. On NLNG’s LNG export plans for 2015, Omotowa said: “For the first half of the year, we have exported about 150 cargoes. Our business plan for this year is 324 cargoes, that is what our business plan is and we are still working on that.” But in order to resolve the controversy over the payment of such tax in the past, the APC has urged the federal government to investigate what happened to the past company income tax/education tax as well as the dividends paid to the Nigerian government by the NLNG, against the background of published reports that the funds were never paid into the Federation Account as they should have been. The party, which deplored efforts by the PDP to discredit President Buhari for granting states bailout, said the opposition party must be asked where it kept the $5.5 billion, which it said was the dividend paid to the federal government by the NLNG before the 29 May handover. In a statement issued yesterday by its National Publicity Secretary, Alhaji Lai Mohammed, the party also described as a glaring example of grandstanding opposition the attempt by the PDP to distort the facts about the source of the $2.1 billion that was approved for sharing by the three tiers of government by Buhari. "Whereas the presidency corrected the initial erroneous report that the shared money was sourced from the Excess Crude Account (ECA), the skittish opposition continued to insist it was from the ECA and that it was part of the 'savings' by the Jonathan administration," it said. While explaining the source of the bailout fund, APC said: ''We can tell Nigerians that the $2.1 billion was sourced from the $1.6 billion company income tax/education tax paid to the federal government on June 17, 2015, over two weeks after the Jonathan administration left office, as well as the $500 million tax paid by Shell." According to the party, this was the first time the payment of the company income tax/education tax by the NLNG was being disclosed by any government, in addition to paying it into the Federation Account for sharing, adding that those who termed it their 'legitimate' earnings should be asked why they did not demand the sharing of such 'legitimate' earnings in the past. "We can tell Nigerians that apart from the said $1.6 billion NLNG payment for 2015, NLNG also paid $1.4 billion as company income tax/education tax in May 2014, paid $0.3 billion as education tax to the federal government in 2011, 2012 and 2013 and $1.2 billion in VAT and With-holding Tax to the federal government since 2009. These payments are just those made in the past six years alone, hence there were other payments before then. "In addition, dividend payments totalling $4,728,136,946 was paid to the federal government between 2004 and 2009, out of which only $127,851,348.19 was credited to the federal government's Independent Account with JP Morgan, leaving a balance of over $4 billion. The questions to ask therefore are why all the past taxes and dividends were neither fully paid into the Federation Account nor shared by the three tiers of government and what happened to the funds," it asked. APC said now that President Buhari had started to ensure that all funds due to the Federation Account are paid in there as well as plugging all financial leakages in an effort to restore transparency to the system, it was important to let Nigerians know why all due funds were not paid into the Federation Account in the past and what happened to such funds. The party also said as part of the investigation, the PDP must be asked where it kept the $5.5 billion, which it said was the dividend paid to the federal government by the NLNG before the 29 May handover. "Since, according to the PDP, President Goodluck Jonathan asked that the money be 'left for the incoming administration to manage'. It is important for the party, therefore, to tell Nigerians in which account the money was 'saved' because it is definitely not in the Federation Account," it said. APC insisted that for any opposition to be credible, it must not only be factual and truthful, it must eschew pandering. "Had the PDP embraced these cardinal principles, it would not have, in the rush to belittle the package that was approved for the states by President Buhari and to discredit his administration, engaged in outright lies and selective perception. While the PDP became fixated on the source of the money shared by the states, it forgot that there were other measures in the package that included a special intervention fund of between N250billion and N300billion from the CBN as a soft loan available to states to access for the purposes of paying backlog of salaries. "The PDP also forgot the debt relief programme designed to assist the states to restructure their commercial loans of N660b, with a view to extending the life span of such loans and reducing the states' debt-servicing expenditures. That way, the states are freed from their perennial inability to pay workers' salaries, and more funds are available to the various governments to use for the benefit of the people. They have forgotten that the only time in the country's history that this kind of rescue package was made was also during the tenure of Muhammadu Buhari as military Head of State," the party said. It advised those who are showboating and distorting facts to tarry a while, as what they are seeing is just the first step in a long journey to clear the rot left behind by years of purposeless governance, plug all financial leakages, ensure that all funds due to the Federation Account are paid there for the benefit of all. "The revelations concerning the deep rot in the system that will come in the weeks and months ahead will shock even the most ardent critics of the Buhari administration's salvaging efforts," APC said. But in a swift response, the PDP described the call for enquiry into past NLNG payments as misleading and outright falsehood. The party in a statement issued by its National Publicity Secretary, Mr. Olisa Metu, said NLNG has been on tax holiday in the past 10 years. "The truth is that the NLNG had been on a 10-year tax haven until 2014. Within this period, successive governments, right from President Olusegun Obasanjo never shared nor tampered with the cumulative dividends. "Whatever taxes paid from the NLNG go through the Federal Inland Revenue Services (FIRS) and recorded as part of the income of the Federal Government. "It is imperative to note that by the end of the tenure of President Goodluck Jonathan, NLNG dividends had risen to a cumulative $5.6billion and not a single cent was ever taken from the funds. Presidency: ECA intact, $1.7bn shared came from NLNG Tobi Soniyi and James Emejo in Abuja As part of measures to provide concessionary loans to cash-strapped states, the Central Bank of Nigeria (CBN) will embark on quantitative easing to increase liquidity in the financial system, which will in turn be lent to states under the 250 billion to 300 billion special intervention fund approved by the National Economic Council (NEC) to assist the state governments pay their backlog of salary arrears. This is just as the federal government has provided clarification on the funds shared by the three tiers of government during the extraordinary meeting of the Federation Account Allocation Committee (FAAC) on Monday night, stating that the $1.7 billion (N359,374,355,607.60) came from tax paid by the Nigerian Liquefied Natural Gas Company (NLNG) and not the Excess Crude Account (ECA). The new Accountant General of the Federation, Ahmed Idris, had on Monday erroneously announced that funds to be shared by the federal, states and local governments would come from the ECA, sending shock waves through the financial community that the Buahri-led administration had approved the decimation of the ECA which constitutes part of the country’s foreign reserves. Speaking on the quantitative easing to be implemented by the CBN, a top official of the central bank said the special intervention fund of between 250 billion and N300 billion will be lent to states that are interested under concessionary terms in the next one or two weeks. A central bank implements quantitative easing by buying specified amounts of financial assets from commercial banks and other private institutions, thus raising the prices of those financial assets and lowering their yield, while simultaneously increasing both broad money as well as the monetary base in the economy. The CBN official, however, added that the states would have to meet the conditions precedent set by the central bank to access the intervention fund. This, he said, is strictly to enable the states pay the backlog of salaries and would be deducted from source from their FAAC allocations. “There will be moratorium on the concessionary loans for states that elect to borrow from the fund, following which the loans will be recovered as a first line charge on their FAAC allocations,” he explained. During the extraordinary FAAC meeting on Monday night, the CBN Governor, Mr. Godwin Emefiele had informed the state governments, represented by their finance commissioners, that the federal government was worried about the inability of some states to meet their obligations to their workers. He acknowledged that the inability of most states to pay salaries had arisen for their huge debt burden, thus necessitating the restructuring of N660 billion commercial loans owed the banks. Emefiele observed that most states take short-term loans for long-term projects and servicing their monthly obligations to the banks hampers cash flows, thereby restricting them from payment of salaries. The CBN governor also informed the states that the central bank was willing to assist such states in restructuring the loans owed the commercial banks. He directed the affected states to submit to the CBN, on or before July 8, 2015, the list of their loan obligations and other indebtedness to enable the CBN assist them restructure the loans to tenures of 15 years. He explained that the assistance by the CBN was in the form of concessionary rates to the interested states. Emefiele said the CBN will schedule a meeting with the states upon receipt of the required data and expressed optimism that the process will be completed before next week. He advised recipients of the CBN loans from the special intervention fund to prioritise salary payments as its first line charge, before meeting other obligations. The meeting was chaired by Permanent Secretary, Federal Ministry of Finance, Mrs. Anastasia Daniel-Nwaobia. Offie, Head and Deputy Director, Press and Public Relations in the office of the Accountant General, said: “The amount distributed was not from the Excess Crude Account (ECA) but rather the accrued company income tax (CIT) realised from the Nigerian Liquefied Natural Gas (NLNG) N359,374,355,607.60 ($1.7 billion) “The amount that was distributed was less the cost of collection. The federal government got 56.68% amounting to N181,745,674,112.72, the state governments got 26.72% amounting to N92,183,834,705.62, while local government councils got 20.60% amounting to N71,069,872,564.96.” He stated that Idris was making this clarification in order to provide Nigerians with the correct and authentic information about the outcome of the proceedings at the FAAC meeting, adding that no withdrawal was made from the ECA and that the current balance still remains $2.1 billion. Similarly, the Special Adviser to the President, Media and Publicity, Femi Adesina stated that the relief package by the federal government for states and local government councils to pay their workers’ backlog of salaries would not be taken from the ECA. In a statement he issued yesterday, Adesina stated that the measures approved by President Muhammadu Buhari did not include drawing down the remaining balance in the ECA or the “liquidation” of the account. He said: “No such decision has been taken or approved by President Buhari, and last week’s meeting of the National Economic Council clearly concluded that the Excess Crude Account should be left untouched at this time.” Adesina listed the measures approved by Buhari to deal with the problem of unpaid public sector salaries in many states as: ·The sharing of the $1.7 billion tax paid to the Federation Account by the NLNG; · A central bank-packaged special intervention fund that will offer financing to the states, ranging from N250 billion to N300 billion. A letter has been uncovered in which the Governor of the Central Bank of Nigeria, CBN, Mallam Sanusi Lamido of Nigeria exposed to President Goodluck Jonathan the continuing refusal of Nigerian National Petroleum Corporation (NNPC) to honour its legal obligations, including failure to remit $49.8 billion to the Federation Account between 2012 and 2013. Surprisingly, the amount represents a whooping 76% of the value of crude lifted during the period... The CBN governor's complaints contained in a letter to President Jonathan dated 25 September 2013, read: “Our analysis of the value of crude oil export proceeds based on the documentation received from pre-shipment inspectors shows that between January 2012 and July 2013, NNPC lifted 594,024,107 barrels of crude valued at $65,332,350,514.57,” the letter said. “Out of this amount, NNPC repatriated only $15,528,410,098.77 representing 24% of the value. This means the NNPC is yet to account for, and repatriate to the Federation Account, an amount in excess of $49.804 billion of the value of oil lifted in the same period.” Drawing attention to an attached table of analysis of the crude oil liftings and repatriations as prepared by the CBN, Governor Sanusi noted that the failure of the NNPC to repatriate the amounts constitutes not only a violation of constitutional provisions but also of both Nigeria’s foreign exchange and pre-shipment inspection of exports laws. Also drawing attention to previous occasion in which he had expressed concern about what appeared to be shortfalls in remittances to the Federation Account in spite of the strong recovery in the price of oil, Mr. Sanusi said that a point of departure ought to be to insist that the NNPC account fully for all proceeds that were diverted from its accounts with the CBN and the Federation Account. “As an indicator of how bad this situation has become, please note that in 2012 alone, the Federation Account received $28.51 billion in Petroleum Profits and related taxes but only $1013 from crude oil proceeds,” he informed Mr. Jonathan. “In the period January-July 2013, the corresponding figures are $16.65 billion and $5.39 billion, respectively. The Group Managing Director of Access Bank, Mr. Aigboje Aig-Imoukhuede, has said the tight monetary stance of the Central Bank of Nigeria (CBN) is saving Nigeria’s economy from falling into another crisis. Aig-Imokhuede, who spoke at an interactive session with journalists also hailed the CBN for given priority to the growth of the SMEs and sustainability of the agricultural sector, which he said would have long term positive impact on the nation’s economy. The interactive session was designed to roll out the communication strategies created to extend the frontiers of the Access Bank in the financial sector. Aig-Imokhuede noted that if not for the CBN, the country’s currency would have been hammered. According to him, “And for him, it is important that the currency does not get hammered because over the past 20 years anytime the naira hammered, a banking crisis had followed, which was due to the devaluation of the currency. “For him, though the CBN under Sanusi may be tough, it is often right and if the CBN has not taken some of the actions it took, Nigeria would have been battling another banking crisis.” Speaking further, he pointed out that democracy had brought a lot of good to the banking sector and that CBN operations have been smoother under the regime. He said: “Democracy is good for banking because it helps CBN to work better. The agreement came exactly 82 days after the Federal Government raised a 25-man committee to work out modalities for granting the amnesty to the sect. Also, the Federal Government has confirmed that it had signed a ceasefire agreement with the militant group. Minister of Special Duties and Chairman of the Peace and Dialogue Committee in the North, Alhaji Tanimu Turaki announced the ceasefire agreement on the Hausa service of Radio France International in Kano. The announcement came on the eve of the Muslim Holy month of Ramadan expected to start Wednesday. President Goodluck Jonathan's Minister of Special Duties, Alhaji Tanimu Turaki said: “We have sat down and agreed that Jama’atu Ahlul Sunnah Lidda’awati wal Jihad, known as Boko Haram will lay down their arms as part of the agreement so as to end the insurgency. Sokoto State Governor, Aliyu Wamakko, Tuesday said he has been vindicated following the lifting of the suspension order slammed on him by the National Working Committee of the Peoples Democratic Party(PDP) two weeks ago. He also called on the national leadership of the party to see to the possibility of recalling his Rivers State colleague, Rotimi Amaechi, who was suspended last month. Premier League clubs' revenue reached a record £2.36bn in 2011-12, according to football finance experts at Deloitte. It estimates revenue grew to £2.5bn in 2012-13, and will grow by a further £600m, or 25%, in 2013-14, when the league's new broadcast deal kicks in. Deloitte says this should take the projected revenue of Premier League clubs above £3bn for the first time. It says this cash, plus new spending rules, "could provide huge benefits to the long-term development" of football. "Despite operating in a challenging economic environment, English club football's profile, exposure and increasingly global interest have continued to drive revenue growth for the top clubs," said Dan Jones, partner in the Sports Business Group at Deloitte. Northern senators Wednesday appealed to President Goodluck Jonathan not to utilise the funds of states and local governments under emergency rule to prosecute the anti-terror campaign in Yobe, Adamawa and Borno States. The senators made the appeal after a meeting of the Northern Senators' Forum (NSF) where they assessed developments in the three states where the president had declared emergency rule on May 14. Chairman of the forum, Senator Umaru Dahiru, while briefing journalists after the event, said the forum was not opposed to resolutions reached on the floor of the Senate on the proclamation of the state of emergency in the three states. He however said the forum was only concerned about the wellbeing of the affected people and called on the president to leave the funds in the interest of the states. The Senate Wednesday declined to approve the N4 billion proposal for the construction of the African Peace Mission Building in the 2013 Federal Capital Territory (FCT) budget as it passed the N259 billion FCT Statutory Appropriation Bill into law. While presenting the report on the budget for approval, Senate Committee Chairman on FCT, Senator Smart Adeyemi, said appropriating for the building project would be unnecessary in view of ongoing litigation on the proposed site for the project, which he said would make access to the money impossible. “We cannot appropriate for a land that is not available,” the report said. However, Adeyemi said of the N259.6 billion proposed for FCT operations this year, N160 billion was approved for capital expenditure; N48.6 billion for personnel costs; N50.5 billion appropriated for overhead costs with a surplus of N48.7 million. Adeyemi also told the Senate that whereas N306.4 billion was appropriated for FCT in the 2012 fiscal year, there was a fiscal surplus of N90.5 million, adding that the total revenue realised from January to December by the Federal Capital Territory Authority (FCTA) was N180 billion. He also disclosed that the total revenue utilised during the last fiscal year was N133 billion out of which N40.8 billion was spent as personnel costs, while N29.1 billion and N63.0 billion were spent as overhead costs and capital expenditure respectively. According to him, the FCT Committee found that the overall performance of the statutory allocation in the year under consideration was only 43 per cent with most of the projects initiated still ongoing because of what he described as the ineptitude of getting the due process certificate. Side effects vary according to vaccine type, but generally mild side effects may include: Pain, redness, tenderness or swelling at injection site Fatigue Headache Itching at injection site Nausea Dizziness or fainting (most common in adolescents) Fever Mild rash Parents should keep an eye out for any unusual condition, such as a high fever, weakness, or behavior changes. Signs of a serious allergic reaction can include difficulty breathing, hoarseness or wheezing, hives, paleness, weakness, a fast heartbeat or dizziness. Jonathan orders release of detained suspected terrorists As the military offensive to dismantle Boko Haram terrorists activities and the camps in North East Nigeria continues, President Goodluck Jonathan has directed the release from Police, SSS and Military detention centers, of hundreds of persons held in connection with the insurgency. The action of the President which took many Nigerians and security agencies by surprise is however interpreted by presidency sources as the ‘Carrot and Stick’ policy by the Commander in Chief to bringing an end to the Boko Haram debacle. Vanguard gathered that the beneficiaries will cut across such states as Borno, Yobe, Adamawa, Bauchi, Kano, `Kaduna, Gombe and Niger, though the exact number was not revealed. The federal government however explained that the decision to order the release is sequel to the request of the Presidential Committee in Dialogue and Reconciliation set up to explore the possibility of amnesty for converted terrorists.
